In the West Bank, 1 Israeli settler struck and killed 1 Palestinian woman with their car near al-Samu’; it was unclear if the settler had rammed the woman intentionally. Israeli settlers with military escort raided Kafr Haris and Sabastiyya, closing off areas of both towns for Palestinians. Israeli forces issued demolition orders against 64 Palestinian-owned structures in Ras al-Ahmar. Israeli forces also delivered demolition notices for 2 residential structures and 2 agricultural structures in al-Jiftlik. 19 Palestinians were arrested during raids in and around Ras Karkar, Dayr Jarir, Bayt Umar, Yatta, Tulkarm, Jenin, and Tubas. In East Jerusalem, Israeli forces demolished 1 car repair shop, 1 garage, 2 rooms in Issawiyya, and seized vending stalls near the Haram al-Sharif compound. 1 Palestinian was arrested during a house raid in Ras Khamis. Off the coast of Gaza, Israeli naval forces opened fire at Palestinian fishermen within 3 nautical miles west of Bayt Lahiya; no injuries were reported. Hamas declared a total lockdown of Gaza to curb the COVID-19 virus, which has been spreading at unprecedented levels. The lockdown will last until the morning of 4/16. Only food vendors and pharmacies will be allowed to remain open. In the 24 hours before the announcement, 6 people had succumbed to the virus in Gaza and 38 percent of tests were positive. 150 people were receiving care for the illness at a hospital. (HA 4/7)

An Israeli planning commission approved 540 new settlement units in Har Homa in East Jerusalem between the city and Bethlehem. The Jerusalem District Planning Committee will need to give the final approval to 540 units on 4/21. The PA condemned the decision. (HA, WAFA 4/7; MEMO, TOI 4/8)

1 Palestinian prisoner in administrative detention suspended his 47-day-long hunger strike after being promised that Israel would set a date for his release. (WAFA 4/7)

Palestinian human rights activist Issa Amro was acquitted of all charges in a Palestinian court. He had been charged with insulting higher authorities, causing public strife, and disturbing public order after writing criticism about the PA. (Twitter 4/7; Twitter 4/8)

Right-wing Israeli politician and leader of HaTzionut HaDatit (Religious Zionist Party) Bezalel Smotrich wrote on Twitter, “I heard that after Rabbi Shmuel Eliyahu, may he live a long life, said that a true Muslim must know that the Land of Israel belongs to the Jewish People, Ahmad Tibi opened his mouth against him. So, Ahmad, a true Muslim must know that the Land of Israel belongs to the Jewish people, and over time Arabs like you, who do not recognize that, will not remain here. Rabbi Shmuel and tens of thousands of his students, including us, will make sure that happens.” Smotrich’s comments about Palestinian-Israeli politician Ahmad Tibi drew condemnation from pro-Israel organizations in the U.S., including the Anti-Defamation League and AIPAC offshoot Democratic Majority for Israel. Jordanian king Abdullah II said that “the sedition has been buried,” in reference to the alleged plot against him from 4/3, where his half-brother Prince Hamzah bin Hussein was placed under house arrest for steering the plot. The Jordanian government has banned all national outlets from covering the issue. U.S. president Joe Biden assured Abdullah II of his support in a call. (AJ, AP, REU 4/6; AJ, AP, HA, HA, REU 4/7)

The U.S. announced that it will resume providing aid to the UNRWA, which has been cut since 2018. In its 1st aid package, the U.S. will provide $150 million to the UNRWA, $75 million in economic and development assistance to the West Bank and Gaza, and $10 million for “peacebuilding programs” through the USAID. The U.S. also sent $15 million in assistance to the West Bank and Gaza to help with their COVID-19 response in March. The Israeli ambassador to the U.S. Gilad Erdan condemned the U.S. decision to resume aid to UNRWA, saying that Palestinian refugees are not “real” refugees. The U.S. also said it was ready to lift “sanctions that are inconsistent with the JCPOA [Joint Comprehensive Plan of Action]” on Iran. The announcement came as indirect talks about the U.S. rejoining the Iran nuclear deal, brokered by the EU, were underway in Vienna. (HA 4/8)

Axios reported that the U.S. has asked Israel to provide the water to Jordan it requested last month, but that Israel is said to withholding due to prime minister Benjamin Netanyahu’s personal feud with King Abdullah II, which has been growing in recent months and straining the 2 countries’ relationship. Off Gaza’s coast nr. Gaza City, Israeli naval forces open fire on Palestinian fishing boats, causing damage to 1 boat. IDF troops on the Gaza border e. of al-Bureij r.c. open fire on nearby agricultural land. In the West Bank, IDF troops confiscate and damage property on late-night raids and house searches in a village nr. Ramallah, sparking minor clashes with stone-throwing Palestinian youths; 1 Palestinian is injured. In East Jerusalem, right-wing Jewish activist Glick leads a protest in the Old City against the closure of Haram al-Sharif to non-Muslims during the final 10 days of Ramadan. The Israeli NGO Peace Now reports that Israel’s Civil Admin. recently allocated 300 dunams (around 75 acres) of land for the expansion of a settlement s. of Bethlehem. Meanwhile, 3 Palestinians who work in an Israeli industrial zone nr. Tulkarm file a complaint with the Israeli National Labor Court to recognize their right to share equal working conditions. The court will deny their request on 7/19. Currently Palestinians working in Israeli-controlled areas are subject to 1967 Jordanian law while their Israeli counterparts are subject to different labor laws. (MNA 7/14; JP 7/15)

Israeli PM Netanyahu reportedly says, “We cannot develop the settlements further, but rather need to preserve what we have,” in comments to a settler organization called the West Bank Regional Council (WBRC). The Yesha Council, a settler umbrella group including the WBRC, responds, saying “a govt. that does not build in Judea and Samaria loses its right to exist.” The Likud Party then denies that Netanyahu made any statement of policy regarding a settlement freeze. In Vienna, the P5+1 and Iran reach a final, comprehensive agreement to limit Iran’s nuclear program in exchange for sanctions relief. U.S. pres. Obama calls Netanyahu to discuss the agreement, and he reportedly offers to hold talks on increasing military aid to Israel. Two Palestinian men attack a synagogue in West Jerusalem, killing 4 rabbis and 1 Druze policeman, and injuring around 8 others. Policemen shoot and kill the 2 men. Later in the day, Israeli security forces raid the men’s homes in Jabal Mukabir, East Jerusalem, and arrest 12 of their relatives. Clashes break out between Palestinians and Israeli officers in the neighborhood, injuring 22 Palestinians with tear gas and rubber-coated metal bullets. More clashes erupt in Sur al-Bahir, Wadi al-Juz, and al-Tur. Israeli PM Netanyahu orders the punitive demolition of the 2 men’s homes, and adds additional border police in Jerusalem. In the Gaza Strip, public servants in ministry offices, schools, and public universities begin a general strike, protesting the fact that their full salaries haven’t been paid for over a year. In the West Bank, Palestinians nr. Tulkarm protest the recent Israeli violence in Jerusalem, sparking clashes with IDF soldiers. Dozens of Israeli settlers attack a Palestinian school in ‘Urif village nr. Nablus in response to the killing of the 4 rabbis, and IDF troops injure 6 Palestinians with rubber-coated metal bullets, including a Reuters cameraman. Meanwhile, an Israeli settler shoots and seriously injures a Palestinian youth after a settler demonstration e. of Ramallah and Israeli settlers attack a Palestinian home s. of Nablus. Separately, settlers throw rocks at Palestinian vehicles nr. Nablus and Hebron. IDF troops shoot and injure a Palestinian in Baytin village nr. Ramallah. Also, IDF troops search the Hebron homes of 2 of the Palestinian men accused of kidnapping and killing 3 Israeli settler teenagers on 6/12; and raid Bayt Umar village. In East Jerusalem, Israeli settlers stab a Palestinian man on the street in Kafr ‘Aqab, moderately injuring him. Separately, Israeli minister of internal security Yitzhak Aharonovitch enters Shu‘fat r.c. and Palestinian youth throw stones and bottles at him. In the ensuing clashes with Israeli security forces, several Palestinians suffer from tear gas inhalation. Israeli forces demolish the home of the Palestinian man who was killed by police after driving a vehicle into a group of pedestrians on 10/22. Also, Israeli police arrest a Palestinian man on the charge of incitement after he posts videos and images to a Facebook page supporting violence against Israelis. Palestinian bus drivers working for the Israeli bus company Egged go on strike in protest of the death of their colleague on 11/16. Over 40 of them quit after Egged decides not to provide additional security. (IMEMC 11/19; AFP 12/4)

Reps. of Iran and the P5+1 (U.S., UK, China, France, Russia, and Germany) resume negotiations in Vienna over Iran’s disputed nuclear program, aiming to meet the Joint Plan of Action’s extended deadline of 11/24. In the West Bank, the IDF conducts house searches and arrest raids in 1 village each nr. Hebron and Ramallah at night; patrols in 2 villages nr. Ramallah and 1 village nr. Tulkarm in the morning, patrols in 1 village nr. Hebron in the afternoon, and in 3 villages nr. Hebron at night. IDF troops violently disperse Palestinian, Israeli, and international protesters at weekly demonstrations against Israel’s separation wall, settlements, and occupation in 3 villages nr. Ramallah (Bil‘in, Ni‘lin, and Nabi Salih) and 1 village nr. Qalqilya (Kafr Qaddum). There are no serious injuries except in Bil‘in, where 1 is struck by a tear gas canister and in Nabi Salih, where 5 are wounded by bullets. (PCHR 3/13)

Israeli PM Netanyahu tells Israeli television that the govt. would give up “some settlements” in the West Bank as part of a peace agreement, but that he would “ensure the number will be as small as possible,” if talks progress that far. Meanwhile, U.S. State Dept. spokesperson Jen Psaki tells reporters that the U.S. recognizes Israel as a Jewish state but that Palestinian recognition is not a precondition in peace talks. In clashes between Muslim Brotherhood supporters and Egyptian security forces across the country, including Suez, Alexandria, and al-Arish, 3 protesters are killed and 48 wounded. An Egyptian official says 17 police officers are wounded in the clashes in Cairo. (AFP, REU 3/7)

Iranian Foreign Ministry official Hamid Baidinejad says that representatives of Iran and the P5+1 countries have held “substantive and useful” talks in Vienna in preparation for the next meeting of chief negotiators on 3/18. EU foreign affairs chief Catherine Ashton confirms the Iranian official’s assessment of the talks, via a statement from her office in Brussels. (AFP, REU 3/7)

In response to the Israeli allegations regarding the ship intercepted in the Red Sea on 3/5, Iranian FM Zarif rejects Israeli allegations, calling claims of Iranian involvement a “lie.” Senior Islamic Jihad official Khalid al-Baths denies the group’s involvement in the seized missile shipment. Just before Zinni arrives, Israel begins pulling back gradually fr. Ramallah. The U.S., PA say that is not enough, with the State Dept. publicly stating, "We want to see a full withdrawal" fr. area A, including all Palestinian towns, refugee camps. During the day, at least 5 Palestinians are killed in Ramallah, 1 Palestinian dies of injuries received on 3/5; 2 explosions nr. Tulkarm kill 6 Palestinians (including senior AMB mbr. Mutasim Makhluf) in what are thought to be assassinations; 2 Palestinian collaborators are killed by Fatah Hawks mbrs. in Bethlehem. In an incident similar to that on 2/14, Palestinian assailants detonate a powerful roadside bomb in Gaza, destroying a Merkava tank, killing 3 IDF soldiers, wounding 2; the AMB, PFLP each claim responsibility. In al-Bireh and nr. Ramallah, Palestinians fire RPGs at 2 tanks, damaging them. Palestinian gunmen fire on Gilo settlement, causing no damage. In retaliation, the IDF sends tanks into the heart of Bethlehem, firing repeatedly at a Catholic maternity hospital and orphanage, which houses 16 patients and 50 children ages 5 and younger, causing damage but no injuries. In Jerusalem, Jordanian-controlled Higher Islamic Council warns against intervention by "foreign or international bodies" in repair work to Islamic holy sites in E. Jerusalem, an apparent reference to Saudi attempts to finance repairs of shrines in coordination with UNESCO [Jordan has traditionally been responsible for shrines' maintenance] [see 4/29, 5/5, 5/11, 5/12]. Occupied Palestine/Israel: Israeli authorities arrest 4 al-Najah U. students without charges, jail them under administrative detention orders. Army claims they are local leaders of Fateh, PFLP, and DFLP [FJ 8/9]. Nine Palestinian ex-prisoners released in the 5/20 prisoner exchange are served with deportation notices. Army states they can be deported because they cannot prove residency before original detentions. The 9 are from a group of 31 (out of the 1,150 ex-prisoners released 5/20) who do not have West Bank or Gaza IDs. They had all been told upon release they must leave when their residency permits expire this week. Some have nowhere to go. The Red Cross is looking into their cases [CT 8/7].) The High Court orders a delay in the deportation of one of the ex-prisoners, 'Abd al-Mujid Rudad, who argued that his whole family lives in Tulkarm and that during his 17 years of detention he repeatedly expressed regret for his political activities [WP 8/7]. The defense minister and the military govemor of the Tulkarm area have 45 days to explain why they should not prevent his deportation [JP 8/7]. Defense Min. Yitzhak Rabin justifies recent security measures; says Israel will use "whatever means are effective" tomaintain order [LAT 8/7]. Israeli govemment inaugurates new settlement, Adura, near Hebron, first since Peres took office [PI 8/7]. Arab World: Seventeen representatives of Arab League member states assemble in Casablanca for Arab summit meeting [NYT 8/7]. Half the states attending are not represented by their heads of state [FT 8/7]. Fifteen pro-Syrian Muslim, Druze opposition leaders, and Greek Orthodox figures meet in Shtawra under Syrian sponsorship; proclaim National Unity Front to demand changes in Lebanon's system of political representation, now favoring the Maronites; call for a "democratic and secular" state with wide-ranging constitutional and electoral reforms [WP 8/7].

Arab World: Suicide bomber riding a mule kills himself, the animal, and wounds at least one other in Hasbayya. Bomber is identified as Jamal Sati, 23, Sunni Muslim student and local Communist party chief [LAT 8/7].
