Artillery exchanges between PSP, and LAF and LF throughout the day in Chouf, Metn and Aley regions, and in coastal area south of Beirut; sporadic artillery and machine gun fire between rival militias in Tripoli; commander of IDF-backed militia in South Lebanon disbands his unit, joins Amal.

Casualties:

2 killed, 6 wounded in Tripoli fighting; 3 killed in Chouf; Beirut airport closed after 6 shells hit runway, schools in East Beirut closed; French military helicopter crashes into sea off Beirut, 2 crew members killed, 1 missing.

Israel/ Occupied Territories: Arens, in US, calls for unrelenting diplomatic and political pressure to force Syria to withdraw from Lebanon, says Lebanese government should employ guerrilla activity against Syrian forces in Lebanon; Shamir, in US, says US support for Israel, from point of view of American interests, is a bargain; settlers continue to occupy position near Joseph's Tomb in Nablus; petrol bomb thrown at IDF vehicle in Nablus.

Palestinians/ Lebanese: Tripoli Higher Coordinating Committee meets separately with Arafat and rebel leaders to coordinate details of cease-fire and withdrawal of forces.

Mortar and machine gun fire from unidentified sources directed at LAF position near Khaldeh; artillery and RPG fire exchanged in Beirut suburbs of Ain Rummaneh and Chiah; US Marines placed on highest state of alert as mortars fall near compound; car bomb explodes as IDF vehicle passes southeast of Tyre.

Casualties:

2 IDF soldiers wounded in car bomb explosion.

Political Responses:

Palestinians/ Lebanese: Lebanese Cabinet meets in emergency session, states that efforts to arrange time and place for national reconciliation talks remain unsuccessful; 45 more LAF officers and soldiers join other "conscientious objectors" at Hammana Barracks, refuse to take part in LAF operations until national agreement on use of LAF is achieved, accuse LAF of giving US-provided weapons, ammunition, and artillery target coordinates to Phalange militia; 23 Fateh military staff officers in Damascus defect to PLO rebels.

US and Other Countries: Greek PM meets Jumblatt in Athens.

Military Action:

Relatively light exchanges of artillery and machine gun fire between LAF units and PSP militia at Souq al-Gharb and Khaldeh; IDF position 8 mi. east of Tyre attacked with bazookas; Lebanese Air Force planes overfly PSP positions in Chouf; Israeli jets fly reconnaissance mission over Beirut.

Casualties:

2 French soldiers wounded by hand-grenade thrown by passing motorcyclists, total French casualties are 15 killed, 42 wounded in past year; 1 IDF soldier killed, 7 wounded near Tyre.

Political Responses:

Israeli/ Occupied Territories: Begin submits formal resignation as prime minister.

Palestinians/ Lebanese: Cease-fire discussions, mediated by McFarlane and Prince Bandar, continue in Damascus, Beirut and Cyprus.

US and Other Countries: Senate Democrats introduce resolution requiring Reagan to acknowledge that US troops are engaged in hostilities, thereby invoking need for Congressional approval under War Powers Act to keep Marines in Lebanon longer than 60-90 days.

Military Action:

IDF completes overnight withdrawal; heavy artillery, machine-gun battles between LF [Lebanese Forces-Phalange militia] and PSP militia as each moves to occupy former IDF positions; LAF dislodges PSP forces at Kf. r Matta and Khaldeh, fires artillery at PJP positions in Chouf; Israeli jets strafe column of Syrian tanks, reportedly under PSP control, attacking LF positions near Sofar, several tanks destroyed; LF encircles PSP stronghold at Aley, PSP militia encircles Bhamdoun.

Casualties:

34 killed, 25-71 wounded in Beirut and Chouf; car bomb in Shi'ite neighborhood of Haret Hreik kills 11, injures dozens.

Israel/ Occupied Territories: Arens warns Syria against entering areas evacuated by IDF; Mustafa Dudeen, chairman of West Bank Villages Leagues, resigns.

Military Action:

Three hours of machine gun and RPG battles in Tripoli between PFLP-GC and anti-Syrian Lebanese militia; Saad Haddad, accompanied by IDF, occupies Jubb Jannin, northern-most Israeli position in Bekaa valley; IDF increases patrols in Sidon area; IDF APC detonates mine near Khamed al-Luz in northern Bekaa, no injuries.

Casualties:

3 bodies found earlier this week in Sidon area; PLO says Israel has offered, through Austrian mediation, to release 800 prisoners for 8 IDF captured in Lebanon; IDF says it holds 293 Syrian prisoners, 5,099 Palestinians and Lebanese at Ansar.

Israel/ Occupied Territories: Foreign Minister Shamir criticizes Reagan for use of word homeland with reference to resolution of Palestinian question, says it is not by accident that this term does not appear in the Camp David accords; 3 Israeli officers, including a Captain, and three soldiers are currently serving prison terms for refusing to serve in Lebanon; police detain 6 persons for harassing Peace Now demonstration on February 10; members of Ramallah area Village League to face charges of aggravated assault and illegal detention and interrogation as a result of complaints by Ramallah residents over incident occurring a year ago.

Palestinians/ Lebanese: 18th session of Lebanese-Israeli-US talks in Khalde results in initial agreement on security arrangements; Habib meets with President Gemayel and other Lebanese leaders.

Arab Governments: Jordanian Foreign Minister, after talks in Beirut with President Amin Gemayel, says Israel must first withdraw from Lebanon and agree to settlement freeze before comprehensive negotiations can take place; Saudi Arabia, principal export market for Lebanon, bans all imports to prevent flow of Israeli goods.

US and Other Countries: Defense Secretary Weinberger denies Israeli reports that US Marines ordered not to have direct liaison with IDF, but says current system of liaison through a military council is satisfactory; Weinberger also says number of Marines in MNF may have to be increased if withdrawal of Israeli, Syrian and Palestinian forces is achieved; Shultz rejects Israeli position, reiterated yesterday by Arens, that a Palestinian state and homeland exists already in Jordan; US Gallup Poll taken in January 1983 finds American public sympathy toward Israel has returned to level of July 1981, following sharp drop after Beirut massacre.

Fierce fighting between LNM militia and Lebanese Army along Green Line as final French contingent prepares to leave (during 4-hour battle French ammunition truck on way to port is hit); machine-gun fire, rocket-propelled grenades exchanged in Ras Nabeh area near recently reopened Sodeco crossing point; IDF jets destroy Syrian SAM-9 anti-aircraft missile site in Central Lebanon near Dahr al-Baydar as tension continues along Beirut-Damascus highway (third air strike in four days); guerrillas again attack IDF troops using rocket-propelled grenades in Bekaa; IDF background paper claims 98 Syrian/Palestinian cease-fire violations since July 23.

Beirut; IDF artillery in Sofar exchanges barrages with Syrians; 400 IDF tanks, 110 artillery pieces ring Beirut; Phalange radio reports IDF advances toward Burj al-Barajneh camp.

Arafat expects IDF attack with 3 divisions and planes, gunboats; PLO units maintain grenade, small arms attacks on IDF rear units.

Casualties:

Fires reported in vicinity of airport and in Burj al-Barajneh camp following fierce artillery duels; IDF units inwceased in Chouf area following killing of 3 Christian villagers by Druze militia-men (following week of violence against Druze villages by Phalange forces).
