Likud-Yisrael Beiteinu begins talks with Yair Lapid’s Yesh Atid party over a possible coalition, with the latter expected to present a lengthy list of demands. (HA 3/2)

Chief PLO negotiator Saeb Erakat says that the PA will not return to negotiations until Israel stops settlement construction and releases Palestinian prisoners. He also says that there would be no EU initiative to resume peace talks without U.S. involvement. Meanwhile, PM Netanyahu’s aide Yitzhak Molho announces he will be stepping down from the Likud-Yisrael Beiteinu coalition negotiation team in order to remain as the PM’s special envoy for peace negotiations with the Palestinians. Israeli naval vessels open fire on Palestinian fishermen off the Gaza coast nr. al-Waha, causing no injuries. The IDF also opens fire on Palestinians collecting gravel close to the border fence in the n. Gaza Strip, causing no injuries. In the West Bank, Nablus governor Jibril al-Bakri says that the IDF has reopened several roads in Nablus that had been closed for 13 yrs. The IDF patrols in Jenin in the morning, in 1 village nr. Qalqilya and 1 village nr. Jenin in the afternoon, and in 2 villages nr. Ramallah, 1 village nr. Jericho, 3 villages nr. Salfit, and 1 village nr. Qalqilya at night; conducts house searches and arrest raids in Silwan neighborhood in occupied East Jerusalem and 1 village nr. Nablus in the afternoon, and in Qalqilya, Nablus and 3 nearby villages, Bethlehem and 3 nearby villages, al-Bireh. Tulkarm, and Hebron and 3 nearby villages at night. Israeli DM Ehud Barak tells a security conference in Munich that Israel means what it says with regard to threats to take preemptive action against its enemies. The comment is taken as hint of admission that Israel was behind the air strike in Syria. U.S. officials now say that the attack targeted a weapons shipment bound for Lebanon but also caused collateral damage to a nearby research center, an explanation for the discrepancy between accounts of the target (see 1/30, 1/31). Meanwhile, UK newspaper the Sunday Times reports that Israel is considering establishing a 10-mi. buffer zone inside Syria to protect itself from rebels. (AP, JP, WP 2/3)

Israeli DM Ehud Barak comes to the U.S. with a backchannel proposal for Israel to extend its temporary settlement freeze (set to expire on 9/26) for a short period in exchange for rewards and guarantees from the U.S. He shuttles between New York and Washington discussing the proposal with various senior U.S. officials. Separately, Israel’s chief negotiator Yitzhak Molcho, Palestinian chief negotiator Saeb Erakat arrive in the U.S. for their own meetings with U.S. officials regarding the upcoming expiration of the settlement freeze and the consequences for peace talks. Israel for the 1st time since 6/07 allows 20 used cars to be imported to Gaza. Israeli naval vessels fire on Palestinian fishing boats off the n. Gaza coast, forcing them back to shore. Unidentified Palestinians fire a Qassam rocket fr. Gaza into Israel, causing no damage or injuries. In the West Bank, the IDF conducts morning patrols in 2 villages nr. Qalqilya, randomly checking Palestinian IDs, but making no arrests; late-night patrols in a village nr. Tulkarm, making no arrests. Jewish settlers fr. Ramat Gilad settlement nr. Qalqilya begin working a Palestinian olive grove near the settlement, telling local Palestinians who challenge them that they purchased the land; they leave when the Palestinian owner arrives. In East Jerusalem, Israeli authorities stage a predawn raid on several houses in Silwan village, arresting 4 Palestinians. In addition, Jewish settlers seize a Palestinian house in the suburb of Bayt Safafa (home to 20 people), sparking fights between settlers and the Palestinian owners. Israeli-Palestinian clashes increase sharply, leaving 3 IDF soldiers dead, 4 wounded in gunfights with Palestinians and 6 Palestinians dead, 140 wounded by the IDF. A small bomb explodes in West Jerusalem, lightly injuring 2 Israelis. Barak orders missile attacks on the PSF training center nr. Jericho, Jericho's Oasis Casino, a marble factory in Bethlehem, residential areas around Bayt Jala and Bethlehem. The IDF also directs fire fr. tanks, heavy machine guns, grenade launchers at Palestinian residential areas in Bayt Jala, Bayt Sahur, Bethlehem, Beitunia, Jericho, al-Khadir, Mentar crossing, Tulkarm. Jewish settlers shoot, seriously wound 2 Palestinians nr. Nablus; open fire on Palestinian homes in al-Khadir. Israel, however, reopens the Rafah border crossing to individuals, though trade is still barred. Following a mtg. with Albright in Washington, Israeli acting FM Ben-Ami says Israel must address the clashes "not as a civilian uprising but as a military confrontation." (PA negotiator Erakat was to have met with Albright as well but could not leave Jericho because of IDF air strikes.) With the violence escalating, MK and fmr. PM Shimon Peres makes a low-key trip to Gaza very late this evening to meet with Arafat. Arafat, Barak, Clinton, Mubarak, King Abdallah, the UN's Annan, the EU's Solana meet in Sharm al-Shaykh. Talks continue for 16 hrs., stretching past midnight, without success. A separate, very heated mtg. is held among Secy. of State Albright, Israel's acting FM Ben-Ami, the PA's Local Government M Erakat, Egyptian FM Musa to draft an outline of the rules of disengagement. Israeli-Palestinian clashes continue at the same level of the past few days, with most clashes occurring on the outskirts of Palestinian cities, which are encircled by IDF troops. 2 Palestinians are killed by Israeli gunfire; 1 Palestinian dies of illness after being denied access to medical treatment by the IDF for 2 days because of the internal closure; 190 Palestinians are injured. In Gaza, Fatah, Hamas stage demonstrations against Arafat's participation in the Sharm al-Shaykh talks. Palestinian refugees in Lebanon, hold similar protests in `Ayn al-Hilwa, Baalbek, Tyre. In Iran, 1,000s of students march to the local UN offices to urge UN support for the Palestinians, condemnation of Israel. Smaller rallies in solidarity with the Palestinians are held in Amman, Ankara, Tokyo. In the U.S., demonstrations are held in Madison, San Francisco. The UNGA, citing a rule that allows it to take up matters of international peace and security when the UNSC proves unable or unwilling to do so, begins preparing for an emergency session to debate a resolution condemning recent Israeli violence. Hizballah says that Tenenbaum, the 4th IDF solider taken captive, approached Lebanese contacts in Europe, claiming to be an intelligence agent for a country other than Israel. He was lured to Beirut, traveling on a fake passport, on the pretense of meeting with a Hizballah official. Israel does not comment. At the request of Shin Bet, the Israeli High Court imposes a ban on publishing information about the affair. (NYT, WP 10/17; WJW 10/19) (see 10/15)

U.S. special envoy Ross meets separately with Israeli PM Barak and with PA negotiators Erakat, Dahlan. Neither Israel, the PA see a possibility for convening another summit mtg. soon. (NYT, WT 8/18)

Lebanon accuses Israel of committing 4 new violations of the blue line, the nonborder marking the UN certified IDF withdrawal fr. s. Lebanon (see Peace Monitor in JPS 117), including moving the separation fence into Lebanon at one point nr. Metulla. (RL 8/18 in WNC 8/21; MEI 9/1)

In the 1st senior-level talks since the Camp David summit ended on 7/25, Israeli chief negotiator and acting FM Shlomo Ben-Ami and Barak adviser Gilead Sher meet with senior Palestinian Authority (PA) negotiators, Local Government M Saeb Erakat and Preventive Security Force (PSF) head Muhammad Dahlan. The 5-hr. talks focus on Jerusalem, but neither side expresses willingness to compromise on its position. (MENL 8/16; NYT, WP, WT 8/17)

Around 3 am nr. Ramallah, in area B, an Israel Defense Forces (IDF) patrol fatally shoots a 73-yr.-old Palestinian American man who had heard the troops operating nearby and thought they were burglars. When he ran to the roof of his house, shouted a warning, and shot a gun into the air to frighten them off, the soldiers returned fire, wounding him. The patrol prevented an ambulance fr. approaching the house for at least an hr., while they searched the area for other "attackers." The man dies en route to the hospital. The Israeli Interior Min. reports that nearly double the usual number of East Jerusalem Palestinians applied for Israeli citizenship during the 1st half of 2000. Figures show that of 200,000 East Jerusalem Palestinians, only 3,300 have Israeli citizenship, 10,000 have applied. (JT [Internet], MENL 8/16; JT [Internet] 8/18)

In Washington, Labor Chmn. Barak, MKs Yossi Beilin, Shlomo Ben-Ami, Ephraim Sneh (who are on a 5-day U.S. tour) meet with 12 AIPAC officials. The 4 men criticize AIPAC's recent lobbying efforts, such as the letter signed by 81 senators to Pres. Clinton, saying that AIPAC is "looking for battles at the expense of Israeli security."
