In the West Bank, Israeli settlers threw stones at Palestinian vehicles traveling near Halhul. Israeli forces violently dispersed Palestinian protesters in Kafr Qaddum, Bayt Jarir, and Bayt Dajan; tear-gas related injuries were reported and 1 Palestinian was hit with a rubber-coated bullet in Kafr Qaddum. 1 Palestinian was arrested during a late-night raid in Hebron. In East Jerusalem, 1 Palestinian was arrested during a raid in Issawiyya. In Gaza, Israeli forces opened fire at Palestinian famers near al-Fukhari; no injuries were reported. In Israel, 1 Palestinian-Israeli man was shot and killed by an unknown assailant after attending a prayer service in Umm al-Fahm protesting gun violence in parts of the Palestinian-Israeli community. 1 Palestinian from the South Hebron Hills who called the Israeli Civil Administration—the Israeli authority charged with controlling Palestinians in the West Bank—to complain about settler incursions on his property was told that the Civil Administration would declare his property a closed military zone if he contacted journalists or activists about his complaint. In Syria, Israel reportedly struck 3 residential buildings in Hama with missile strikes, killing 4 people, including 2 children, and wounding several others. Syria also said it had intercepted Israeli missiles. (AJ, AP, HA, JP, REU, SANA, TOI 1/22)

In the West Bank, IDF troops raid a Palestinian media company’s offices in Ramallah late at night, confiscating property and ordering the company to shut down. They also conduct raids and house searches nr. Ramallah and Qalqilya, arresting 5 Palestinians, including 3 journalists, and issuing arrest summons to 1; patrol in 5 villages nr. Hebron. Along Gaza’s border, Egyptian authorities flood a smuggling tunnel nr. Rafah, causing 7 Palestinian workers to go missing; most are quickly recovered, but the bodies of 2 Palestinians will be found in the tunnel on 3/12. In East Jerusalem, Israeli forces raid the Issawiyya home and workplace of the Palestinian killed on 3/8 after allegedly shooting and injuring 2 Israeli police officers; they issue an arrest summons to his father and interrogate his mother. In Israel, Israeli forces conduct raids across the country, arresting over 250 Palestinians who are in Israel illegally, and 27 Israelis suspected of helping them enter without permits. Following up on PM Netanyahu’s 3/9 announcement, Israel’s security cabinet approves a proposal to resume construction of the separation wall in Jerusalem and the s. Hebron Hills. Work on the wall has been largely suspended since 2007. (JP, MNA, TOI 3/10; HA, TOI, YA 3/11)

Uncoordinated stabbing and alleged stabbing attacks continue in the West Bank and Jerusalem, resulting in the deaths of 3 Palestinians. Two Palestinians open fire on an Israeli bus in Ramot, causing no damage. Israeli police then chase the shooters into the Old City, where they shoot and kill the 2 men after they allegedly attempt to ram their car into a Jewish Israeli pedestrian, causing no serious injuries. A 3d Palestinian is critically injured in the crossfire. The IDF maintains, for a 2d day, the closure of 1 village each nr. Qalqilya and Salfit. On the outskirts of the village nr. Salfit, Israeli soldiers open fire on 2 Palestinian youths as they approach an IDF checkpoint, killing 1 and critically injuring the other. Elsewhere in the oPt, Hamas announces that 1 of its fighters died earlier in the day during unspecified training exercises. IDF troops raid a village nr. Jenin, sparking clashes with stone-throwing Palestinians; there are no serious injuries. They conduct further raids in and around Nablus, Qalqilya, Bethlehem, and Hebron, arresting 18 Palestinians. An Israeli settler stabs and injures a Palestinian nr. Nablus. Late at night, Israeli settlers spray price-tag graffiti on the walls of a Palestinian home in a village nr. Bethlehem. In response to the string of attacks on 3/8 and after conferring with senior security officials, Israeli PM Netanyahu announces that Israel will complete the construction of the separation wall in the s. Hebron Hills. He also states that his govt. proposes new legislation to deter and punish Palestinians who enter Israel illegally, close Palestinian media outlets responsible for alleged incitement, and deny work permits to the families of Palestinians who commit serious crimes against Israelis. Israeli police immediately arrest 10s of Palestinians in raids across Israel, targeting those who entered the country without proper permits. (HA, JP, TOI 3/9)

The Israeli authorities inform 5 Palestinian food companies that their goods will no longer be permitted to pass through the Beitunia crossing for sale in Jerusalem. Israel last barred West Bank food products from entering East Jerusalem for a brief period in 2010. (TOI 3/13)

In Cairo, French FM Jean-Marc Ayrault says that France will not recognize the State of Palestine if the planned French peace initiative fails, effectively retracting his predecessor’s 1/29 pledge. “There is never anything automatic,” he says, adding that “France will present its initiative to its partners. It will be the first step, there is no prerequisite.” (TOI 3/9; JTA 3/10)

On 2 occasions off Gaza’s coast nr. Jabaliya, Israeli naval forces open fire on Palestinian fishing boats, damaging 1. In the West Bank, IDF troops assault and moderately injure a Palestinian man nr. Bethlehem and assault another Palestinian attempting to cross into Israel nr. Jerusalem. The IDF conducts house searches and raids in and around Ramallah, and in Nablus, ‘Aqabat Jabir r.c. nr. Jericho, and 1 village each nr. Hebron and Tulkarm, arresting 10 Palestinians, issuing arrest summons to 1, confiscating around NIS 4,300 (around $1,100), and destroying a door. The IDF patrols during the day in 1 village each nr. Jenin and Hebron. An Israeli settler rams a Palestinian man with a car nr. Nablus, injuring him. PA PM Hamdallah and EU rep. to the PA John Gatt-Rutter, along with a delegation of EU officials, visit Susiya village in the s. Hebron hills to show support for the village’s 340 residents. On 5/4, Israel’s Supreme Court upheld the govt.’s plans to evacuate and demolish the village, denying a petition from activists and residents. Gatt-Rutter calls on Israel to reverse its demolition plans. Meanwhile, the bedouin residents of Umm al-Hiran, a village in the Negev, file another petition to Israel’s Supreme Court, appealing the court’s 5–4 rejection of their previous petition that called for a reprieve from the state’s planned evacuation and demolition of their village. The UN releases its “List of Shame,” or blacklist, documenting known violators of children’s rights but excluding Israel and Hamas. Secy.-Gen. Ban excluded Israel and Hamas despite official requests from the PA, in the case of the former, and various international organizations, the U.S., and Israel, in the case of the latter. In the Gaza Strip, Egyptian authorities keep the Rafah border crossing open for a 2d day. Off the n. coast, Israeli naval forces open fire with live ammunition on Palestinian fishing boats, moderately injuring 1 fisherman. Also, the Gaza power plant shuts down 1 of its 3 currently operating turbines due to lack of fuel imports, increasing the planned power outages from 12 to 18 hours per day. In the West Bank, the municipal govt. of the Kiryat Arba settlement delivers a notice of unpaid property taxes to a Palestinian on whose lands the settlement was built, which will reportedly force him and his family to leave their land. Separately, Israeli forces demolish 2 homes and 2 animal shelters in a village in the s. Hebron hills. The IDF conducts house searches and arrest raids nr. Nablus, Hebron, Jenin, as well as Tulkarm r.c.; patrols nr. Hebron and Tulkarm. They also arrest 1 Palestinian at a military checkpoint nr. Bethlehem. U.S. Speaker of the House of Reps. John Boehner (R-OH) announces that Israeli PM Netanyahu has accepted his invitation to come to Washington and address a special meeting of Congress on Iran. In the Gaza Strip, Palestinians fire a rocket into s. Israel, causing no damage or injuries. Off the coast nr. Bayt Lahiya, Israeli naval vessels open fire on Palestinian fishermen, causing no damage or injuries. In the n. West Bank, a Palestinian dies at a checkpoint en route to work inside Israel, apparently caused by overcrowding. In Bethlehem, Palestinians throw a pipe bomb at Rachel’s Tomb, lightly injuring 1, while separately, Palestinians throw an improvised explosive device at a military base nr. Israeli authorities publish plans for the construction of 272 new settlement homes in the West Bank, including the 1st ever master plan for Ofra, a settlement located 15 km (9 mi.) from the Green Line. PM Netanyahu holds a meeting with Likud MKs and tells them that he opposes evacuating settlements in Hebron and Beit El, despite their location outside the major blocs. In the West Bank, the IDF conducts house searches and arrest raids in Qalqilya and 1 village nr. Hebron at night; patrols in 1 village nr. Qalqilya at night. Jewish settlers from Beit El nr. Ramallah throw stones at Palestinian vehicles, while in a separate incident, settlers uproot some 40 Palestinian olive trees in the s. Hebron hills. In East Jerusalem, Jerusalem municipality-owned bulldozers level lands to make a trench between Issawiyya village and French Hill settlement, at the request of the latter’s residents. Palestinian official Nabil Shaath tells the media that U.S. Secy. of State Kerry had “guaranteed us in writing” that talks would start from the 1967 lines, with State Dept. spokesperson Marie Harf subsequently denying such a document. (NYT 9/9)

The EU announces a €52 million assistance package to help PA development schemes, such as municipal infrastructure projects and private sector-led economic initiatives. The aid is the final part of the European Neighbourhood and Partnership Instrument assistance, with the total contributed to the Palestinians in 2013 now standing at €300 million. (MNA 9/9)

Russian FM Sergey Lavrov makes a statement calling for military action against Syria to be averted through a plan for the internationally coordinated destruction of Damascus’s chemical weapons’ arsenal. The dramatic intervention is welcomed as a possible breakthrough by Pres. Obama, who faces opposition in Congress and among the public to any U.S. military intervention. Democratic Senate leader Harry Reid postpones a scheduled test vote for lawmakers to assess the Russian plan. Syrian FM Walid Muallem welcomes the Russian proposal as a way of preventing “an American aggression.” (AFP, AP, REU 9/9)

The Egyptian military’s offensive in the Sinai continues, with security forces killing a further 9 militants and arresting 10 nr. Rafah. In 2 separate incidents in c. Sinai, gunmen open fire and wound 3 soldiers. In addition, Egyptian forces destroy 6 smuggling tunnels under the Egypt-Gaza border located n. of Rafah, with an Egyptian official claiming that more than 90% of the smuggling tunnels have now been destroyed. In the West Bank, the Israeli military distributes stop work orders in the s. Hebron hills, including for construction on tents and a solar panel provided by the EU for humanitarian reasons. Meanwhile, Israeli soldiers carry out demolitions of Palestinian property in Tammun village nr. Jericho, assaulting 2 shepherds defending their property in the latter incident. IDF troops shoot and injure 4 Palestinians during clashes sparked by an incursion into Qalandia r.c. nr. Ramallah. In another raid, the IDF arrests 2 al-Aqsa Martyrs Brigades members. in Nablus, on the grounds that weapons prohibited in an amnesty agreement were found in their possession. Israeli officials claims to have evidence the Syrian government has used chemical weapons and thus crossed U.S. Pres. Obama’s so-called ‘‘red line,’’ though they do not give details. Palestinian and international activists set up a protest tent village named Canaan in the s. Hebron Hills, the 5th such encampment in the past few weeks. IDF forces attack them and dismantle most of the tents. Elsewhere in the West Bank, Jewish settlers attack the Palestinian village of ‘Azun nr. Qalqilya, prompting clashes with residents. Palestinian factions hold a 2d round of talks in Cairo after discussions on 2/8 fail to reach an agreement. Sticking points are over elections to the PNC, the PLO’s parliament, and over legislative and presidential elections for the PA. (AFP 2/9)

The Israeli government issues tenders for 198 new settlement homes in Hebron and Efrata (Gush Etzion bloc). Meanwhile, the Jerusalem municipality approves the planned relocation of the National Defense College to the Mount of Olives. Also, Israeli NGO Peace Now says that approval for settlement plans jumped 300% in 2012, and that under Netanyahu’s premiership, 40% of construction starts in settlements were in settlements located outside of the so-called blocs that Israel intends to keep under a final-status agreement. In the Gaza Strip, the IDF fires warning shots at Palestinians scavenging for construction materials close to the border fence in the n. Gaza Strip, causing no injuries. In a separate incident, the IDF shells an open area 200 m from the border nr. Bureij, causing no injuries. In the West Bank, The IDF raids Aida r.c. in Bethlehem, opening fire on Palestinians with live ammunition, rubber-coated steel bullets, and tear-gas grenades, seriously wounding 1. The IDF says that Palestinian protesters threw stones and firebombs at the Separation Wall and Israeli forces. Palestinian news agencies report that the raid was in response to the Palestinians opening a hole in the bottom of the wall nr. Rachel’s Tomb. The IDF also demolishes sheep barns and sheds nr. Jericho; patrols in Tulkarm and 1 village each nr. Hebron, Jenin, and Jericho at night; conducts house searches and arrest raids in 1 village each nr. Hebron, Jenin, and Salfit at night. Meanwhile, an IDF investigation concludes that Israeli soldiers fired 80 bullets without justification when they mortally wounded a Palestinian man in al-Nabi Salih on 11/17 (he died on 11/19). Israeli security forces dismantle Palestinian protest camp Bab al-Shams in the E1 zone nr. Jerusalem, after the Supreme Court authorizes the government to dismantle the site. Protesters were removed on 1/12, but the tents had remained. Separately, the High Court of Justice orders the state to refrain from evicting Palestinians from 8 villages in the s. Hebron Hills in an area the IDF has designated a firing zone for training. (REU 1/16; AFP, HA 1/17)

Dep. head of Hamas’s political bureau Musa Abu Marzuq says that the movement will not agree to dismantle the IQB as part of a prospective reconciliation deal with Fatah. He makes the comments in response to recent reports in al-Quds al-Arabi that Fatah is demanding Hamas dismantle its armed wing and integrate it into the PA security forces. (ToI 1/16)

The EU grants €100 m. to the PA and to UNRWA to provide essential services in the West Bank. Palestinian pres. Abbas announces that Saudi Arabia will give the struggling PA $100 m. to alleviate the PA’s financial crisis. (IMEMC, REU 1/16)

EU diplomats meet in Brussels to discuss the possibility of all 27 EU mbr. states writing to the Israeli government to protest recent settlement expansion news. No agreement is reached. British foreign secretary William Hague rules out sanctions against Israel, but says further steps would be considered if the expansion plans were not rescinded. In a letter to UN secy.-gen. Ban and the UNSC, the Palestinians accuse Israel of planning further ‘‘war crimes’’ by expanding Jewish settlements, and urge Israel to be held to account. Speaking in Bethlehem, PA FM Riyad al-Maliki says that the PA will seek to capitalize on the European support to increase international pressure on Israel. (HA, MNA, REU 12/4)

In occupied East Jerusalem, Israeli bulldozers arrive in the Palestinian neighborhood of al-Tur to demolish a home located on the premises of a designated national park, but lawyers secure a delay. Also, after 2 yrs. in which the Israeli Interior Ministry demolished no homes, supervisors begin patrols in occupied East Jerusalem to prepare for the resumption of demolitions of ‘‘illegally built’’ homes. Palestinian authorities in Nablus report that Israel is changing procedures at al-Hamra checkpoint, controlling Palestinian movement between the n. West Bank and Jordan Valley, so that Palestinians will no longer need permits to cross. Meanwhile, the IDF demolishes a mosque in a village in the s. Hebron Hills nr. Yatta and 2 structures nr. Nablus. The IDF patrols in 1 village each nr. Jericho, Ramallah, and Tulkarm in the morning, and 1 village each nr. The UNGA approves a resolution 174–6 (with 6 abstentions) calling on Israel to join the Nuclear Nonproliferation Treaty (NPT) and open its nuclear program for inspection. Those voting against were Israel, the U.S., Canada, the Marshall Islands, Micronesia, and Palau. (AP 12/4)

During talks in Jerusalem, U.S. secy. of state Clinton warns Israeli PM Netanyahu not to take extreme measures in response to the Palestinians’ UN bid expected at the upcoming UN General Assembly (UNGA) session on 11/29, for fear of provoking the PA’s collapse. The U.S. specifically urges Israel not to build in the area of the West Bank nr. East Jerusalem known as E1. Meanwhile, aides to Palestinian pres. Mahmud Abbas say that he has no choice but to seek UN recognition after Hamas emerged with its reputation intact or even boosted after Israel’s Operation Pillar of Defense. (HA, JP, AP 11/23)

IDF troops open fire on Palestinians demonstrating nr. the Gaza border, killing 1 Palestinian and wounding 18. Palestinian amb. to the UN Riyad Mansour submits a formal protest to the UNSC. In addition, 2 Palestinian fighters die from their wounds sustained during Operation Pillar of Defense, raising the comprehensive Palestinian death toll to 162. (AP 11/23; PCHR 11/29)

In the West Bank, the IDF conducts raids in 1 village nr. Ramallah in the morning; conducts house searches and arrest raids in 1 village nr. Hebron in the afternoon and in Nablus at night. Israeli soldiers violently disperse the weekly nonviolent demonstrations held by Palestinians, Israelis and internationals in 3 villages nr. Ramallah (Bil‘in, Ni‘lin, al-Nabi Salih), 1 village nr. Senior Israeli officials reveal that Israel and Turkey have resumed talks on ending the diplomatic crisis between the 2 countries that has dragged on since the attack on the Gaza-bound freedom flotilla in May 2010 (see the Quarterly Update in JPS 157). The Israeli sources report a meeting in Geneva in the past week between Israeli PM Netanyahu’s envoy Yosef Chiechanover and Turkish Foreign Ministry undersecretary Feridun Sinirliog˘lu. (REU 11/23)

U.S. amb. to the UN Susan Rice says that the Palestinian bid for non-member state observer status would ‘‘jeopardize’’ the peace process and complicate efforts to resume negotiations. Rice also emphasizes the illegitimacy of Israeli settlement activity. (REU 10/15; JP 10/16)

The UK newspaper the Guardian cites reports by the UN and a coalition of Israeli human rights groups on settler violence during the olive harvest that notes that 850 trees were vandalized in the harvest’s 1st week.
