In Gaza, Israeli forces bomb Rafah, Beit Lahiya, Gaza City, Nuseirat refugee camp, and Jabalia refugee camp, killing at least 62 people. More than 32,552 Palestinians have been killed by Israeli forces in Gaza, including at least 13,400 children and 8,900 women, and around 74,980 have been injured since 10/7/2023. At least 7,000 people are missing in rubble, including 1,700 children. 444 Palestinians have been killed by Israeli forces and settlers in the West Bank and East Jerusalem since 10/7/2023, including 111 children. More than 4,700 people have been injured. Israel reports that 1,139 Israelis and foreign nationals have been killed and 5,400 have been injured in Israel since 10/7/2023, including Israeli soldiers. PA president Mahmoud Abbas approves the new government presented to him by prime minister Mohammed Mustafa. The government will be sworn in on 3/31. The PA says Israel is showing “total contempt” for the UN Security Council ceasefire resolution with its continued attacks on Gaza. Abbas meets with Belgian foreign minister Hadja Lahbib. Lahbib says during a tour of West Bank villages “[c]olonization and increasing violence perpetrated by settlers in the West Bank are illegal. Israel claims to have killed Hamas commander Raad Thabet at al-Shifa Hospital, calling him a top 10 commander. The Gaza Media Office says Israeli forces have killed around 200 people on the hospital grounds since 3/18, including 65 members of the civil defense. The Euro-Mediterranean Human Rights Monitor says Israel has executed 13 children in and around al-Shifa since 3/18. (AJ, HA 3/28)

The ICJ issues new provisional orders against Israel, including ordering Israel to ensure the unhindered provision of humanitarian assistance to Gaza, including food, water, electricity, fuel, shelter, clothing, hygiene and sanitation requirements, and medical supplies. The ICJ also orders Israel to open up more crossings and keep them open for “as long as necessary.” The ICJ says that since the provisional measures were first ordered on 1/26 the situation in Gaza has changed from a risk of famine to the beginning of a famine. Hezbollah forces fire rockets at Avivim, damaging a winery, and at the Mount Meron air base. In Jordan, police violently disperse protesters outside of the Israeli embassy. In Syria, Israeli forces bomb Deir ez-Zor, killing 17 people, including a WHO staffer and an Iranian military advisor. Hamas political leader Ismail Haniyeh meets Iranian foreign minister Hossein Amir-Abdollahian in Tehran. Haniyeh says in a press conference that the UN Security Council resolution demanding a ceasefire from 3/25 indicates that “the Israeli occupation is experiencing unprecedented political isolation” and that Israel has not been able to achieve “any of its military or strategic objectives” in Gaza. Israel recalls its negotiating team from Qatar, saying Hamas insists on “extreme demands: immediately ending to the war, a complete withdrawal of the IDF from the Gaza Strip and to remain in power.” Reuters reports that the negotiation team has been recalled for consultations and a small Israeli team remains in Doha. Israel’s military spokesperson Daniel Hagari says Hamas deputy military commander Marwan Issa was killed on 3/11. The U.S. announced on 3/18 that Issa had been killed. (AJ, AJ, HA 3/26)

Israeli defense minister Yoav Gallant meets with U.S. secretary of defense Lloyd Austin in Washington, D.C. Austin calls the situation in Gaza a “human catastrophe” and says the civilian death toll is “far too high.” Gallant says Gaza will not be governed by Hamas or Israel after the war. U.S. State Department spokesperson Matthew Miller says an Israeli ground invasion of Rafah “would hurt Israel’s national security,” citing the potential to further isolate Israel globally. Miller also says Israel’s assertion that the passing of the UN Security Council ceasefire resolution had an impact on the ceasefire negotiations is “inaccurate in almost every respect,” noting Hamas’s response to the Israeli proposal was prepared before the Security Council vote. Lastly, Miller says the U.S. has not made a conclusive determination as to whether Israel is using U.S.-supplied weapons in accordance with international law or hindering U.S. aid from entering Gaza. During a speech at the UN Human Rights Council, UN special rapporteur on the occupied Palestinian territories Francesca Albanese says “Israel has committed 3 acts of genocide causing serious bodily or mental harm to members of the group, deliberately inflicting on the group conditions of life calculated to bring about its physical destruction in whole or in part, and imposing measures intended to prevent birth within the group.” Albanese also says Israel has dropped 25,000 tonnes of explosives on Gaza since 10/7/2023, equivalent to 2 nuclear bombs. An Israeli woman held captive in Gaza until she was released on 11/30/2023 tells the New York Times that she was sexually assaulted by one of the people guarding her. Hamas official Basem Naim tells the Times that the allegation will be investigated but that it cannot be done at the moment due to “the current circumstances.” (NYT 3/26)

In the West Bank, Israeli forces install iron gates and place cement blocks at the entrances to Maeen, Shaab al-Butum, and Umm al-Khair in the Masafer Yatta area. At the UN Security Council, a resolution drafted by the council’s 10 elected members and demanding an immediate ceasefire through the month of Ramadan leading to a lasting ceasefire and the release of Israeli captives passes as the U.S. abstains and the 14 other council members vote in favor. The U.S. claims the resolution is non-binding, contrary to the stipulations of international law, and that the vote does not represent a shift in U.S. policy. U.S. ambassador to the UN Linda Thomas-Greenfield says the U.S. abstained because it does not agree with everything in the resolution, noting that the U.S.’s request to add condemnation of Hamas was ignored. Israeli prime minister Benjamin Netanyahu calls the U.S. abstention a “clear departure from the consistent U.S. position in the Security Council since the beginning of the war” and cancels an Israeli delegation’s visit to the White House that would have discussed alternatives to a ground invasion of Rafah. The PA calls the resolution a step in the right direction. Hamas says it is committed to the conditions of the resolution and calls on the world to oblige Israel to implement it. The U.S. says it finds Israel’s assurances that it is not using U.S.-supplied weapons in contravention of international law credible and finds that Israel is not impeding U.S. humanitarian assistance to Gaza. 17 U.S. senators urged the Biden administration on 3/22 to determine that the Israeli assurances were not credible. UN special rapporteur on the occupied Palestinian territories Francesca Albanese issues a report saying that there are “reasonable grounds” to believe Israel is committing genocide in Gaza. Albanese adds that, “Israel’s genocide on the Palestinians in Gaza is an escalatory stage of a long-standing settler colonial process of erasure.” Albanese calls on UN member states to implement an arms embargo on Israel in addition to other economic and political measures. At the UN Security Council, a vote on a new ceasefire resolution is postponed until 3/25. Israeli ambassador to the UN Gilad Erdan says Palestinians need the same “educational transformation that the German people underwent after the Third Reich.” Erdan also says “the road to a permanent ceasefire passes through” Rafah. UN secretary-general Antonio Guterres visits the Rafah crossing, calling for a ceasefire and for Israel to give “total, unfettered” access for humanitarian aid to enter Gaza. Israel seizes 8,000 dunams (1,976) acres of land in the Jordan Valley for settlement expansion around the Yafit settlement near Fasayil and fast-track planning and construction of settler roads west of Ramallah. The seizure brings the total amount of seized land in the West Bank in 2024 to 10,640 (2,629 acres), more than the last 10 years combined. The PA calls the decision part of an “official policy racing against time to annex the West Bank and eliminate the possibility of creating a Palestinian state.” The Arab League condemns the decision. UN special representative of the secretary-general on sexual violence in conflict Pramila Patten says during a press conference that a UN investigation team has found that Palestinians in the West Bank are subject to “cruel, inhuman and degrading treatment” in detention and are subject to “disproportionate physical and sexual violence, including sexual harassment and threats of rape during house raids, including at night, and at checkpoints.” Patten also say that the team has “found clear and convincing information that sexual violence, including rape and sexual torture” has been committed against Israeli captives released after being held in Gaza and that there are “reasonable grounds to believe conflict-related sexual violence” occurred on 10/7/2023 in at least 3 locations. Patten says some highly publicized allegations of sexual violence were determined to be unfounded and stresses that the report is not the result of an investigation as Israel did not share any evidence of allegations. In response to the Flour Massacre (see above), Israel’s military first says Palestinians were killed in a stampede trying to get aid, blaming the aid truck drivers, then later said that Israeli soldiers had opened fire due to fear of the crowds but that most of the Palestinians had been killed in a human stampede and by the aid trucks. In its defense, Israel releases edited drone footage which appears to show hundreds of Palestinians taking cover from Israeli bullets. The PA calls the incident an “ugly massacre” and Hamas calls the attack an “unprecedented war crime.” UN secretary-general Antonio Guterres labels the incident appalling and calls for an independent investigation. Details of Hamas’s counterproposal to the Israeli, U.S., Qatari, and Egyptian ceasefire proposal are unveiled. The Hamas proposal includes 3 stages of 45 days. In the first stage, Israel and Hamas would exchange the remaining female, child, and elderly Israeli captives for 1,500 Palestinian prisoners, see 500 trucks of aid enter Gaza daily, allow Palestinians to return to their homes in Gaza, allow the entry of 60,000 temporary homes and 200,000 tents, and stop Israeli settlers from entering the Haram al-Sharif compound. In the second stage, male captives would be exchanged for more Palestinian prisoners. In the third phase, the bodies of those killed would be exchanged. The proposal also calls for securing the reconstruction of Gaza and the complete withdrawal of Israeli forces. Hamas political bureau member Mohammad Nazzal says the Hamas proposal has clear deadlines which the original proposal lacked, that Qatar, Egypt, Russia, Turkey, and the UN will be guarantors for maintaining the ceasefire, and that the proposal is final. U.S. secretary of state Antony Blinken meets with PA president Mahmoud Abbas in Ramallah, discussing negotiations for a ceasefire in Gaza, Israel’s withholding of PA tax funds, and settler violence. Abbas also expresses the importance of the U.S. recognizing the state of Palestine. Blinken also meets with Prime Minister Netanyahu, military Chief of Staff Herzi Halevi, Defense Minister Yoav Gallant, and President Issac Herzog. The Israeli Broadcasting Corporation reports that Netanyahu promises Blinken that Israel will not invade Egypt at the Philadelphi Corridor without coordination with Egypt. Blinken says at a press conference that Hamas will not play a role in the future governance of Gaza, that the death toll in Gaza remains too high, and that Israel should open the Beit Hanun (Erez) crossing to allow more aid to enter Gaza. Blinken also says that the Hamas response to the ceasefire deal has “clear non-starters,” but that he thinks there is space for an agreement to be reached.
