Egyptian authorities open the Rafah border crossing for passage in and out of Gaza, as the PA announced they would on 6/10. They will keep the crossing open through 6/19. IDF troops stationed nr. the inactive Sufa border crossing nr. Rafah shoot and injure a mentally handicapped Palestinian man approaching the border fence. In the West Bank, Palestinians shoot and damage Israeli cars nr. Nablus, according to the IDF. IDF troops conduct late-night raids in c. Hebron, 1 village and al-‘Arub r.c. near the city, and 1 village nr. Ramallah, arresting 3 Palestinians and issuing arrest summons to 2 others; patrol in 1 village nr. Ramallah. IDF troops on the n. Gaza border nr. Bayt Hanun fire warning shots at Palestinians scavenging for recyclable goods in the former settlement sites, wounding 1 Palestinian. Unidentified Palestinians fire 1 Qassam rocket fr. Gaza into Israel, causing no damage or injuries. OCHA reports that over the past 3 days, Israel has allowed Gaza authorities to import 20,000 tons of construction aggregates that have been stored at the Sufa crossing since it was closed in 10/2007. In the West Bank, the IDF patrols in 2 villages nr. Jericho and Ramallah in the morning; in 2 villages nr. Jenin and Jericho in the afternoon; and in Jericho, 1 nearby village, and 2 villages nr. Ramallah late at night. Jewish settlers fr. Taffuh settlement nr. Nablus cut down at least 120 olive trees in the nearby Palestinian village of Yatma. Ha’Aretz journalist Uri Blau, who used leaked classified government documents for several reports he published, confesses to reduced charges of possessing classified information without authorization but ‘‘with no intention to harm national security’’ in exchange for 4 mos. community service. Egypt announces that Gaza- and Damascus-based Hamas officials have agreed on a cease-fire offer to be present to Israel (see Quarterly Update). Israel agrees to send an envoy to Cairo on 1/15 to be briefed on the plan. Meanwhile, Israel’s intense air, naval, and ground assaults on Gaza continue.

Combat notes: Under cover of air strikes and heavy shelling, IDF troops take up new positions in s. Gaza’s al-Fukhari area nr. the Sufa crossing (occupying several homes and expelling the residents) and al-Shuka village; Israeli fire is so intense that rescuers cannot reach the wounded or retrieve the dead. The IDF reports carrying out approximately 120 air strikes today (70 of them after nightfall) that kill 10s of Palestinians. Targets include at least 24 groups of armed Palestinians, 16 smuggling tunnels, at least 10 suspected weapons depots (including a Rafah mosque), and 24 rocket launching sites (killing senior IQB cmdrs. Walid Za‘abud and Muhammad Dash nr. al-Zaytun). Air strike target areas include Bani Suhayla, Bayt Lahiya, Gaza City (areas northwest of the city and al-Nasser, al-Sabra, al-Sha‘af, Shaykh Ridwan, al-Shuja‘iyya, Tal al-Hawa, al-Yarmuk, al-Zaytun), Khan Yunis, Khuza, al-Mughraqa, Nussayrat r.c., al-Qarara, Rafah, al-Shabura r.c., Twam, Yibna r.c. Heavy artillery and tank fire are reported in and around Bayt Lahiya (white phosphorous suspected), al-Bureij r.c., Gaza City (al-Sabra, al-Tuffah), Jabaliya town and r.c. Naval bombardment centers on Rafah’s Tal al-Sultan neighborhood.

Palestinians fire 14 rockets and 2 mortars, including 4 Grads (2 each in Ashdod and Beersheba), into Israel, causing no injuries. Gaza medical workers put the estimated Palestinian toll at 1,018 dead (including an estimated 300 children), 4,700 injured. The IDF reports 27 soldiers wounded (1 severely, 2 moderately, 24 lightly), mostly in ground fighting with Palestinians n. Gaza, including 7 soldiers wounded (1 severely, 1 moderately, 5 lightly) by a Palestinian antitank missile. The Israeli toll stands at 13–14 dead, more than 150 wounded.

Humanitarian notes: The IDF allows at least 108 truckloads of humanitarian aid into Gaza during the lull. Rafah to the Sufa crossing to protest the ongoing siege; IDF troops at the crossing fire on them, wounding 6. Israeli naval vessels fire at Palestinian fishing boats off the Rafah and Bayt Lahiya coasts, forcing them to return to shore. In the West Bank, the IDF conducts arrest raids, house searches in and around Nablus, nr. To increase pressure on Hamas, Israel announces that it will begin curtailing fuel shipments to Gaza by up to 11% and that it has permanently closed the Sufa crossing (closed on 10/26 and 10/27 for the weekend), leaving Kerem Shalom (fully controlled by Israel) the sole crossing point for goods and humanitarian aid. (Officially the government calls the move “self-defense.”) Israel says that it will allow into Gaza “the minimum amount of food and medicines necessary to avoid a humanitarian crisis.” In Gaza, the IDF shoots, wounds a Palestinian fisherman laying nets on the Bayt Lahiya coast; sends troops into al-Shuka, where they exchange tank and heavy machine gun fire with armed Palestinians firing RPGs, leaving 1 Hamas mbr., 1 IDF soldier dead, 2 IDF soldiers wounded; conducts land-leveling operations inside the Gaza border nr. Dayr al-Balah, firing on residential areas, causing no reported injuries. Palestinians fire an RPG at an IDF jeep patrolling the Gaza border e. of al-Maghazi r.c., missing the target, causing no damage or injuries. In the West Bank, the IDF conducts arrest raids, house searches in and around Nablus, nr. Bethlehem, Hebron, Jenin, Ramallah. Jewish settlers fr. Itamar nr. In Tel Aviv, some 100,000 Israeli demonstrators demand Olmert’s resignation for his handling of the 2006 Lebanon war, corruption in his administration, and failure to improve social services and public education. Also in Gaza, angry Palestinians storm the Egyptian legation in Gaza City, demanding that Egypt release 5 Palestinians it has jailed without charge for 3 yrs. after they illegally entered Egypt seeking medical treatment (Egypt claims they are Hamas mbrs.); PA police force demonstrators out of the building, firing in the air, causing no injuries; Egypt denounces the incident. In the West Bank, the IDF patrols, fires on residential areas of Bita nr. In Gaza, the Israel Defense Forces (IDF) pulls out of al-Shuka nr. Rafah, ending a 3-day incursion, during which 7 Palestinian homes were destroyed, roads and water networks were damaged; makes an air strike on the homes of a mbr. of the Popular Resistance Comms. (PRCs) in Jabaliya refugee camp (r.c.), a mbr. of the Hamas-dominated Executive Support Force (ESF) in Rafah (also destroying 3 neighboring houses) after warning the residents to leave; makes air strikes destroying another home in Rafah, 1 in Bayt Lahiya, a workshop in Khan Yunis also giving advanced warning; bulldozes 3 homes nr. the Sufa crossing in Rafah; sends bulldozers into Abasan nr. Khan Yunis to level land. Palestinians fire 3 rockets fr. Gaza into Israel, causing no damage or injuries. In the West Bank, the IDF conducts arrest raids, house searches nr. In Gaza, the IDF begins allowing limited humanitarian and food supplies through the Kerem Shalom, Sufa crossings (closed since 6/25); sends an undercover unit into Abasan in s. Gaza to capture senior Hamas mbr. Yunis Abu Daka, firing on his home, killing his brother Yusuf Abu Daka, then conducts air strikes on the house causing severe damage (Yunis Abu Daka is not captured). In the West Bank, the IDF sends an undercover unit into Jenin, driving a car with Palestinian license plates, that shoots, seriously wounds Islamic Jihad’s West Bank military cmdr. Hussam Jaradat in an assassination attempt; conducts arrest raids, house searches in and around Hebron and Qalqilya, in Bethlehem and Nablus, nr. Jenin. A previously unknown group called the Holy Jihad Brigade releases a video tape of 2 Fox News journalists kidnapped in Gaza City on 8/14, demanding that the U.S. release all Muslims fr. its jails within 72 hrs., marking the 1st time that a Palestinian militant group has made demands of a foreign country other than Israel, which is not mentioned in the statement; all major Palestinian groups denounce the kidnapping and deny involvement. Without explanation, the IDF shells Shaba‘ village, inside Lebanon, fr. the disputed Shaba‘ Farms region, causing no damage or injuries. In s. Lebanon, 3 Lebanese troops are killed when they accidentally detonate an unexploded IDF missile that they are trying to disarm; an IDF soldier is killed, 3 are wounded when they accidentally trigger one of the 1,000s of Israeli landmines left over fr. Overnight, the IDF withdraws fr. alMaghazi r.c., leaving a total of 207 d. of land, 4 Palestinian homes demolished, 9 other homes partially demolished. Also in Gaza, the IDF fires a tank shell at a home in Gaza City, alleging that a Hamas mbr. on the roof was preparing to fire an RPG, killing a handicapped Palestinian on the roof, 3 relatives inside, wounding 2; shells areas nr. Khan Yunis and the Sufa crossing in the south and in n. Gaza, wounding at least 6 Palestinian civilians. In the West Bank, the IDF withdraws troops fr. Nablus, ending a 3-day operation; before leaving, troops blow up the main government offices (killing a Palestinian bystander), fire on stone-throwing Palestinians youths, wounding 21. The IDF calls up 3 battalions (several 1,000) additional reserves, positions troops and armor on the n. Israel border in preparation for “limited” ground operations to “mop up” Hizballah strongholds and weapons sites, continues pinpoint special forces operations inside s. Lebanon, urges residents to evacuate n. of the Litani River immediately (see 7/20; local officials estimate that 70% of the southern population has left). The U.S. approves Israel’s request to expedite delivery of precision-guided missiles (including at least 25, possibly 100, 5,000-lb GBU-28 bunker busters) to maintain the intensity of IDF air strikes. IDF artillery hits a UN observation post in Zarit, s. Lebanon, causing extensive damage but no injuries; makes air strikes on the Beirut–Damascus highway and several bridges, targeting empty passenger busses returning fr. Syria after evacuating foreigners; continues air strikes on Baalbek (killing at least 5 Lebanese civilians, wounding 20) and on s. Lebanon. At least 12 Lebanese are killed during the day. Nablus, Jenin town and r.c. and nr. Bethlehem, Hebron, Ramallah. The PA Interior Min. begins deploying Interior M Said Siyam’s new 3,000-mbr. volunteer security force, the Executive Support Force (ESF), in Gaza. The ESF is made up of members of the Palestinian resistance (largely from Hamas, around one-sixth from the Popular Resistance Comms. [PRCs]). For the 2d day, a Hamas mbr. is killed in a drive-by shooting in Gaza City; no group claims responsibility. In Ramallah, 100s of government workers protest the PA’s failure to pay wages. In the 1st attacks authorized by new Israeli DM Peretz, the IDF makes 3 air strikes on a PRC camp in Gaza in retaliation for 5/4 rocket fire, killing 5 PRC mbrs. (Hamada Daghmash, Juma’ Daghmash, Mahmud Daghmash, Wahid Daghmash, Khalid Wakid), wounding 2 in an apparent attempt to assassinate PRC cmdr. Mumtaz Daghmash, who lives nearby. The IDF also closes Gaza’s Sufa crossing for 2 days and Kerem Shalom crossing indefinitely; prevents Palestinians fr. Jenin, Nablus, Tulkarm in the n. West Bank fr. crossing checkpoints into the s. West Bank; shells a rocket launch site in n. Gaza, causing no injuries; fires on stonethrowing youths who confront troops during an arrest raid by an undercover unit in Nablus, killing 1 Palestinian, wounding 1, also occupying part of an apartment building as an observation post; patrols in Jenin, Yatta (firing on residential areas); conducts arrest raids, house searches in Balata r.c. In a formal protest to Israel, UNRWA notes that the IDF has barred access to Jerusalem fr. the West Bank for 4 days, which the agency says is unprecedented, hindering the movement of its personnel, undermining humanitarian operations. An Islamic Jihad suicide bomber detonates a device in a Tel Aviv deli, killing 9 Israelis, wounding 59. Abbas condemns the attack, the deadliest since an 8/31/04 bombing killed 16 Israelis in Beersheba and since the 2/05 cease-fire was declared, whereas a Hamas spokesman in Gaza calls the bombing “a natural result of the continued Israeli crimes against our people”; the U.S. says that “the burden of responsibility for preventing terrorist attacks such as this one rests with the Palestinian Authority.” The IDF continues to shell the n. Gaza no-go zone (killing 1 Palestinian, wounding 2) and the s. Gaza coast from land and sea; makes an air strike on a building in Gaza City allegedly used as a factory to make rockets, causing no injuries; reopens the Sufa and Qarni crossings (closed on 4/13 and 4/15); sends troops into Nablus, where they fire on Palestinian stone throwers and on residential areas, wounding at least 16 Palestinians and damaging a clearly marked AP press vehicle; conducts arrest raids, house searches in Jenin town and r.c. As the quarter opens, the Israel Defense Forces (IDF) continues Operation Blue Skies (launched 12/28/05) to prevent Palestinians fr. firing crude homemade rockets fr. Gaza into Israel, enforcing a 1.5-mi-deep no-go zone along the n. Gaza border using artillery fire fr. inside Israel, occasional air strikes, heavy surveillance fr. air and sea, and construction of a border fence along the n. Gaza border (see Quarterly Update in JPS 139). The IDF also continues to restrict the flow of Palestinian goods and individuals into and out of Gaza: Rafah operates 8 hrs./day for entry and exit of individuals to and from Egypt; Erez is open as the sole entry of Palestinian workers to Israel (the IDF has issued 5,000 permits but only 2,500– 3,500 workers can pass because of slow processing by the IDF); Qarni is open for the transit of goods (360 trucks/day entering Gaza, 75 trucks/day exiting with agricultural goods); Sufa, for the import of raw materials only, is closed since 2/14. In the West Bank, the IDF maintains 100s of checkpoints and roadblocks, effectively separating the northern and southern West Bank, cutting off access to the n. Jordan Valley, and restricting movement within those cantons. Work also continues on Israel’s separation wall. The IDF conducts arrest raids in and around Balata refugee camp (r.c.), Nablus and nr. Bethlehem, Hebron (occupying 1 house as an observation post), Jenin. A Palestinian woman fr. Bethlehem attempts to stab an Israeli police officer outside the al-Aqsa Mosque compound, is arrested. Palestinians fire 2 rockets fr. Gaza towards Ashkelon, damaging a building; in response, IDF artillery shells n. The IDF demolishes 2 Palestinian homes in and just southeast of Jerusalem; conducts arrest raids nr. Bethlehem, Qalqilya and in Askar r.c., Bayt Jala, Qabatya (occupying 2 homes as observation posts), Tulkarm. Nr. al-Arub r.c., IDF soldiers stop and search a Palestinian school bus; when a student on the bus allegedly opens a window without permission, a soldier shoots him in the face, seriously wounding him. Jewish settlers fr. Elon Moreh nr. Nablus vandalize Palestinian homes in nearby Bayt Furik; the IDF intervenes, removes the settlers. AMB Nablus cmdr. The IDF also sends 100s of reinforcements to Hebron, where confrontations continue with Jewish settlers protesting their planned eviction fr. the Hebron market; several settlers are arrested. In the evening, Sharon convenes his security cabinet, which approves an “all-out continuous offensive” called Operation First Rain, using artillery, air strikes, assassinations in Gaza, saying that if Palestinian violence continues after several days, the full cabinet will convene to consider sending infantry back into the Strip.
