Approximately 1,000 Palestinians gather along Gaza’s northern shore to continue the Great March of Return and to cheer on 20 Palestinian boats sailing in a symbolic challenge to the Israeli blockade. IDF troops and Israeli naval forces violently disperse the demonstrations; 23 Palestinians are injured (1 critically). The Hamas-run Ministry of Health in Gaza states that the critically injured Palestinian was a farmer working in the area, and not a protester. Off Gaza’s coast, Israeli naval forces open fire on Palestinian fishing boats near Jabaliya refugee camp, causing no damage or injuries. In the West Bank, Israeli settlers chase a number of Palestinian shepherds off their land near Jericho. IDF troops arrest 11 Palestinians during late-night raids near Jenin, Hebron, Ramallah, and Nablus; and patrol near Hebron and Bethlehem. PA prime minister Rami Hamdallah submits on behalf of his government his resignation to PA president Mahmoud Abbas. “[Hamdallah and his government] will continue to serve our people wherever they are and shoulder all its responsibilities until a new government is formed,” according to a PA statement. Abbas later accepts Hamdallah’s resignation, requesting that he continue to serve until a new government is formed. It’s unclear when that will be. The Egyptian authorities open the Rafah border crossing for passage in both directions for the first of 2 planned days. They have largely kept the crossing closed since 1/5. (ALM 1/31)

One day after Israeli prime minister Benjamin Netanyahu announced his intention not to renew the Temporary International Presence in Hebron (TIPH)’s mandate, PLO secretary-general Saeb Erakat calls on the UN to deploy a permanent international force in the West Bank and East Jerusalem. The UN should “guarantee the safety and protection of the people of Palestine” until “the end of Israel’s belligerent occupation,” he says. Separately, Norway’s Foreign Minister Ine Marie Eriksen Søreide says that Netanyahu’s “one-sided” decision to not renew the TIPH’s mandate is “worrying” and that if could “mean that the implementation of an important part of the Oslo Accords is discontinued.” (AP, YA 1/29; TOI 1/30)

Widely seen as one of the greatest challenges to Israeli prime minister Benjamin Netanyahu, former head of the IDF Benny Gantz officially launches his campaign ahead of the 4/9 Israeli elections. “Under my leadership, the government will strive for peace and will not miss an opportunity to bring about regional change,” he says, pledging to strengthen the “settlement blocs and Golan Heights” and build a “united Jerusalem.” Netanyahu later criticizes Gantz’s speech as just “another speech by [Yesh Atid leader Yair] Lapid. IDF troops violently disperse Palestinians, Israelis, and international activists at Friday protests against Israel’s separation wall, occupation, and settlements, as well as U.S. president Trump’s 12/6/17 recognition of Jerusalem as Israel’s capital in Hebron, Jericho, Kafr Qaddum near Qalqilya, 2 areas near Nablus (Beita village and the Huwwara checkpoint), 5 villages near Ramallah (al-Janiya, al-Bireh, Nabi Salih, Ni‘lin, and Bil‘in), and along Gaza’s border near Gaza City, Khan Yunis, al-Bureij refugee camp, and Jabaliya refugee camp. At least 31 Palestinian are injured and 2 are arrested. In the West Bank, Israeli soldiers shoot and injure 3 Palestinian minors during clashes sparked by an IDF raid near Nablus. IDF troops also arrest 3 Palestinians and assault 1 during late-night raids near Hebron and Bethlehem, and patrol near Hebron and Tulkarm. Israeli settlers throw stones at, and open fire on, Palestinian homes in Burin village near Nablus, causing no major damage or injuries. The attack sparks minor clashes; there are no serious injuries. In East Jerusalem, Israeli forces arrest a Palestinian during late-night raids in Issawiyya. In 4 separate incidents off Gaza’s coast, Israeli naval forces open fire on Palestinian fishing boats near Bayt Lahiya and Jabaliya refugee camp, causing no damage or injuries. The U.S. State Department announces that the new U.S. embassy in Israel will open in Jerusalem in 5/2018, implementing President Trump’s 12/6/17 pledge to move the embassy from Tel Aviv. The embassy is set to open with ambassador David Friedman and a skeleton staff working out of an existing U.S. facility in the Arnona neighborhood. “This decision will turn the 70th anniversary of Israeli independence into an even bigger celebration,” says Israeli PM Netanyahu. “Thank you, President Trump, for your leadership and your friendship.” Palestine Liberation Organization (PLO) secretarygeneral Saeb Erakat says, “The U.S. decision to recognize Jerusalem as Israel’s capital and now to move its embassy on the eve of marking 70 years since the Nakba [. . .] shows the determination of the U.S. administration to violate international law, destroy the 2-state solution, and provoke the feelings of the Palestinian people, as well as of all Arabs, Muslims, and Christians around the globe.” (AP, HA, JP, TOI, WAFA 2/23)

In the West Bank, IDF troops shoot and injure a Palestinian during a raid in c. Nablus. Less than an hour later, they shoot and injure a Palestinian photojournalist attempting to cover the story. The IDF also conducts raids in a village nr. Jenin, confiscating property and arresting 2 Palestinians; patrols in 2 villages nr. Jericho and 1 nr. Hebron. Israeli chief negotiator, Dep. PM Shalom meets with PLO secy.-gen. Erakat for “trustbuilding” talks in Amman. They present initial proposals for restarting peace negotiations. The meeting will be 1st reported on 7/26. (MNA, TOI 7/26; HA, MNA 7/28)

Israel’s Civil Admin. grants permits for the construction of 1,065 new residences in various settlements around the West Bank, including infrastructure developments that will connect 296 residences to utilities in the Beit El settlement. (HA, TOI, YA 7/22; PCN 7/23; MNA 7/24)

UNRWA issues an urgent appeal for contributions, reaffirming that it is running at a budget deficit of around $100 m. and that if it does not receive sufficient pledges, UNRWA schools will be forced to close throughout the Middle East. (AFP, UNRWA 7/23)

In the West Bank, Israeli forces shut down a major checkpoint nr. Nablus; patrol during the day in 3 villages nr. Hebron, 2 nr. Ramallah, and 1 nr. Jericho; conduct late-night raids in Hebron and 1 nearby village, as well as 1 village nr. Bethlehem, arresting 4 Palestinians. IDF troops also violently disperse Palestinian, Israeli, and international activists gathering in Kafr Qaddum village nr. Qalqilya to protest the Israeli occupation; there are no serious injuries. In East Jerusalem, right-wing Jewish activists throw stones at Palestinian vehicles, injuring 1 woman. Palestinian youths in the area clash with the Jewish activists; there are no serious injuries. PA pres. Abbas appoints Saeb Erakat secy.- gen. of the PLO, replacing Yasser Abed Rabbo, who Abbas fired on 6/30. The secy.-gen. is the 2d most powerful position in the PLO. Erakat will take office on 7/13. (JP 7/4)

In the West Bank, the IDF closes the entrance to Burin village nr. Nablus after Palestinians throw Molotov cocktails at Israeli settlers’ cars nearby. The IDF conducts house searches and arrest raids in Jenin, 2 nearby villages, and Hebron; patrols in 2 villages each nr. Jenin and Ramallah, and in 1 village nr. Jericho. PLO chief negotiator Erakat says that if the U.S. vetoes the Palestinians’ draft UNSC res. for a timetable to end Israeli occupation, then the Palestinian leadership will seek membership in hundreds of international organizations, in addition to the ICC. (MNA 10/21)

The Fatah Central Comm. issues a statement supporting PA Pres. Abbas’s plans to go the UNSC for a res. establishing a time line to end occupation. During the meeting, Abbas thanks Jordan, Saudi Arabia, Qatar, the UAE, Kuwait, and Egypt for supporting his plan. Meanwhile, PLO chief negotiator Erakat says that “it is really difficult to convince at least 9 mbrs. in the UNSC to vote in favor.” Unnamed Palestinians officials say that 7 mbrs. of the council have already agreed to support such a res. In the Gaza Strip, the IDF continues its assault, launching air strikes on approximately 47 targets, killing 38 Palestinians and injuring dozens. Among the 38 are 3 high-ranking commanders in al-Qassam Brigades, who are killed overnight by Israeli fighter jets in Rafah. Five Palestinian civilians are also killed in the strike and at least 40 are injured. The armed Palestinian groups fire 109 rockets and mortars into Israel, with 7 landing in built-up areas and 13 intercepted by Iron Dome batteries. One Israeli man is injured with mortar shrapnel nr. Eshkol. Meanwhile, Hamas executes 3 alleged collaborators with Israel, and arrests 7 others. In the West Bank, IDF troops level land nr. Salfit to clear space for an Israeli settlement to expand. Also, the IDF conducts house searches and raids in 4 villages nr. Hebron, Dayr Istya, ‘Askar r.c., al-Bireh, and Bayt Liqya, arresting 9 and issuing summons to 2. Clashes break out with Palestinians in Bayt Liqya, and the Israeli soldiers open fire with live ammunition, tear gas canisters, and sound bombs. Separately, the IDF conducts 4 separate incursions into Hebron and 3 villages n. of Jericho. In East Jerusalem, Israeli forces and municipal officials enter Silwan to hand demolition notices to the owners of 2 apartment buildings where 19 Palestinians live. (MNA 8/21; HA 8/22; PCHR 8/28)

There is no major diplomatic progress as disagreements that led to the breakdown of talks on 8/19 remain between the Palestinian factions and the Israeli negotiators. Mishal says in an interview with Turkish Anadolu News Agency that Hamas will keep fighting until Israel meets its terms for a permanent truce, while Israel’s Maj. Gen. Yoav Mordechai says that Israel will not hold cease-fire negotiations as long as rocket fire from Gaza continues. PA Pres. Abbas travels again to Doha where he will meet with Qatari emir Bin Hamad al-Thani and Hamas leader Mishal to discuss the continued Israeli assault and possible future cease-fire negotiations. In the Gaza Strip, Palestinians fire 3 rockets into s. Israel, causing no damage or casualties. Israeli forces conduct a limited incursion nr. Khan Yunis to level land. Israeli forces at the border fence also open fire on land nr. al-Qarara village, causing no injuries. There are also 3 separate incidents of Israeli naval vessels opening fire on Palestinian fishermen off the coast of the Gaza Strip nr. Bayt Lahiya, causing no damage or injuries. In the West Bank, the IDF opens fire with live ammunition on al- ‘Arub r.c. residents during clashes sparked by a raid, wounding 1. Meanwhile, IDF troops uproot around 120 palm trees nr. Jericho because they were not allowed to be planted in Area C. Separately, the Red Cross announces it has suspended the supply of tents to Palestinians displaced by Israel in the Jordan Valley, in protest at the IDF’s confiscation of the materials. The IDF patrols in 4 villages nr. Tulkarm in the morning, in Hebron and nearby al-‘Arub r.c., and 1 village nr. Jenin in the afternoon, and in 1 village each nr. Jenin and Nablus at night. Palestinian chief negotiator Erakat meets with U.S. envoy Martin Indyk in Jericho, but no details about the contents of discussions are made public. Meanwhile, EU foreign affairs chief Ashton expresses “deep concern” about Israel’s decision to build 558 new settlement housing units in East Jerusalem. (HA, MNA 2/6)

In the West Bank the IDF conducts house searches and arrest raids in 1 village nr. Hebron in the afternoon, and in al-‘Arub r.c. and 1 village nr. Hebron, and in 1 village each nr. Qalqilya, Salfit, and Tulkarm; patrols in 1 village nr. Ramallah in the morning, and in 2 villages nr. Ramallah and 1 village nr. Jericho at night. IDF troops also bulldoze Palestinian-owned agricultural land in al-Khadir village nr. Bethlehem as a prelude to expanding a nearby settlement. (WAFA 11/21; PCHR 11/28)

An anonymous Palestinian official says that senior negotiator Mohammed Shtayyeh will not be returning for future talks with Israel, and that Saeb Erakat will remain chief Palestinian negotiator. Both men resigned on 11/13 in protest of the lack of progress in the talks; however, Erakat stayed on when Pres. Abbas requested. (MNA 11/21)

The Palestinian High Court of Justice rules that the strike launched by the General Union of Palestinian Teachers on 11/17 is legal, despite the attempt by the PA on 11/19 to have the court temporarily abrogate their right to strike. Minister of Education Ali Muhana calls on the teacher’s union to abide by the last agreement with the PA, reached in 9/2013 (see the QU in JPS 171 for more on the teacher’s strike). (MNA 11/21)

A 2nd day of talks in Geneva between reps. from Iran and the P5+1 ends without a breakthrough, as discussions continue about a potential interim accord. Iranian FM Mohammad Javad Zarif tells reporters that the talks are going well but “differences of views” remain. Iran’s Dep. FM Abbas Araghchi suggests that differences amongst the 6 world powers were complicating efforts. Meanwhile, U.S. Senate majority leader Harry Reid (D-NV) says that lawmakers will seek to impose new sanctions on Iran in 12/2013 if there is no deal. (AFP, AP, HA, REU 11/21)

In the Gaza Strip, IDF troops conduct a limited incursion close to the border fence nr. Bayt Hanun, and level land before withdrawing. In the West Bank, IDF troops shoot and kill 3 Palestinian civilians and wound 18 others including 5 children during an arrest raid in Qalandia r.c. nr. Jerusalem. One of those killed was an UNRWA employee, the agency reveals. The IDF claims that its forces were met by a rioting crowd of some 1,500 camp residents throwing stones and petrol bombs. In Aida r.c. nr. Bethlehem, IDF troops shoot and wound 2 Palestinians with rubber-coated metal bullets during protests against the deaths in Qalandia. Meanwhile, the IDF conducts house searches and arrest raids in Hebron in the afternoon, and in 1 village nr. Bethlehem at night, patrols in Tulkarm in the morning, and in 2 villages nr. Jenin and 1 village nr. Jericho in the afternoon, and in Jenin at night. In a raid on Sanur village nr. Jenin, IDF troops clash with residents, shooting and wounding 2 Palestinians with rubber-coated metal bullets. In East Jerusalem, Israeli forces demolish 2 homes in al-Tur. In response to the killings in Qalandia, an unnamed Palestinian official tells news agencies that talks scheduled for today are canceled. However, U.S. State Dept. spokesperson Marie Harf categorically denies that any meeting was canceled. Israeli television subsequently reports that Israeli and Palestinian officials had met in the morning before the news broke of the Qalandia raid. An unnamed Palestinian official also subsequently confirms to Xinhua News Agency that the 2 teams met in Saeb Erakat’s house in Jericho. Meanwhile, Egyptian FM Nabil Fahmi holds talks with Pres. Abbas in Ramallah, and relays a message from interim Egyptian pres. Adly Mansour, thanking Abbas for supporting the military coup that ousted Morsi. (HA, JP, REU 8/26; MNA 8/28)

An Israeli delegation headed by outgoing National Security Adviser Yaakov Amidror arrives in Washington for high-level talks with U.S. officials. Discussions are expected to focus on Syria, the Iranian nuclear program and future talks with Tehran, and the role of Hizballah in the Syrian civil war. U.S. National Security Adviser Susan Rice is coordinating talks on the U.S. side. (HA 8/26)

UN chemical weapons inspectors visit 1 of the sites in Syria allegedly targeted last week by chemical weapons. The convoy came under sniper fire on the initial attempt, but the team successfully visited the Damascus suburb Ghouta. The UN team’s work includes collecting samples of munitions fragments and debris and taking testimonies. Meanwhile, U.S. Secy. of State John Kerry says that Pres. Obama believes there must be “accountability” for those using “the world’s most heinous weapons,” and that the pres. is consulting with allies about how best to act. (AP, REU, WP 8/26)

Israel’s Energy and Water Resources Minister Silvan Shalom says that negotiations between Israelis and the Palestinians will resume on Tuesday in Washington, in remarks made to reporters in Jericho after meeting with Palestinian chief negotiator Saeb Erakat for the dedication of a joint industrial zone funded by the Japanese govt. U.S. Secy. of State John Kerry makes one more visit to Ramallah in the morning, holding brief talks with Palestinian pres. Mahmud Abbas, their 3d meeting in 3 days. Afterward, Palestinian chief negotiator Saeb Erakat says that there had been no breakthrough. Kerry, speaking to reporters in Ben-Gurion Airport on his way to Brunei, sounds a more positive note and cites unspecified “real progress.” Kerry departs after 4 days and 13 total hours of talks with Abbas and Israeli PM Benjamin Netanyahu. Meanwhile, Netanyahu tells a cabinet meeting that any future agreement with the Palestinians will be submitted for approval in a national referendum. (AFP, HA 6/30)

Israeli media reports that the Jerusalem Municipality will advance plans to build 930 new housing units in Har Homa settlement, a development that Palestinian chief negotiator Saeb Erekat condemns in a Ramallah press conference. (JP 6/30)

Millions of demonstrators take to the streets across Egypt on a planned day of protest against the govt. of Pres. Mohamed Morsi. As night falls, violent clashes break out between opponents and supporters of Morsi, resulting in 4 deaths. Assailants storm the Cairo headquarters of the Muslim Brotherhood, setting it on fire. In the West Bank, the IDF bulldozes 4 houses and 4 barracks nr. Jericho. The IDF conducts house searches and arrest raids in 1 village nr. Hebron in the morning and in 1 village nr. Hebron at night. Palestinian pres. Mahmud Abbas says that he wants to return to direct talks with the Israelis as soon as possible, speaking at a news conference in Ramallah with Maldivian pres. Mohammed Waheed Hassan. However, senior PA officials Hussein al-Sheikh, minister for civilian affairs, and chief negotiator Saeb Erakat warn that failure to recommence negotiations will mean Palestinians returning to international bodies to prosecute Israel, or even dismantling the PA itself. An anonymous senior Israeli official is quoted in Ha’Aretz as saying that Abbas has given U.S. Secy. of State John Kerry 2 more weeks to formulate a specific proposal. Chief PLO negotiator Saeb Erakat says that the PA will not return to negotiations until Israel stops settlement construction and releases Palestinian prisoners. He also says that there would be no EU initiative to resume peace talks without U.S. involvement. Meanwhile, PM Netanyahu’s aide Yitzhak Molho announces he will be stepping down from the Likud-Yisrael Beiteinu coalition negotiation team in order to remain as the PM’s special envoy for peace negotiations with the Palestinians. Israeli naval vessels open fire on Palestinian fishermen off the Gaza coast nr. al-Waha, causing no injuries. The IDF also opens fire on Palestinians collecting gravel close to the border fence in the n. Gaza Strip, causing no injuries. In the West Bank, Nablus governor Jibril al-Bakri says that the IDF has reopened several roads in Nablus that had been closed for 13 yrs. The IDF patrols in Jenin in the morning, in 1 village nr. Qalqilya and 1 village nr. Jenin in the afternoon, and in 2 villages nr. Ramallah, 1 village nr. Jericho, 3 villages nr. Salfit, and 1 village nr. Israeli DM Ehud Barak tells a security conference in Munich that Israel means what it says with regard to threats to take preemptive action against its enemies. The comment is taken as hint of admission that Israel was behind the air strike in Syria. U.S. officials now say that the attack targeted a weapons shipment bound for Lebanon but also caused collateral damage to a nearby research center, an explanation for the discrepancy between accounts of the target (see 1/30, 1/31). Meanwhile, UK newspaper the Sunday Times reports that Israel is considering establishing a 10-mi. buffer zone inside Syria to protect itself from rebels. (AP, JP, WP 2/3)

PA res. Abbas gives an interview to Israeli television in which he says there will be no 3d intifada and that he will not seek a return to inside Israel’s pre-1967 borders. His comments are welcomed by Israeli pres. Shimon Peres but criticized by both Israeli PM Netanyahu (who states that Abbas’s words do not match his actions) and by Gaza Hamas leader Ismail Haniyeh, who calls the remarks ‘‘dangerous.’’ Abbas later clarifies through an adviser that he was not giving up the Palestinian refugees’ right of return, but was being ‘‘realistic.’’ (HA 11/1; AP 11/2; HA, WAFA 11/3)

Jordan announces that Israel and the Palestinians have agreed to send their chief negotiators to Jordan on 1/3 to meet with Quartet officials. Though the parties stress that the meeting will not be a formal negotiating session, it will mark the 1st time the negotiators have met since 9/2010. The Quartet hopes that Palestinian chief negotiator Saeb Erakat and Netanyahu’s personal emissary Yitzhak Molcho will present their positions on security and borders and agree on the agenda for future direct talks, technically relaunching negotiations by the Quartet’s selfimposed 1/26/12 deadline (see QU in JPS 162 for background). After holding emergency sessions with the PA national security council and cabinet, Abbas orders the PA security forces to make “maximum efforts” to stop Palestinian attacks on Israelis, to investigate the 1/13 Qarni attack. PA Negotiation Affairs M Saeb Erakat says that security forces in Gaza would “create security zones and road blocks” to prevent rocket and mortar fire.
