Israeli-Palestinian clashes continue, leaving 6 Palestinians dead. Arafat publicly orders Palestinian gunmen to stop shooting at Israelis fr. PA-controlled areas, but there is no sign the order is heeded. Barak tightens economic sanctions on the Palestinians, barring any goods other than food or medicine, including fuel, fr. reaching the PA areas. Israel again bars Palestinians under age 45 fr. attending Friday prayers at al-Aqsa Mosque. The IDF shells residential areas of Ramallah, destroying an empty building. Jewish settlers uproot a Palestinian olive grove nr. Nablus, throw stones at Palestinian cars nr. Nablus, Qalqilya, Ramallah. Hamas gunmen kill 1 Israeli, wound 6 in Gaza in 2 separate incidents, reacting to killing of 2 Hamas mbrs. by Israeli police 8/12.  Attacks mark 1st death of Israeli civilian since self-rule began.  Arafat phones Hamas spokesman Mahmud Zahhar asking him to stop Hamas military operations.  (WT 8/15; NYT, WP, WT 8/16)

Israeli Police M Moshe Shahal says Israel should explore making peace with Iraq to counterbalance the threat from Iran. German sources suggest the U.S. has "indirectly suggested" Iraq take part in the peace process in exchange for the removal of the economic embargo.  (WT 8/15)

Following decades of Syrian commitment to confrontation, Pres. al-Asad agrees to attend Middle East peace conference in letter answering Bush's 6/1 letter to him urging flexibility in Syria's position toward Middle East peace talks. (WP, LAT 7/15; WP 7/17)

Contents of the letter were not revealed, but U.S. officials hinted that it accepted Bush's proposals on terms of peace conference, and that al-Asad apparently renounced his earlier demands for an active UN role and for the conference to remain in constant session. (MEM 7/16, 7/22)

PLO Chmn. Arafat meets with King Hussein, Jordanian Prime Min. Tahir al-Masri, in Amman on U.S.-led peace efforts. (MEM 7/15)

Israel lifts trade sanctions against South Africa following similar U.S. decision. Ban on military contracts remains, although secret military deals continue. (LAT 7/15)

Israeli peace activist Abie Nathan arrested upon arrival in Israel following 6/29 meeting with Yasir Arafat in Tunis, an act which violates Israeli law. Nathan staged hunger strike in June to protest the law, under which he served 122 days in prison in 1990 for meeting Arafat. (MEM 7/15)

Israeli Peace Now movement wins legal battle to prevent establishment of Jewish cemetery in West Bank near Jerusalem. Defense ministry, religious affairs ministry informed Israeli high court of justice of their agreement tocancel proposal. (MEM 7/15)

UN Sec. Council votes 13-0, with Cuba and Yemen abstaining, to give U.S. and other nations right to enforce embargo by halting shipping to and from Iraq. Resolution does not contain explicit authorization for use of "minimal force," but U.S. ambassador to UN Thomas Pickering says resolution is "sufficiently broad to use armed force-indeed, minimum force-depending upon the circumstances" [NYT, WP 8/26; CSM, MEM 8/27; MET 9/4].

Iraqi authorities cut electrical power to U.S. embassy in Kuwait [WP 8/26]. Iraq's leadership says sheltering of foreigners with the aim of hiding them from authorities may be punishable by death [INA 8/25 in FBIS 8/27].

Arafat returns to Alexandria and meets with Pres. Mubarak to try to persuade Egyptian leader to accept Iraqi-backed plan that would mean virtual capitulation by Kuwait in exchange for withdrawal of Iraqi troops [MENA 8/6 in FBIS 8/6; WP 8/7].

UN Sec.Council votes to impose worldwide trade embargo on Iraq and Kuwait [WP, LAT, WT, NYT 8/7].

Two teenage Israeli boys, missing since 8/4, are founded stabbed to death near E. Jerusalem, triggering rampage by hundreds of Jews seeking vengeance against Arabs; 4 Palestinians are wounded in attacks. Knesset House Committee unanimously agrees to continue preparing amendment to house rules which would prevent introduction of racist or discriminatory legislation [JP 11/5]. Education Ministry orders youth weekly Hamtzan be barred from distribution in high schools after attorney general rules an article in it may constitute call to insurrection; article argues for need for "civil war for the sake of peace" [JP 11/10]. Two thousand demonstrators outside Knesset rally in favor of bill against racism [JP 11/5].

Arab World: Yasir Arafat arrives in Cairo for talks with Pres. Mubarak [NYT 11/5]. Saudi Arabia denies Israeli claims made before UN that Saudi Arabia exports oil to S. Africa, states Saudi Arabia is firmly committed to total embargo against S. Africa [JC 11/4].

Other Countries: Washington Post reports pro-Israel PACs in U.S. gave more money to Republicans than Democrats in first 6 months of this year, a sharp break from previous contribution pattems [WP 11/4].

Occupied Palestine/Israel: Bomb explodes in Haifa; no injuries [JTA 11/5]. Another bomb goes off in Ashkelon; no casualties [JTA 11/5].

Arab World: Suicide bomber 'Amir al-Aathar, 24, drives into SLA post in security zone, killing at least 3 in 2nd such attack in 24 hours; Syrian Social Nationalist party claims responsibility [BG 11/5].

Military Action:

Bomb explodes near IDF patrol between Tyre and Sidon, unreported number of casualties, road closed; 2 rockets explode near IDF positions south of Beirut.

Casualties:

4 IDF prisoners held by PLO say they are in good health and are well treated; demonstrations by Ansar prisoners continue, Gemayel says all innocent detainees should be released.

Israel/ Occupied Territories: Israeli Ambassador to US denies charge that water resources were aim of Lebanon war; Druze religious leader in Israel asks Foreign Minister to protect Lebanese Druze from harassment by Phalangists.

Military Action:

Israelis move troops experienced in street fighting into hills around West Beirut; IDF artillery repeatedly shells Syrian positions near Hammana.
