The Israeli navy fires on Palestinian fishing boats off the Gaza border, damaging 3. Palestinian gunmen fire on an IDF observation post on the Gaza border n. of Bayt Hanun; the IDF returns fire; no injuries are reported on either side. In the West Bank, the IDF conducts arrest raids, house searches in Dahaysha r.c., Hebron, Nablus, Nahalin nr. Bethlehem. Shin Bet announces that in late 3/07, it detained 19 Hamas mbrs. fr. Qalqilya whom it says have confessed under interrogation to planning a massive truck bombing in Tel Aviv during the Passover holidays, which end this evening; Olmert cites the case as proof that “terrorism is a cornerstone of the new Palestinian government, a government that should be shunned”; Hamas officials in Qalqilya deny being part of any plot. Jewish settler children fr. Ma’on in Hebron chase, attack a group of Palestinian children (ages 10–12) on their way to school; the IDF observes but does not intervene. A Palestinian gunman shoots, grazes a Jewish settler at a bus stop nr. Qalqilya. In Gaza, unidentified gunmen fatally shoot a PSF officer in Khan Yunis; unidentified assailants kidnap, shoot, wound, release a PA police officer; Jabaliya municipal workers stage a sit-in outside municipal offices to protest the nonpayment of their salaries. In Gaza, the IDF closes the Nahal Oz pipeline; shells areas nr. Gaza City, killing at least 1 Palestinian militant, 1 Palestinian farmer working in her field; shells areas nr. Bayt Hanun (killing 1 Palestinian child outside his home, wounding 5 Palestinians), in al-Shuka; makes air strikes destroying 3 houses nr. Bayt Lahiya (killing 1 Palestinian bystander), in Bayt Hanun, Khan Yunis (also destroying 2 adjacent homes). In Jerusalem, a Palestinian gunman fires on Israeli police, wounding 2 before being shot dead. In the West Bank, the IDF sends undercover units into Jenin r.c. in cars with Palestinian license plates, surrounds a home, opens fire (wounding a Palestinian bystander in an apartment building nearby), occupying several surrounding houses as sniper positions, evacuates and checks IDs of residents, arrests 1 Palestinian, fires on stone-throwing Palestinians who confront the troops, wounding 8 Palestinians (including 2 journalists covering the incident for al-Jazeera, Reuters); patrols in al-Bireh; begins construction of a new segment of the separation wall in Bayt Jala that will cut Palestinians off fr. 5,000 d. of agricultural land and cut off the access of Battir and Husan Nahalin villages to Bethlehem. The body of a Jewish settler fr. Yakir missing since early in the morning is found in a burnt-out vehicle nr. a West Bank Palestinian village; the AMB takes responsibility for kidnapping, killing him. In Israel, Israeli police free dual Israeli-Canadian citizen Falah after a Haifa District Court orders the police and/or Shin Bet to file formal charges against him or let him go (see 7/26). Israel’s security cabinet approves call-ups for up to 3 divisions of reservists (15,000–30,000 reserves) for the war on Lebanon. The IDF makes some 180 air and artillery strikes on targets across Lebanon, including hitting radio and TV relays in Amshit n. of Beirut, 3 trucks in the Biqa‘ Valley carrying emergency food supplies to Beirut. Ground clashes continue in Bint Jubayl, 2 residential apartment buildings nr. an Amal headquarters in Tyre; a Lebanese army base in n. Lebanon; roads, buildings in s. Lebanon and the Biqa‘ Valley, including al-Khiyam, Kafr, Nabatiyya, Sidon, Tuffah, Riyaq, Zahleh. The IDF broadcasts radio warnings to s. Lebanon residents that their villages would be “totally destroyed” if rockets are fired fr. them. Hizballah fires some 110 rockets into n. The IDF for no apparent reason severely beats 3 Palestinians in 3 separate incidents at checkpoints in Hebron; beats, detains a 50-yr.-old Palestinian at a checkpoint outside Tulkarm after a prolonged interrogation; issues military orders for 40 residents of Nahalin village nr. Bethlehem to vacate their 4,000 d. of land nr. the Gush Etzion bloc within 45 days for construction of the separation wall. An Israeli guard patrolling a separation wall construction site near Bayt ‘Awwa fires on, injures a Palestinian who accidentally strays too close to the area. The IDF, PA security officers hold a ceremony to jointly unlock the gate (set up after the outbreak of the al-Aqsa intifada, locked since 2001) on the Anabta–Tulkarm road, finalizing the transfer of security control over Tulkarm; the IDF sets up a checkpoint 30 m. down the road to check Palestinian IDs; all other checkpoints into and out of the city, all villages surrounding Tulkarm remain under Israeli control. The IDF demolishes 2 Palestinian homes in Silwan; uproots 300 olive trees in Surif nr. Hebron for construction of the separation wall; issues a military order confiscating a plot of land (exact size not specified) in Nahalin w. of Bethlehem for construction of the separation wall, citing the 1950 Absentee Property Law (see Quarterly Update in JPS 135). Jewish settlers fr. Ma’on spread poisoned food pellets on 30 d. of Palestinians grazing land. The IDF says that the PA security forces have sealed 18 smuggler’s tunnels to date. Israel releases 500 Palestinian prisoners, all of whom must sign pledges that they “opposed terror” and will not undertake “any activity against the State of Israel”; the IDF bars journalists fr. filming prisoners released at Tarqumiyya crossing nr. Hebron, detaining 3 journalists for 1 hr. The IDF imposes a curfew, closure on Nahalin village after local Palestinian youths throw stones at Beitar Ilit settlement, lightly injuring a 2-yr.-old child; raids Nablus to arrest a senior Hamas mbr. who allegedly was plotting a car bombing against an IDF target; conducts arrest raids, house searches in Bayt Umar nr. Hebron; fires on Palestinians demonstrating against the separation wall nr. Bil‘in outside Ramallah, wounding 10. Jewish settlers place 5 mobile homes on Palestinian land in al-Rashayda nr. The IDF pulls some troops out of Bayt Hanun, where it has demolished 14 Palestinian homes since 5/16; some 600 Palestinians demonstrate against Hamas for firing rockets fr. the Bayt Hanun area, prompting the IDF incursion on 5/15. The IDF also tightens the closure, curfews on Hebron; reinforces troops around Qalqilya, closing the only entrance to the city; issues a confiscation order for 1,700 dunams of land in Nahalin and Husan, w. of Bethlehem, for construction of a new settler bypass road; confiscates a 3-story building, conducts arrest raids in Nahalin; arrests senior PA intelligence official Ahmad Barqawi in Ramallah on suspicion of having himself carried out several attacks on Israelis; delays transportation of a Palestinian heart attack victim to a Jenin hospital, allowing him to die; halts at a road block, beats 2 photojournalists in Bethlehem; demolishes 15 Palestinian homes in Rafah, 2 in Nablus; fires on residential areas of Tal al-Sultan. The IDF undercover units conduct arrest raids in Jenin, shooting and wounding 5 Palestinians, detaining 4; conduct additional arrest raids in Aida r.c., Balata r.c., Bayt Jalah, Nahalin, Ramallah. The IDF also fires rubber bullets at several Palestinian children (ages 9–14) allegedly violating a curfew in Hebron, wounding 1; fires live ammunition at a checkpoint nr. Gaza City for no apparent reason, injuring 1 Palestinian child, damaging several vehicles; shells residential areas of Khan Yunis; demolishes 2 Palestinian homes in Bayt Furik, threatens to demolish a 3d house if the son of the family does not turn himself in for questioning; bulldozes 10s of dunams of olive groves in East Jerusalem to make way for a settler bypass road. U.S. dir. of the reconstruction of Iraq U.S. Lt. Gen. Jay Garner (ret.) arrives in Baghdad to begin work. Garner visited Israel in 1998 at the expense of the pro-Israel lobbying group the Jewish Institute for National Security Affairs (JINSA), has signed a statement blaming the Palestinians for Israeli-Palestinian violence, has said that the U.S. needs Israel to project U.S. force in the Middle East. The IDF openly assassinates wanted AMB Nablus cmdr. Mahmud Titi, firing rockets at him in Balata r.c., also killing 2 AMB mbrs, 1 Palestinian bystander, seriously damaging a nearby home. Hrs. later an AMB suicide bomber detonates a device in Rishon Letzion, killing 2 Israelis, injuring 25. Nr. Bethlehem, the IDF fires on a group of 20 Palestinian laborers attempting to circumvent a checkpoint, killing 1 Palestinian. In Jenin, Islamic Jihad mbr. Khalid Zakarni dies in a mysterious explosion; the IDF claims explosives he was carrying detonated prematurely, Palestinian sources say he was hit by an IDF tank shell. The IDF also bars a Palestinian woman needing kidney dialysis, a Palestinian man suffering a heart attack fr. crossing checkpoints to reach hospitals, allowing them to die; conducts house-to-house searches, directs heavy gunfire at residential areas in Salfit, detaining 100s of Palestinian men aged 15 to 50, arresting 13 PSF mbrs.; conducts arrest raids in Burkin (firing several shells at the home of a Hamas mbr.), Hebron, Husan, Nahalin, Tulkarm. In Gaza, the IDF shuts the main north and south road, claiming the action is in response to Palestinian mortar fire at Gaza settlements. The IDF also begins issuing magnetic cards to al-Mawasi residents; only residents with cards will be allow to cross through the al-Mawasi checkpoint. Under an agmt. reached on 5/21, 12 of the 13 Palestinians deported to Cyprus are sent on to 3d countries (3 each to Italy, Spain; 2 each to Greece, Ireland; 1 each to Belgium, Portugal). They will be treated as refugees, given 1-yr. residency permits; if they leave their host country, they will not be allowed to return. The 13th, PA Bethlehem intelligence chief Abdallah Daoud, considered by Israel the "most dangerous" of the 13 men, will remain in Cyprus until a country can be found that will take him. In its largest military operation in the West Bank and Gaza since 1967, Israel sends a large number of IDF infantry, tanks, APCs, armored bulldozers into Tulkarm in a predawn operation to totally reoccupy the city, taking control of the city center, occupying buildings (including a college, the mayor's home) and apartments as observer posts, hoisting Israeli flags, imposing a 24-hr. curfew, conducting house-to-house searches, detaining at least 30 Palestinians. The IDF reportedly responds to "scattered resistance," leaving 2 Palestinians dead, 15 wounded. IDF soldiers also fire on 2 ambulances coming to the aid of the wounded, seriously injuring 1 ambulance driver. Israel says the operation will last "only a few days." The IDF also sends tanks deep into PA-controlled Nablus; directs heavy machine gun fire at residential areas of Ramallah; conducts an arrest raid in Nahalin. Senior IDF officials suggest that Israel is preparing to make more deep incursions into PA areas "to destroy more infrastructure and to kill more terrorists." The IDF also bulldozes Palestinian land along bypass road 60 outside Hebron. Some 40 Palestinians attempt to block the bulldozers but are confronted by armed Jewish settlers who fire in the air and beat the Palestinians, seriously injuring 1 Palestinian. The Israeli-Arab legal center Adalah formally asks Israeli atty. gen. Elyakim Rubenstein to reconsider his recent decision not to compel the Custodian for Absentees' Property to comply with Israeli 1998 freedom of information act by releasing data on the moveable property of Palestinian refugees seized by Israel in 1948. Rubenstein rejected the request on the ground that it would damage Israel's foreign relations, require excessive time and resources to comply. Adalah 1st submitted its request in 1999. The atty. gen.'s office ignored 15 follow-up requests for a decision btwn. 1999 and 2002. (Adalah press release 1/28)

A Palestinian is fatally shot while driving through the West Bank, possibly by Palestinian gunmen who mistook him for a Jewish settler. The IDF conducts arrest raids in Battir, Nahalin. Israeli military prosecutor accuses Birzeit University professor Sari Nusaybeh of planning financial, operational aspects of intifadah [NYT 5/5].

Arab World: In response to Arafat's declaration that PLO Charter is "null and void," DFLP leader Nayif Hawatmah states that PLO's current program supersedes all previous positions [FBIS 5/4].

Arab World: PLO announces that it has received $12 million from Saudis to support intifadah [FBIS 4/26].

Other Countries: The Soviet Foreign Ministry criticizes Shamir's election proposal as insufficient. Aides to Italian P.M. de Mita state that Italy is prepared to underwrite $75 million aid package for O.T. [FBIS 4/25].
