More than 29,514 Palestinians have been killed by Israeli forces in Gaza, including at least 12,000 children and 7,200 women, and around 69,616 have been injured since 10/7/2023. At least 8,000 people are missing in rubble, including 1,700 children. 399 Palestinians have been killed by Israeli forces and settlers in the West Bank and East Jerusalem since 10/7/2023, including 102 children. More than 4,545 people have been injured. Israel reports that 1,139 Israelis and foreign nationals have been killed and 5,400 have been injured in Israel since 10/7/2023, including Israeli soldiers. In addition, 235 Israeli soldiers have been killed and 1,396 injured in Gaza since the ground invasion began on 10/27/2023. Over 1.93 million Palestinians, nearly 85% of the population of Gaza, have been displaced since 10/7/2023. There has been a complete electricity blackout in Gaza since 10/12/2023 due to the Israeli blockade. Hamas releases a statement saying its delegation to Egypt for ceasefire negotiations, led by political leader Ismail Haniyeh, has left the country after 3 days of meetings with Egyptian officials, including intelligence chief Abbas Kamel. Osama Hamdan later gives a briefing calling on Palestinians in the West Bank and Jerusalem to mobilize in defense of the Haram al-Sharif compound as Israel is planning to limit the number of people allowed to enter the compound for Ramadan. During the fifth day of the ICJ hearings on the legality of the Israeli occupation of Palestinian territories, the UK argues against the ICJ providing an advisory opinion on the issue, calling the occupation a bilateral dispute. U.S. secretary of state Antony Blinken calls Israeli settlements “inconsistent with international law,” reversing what is dubbed the Pompeo Doctrine, when in 2019 the Trump administration reversed U.S. policy to declare Israeli settlements “not per se inconsistent with international law.” Blinken also calls the Israeli settlement expansion announcement from 2/22 disappointing. The American Civil Liberties Union’s (ACLU) New York branch informs Columbia University that if the university does not reinstate the local chapters of Students for Justice in Palestine and Jewish Voice for Peace by 3/1 the school will be sued by the ACLU. (AJ 2/23)

In the West Bank, Israeli settlers demolish an agricultural structure and stone walls in Tarqumiyah. Israeli settlers also attack Palestinian herders in al-Juwaya, forcing them to leave the area. Elsewhere, Israeli settlers steal olives from Palestinians in Awarta. Israeli forces fatally shoot 3 Palestinians and injure another during a raid in Iktaba. Israeli forces also shoot and injure 2 Palestinian men during raids in Tell and Qiffin. Elsewhere, Israeli forces demolish a home and an agricultural structure and uproot trees in Birin. Israeli forces also raid Beit Umar, seizing a vehicle. Meanwhile, Israeli forces assault 2 Palestinians during raids in Ya’bad and Hebron. In East Jerusalem, Israeli settlers tour the Haram al-Sharif compound. In Gaza, Israeli forces bomb Dayr al-Balah, Khan Yunis, Maghazi, Rafah, al-Bureij refugee camp, and Nuseirat refugee camp, killing at least 249 Palestinians, including a 5-year-old in a bombing of a Doctors Without Borders shelter. 9 Israeli soldiers are killed in combat, including 6 who are killed by Israeli forces detonating a tunnel before they exit it. B’Tselem reports Israel is deliberately starving Palestinians in Gaza, saying cultivated fields have been destroyed and bakeries bombed, leaving Gaza reliant on food aid that Israel largely prevents from entering. (BTS 1/8; AJ 1/10)

PA president Mahmoud Abbas meets with Egyptian president Abdel Fattah el-Sisi in Cairo, discussing ways to end Israel’s war in Gaza and the surge in settler violence in the West Bank. PA foreign minister Riyad al-Maliki meets with German foreign minister Anna Baerbock in Ramallah, calling on Germany to pressure Israel into a ceasefire. Baerbock also visits al-Mazra’a al-Qibliya with B’Tselem, meeting with Palestinians affected by settler violence. Baerbock says Israel has a duty to protect Palestinians in the West Bank. Israeli military spokesperson Daniel Hagari says in an interview that Israel’s campaign in Gaza has gradually started to shift to a more targeted stage. (AJ, HA, NYT 1/8)

Israeli heritage minister Amichai Eliyahu proposes displacing Palestinians from Gaza who “refuse to live in these conditions.” Finance Minister Bezalel Smotrich says Israel will not transfer the PA tax revenue to the PA and reiterates his call for the displacement of Palestinians in Gaza. 70 Knesset members sign a motion to expel Hadash-Ta’al party MK Ofer Cassif for his support of the South African genocide case against Israel at the ICJ. It is unclear if Cassif will be expelled as the law to expel Knesset members only permits expulsion on the basis of racist incitement or support of armed struggle against Israel. (HA 1/9)

U.S. president Joe Biden says in a speech that he is “quietly working with the Israeli government to get them to reduce and significantly get out of Gaza.” Secretary of State Antony Blinken meets with Saudi crown prince Mohammed bin Salman in al-Ula, saying after the meeting that bin Salman has expressed “clear interest” in trying to normalize ties with Israel on the condition that Israel ends its war on Gaza and agrees to take practical steps to establish a Palestinian state. In a statement after the meeting, bin Salman says he stressed the need to end the Israeli attacks on Gaza and for a path toward peace. Blinken also meets with UAE president Mohamed bin Zayed Al Nahyan in Abu Dhabi. U.S. State Department spokesperson Matthew Miller tweets that Palestinians must be able to return to their homes and must not be pressed to leave Gaza. The Israeli Supreme Court rules that international media cannot have access to Gaza via Israel without permission and without being escorted by the Israeli military, saying access could endanger Israeli forces. The Foreign Press Association had petitioned the Supreme Court to gain access to Gaza. (AJ, AP 1/8; HA 1/9)

Haaretz reports that Israeli opposition leader Yair Lapid has called on Benny Gantz, Gadi Eizenkot, and Gideon Saar to leave the emergency government because he deems Prime Minister Benjamin Netanyahu unfit to lead Israel. (AJ, HA 1/8)

Sources tell Axios that Prime Minister Netanyahu had asked UAE president Mohamed bin Zayed Al Nahyan if the UAE could pay stipends to Palestinians from the West Bank who were employed in Israel until Israel barred them from entering after 10/7. Bin Zayed reportedly sarcastically told Netanyahu to “ask [Ukrainian president Volodymyr] Zelenskyy for money.” (AX 1/8)

In the West Bank, Israeli settlers set up mobile homes outside of the Shvut Rachel settlement near Jalud to expand the settlement. Israeli forces demolished several structures in Khirbet Humsa after demolishing more than 30 structures on 7/7. Israeli forces also demolished 1 large Canaanite-era cemetery near al-Khader to expand a settlement road; the cemetery was dated around 2300 to 1550 B.C.E. Elsewhere, Israeli forces demolished a large water tank in Bayt Dajan. Palestinian students from Birzeit University held a sit-in protest at the university for the mass arrest of 33 students on 7/14 by Israeli forces in Turmus ‘Ayya, were the students were visiting the family who were victims of a punitive demolition on 7/8. All of the 33 students were released the same day. 10 Palestinians were arrested during late-night raids in and around ‘Asira al-Qibliya, Marah Rabah, Deir Qaddis, Abu Dis, and ‘Anin. In East Jerusalem, 1 Palestinian was arrested during a house raid in al-Tur. In Gaza, Israeli forces opened fire on Palestinian agricultural lands east of Khuza‘a; no injuries were reported. The Intercept and Local Call reported that Israeli settlers and soldiers had cooperated in the deliberately killing at least 4 Palestinians on 5/14, a day where Israeli soldiers and settlers ultimately killed 11 Palestinians across the West Bank. In videos obtained by B’Tselem, it is evident that Israeli settlers stand side by side with Israeli soldiers firing automatic rifles at Palestinians trying to protect themselves from a settler raid in ‘Urif. Similar joint attacks by settlers and soldiers led to killings of Palestinians in Iskaka, ‘Asira al-Qibliya, and al-Reihiya. (+972, INT 7/15; HA 7/16)

Haaretz said that documents they had examined revealed that the Israeli defense ministry had worked with a Jewish National Fund subsidiary, Himanuta, to purchase Palestinian-owned land in the West Bank and to prevent Palestinians from accessing the land in question. The deals between Himanuta and the defense ministry were made in 2018 and 2019. Among the purchases were a 1,000-dunam (250 acres) plot of land near the Hamra settlement, which Israel closed off to its Palestinian owners more than 50 years ago; a plot of land near Ramallah; the home of the Bakri family in Hebron; and a 218-dunam (54 acres) plot of land near the Argaman settlement. The New York Times reported that Israel is refusing to extricate a Mexican former federal prosecutor, Tomas Zeron De Lucio, who is wanted for falsifying evidence, torture, and misuse of the NSO Group’s Pegasus spyware. According to NYT sources, Israel is refusing the extradition because of the country’s perception of Mexico as supportive of Palestine. Zeron De Lucio is said to have sought political asylum in Israel. (HA, MEMO, NYT 7/15; GDN, TOI 7/22; TOI 7/23)

The Canadian cybersecurity research group Citizen Lab said that spyware from the Israeli company Candiru was used to spy on more than 100 activists from several countries including Saudi Arabia, Israel, Hungary, Indonesia, the UK, Palestine, Iran, Lebanon, Yemen, Spain, Turkey, Armenia, and Singapore. Spyware was installed on the users’ computers using the Microsoft operating system Windows. Microsoft said it had updated its software to close the hole in its security. 1 of the ways the spyware infected users’ devices was when a user clicked on a URL set up by the attacker. Citizen Lab found that activists had been hacked through domain names from fake websites with domain names such as “amnesty reports,” “refugee international,” woman studies,” “euro news,” and “CNN 24-7.” (AJ, AP, GDN, MEE, REU 7/15; ALM 7/16; NYT 7/17)

Lebanese prime minister-designate Saad Hariri resigned 9 months after being picked to try to form a government. Hariri’s resignation followed a meeting with President Michel Aoun on 7/14, where he proposed a 24-minister cabinet. Facebook suspended the account of a Palestinian user who uploaded a letter from the Palestinian political prisoner in Israeli jail Khalida Jarrar to her recently deceased daughter. The account was initially suspended for 60 days but was unblocked by Facebook on 7/20. (HA 7/20; HA 7/21)

Chinese foreign minister Wang Yi said at a conference hosted by the Geneva Institute that China plans to increase its involvement in resolving the Palestinian-Israeli conflict. At the virtual conference were also a member of the Knesset from the Meretz (Vigor) party and Ahmad Majdalani, the PA social development minister. (HA 7/15)

A football exhibition match between Beitar Jerusalem and the Spanish F.C. Barcelona was canceled after Barcelona demanded the game should not be held in Jerusalem, which the owner of Beitar Jerusalem refused. Barcelona’s demand came after weeks of pressure from Palestinians, including chairman of the Palestinian Football Association Jibril Rajoub and Joint List member of Knesset Sami Abu Shehadeh. In the West Bank, Israeli settlers set fire to 3 cars and sprayed racist graffiti in Bayt Iksa. Israeli settlers also threw stones at Palestinian vehicles traveling near ‘Urif, damaging 2. 7 Palestinians were arrested during raids in Bayt Hanina, Husan, Bethlehem, and Tubas; 1 Palestinian was hospitalized for his injuries after Israeli forces assaulted him during the raid in Bethlehem. In East Jerusalem, Israeli police said it had arrested 8 Israeli settlers for 2 attacks on Palestinians involving pepper spray. 8 Palestinians were arrested in the Old City. In Gaza, Israel said that 2 rockets were fired from Gaza toward Israel but landed within Gaza. The Gaza fishing zone was closed by Israeli authorities. Israeli prime minister Benjamin Netanyahu, who is standing trial for bribery, fraud, and breach of trust, tried to appoint Ofir Akunis, a member of his own party, as justice minister. Hours later, the Israeli supreme court canceled Akunis’s appointment. (HA 4/28)

A Human Rights Watch (HRW) report said that Israel is guilty of committing the crimes against humanity of apartheid and persecution in the West Bank, Gaza, and East Jerusalem. The 213-page report named “A Threshold Crossed: Israeli Authorities and the Crimes of Apartheid and Persecution” maintained that “Israeli authorities methodically privilege Jewish Israelis and discriminate against Palestinians. Laws, policies, and statements by leading Israeli officials make plain that the objective of maintaining Jewish Israeli control over demographics, political power, and land has long guided government policy. In pursuit of this goal, authorities have dispossessed, confined, forcibly separated, and subjugated Palestinians by virtue of their identity to varying degrees of intensity. In certain areas, as described in this report, these deprivations are so severe that they amount to the crimes against humanity of apartheid and persecution.” PA president Mahmoud Abbas welcomed the report, urging the international community to intervene. The Israeli foreign ministry said that HRW is known to be anti-Israel. B’Tselem reached the same conclusion earlier this year and many Palestinian organizations have maintained for many years that Israel is guilty of apartheid. Egypt announces that Gaza- and Damascus-based Hamas officials have agreed on a cease-fire offer to be present to Israel (see Quarterly Update). Israel agrees to send an envoy to Cairo on 1/15 to be briefed on the plan. Meanwhile, Israel’s intense air, naval, and ground assaults on Gaza continue.

Combat notes: Under cover of air strikes and heavy shelling, IDF troops take up new positions in s. Gaza’s al-Fukhari area nr. the Sufa crossing (occupying several homes and expelling the residents) and al-Shuka village; Israeli fire is so intense that rescuers cannot reach the wounded or retrieve the dead. The IDF reports carrying out approximately 120 air strikes today (70 of them after nightfall) that kill 10s of Palestinians. Targets include at least 24 groups of armed Palestinians, 16 smuggling tunnels, at least 10 suspected weapons depots (including a Rafah mosque), and 24 rocket launching sites (killing senior IQB cmdrs. Walid Za‘abud and Muhammad Dash nr. al-Zaytun). Air strike target areas include Bani Suhayla, Bayt Lahiya, Gaza City (areas northwest of the city and al-Nasser, al-Sabra, al-Sha‘af, Shaykh Ridwan, al-Shuja‘iyya, Tal al-Hawa, al-Yarmuk, al-Zaytun), Khan Yunis, Khuza, al-Mughraqa, Nussayrat r.c., al-Qarara, Rafah, al-Shabura r.c., Twam, Yibna r.c. Heavy artillery and tank fire are reported in and around Bayt Lahiya (white phosphorous suspected), al-Bureij r.c., Gaza City (al-Sabra, al-Tuffah), Jabaliya town and r.c. Naval bombardment centers on Rafah’s Tal al-Sultan neighborhood.

Palestinians fire 14 rockets and 2 mortars, including 4 Grads (2 each in Ashdod and Beersheba), into Israel, causing no injuries. Gaza medical workers put the estimated Palestinian toll at 1,018 dead (including an estimated 300 children), 4,700 injured. The IDF reports 27 soldiers wounded (1 severely, 2 moderately, 24 lightly), mostly in ground fighting with Palestinians n. Gaza, including 7 soldiers wounded (1 severely, 1 moderately, 5 lightly) by a Palestinian antitank missile. The Israeli toll stands at 13–14 dead, more than 150 wounded.

Humanitarian notes: The IDF allows at least 108 truckloads of humanitarian aid into Gaza during the lull. The UNSC passes (14–0, with the U.S. abstaining) res. 1860, calling for an “immediate, durable, and fully respected cease-fire, leading to the full withdrawal of Israeli forces from Gaza” but not outlining an implementation or enforcement mechanism (see Doc. A8). Israel says it will not halt its operations until a Hamas cease-fire can be guaranteed. Meanwhile, Egypt begins intensive bilateral talks with Israeli and Hamas envoys to mediate a cease-fire.

Target areas include Abasan, Bani Suhayla, Bayt Hanun, Bayt Lahiya, al-Bureij r.c., Dayr al-Balah, Gaza City (city center, al-Nasser), Jabaliya town and r.c., Khan Yunis, al-Nasser (n. of Rafah), Nussayrat, Rafah. Heavy naval shelling of Dayr al-Balah and the nearby al-Qur’an area of c. Gaza is also reported. As ground operations continue, the IDF begins moving a small number of reservists into the Strip for the 1st time since OCL began. Heavy artillery and ground fire is reported in Abasan, Gaza City (al-Sha‘af, al-Shuja‘iyya, Tal al-Hawa, alZaytun), al-Qarara. Late in the evening, IDF troops withdraw from al-Qarara; residents report at least 20 homes destroyed since the IDF took up positions in the city on 1/6.

Palestinians fire at least 15 rockets and 1 mortar into Israel, lightly injuring 4 Israelis. Areas hit by rockets include Ashdod, Ashqelon, Beersheba (4 Grads), Ofakim.

The Palestinian toll, including bodies recovered during the humanitarian lull today (see below), reaches at least 758 dead and more than 3,100 injured. In addition, a Ukrainian woman (married to a Gazan) and her toddler are killed by an IDF shell in Gaza City, becoming the 1st foreign casualties inside Gaza (1 Egyptian was killed on the Rafah border on 12/28). Today, 3 IDF soldiers are killed and 14 are wounded (1 seriously, 1 moderately, 12 lightly) during clashes inside Gaza, bringing the Israeli toll to 13–14 dead and more than 100 injured.

Humanitarian notes: IDF soldiers fire on relief workers in 3 incidents in which the UN and ICRC had fully coordinated their movements with the IDF in advance (providing the IDF with the license plates of the vehicles, giving precise times and routes of travel, and using clearly marked vehicles) and received IDF assurances that travel would be safe. One UN driver is killed and 2 other UN employees and 1 ICRC employee are wounded. The UN and other groups scale back or suspend aid deliveries to Gaza, citing security concerns.

During the humanitarian lull, the IDF allows ICRC workers back into a heavily damaged residential block of al-Zaytun (see 1/7), where they rescue 103 injured Palestinians who have been stranded since 1/5 and report finding 40–50 bodies, fearing that more dead and injured may be trapped under demolished homes. The Israeli human rights group B’Tselem reports (WP 1/9) new evidence that IDF soldiers stationed outside the destroyed houses were aware people were trapped but denied aid. UN Undersecy. Gen. for Humanitarian Affairs John Holmes urges Israel to investigate, calling (WP 1/9) it “a particularly outrageous incident” and “absolutely horrifying.”

Israel allows 223 Palestinian dual nationals to exit Gaza via the Erez crossing for Jordan (see 1/2).

Gaza warning them to evacuate areas around rocket launch sites, buildings used by militants; shells Bayt Lahiya, killing 3 Palestinian civilians, wounding 11 others (the IDF says a shell may have misfired); repeatedly shells Bayt Hanun and perimeter, killing 3 Palestinian civilians, wounding 8; shells a shed on a farm nr. Gaza City, allegedly serving as a weapons depot. IDF troops stationed at the Dahaniyya airport fire on residential areas of nearby al-Shuka, wounding 1 Palestinian woman outside her home. Palestinians fire 8 rockets fr. Gaza into Israel, causing no damage or injuries. Late in the evening, the IDF conducts air strikes destroying 2 Palestinian homes in Gaza City and Khan Yunis (belonging to an Islamic Jihad mbr.), damaging surrounding stores and residences, wounding 3 bystanders; in both cases, the IDF phoned the homes 20 min. before the attack to warn residents to evacuate. Also in Gaza, the IDF fires a tank shell at a home in Gaza City, alleging that a Hamas mbr. on the roof was preparing to fire an RPG, killing a handicapped Palestinian on the roof, 3 relatives inside, wounding 2; shells areas nr. Khan Yunis and the Sufa crossing in the south and in n. Gaza, wounding at least 6 Palestinian civilians. In the West Bank, the IDF withdraws troops fr. Nablus, ending a 3-day operation; before leaving, troops blow up the main government offices (killing a Palestinian bystander), fire on stone-throwing Palestinians youths, wounding 21. The IDF calls up 3 battalions (several 1,000) additional reserves, positions troops and armor on the n. Israel border in preparation for “limited” ground operations to “mop up” Hizballah strongholds and weapons sites, continues pinpoint special forces operations inside s. Lebanon, urges residents to evacuate n. of the Litani River immediately (see 7/20; local officials estimate that 70% of the southern population has left). The U.S. approves Israel’s request to expedite delivery of precision-guided missiles (including at least 25, possibly 100, 5,000-lb GBU-28 bunker busters) to maintain the intensity of IDF air strikes. IDF artillery hits a UN observation post in Zarit, s. Overnight, the IDF drops 2 quarter-ton bombs on a 3-story building in Gaza City in an attempt to assassinate chief Hamas bomb-maker Muhammad Dayif, 4 times previously the target of Israeli assassination since 2000, wounding Dayif, killing senior Hamas mbr. Nabil al-Salima,his wife and 7 children, wounding Izzeddin al-Qassam Brigades n. Gaza cmdr. Ahmad al-Gander and at least 33 bystanders, seriously damaging 15 surrounding homes. At the same time, the IDF also expands Operation Summer Rains with a major incursion into central Gaza, sending 10s of tanks, APCs, armored bulldozers across the Kissufim crossing under helicopter and drone escort and moving troops north fr. positions nr. Abasan, cutting the Strip in half, ordering PA security forces to leave the area, shelling and bulldozing surrounding areas. During the day, the IDF reportedly kills at least 22 other Palestinians and wounds at least 14 in major gun battles nr. Before dawn, Hizballah launches a crossborder attack on Israel, dubbed Operation True Promise, firing rockets across the Blue Line into n. Israel as a diversion; sending fighters in to n. Israel to attack an IDF patrol btwn. Zarit and Shetula, capturing 2 IDF soldiers, killing 3 soldiers, wounding 2. The IDF sends troops into Lebanon to search for the missing soldiers, where an IDF tank hits a mine, killing 4 IDF soldiers and marking Israel’s 1st ground incursion into Lebanon since its 5/00 withdrawal. (An 8th IDF soldier is killed, 2 others are wounded in Lebanon late in the evening as they try to recover the remains of the 4 tank occupants.)
