Elsewhere, Israeli forces violently dispersed Palestinian protesters in Umm Safa, causing tear-gas related injuries. Israeli forces also raided Sebastia, injuring 20 Palestinians with tear gas. 7 Palestinians were arrested during late-night raids in al-Shuyukh, Dura, Dahariya, Fawwar refugee camp, Nil’in and Hebron. A World Bank survey found that 58% of Palestinians in the West Bank and Gaza show symptoms of depression and 7% show symptoms of PTSD. The 2022 survey was based on 5,876 respondents. (HA 7/16)

In the West Bank, 3 British-Israeli settlers, including a minor, were killed and 1 Palestinian man was wounded near Furush Beit Dajan in what was first described as a traffic accident but later called a shooting. Israeli settlers threw stones at Palestinian vehicles traveling near Ramallah, al-Khader, Furush Beit Dajan, Nablus, Huwwara, Deir Sharaf, and Tuqu’, causing damage. Israeli settlers also set fire to greenhouses in Furush Beit Dajan. Israeli forces shot and injured 2 Palestinians and arrested 4 others during a raid in Beit Umar. Israeli forces also violently dispersed Palestinian protesters in Kafr Qaddum, injuring 6 with baton rounds and others with tear gas. Meanwhile, Israeli forces violently dispersed Palestinian protesters in Bayt Dajan, injuring 10 with tear gas. Israeli forces also raided Burqin, injuring 2 Palestinians with live ammunition and others with tear gas. In East Jerusalem, 1 Israeli settler shot at Palestinians who allegedly fired fireworks at Israeli settlement housing in al-Tur, no injuries were reported. Israeli police raided the Haram al-Sharif compound and arrested 15 worshippers it claimed had been waiving “terror flags,” referring to the Palestinian flag and Hamas’ flag. In Gaza, Israeli forces conducted airstrikes in Gaza City and Dayr al-Balah, causing damage, including to the Al Dorra children’s hospital. In Tel Aviv, 1 Palestinian man hit 8 people with his car, all tourists from Italy and the UK, before being shot and killed by Israeli police. It was unclear if the ramming was intentional. 1 Italian tourist was killed under circumstances that were not clear as Israeli media claimed he was hit by the Palestinian man and died of his injuries while eyewitness reports said he was shot by Israeli police. Elsewhere, Israeli forces violently dispersed Palestinians protesting in al-Bireh against assassination by Israeli forces of 3 Palestinians by Israeli forces in Nablus on 2/8, injuring 1 with a rubber-coated bullet and others with tear gas. Israeli forces also violently dispersed Palestinians protesting a settler tour in Jericho, injuring 2 with live ammunition and others with tear gas. In Gaza, Palestinians marched in protest over the assassination by Israeli forces of 3 Palestinians by Israeli forces in Nablus on 2/8; the protesters condemned the killings and criticized the PA for its security cooperation with Israel. Israeli forces opened fire at agricultural lands east of Abasan; no injuries were reported. 2 Palestinians crossed the Gaza fence and set 1 empty Israeli military vehicle on fire before returning to Gaza; no injuries were reported. In the Naqab desert, Israeli right-wing activists set up 20 mobile structures erecting a new settlement, calling it Ma’aleh Paula near the Bedouin village Beit Kama. Israeli police raided the new settlement, dismantling the structures and briefly detained 15 of the Israelis who refused to leave. The right-wing activists were joined by Itamar Ben-Gvir, Simcha Rothman, and Orit Strock of the Religious Zionism party, and Shlomo Karhi of Likud. Israeli authorities also demolished 3 apartments under construction in Nazareth, leading to a confrontation with local residents; no injuries were reported. The PLO Central Council agreed to suspend the PLO recognition of Israel until Israel recognizes the state of Palestine along the 1967 borders and halts all settlement activity. The Central Council also voted to suspend security cooperation with Israel. For the decision to be enacted, it will need to be approved by the PLO Executive Committee. The World Bank released a report on the Palestinian economy, saying that it is held back by lack of access to a digital economy, partly due to Israeli restrictions on high-speed internet. Israel allows the West Bank to have 3G internet speeds and only 2G in Gaza. In Israel, the internet speed is 4G and moving toward 5G. (ALM, HA 2/10)

In the West Bank, Israeli settlers threw stones at Palestinian vehicles at a checkpoint near Burqa; 1 Israeli settler was arrested by the Israeli forces, but Israeli police released him shortly after he was handed to them. Israeli settlers also threw stones at 2 Palestinian sisters herding sheep in Kisan. Elsewhere, Israeli settlers raided Sabastia, using pepper spray on Palestinians. Israeli forces demolished parts of 1 Palestinian home and razed 7 dunams (1.7 acres) of land in al-Ramadin. In East Jerusalem, Israeli forces violently dispersed Palestinians, throwing stones and snowballs at Israeli forces in al-Tur; 22 Palestinians were arrested. Israeli forces also shot 1 Palestinian minor with a rubber-coated bullet and arrested him after he allegedly threw a stone at a police car. 1 million doses of Russian-made Sputnik COVID-19 vaccines entered Gaza through the Rafah crossing. The 1 million doses of the Sputnik vaccine were donated by the UAE. The PA health ministry said that about 30% of Gaza’s population is vaccinated against the COVID-19 virus. Almost 2 million doses of COVID-19 vaccines have been delivered to Gaza since the start of the pandemic in early 2020. (HA 1/27)

The autopsy performed after the death of an 80-year-old Palestinian American man in Jiljilyya on 1/12 found that the man died of a heart attack caused by “external violence.” The man had been detained by Israeli forces who gagged, blindfolded, and cuffed him. The Israeli soldiers uncuffed him before leaving him in a cold room, where he was found dead later in the night. (ALM, MEE, NYT 1/26; AP, HA 1/27)

Director of the Crisis and Conflict division of Human Rights Watch (HRW) Lama Fakih said that Amnesty International’s security lab had verified that her phone was infected with the NSO Group’s Pegasus spyware 5 times between April and August 2021. Director Fakih was 1st alerted to the spyware infection by the company Apple on 23 and 24 November. NSO Group told HRW that it is “not aware of any active customer using [its] technology against Human Rights Watch staff member.” Fakih’s work includes monitoring human rights abuses in Syria, Myanmar, Israel, Palestine, Afghanistan, and the U.S. (AJ, ALM, AP, HA, HRW, MEE, MEMO 1/26; WP 1/27)

Axios reported that a cable sent from the Israeli foreign ministry to Israeli embassies told its employees that it was a top priority to delegitimize the UN human rights council’s inquiry into human rights violations in Israel, the West Bank, East Jerusalem, and Gaza, set up after the Israeli attacks on Gaza in May 2021. Lebanon signed a deal to purchase electricity from Jordan via Syria. The deal is expected to give Lebanon 2 hours of additional electricity a day within 2 months. It is expected that the World Bank will finance the deal. (AP, MEMO, REU 1/26)

UK secretary of education Nadhim Zahawi said that protesters chanting “From the river to the sea, Palestine will be free” could face prosecution in the UK, as he views the chant as related to Hamas. Secretary Zahawi’s comment was made during a conference on anti-Semitism hosted by his ministry. (MEE 1/27)

In the West Bank, Israel settlers with military escort raided Madama, leading to confrontations with Palestinians; no injuries were reported. Israeli forces violently dispersed anti-settlement protests in Bayt Dajan and Kafr Qaddum; tear-gas related injuries were reported. 7 Palestinians were arrested, including 7 during late-night raids in Yatta, Halhul, and al-Arub refugee camp, and 1 was arrested at a checkpoint near Bethlehem. In East Jerusalem, 2 Palestinians were arrested during late-night raids in Silwan. Off the coast of Gaza, Israeli naval forces opened fire at Palestinian fishermen within 3 nautical miles west of Bayt Lahiya, injuring 2 who were treated at a hospital. In Gaza, Israeli forces opened fire at agricultural lands east of Juhur al-Dik; no injuries were reported. In Israel, thousands of Palestinian-Israelis in Umm al-Fahm protested Israeli police brutality directed at the Palestinian community in Israel; the mayor of Umm al-Fahm was threatened by Israeli police before the protest, saying that he would be held responsible for any disorder during the protest. In the West Bank, Israeli settlers stole 150 olive saplings in Jalud. Israeli forces raided Bayt Umar, leading to clashes; tear-gas related injuries were reported. Israeli forces also razed several hundred olive saplings and trees in Dayr Balut. 5 Palestinians were arrested during raids in and around Dayr Nitham, Nablus, and Hebron. In Gaza, Israeli forces made incursions and leveled land east of Khan Yunis. In Israel, Israeli police violently dispersed Palestinian citizens of Israel in Kafr Qara protesting the lack of Israeli police’s willingness to investigate intra-communal violence of Palestinian communities in Israel; 1 Palestinian citizen of Israel was killed on 1/5. An Israeli military court convicted the prominent Palestinian activist Issa Amro of 6 of 18 charges against him, including obstructing Israeli forces’ activities and assaulting 1 Israeli settler. Amnesty International has called the charges politically motivated and Amro denies the charges against him. He will be sentenced on 2/8. Amro also has a court hearing at a PA court on 1/20 for accusations of “insulting higher authorities” over Facebook. Amnesty has also called the PA charges “disgraceful.” (AI 1/5; HA, MEE, REU 1/6)

Sudan announced that it had signed on the normalization deal between Israel, Bahrain, and the UAE after Sudan was formally removed from the U.S. list of state sponsors of terrorism in December. The agreement was formalized by the Sudanese justice minister Nasredeen Abdulbari and U.S. treasury secretary Steven Mnuchin. The U.S. has also agreed to settle Sudan’s debt to the World Bank and granted Sudan immunity from prosecution related to the 2 U.S. embassy bombings in east Africa during the 1990s. The London-based Syrian Observatory for Human Rights said that 15 people were killed or injured in Israeli attacks on southern Damascus. (REU 1/6; MEE 1/7; HA 1/9)

In Washington D.C., thousands of anti-democracy Donald Trump supporters protested at the U.S. Capitol building after attending a Trump rally by the White House on the day that the U.S. congress was to confirm the electoral college vote win for president-elect Joe Biden. Hundreds of protesters stormed the Capitol building while the legislators were debating the electoral college votes, taking over the senate chamber while legislators were evacuated. 1 protester was killed in the Capitol building and 4 others died due to “medical emergencies” during the violent protest, including a police officer. At least a dozen U.S. police officers were injured and several dozen protesters were arrested. After the Capitol building was secured, U.S. members of congress certified President-Elect Biden’s win. In the aftermath, Trump was temporarily banned from Twitter and Facebook after accusations of using the platforms to incite the rioters. Trump subsequently promised an “orderly transition of power” despite not acknowledging his defeat in the presidential election, making unsubstantiated claims of voter fraud. 2 of the Trump administration cabinet members and a dozen high-ranking officials resigned in the aftermath of violence encouraged by the president; speaker of the house Nancy Pelosi was among many bipartisan voices calling for Trump’s removal from office. Also, 2 Democrats were declared winners of the run-off elections in Georgia, providing the Democrats a majority in the Senate as well as the House. IDF troops violently disperse thousands of Palestinians gathering along Gaza’s border fence near Gaza City, Khan Yunis, and Jabaliya refugee camp to continue the Great March of Return; 3 Palestinians are injured. Meanwhile, Israeli firefighters put out 12 fires in southern Israel that were reportedly sparked by incendiary balloons and kites flown from Gaza. Off Gaza’s coast, Israeli naval forces open fire on Palestinian fishing boats near Gaza City, causing no damage or injuries. In East Jerusalem, 420 right-wing Jewish activists tour Haram al-Sharif in the morning to commemorate Sukkot. Meanwhile, Israeli police detain 2 Islamic Waqf guards attempting to bring tools and other equipment into the sanctuary. They also assault and arrest 2 Palestinians in the Old City and arrest a 3d during a late-night raid in Abu Dis. In the West Bank, IDF troops order a number of Palestinian shops in central Hebron to close and set up mobile checkpoints in the area, easing access to al-Ibrahimi Mosque for right-wing Jewish activists commemorating Sukkot. They also arrest 7 Palestinians during late-night raids near Hebron, Qalqilya, and Tulkarm; and patrol in the Hebron area throughout the day. A Hamas spokesperson denies that the Egyptian-mediated talks on a long-term cease-fire with Israel and a reconciliation agreement with Fatah have stalled. “The efforts of our Egyptian brothers continue,” he says. “We in Hamas are responsive to these ongoing efforts.” (AFP, TOI 9/25)

The World Bank reports that Gaza’s economy is in “free fall,” having contracted by 6% in the first quarter of 2018. World Bank officials are planning to present the report to the Ad Hoc Liaison Committee, the main policy-level fundraising body for the Palestinians, at its meeting in New York City on the sidelines of the UN General Assembly on 9/27. The day before U.S. Pres. Obama arrives in Israel, the IDF and Israeli police raze 6 structures in 2 unauthorized Jewish settler outposts in the West Bank (Oz Zion and Ramat Migron). In retaliation, Jewish settlers vandalize 18 Palestinian cars and a bus in Nablus. In the West Bank, the IDF patrols in al-Fawar r.c. nr. Palestinian PM Salam Fayyad and EU foreign policy chief Catherine Ashton sign a deal in Brussels for the EU to provide $9 million of new funding for Palestinian development, aimed at supporting the Palestinian presence in West Bank Area C (under full Israeli civilian and security control). Fayyad and his delegation then attend the annual meeting of the Ad Hoc Liaison Committee (AHLC)—the main donor body responsible for formulating broad policy for development assistance to the Palestinians. There he presents a paper on how the Israeli occupation affects the Palestinian economy. Donors are asked by the Palestinian delegation to protect projects in Area C and are told how irregularities in aid transfers to the PA and Israel’s withholding of tax revenue have worsened a financial crisis. After talks, Norwegian FM and AHLC head Epsen Barth Eide says that progress was made towards securing the $1.2 billion needed to fund the PA this year (see QU 168). (AFP, MNA 3/18; HA 3/19)

A World Bank report warns of the continued deterioration of the Palestinian economy, citing Israeli-imposed restrictions and the impact of closures (See Docs in JPS 168). The report also notes a drop in donor funding, and the PA’s large debts to banks and suppliers. Palestinian gross domestic product grew 6.1% in the first three quarters of 2012, down from an 11% average in 2010 and 2011. (HA 3/12)

Israeli pres. Shimon Peres authorizes Livni to form a new government. Israeli law gives her 42 days to complete the task or step aside for the pres. either to authorize another party to form a coalition or to call early elections. Israeli and Palestinian negotiating teams will continue to hold their regular mtgs., and Olmert and Abbas will continue to meet biweekly to discuss the teams’ progress, but no major agreements are expected until a new government is formed. A 19-yr.-old Palestinian resident of Jabal Mukabir in East Jerusalem drives his car into a group of IDF soldiers in the Old City, injuring 19 before being shot dead; Israeli police believe the man acted intentionally and alone, though the family believes the incident was an accident. In the West Bank, the IDF patrols in, fires on residential areas of Jenin town and r.c., causing no injuries; conducts late-night arrest raids, house searches in Nablus and Tulkarm, nr. Bethlehem and Jenin. A Palestinian woman (apparently the same who staged a similar attack on 9/8) sprays an acid-like substance on an IDF soldier checking IDs at Hawara checkpoint, blinding him and injuring 3 Palestinians nearby; she is captured, arrested.
