Occupied Palestine/Israel: Israel deports 3 more Palestinians to Jordan: Mahmud Fa'anun, from the West Bank; and Hasan Muhammad Ahmad al-'Amudi and Jalal Hafiz Hashim 'Azizi, both from the Gaza Strip. Military sources state they were affiliated to the PFLP [JP 2/6; FJ 2/7]. The 3 refused to appeal to the High Court, believing they would not get a fair trial [FJ 2/7]. Deputy head of the Red Cross delegation in Israel, jean Jacques Fresard, sharply criticizes Israeli govt. for deporting Palestinians from the occupied territories to Jordan, termsuch actions "completely illegal" [JP 2/6].

Arab World: King Hussein and Yasir Arafat begin new round of talks in Amman [BG 2/6]. Arafat reportedly gives Hussein 3- point plan whereby PLO would accept UN resolution 242 in return for firm measures calling for Palestinian state; PLO was in return given countersuggestion that originated with U.S. officials [JP 2/11]. Egypt, Israel begin 2 days of talks on Taba border dispute [BG 2/6]. Ahmad Jibril, head of PFLP-GC, states passengers on U.S., Israeli commercial airliners may become targets for reprisals for Israel's interception of Libyan jet [TS 2/6].

Other Countries: Bomb explodes in Paris sporting goods store, wounding 9 [WP, LAT 2/6]. 

Military Action:

Tripoli fighting at a minimum, all forces reinforce positions around central part of city; LAF and PSP continue artillery exchanges around Souq al-Gharb; IDF moves troops and armored vehicles toward Sidon, Nabatiyeh placed under curfew.

Casualties:

Residents of Tripoli leave city in anticipation of renewed fighting in central areas; Red Cross puts civilian and military casualties in Tripoli since November 3 at 438 killed, 2100 wounded.

Political Responses:

Israel/ Occupied Territories: 3 youths from jenin area sentenced to 5-7 year terms for using petrol bombs.

Palestinians/ Lebanese: Arafat agrees in principle to Saudi-Syrian proposals to end Tripoli fighting, including indefinite cease-fire, withdrawal of all Palestinian forces from Tripoli, and a democratic dialogue to resolve intra-PLO questions; Jibril says there are no negotiations, Arafat should be tried by revolutionary tribunal on account of political and morale deviations during last 18 years.

Arab Governments: Iraq reportedly closes Baghdad office and expels members of Abu Nidal group; Syria rejects Weinberger's charges on truck bombing of Marine base, says it will strike blow for blow if there is retaliation.

US and Other Countries: Soviet FM Grormyko says PLO would be stronger if it were unified and worked closely with national patriotic forces of the Arab world, above all with Syria; 13 Iranian revolutionary guards killed in Israeli and French air raids buried in Tehran.

Military Action:

Israeli jets attack Islamic Amal and Hisballah militia training camps and an ammunition dump at Nabih Chit, near Baalbek; PSP artillery shells East Beirut, LAF positions in West Beirut; PSP positions in Chouf exchange fire with LAF and LF; PLO rebels occupy Baddawi after heavy fighting, hand to hand combat; rockets, shells fall in Tripoli; 3 IDF patrols attacked near Sidon and Tyre; grenade thrown at Marine position near airport.

Casualties:

30 estimated killed, 80 wounded in Nabih Chit attack; 2 civilians killed in East Beirut; casualties at Baddawi estimated at 62 killed, 136 wounded.

Political Responses:

Israel/ Occupied Territories: 1500+ dunums confiscated for military purposes from Ramallah, Beitunia and Rafat.

Palestinians/ Lebanese: Gemayel, Syrian FM Khaddam meet in Beirut; PFLP-GC head Ahmed Jibril, at Baddawi, says battle with Arafat is finished and so is Arafat.

US and Other Countries: Rumsfeld meets Shamir on first visit to Israel as special envoy; US expresses satisfaction with Israeli air raid on Islamic Amal bases, says there was no Israeli-US coordination.

Military Action:

Over 700 PLO guerrillas arrive by ship in Tartus including four top PLO leaders (George Habash, Nayef Hawatmeh, Ahmed Jibril, Talaat Yaqub), are greeted by Syrian Deputy Prime Minister Hamdoun; thousands of Tunisians led by Bourguiba greet 1,100 PLO fighters arriving in Tunisia aboard ferry (total evacuated in one week now estimated at 7,400); IDF reports PLO bazooka fire from West Beirut on IDF positions southeast of city, around airport; Lebanese Army reluctant to deploy along Beirut-Damascus road (Habib warns Sarkis that failure to move quickly may provide Israelis with pretext for moving into West Beirut); US forces refrain from deploying beyond port area; 147 PLO wounded arrive in Greece.

Casualties:

2 French soldiers slightly injured in mine-clearing operation.

Political Responses:

Israel/ Occupied Territories: Knesset extends emergency regulations allowing arrest of combattants/ civilians captured during the Lebanese invasion for another 6 months (would have expired in September); Shamir calls on other countries to drop recognition of PLO; Sharon attends Israel Bond dinner in US, warns Lebanon against new Syrian, PLO ties.

Palestinians/ Lebanese: Arafat receives delegation of Egyptian opposition parties; holds press conference at Saeb Salam's house; PLO spokesman Kaddoumi announces Arafat will attend Arab League summit in Morocco; Wazzan reaches agreement with Muslim leaders about deployment of troops in West Beirut.

Arab Governments: Arab foreign ministers meet in Morocco (only Libya, Mauretania absent).

US and Other Countries: US Administration hints it is about to launch new political initiative; Socialist International plans diplomatic initiative following return of study mission to Beirut; 600 US Jewish leaders pledge to raise $550 m. to help pay for war.
