In the West Bank, Israeli forces shoot and kill 3 Palestinians and injure 3 others during raids in al-Fara’a refugee camp and Tubas. Israeli forces also shoot and kill a Palestinian man near al-Muntar. Elsewhere, Israeli forces shoot and injure a Palestinian man during a raid in Beit Furik. Israeli forces also seize a bulldozer during a raid in Bidya. Meanwhile, Israeli forces also arrest 30 Palestinians from Gaza in Barta’a and 5 others in Nablus, Beit Furik, Jalazone, Jericho, and Tubas, including a Palestinian child in Jericho who was released as part of the ceasefire prisoner swap in November 2023. 9 Palestinians prisoners released as part of the deal have been arrested again. In Gaza, Israeli forces bomb Khan Yunis, Gaza City, Dayr al-Balah, and Rafah, killing at least 96 people. 2 babies die at the Kamal Adwan Hospital due to dehydration. 2 rockets are fired at Ashkelon, both are intercepted. 2 Israeli soldiers die in combat. In Lebanon, Israeli forces bomb Ayta ash Shab, Sidon, and Tyre. Hezbollah fires anti-tank missiles at an Israeli airbase in the Mount Meron area, causing damage. In the Red Sea, U.S. forces shoot down 5 drones launched from Yemen. Germany naval forces also intercept a drone launched from Yemen. More than 29,878 Palestinians have been killed by Israeli forces in Gaza, including at least 12,000 children and 7,200 women, and around 70,215 have been injured since 10/7/2023. At least 8,000 people are missing in rubble, including 1,700 children. 404 Palestinians have been killed by Israeli forces and settlers in the West Bank and East Jerusalem since 10/7/2023, including 102 children. More than 4,590 people have been injured. Israel reports that 1,139 Israelis and foreign nationals have been killed and 5,400 have been injured in Israel since 10/7/2023, including Israeli soldiers. In addition, 240 Israeli soldiers have been killed and 1,408 injured in Gaza since the ground invasion began on 10/27/2023. Over 1.93 million Palestinians, nearly 85% of the population of Gaza, have been displaced since 10/7/2023. There has been a complete electricity blackout in Gaza since 10/12/2023 due to the Israeli blockade. At least 70,000 housing units have been destroyed and 290,000 have been damaged in Israeli airstrikes since 10/7/2023, constituting over 60% of all housing units. For the second day in a row, Jordan, Egypt, France, and the UAE airdrop humanitarian aid to Gaza using 6 C-130 planes. The Israeli military’s Central Command commander Yehuda Fuchs signs an order to allow the Mitzpeh Yehuda settlement outpost to be turned into a new settlement called Mishmar Yehuda that initially would have 3,600 housing units and later expand to 13,600 housing units. Hamas official Basem Naim says Hamas has not received the U.S., Israeli, Egyptian, and Qatari ceasefire counterproposal. Reuters reports that the proposal’s first stage includes a 40-day ceasefire, a prisoner exchange ratio of 1 Israeli to 10 Palestinians, that both parties end military operations, a halt to Israeli arial reconnaissance operations for 8 hours a day, and a gradual return of Palestinians to northern Gaza except for men of military age. The second stage would see Israeli forces leave densely populated areas, at least 500 trucks carrying aid enter daily, 200,000 tents and 60,000 caravans enter Gaza, and Israel allow the rebuilding of hospitals and bakeries and allow heavy machinery to enter Gaza to remove rubble. PA foreign minister Riyad al-Maliki meets with WHO director-general Tedros Ghebreyesus in Geneva, Switzerland, discussing the humanitarian situation in Gaza. Al-Maliki also briefs the UN Human Rights Council on the situation in Gaza. President Mahmoud Abbas and Prime Minister Mohammed Shtayyeh meet with Japanese foreign minister Tsuji Kiyoto in Ramallah. The Israeli Army Radio reports that the military and the Shin Bet have urged Prime Minister Benjamin Netanyahu not to restrict entry for Muslim worshippers to the Haram al-Sharif compound during Ramadan, citing the security situation in the West Bank. (AJ 2/27)

Israeli economy minister Nir Barakat tells reporters at the World Trade Organization conference in Abu Dhabi that “in the wars Israel had we had a dip in the economy but immediately after we had a huge spike in innovation. And the knowledge and the experience Israel is gathering in this round of violence is second to none . . . Especially after this war I think we are probably going to be leading many, many initiatives on what next-generation warfare is going to look like.” (REU 2/27)

U.S. treasury secretary Janet Yellen says Israel has started transferring the PA’s tax revenue to the PA upon request from the U.S. and that she urged Prime Minister Netanyahu to reverse the ban on Palestinians from the West Bank working in Israel. President Joe Biden meets with House speaker Mike Johnson (R-LA) at the White House, urging him to pass the Senate supplemental funding bill providing aid to Israel and Ukraine. Secretary of State Antony Blinken speaks with Saudi foreign minister Faisal bin Farhan Al Saud and UAE foreign minister Abdullah bin Zayed Al Nahyan, discussing the situation in Gaza and the establishment of a Palestinian state. USAID administrator Samantha Power says the U.S. will provide an additional $53 million in humanitarian assistance to Palestinians in Gaza and the West Bank. A poll released by Data for Progress shows 67% of U.S. voters support a permanent ceasefire in Gaza, including 77% of Democrats and 56% of Republicans. (AJ 2/27)

At the Michigan presidential primaries, an effort to challenge President Biden’s Gaza policy gains support as more than 100,000 voters vote “uncommitted” which organizers had urged people who are angry with Biden’s approach to do in the Democratic primary. Qalqilya, sparking clashes with stone-throwing Palestinians nr. Jenin and Qalqilya. In East Jerusalem, Israeli forces conduct house searches in Qalandia r.c., the Old City, Silwan, and Issawiyya, arresting 8 Palestinians and sparking clashes with stone-throwing Palestinian youths. They also arrest a Palestinian lawyer alleged to have passed sensitive information from prisoners to Hamas officials. A Palestinian teenager stabs an Orthodox Jewish man nr. the Old City. Israel’s Defense Ministry announces that it has signed a deal with the U.S. to buy 14 F-35 fighter jets, with the option of buying another 17 in the future. Each jet reportedly costs around $110 m. Israel’s cabinet approved the purchase on 12/1/2014. (AP, TOI 2/22)

Meanwhile, Palestinians gather outside UNRWA’s office in Gaza City in a sit-in protest organized by Hamas against the agency’s 1/27 suspension of its cash assistance program. In the West Bank, IDF troops violently disperse Palestinian, Israeli, and international protesters at weekly demonstrations against Israel’s separation wall, settlements, and occupation in 3 villages nr. Ramallah (Bil‘in, Nabi Salih, and Ni‘lin), and 1 village nr. Qalqilya (Kafr Qaddum); 1 Palestinian in each Nabi Salih and Kafr Qaddum are moderately injured. The Israeli govt. publishes tenders for the construction of a hotel and several offices in Ma’ale Adumim and 450 new homes in 4 other settlements in the West Bank. Acting pres. of the UN Human Rights Council (UNHRC) Joachim Rücker receives a letter of complaint from Israel’s permanent rep. to the UN in Geneva Eviatar Manor, alerting him to the previously unreported fact that the head of the UNHRC’s 3-mbr. commission currently investigating possible war crimes committed during OPE, William Schabas, was paid $1,300 for a consulting job with the PLO in 2012. In the West Bank, IDF troops shoot and kill a Palestinian at a junction between Bethlehem and Hebron, later alleging that the man was attempting to steal a car. The IDF raids the home of 2 PA security officers nr. Nablus, and Palestinian officials call it a provocative step. On a late-night arrest raid in Jenin r.c., Israeli soldiers shoot and injure a Palestinian man with rubber-coated metal bullets and arrest 4 others, sparking clashes with stone-throwing residents and arresting 1 more. Hours after unknown assailants shoot at an Israeli military vehicle nr. Abud village n. of Ramallah, Israeli forces conduct house-to-house raids in the village, fire stun grenades and flares, and shut down a road leading to a nearby monastery. The IDF also conducts house searches and arrest raids nr. Salfit and Hebron; demolishes 1 Palestinian home and 2 animal shelters in a village nr. Dozens of employees of the Hamas-run govt. protest outside the PA unity govt.’s headquarters in Gaza City, calling for their full salaries to be paid for the 1st time since 6/2. In East Jerusalem, unknown Israelis vandalize 11 Palestinian-owned vehicles in Bayt Safafa, puncturing tires and leaving racist pricetag graffiti. Israeli forces conduct a house search in al-‘Izzariya, arresting 2 Palestinians. In s. Israel, an Israeli police officer shoots and kills a 22-year-old Palestinian with live ammunition during an arrest raid in Rahat in the Negev, sparking clashes between the police and local Palestinians. Separately, Israeli forces demolish several steel structures in the nearby Palestinian bedouin village al-‘Araqib. This is the 80th time Israeli authorities have ordered demolitions in the village since 2010, when it was 1st targeted. Hamas reactivates Gaza’s separate Palestinian Legislative Council and convenes a session of the body, a move that contravenes the national reconciliation deal that was announced on 4/23. No other parties attend the session. The decision comes after 2 weeks of increased tension between Hamas and the PA unity govt. (AFP, MNA, NYT 1/14; MNA 1/15)

U.S. Secy. of State Kerry meets with Iranian FM Zarif in Geneva to discuss the negotiations over Iran’s disputed nuclear program. Kerry says he is hoping to “accelerate the process to make greater progress,” but he will not participate in the coming 3 days of bilateral talks or the broader talks between reps. of Iran and the full P5+1 on 1/18. In the Gaza Strip, Israeli forces shoot and kill 1 Palestinian and wound another nr. al-Zaytun e. of Gaza City, close to the border fence. Relatives say that the deceased was collecting gravel to sell, while the IDF says that those targeted were tampering with the fence. Separately, Israeli forces shoot and wound 1 Palestinian who was grazing a camel nr. Rafah, close to the border fence. In the West Bank, the IDF conducts house searches and arrest raids in Hebron and al-Bireh at night; patrols in 3 villages nr. Hebron at night. UN-Arab League joint special envoy Brahimi meets with U.S. Under Secy. of State Wendy Sherman and Russia’s Dep. FM Gennady Gatilov in Geneva to discuss the status of the Syrian peace talks. Brahimi tells reporters that both parties affirmed their support for the efforts but also says that“failure is always staring at us in the face.” (AP, REU 2/13)

Israel agrees in principle to the 1/6 Egyptian-French cease-fire proposal, agreeing to send an envoy to Cairo on 1/8 to discuss details with Egyptian officials. On the ground, Israeli air, naval, and ground attacks continue across the Strip, “tightening the noose” around Gaza’s population centers. IDF reservists begin to complete their training and deploy to staging areas on the Gaza border. IDF officials say that since Israeli troops entered Gaza on 1/3, Hamas and other Palestinian fighters have largely pulled back into the cities and refugee camps, sniping and engaging IDF troops on the edges of densely populated areas but not coming out to engage directly.

Combat notes: The IDF carries out more than 40 air strikes on targets across Gaza, hitting the PA presidential compound in Gaza City (already hit several times), 14 rocketlaunching sites, more tunnels on the Rafah border, 9 homes allegedly hiding smuggling tunnels, 4 groups of armed Palestinians, 1 Hamas outpost, 1 suspected weapons depot, 2 mosques (Bani Suhayla, Khan Yunis). Target areas include Abu Middayn (c. Gaza), Bani Suhayla, Bayt Lahiya, al-Bureij r.c., Dayr al-Balah, Gaza City (Shaykh Ridwan), the al-Fukhari area (nr. Khan Yunis), Jabaliya, Khan Yunis, Khuza, Ma’an (e. of Khan Yunis), al-Maghazi, Nussayrat, Rafah, the Western Sawahira area (c. Gaza). Particularly heavy IDF artillery fire and exchanges of gunfire are reported in al-Atatra, the al-Salatin area northwest of Bayt Lahiya, the Izbat ‘Abid Rabbuh area e. of Jabaliya, alQarara, and al-Zaytun in Gaza City. In the afternoon, the IDF drops leaflets on houses nr. the Rafah border, ordering residents to evacuate their homes; aerial bombing there begins after dark.

Palestinians fire 17 rockets and 5 mortars into Israel, lightly injuring 2 Israelis; around a dozen are Grads that land in Ashdod and Ashqelon, the rest are Qassams that land closer to the Gaza border. With IDF troops now in control of open areas around Bayt Hanun and Bayt Lahiya, most rocket and mortar fire is coming from densely populated urban areas.

At least 29 Palestinians are killed today, bringing the estimated Palestinian toll to at least 682 dead and 3,085 injured. One IDF soldier is moderately wounded, 8 are lightly wounded in exchanges with Palestinians inside Gaza.

Humanitarian notes: In the afternoon, the IDF observes a 3-hr. cease-fire nr. Gaza City to allow 80 truckloads of humanitarian aid to enter the Strip and to give Gazans an opportunity to seek food, fuel, and medical care. Some Israeli gunfire is reported (WP 1/22) during the lull, leaving at least 2 Palestinian girls (ages 2, 7) dead and their father and sister wounded. Aid groups say the imports do not come close to relieving the dire crisis. Moreover, Palestinians are reportedly (NYT 1/8) running low on cash to buy supplies because Israel has barred the import of currency; banks are closed because of the fighting; and ATMs do not work because of the lack of electricity.

The ICRC reports finding 16 bodies (7 women, 6 children, 3 men) and 18 seriously wounded Palestinians (including 4 emaciated children too weak to stand) in a cluster of destroyed houses in Gaza City’s al-Zaytun neighborhood. The ICRC received specific reports of these casualties on 1/3, but the IDF had barred ambulances and rescue workers fr. reaching the site; international aid workers finally enter the area with donkey carts to evacuate the wounded, ignoring IDF efforts to chase them away. The ICRC later attempts to return to the area to remove the bodies and check reports of additional casualties but is blocked by the IDF. PNA Local Affairs M Sa'eb Erakat presents draft law for Palestinian legislative elections to Arafat, announces PNA has started training 5,000 Palestinians to organize elections, says talks are underway with opposition groups regarding elections.
