Israel’s transportation minister Merav Michaeli of Labor said she opposes the Jerusalem Cable Car project in East Jerusalem. The project has been condemned by Palestinians and Israelis and is set to have its final hearing of petitions against it at the Israeli high court of justice on 11/28. Transportation Minister Michaeli said the project does more scenic and political harm than it does good. (HA 11/26)

A bipartisan group of members of the House of Representatives led by Ritchie Torres (D-NY) sent a letter to the Securities and Exchange Commission chairperson Gary Gensler asking him to review if Unilever is complying with US regulation after its subsidiary Ben & Jerry’s chose not to sell its products in West Bank settlements. The UK parliament approved UK home secretary Priti Patel’s decision to designate Hamas, in its entirety, as a terrorist organization. The UK said the designation was part of the country’s fight against anti-Semitism. The inclusion of Hamas in the Terrorism Act means that people expressing support for Hamas could face 10 years in prison. Both Hamas and the PA condemned Home Secretary Patel’s decision. In the West Bank, the IDF closes the 2d major entrance to Shuqba village nr. Ramallah, having closed the first one in the wake of the killing in nearby Bayt Rima on 12/18. IDF troops arrest 2 Palestinians during raids nr. Hebron and Ramallah, and patrol nr. Hebron. Late at night, Israeli settlers visit Kifl Haris village nr. Salfit to pray at Jewish shrines. Their IDF escort sets up mobile checkpoints and roadblocks to facilitate their visit. In East Jerusalem, Israeli forces demolish 3 agricultural containers and a steel structure, as well as parts of a store in Silwan. U.S. secy. of state Kerry gives a speech in Washington outlining his principles for resolving the Israeli-Palestinian conflict, as he pledged to do in the wake of the UNSC’s adoption of anti-settlement Res. 2334 on 12/23. Citing the so-called regulations bill that is percolating through the Knesset, Kerry says that current trends on the ground, particularly settlement growth and the legalization of settlement outposts, are eliminating the possibility of a 2-state solution, that Jerusalem must be the shared capital of Israel and a future state of Palestine, and that a final agreement must be based on negotiated land swaps, inter alia. Israeli PM Netanyahu calls Kerry’s speech a “big disappointment” and reiterates his desire for the U.S.-Israel relationship to improve under Pres.-elect Trump. Trump himself tweets, “Stay strong, Israel, JANUARY 20 is approaching fast.” PA pres. Abbas says that he would be open to restarting peace talks with Israel as long as the Israeli govt. freezes settlement growth and upholds previous agreements. Palestinian amb. to Iraq Ahmad Aqil says that the Iraqi Higher Judicial Council has issued a res. applying equal status as Iraqi citizens to Palestinian refugees in Iraq—except for full Iraqi nationality. While it is consistent with existing law protecting the rights of Palestinian refugees that passed under Saddam Hussein, those laws were not thoroughly enforced after his overthrow and around 22,000 Palestinians left Iraq. UNRWA’s office in Gaza announces that over the next week it will distribute $1.1 m. in cash payments to around 800 families whose homes were partially or completely destroyed during OPE. On 1/27, the office suspended its cash assistance program, which served these same families. Meanwhile, the PA Finance Ministry announces that, for the 2d mo. in a row, PA employees whose monthly wage is NIS 2,000 (around $520) or more will receive only 60% of their salary, and those with lower wages will receive their entire salary. In response to Palestinian youth who were throwing stones and empty bottles at Israeli settlers’ vehicles nr. Nablus, IDF troopssurround a school and fire tear gas into its yard, causing no injuries. Israeli forces deliver stop-work notices in 2 villages nr. Hebron, both of which are outside the Gush Etzion settlement bloc. In East Jerusalem, Israeli forces deliver a demolition order to the Silwan home of the Palestinian man who is suspected of shooting right-wing Jewish activist Yehuda Glick on 10/29 and was killed on 10/30 by Israeli security forces. They had previously delivered an order to punitively demolish the home on 11/19, but the Israeli High Court of Justice froze the order. Obama calls for the release of the soldier that was reported kidnapped and says it will be “very hard to put a cease-fire back together again if Israelis and the international community can’t feel confident that Hamas can follow through on a cease-fire commitment.” White House spokesperson Earnest says that the U.S. “would encourage those who have influence with Hamas to get them back on to the terms of the cease-fire and to get them to abide by the agreements that they struck just yesterday.” Meanwhile, Kerry calls Qatari FM Khalid bin Mohammed al-Attiyah and Turkish FM Ahmet Davutoğlu and urges them to use their influence with Hamas to release the soldier. In response to the kidnapping of 3 Israeli teenagers on 6/12, the IDF erects numerous roadblocks and begins intensive raids in the Hebron region. PA security services spokesperson Adnan Dmeiri says that the PA is not responsible for the safety of settlers and that the area in question is under Israeli security control. Hamas spokesperson Husam Badran, meanwhile, calls on Palestinians to return the West Bank to its “natural place as the focal point of the struggle and resistance.” U.S. Secy. of State Kerry calls Pres. At the UN-sponsored peace conference in Switzerland, Syria’s opposing sides hold their 1st face-to-face meeting, though only speak to each other through UN-Arab League joint special envoy Brahimi. Meanwhile, Israeli FM Lieberman tells a meeting of Israeli diplomats that he supports a comprehensive agreement with the Palestinians in the context of U.S.-led negotiations, but also says that he would only accept an agreement including the exchange of land and population, a reference to his longstanding proposal to move a number of Palestinian citizens into a putative Palestinian state. Israeli, Lebanese, and UN military officers meet to defuse tension following fatal crossborder gunfire the previous day. A statement from the UN Interim Force in Lebanon (UNIFIL) says that the Lebanese soldier who killed an Israeli soldier was acting alone. U.S. Secy. of State Kerry says that IsraeliPalestinian talks are intensifying with “core issues . . . on the table.” He makes the remarks in a joint press conference with Qatari FM Khaled al-Attiyah after meeting with Arab League officialsin Paris. After the meeting, Kerry admits that with regard to the peace process, “the road ahead is not easy” but is “worth traveling.” Kerry affirms in remarks to the media that “the threat of force is real” if Syria does not abide by the agreement. Egyptian military spokesperson Ahmed Ali announces that the army has destroyed 152 tunnels on the Egypt-Gaza border since the end of 7/2013. Ali also says that 309 have been arrested so far during the Sinai offensive, with 100 Egyptian soldiers killed since the July coup (he did not give figures for number of militants killed).
