The Israeli cabinet releases a statement saying that "in the absence of agreed-upon changes, the countdown for implementation of the [Wye] agreement will begin on September 1." Shaykh Hamad Bin-Khalifa al-Thani, emir of Qatar, meets with Arafat in Gaza, making him the 1st Gulf leader to visit the occupied territories since the PA was established. In Damascus, the PFLP briefs 8 Syrian-based opposition groups on its reconciliation talks with Arafat in Cairo 8/1-2; some groups recommend halting contacts with the PFLP if it holds further mtgs. Fatah, the PA. DFLP is not invited to the briefing; it has been banned fr. opposition mtgs. since Nayif Hawatimah shook hands with Israeli pres. Weizman at King Hussein's funeral in 2/99. PLO Chmn. Arafat announces Hamas has agreed to not obstruct PLO efforts to implement PLO-Israel agreement, refrain fr. violence among Palestinians. EC pledges $1 b. for Middle East programs. Funds are earmarked for hospital, 50,000 housing units in Gaza and building of Palestinian "administrative backbone." EC also considering funding large-scale regional programs, including highway system to link Egypt, Israel, Jordan, Lebanon, and Syria. EC commissioner for development aid Manuel Marin meets in Brussels with PLO official Nabil Shaath to discuss distribution of assistance. (WP 9/17)

Faisal Husseini releases names of the fourteen Palestinians who will serve on the joint Palestinian-Jordanian negotiating delegation. Seven additional Palestinians will serve on a steering committee and not participate in the actual talks. Chmn. Arafat asserts that the Palestinian delegates will represent the PLO because "every Palestinian is a member of the PLO." (NYT 10/23)

U.S. State Department indicates Secy. Baker will appoint a special Middle East representative to facilitate the bilateral negotiations which will constitutehe second phase of negotiations. (NYT 10/23)

PFLP, DFLP, Hamas issue joint statement in o.t. urging escalation of intifada, call for general strike 10/23 in opposition to peace conference. Statement also rejects claim that a majority of Palestinians favor talks. Spokesmen for PFLP, DFLP denounce 10/21 threat against Palestinian delegates issued by PFLP-GC head Ahmad Jibril in Tehran. Fateh also issues leaflet in o.t. calling on Palestinians to ignore PFLP-DFLP-Hamas call for strike on 10/23. (MEM 10/22)

Saudi Arabia releases $3 million to PLO. The funds, deducted from salaries of Palestinians working in Saudi Arabia as a "liberation tax," had been frozen following the deterioration of PLO-Saudi relations during the Gulf crisis. Agreement was recently reached about resuming transfers of the funds [see 9/26]. Some of the funds also came from Saudi donations to the Palestinian cause. (MEM 10/24)

Unnamed Capitol Hill sources say USSR's decision to bar direct commercial flights to Israel may spark congressional effort to maintain U.S.-Soviet trade restrictions [WP 2/24].

W. Bank Civil Admin. recently issued new regulation forbidding camp residents to build two or more stories on any house among first 3 rows adjacent to main Israeli highways. Occupied Palestine/Israeli: Israeli military reopens all 1,200 public, private, and UN schools in W. Bank closed since 11/13/ 89. [WP 1/11; MET 1/23].

Arab World: In Cairo, Arafat meets with Mubarak to discuss Middle East Peace prospects [FBIS 1/11, 1/12; MET 1/23].

Other Countries: USSR upgrades PLO mission in Moscow to "the Embassy of the State of Palestine." The announcement comes shortly after Israeli Science Minister Weizman and Soviet F.M. Shevardnadze hold first high-level contacts between the countries since 1967 [WP 1/11]; they also discuss possibility of Moscow granting official diplomatic status to Israel [FBIS 1/11].

U.S. State Dep't spokesperson says Baker is annoyed at failure of Israel and Arab world to cooperate, and that if footdragging continues he would focus on "many other areas in the world clamoring for his attention" [WP 1/11].

Arab World: Israeli forces shell Syrian and PFLP positions in S. Lebanon for the fifth time in 24 hours [FBIS 1/11; MET 1/23].

Reagan reiterating US position, King Hussein says he is prepared to resume talks with Arafat on joint Palestinian-Jordanian approach to negotiations with Israel; in light of current struggle in Tripoli, Hussein promises to put "no conditions on him. " Rebel spokesman asserts Tripoli fighting results from Arafat's refusal to heed Coordination Committee proposals.
