Israeli attacks by land, air, and sea on the Gaza Strip continue, killing 47 Palestinians. A unit of al-Qassam Brigades fighters enters Israeli territory through a cross-border tunnel and kills Israeli soldiers nr. Sufa, e. of Rafah. The Hamas armed wing says that 5 soldiers are killed while the IDF says it is only 2. In fighting in Gaza City, Palestinian fighters wound 3 Israeli soldiers. The armed Palestinian groups fire around 90 rockets into Israel, killing 1 and wounding 3 in a bedouin village in the Negev. The IDF says that its forces have unearthed and destroyed 34 “terror tunnels,” 5 of which crossed the Gaza border fence. The IDF says that Palestinian factions have used up or lost around half of their rocket supplies, with 30–40% destroyed by Israeli attacks, and 10–20% fired into Israel. In the West Bank, IDF troops clash with Palestinian youth in n. Bethlehem, injuring 3 with live ammunition. There are also clashes in Hebron, where IDF troops shoot and injure 1 Palestinian, and in al-‘Arub r.c., where 5 are injured. The IDF conducts house searches and arrest raids in 1 village nr. Hebron at night; patrols in Hebron and 1 village, al-‘Arub r.c. and al-Fawar r.c. nearby, in 5 villages nr. Ramallah, and 2 villages nr. Jericho during the day. Meanwhile, French FM Fabius holds talks with Netanyahu about a cease-fire. After the meeting, Fabius tells reporters that“the call for a cease-fire has not been heard, and on the contrary, there’s a risk of more civilian casualties.” Senior Hamas official Usama Hamdan says that Turkey and Qatar are trying to help secure an end to the violence. IDF troops on the n. Gaza border nr. Bayt Hanun fire warning shots at Palestinians scavenging for recyclable goods in the former settlement sites, wounding 1 Palestinian. Unidentified Palestinians fire 1 Qassam rocket fr. Gaza into Israel, causing no damage or injuries. OCHA reports that over the past 3 days, Israel has allowed Gaza authorities to import 20,000 tons of construction aggregates that have been stored at the Sufa crossing since it was closed in 10/2007. In the West Bank, the IDF patrols in 2 villages nr. Jericho and Ramallah in the morning; in 2 villages nr. Jenin and Jericho in the afternoon; and in Jericho, 1 nearby village, and 2 villages nr. Ramallah late at night. Jewish settlers fr. Taffuh settlement nr. Nablus cut down at least 120 olive trees in the nearby Palestinian village of Yatma. Ha’Aretz journalist Uri Blau, who used leaked classified government documents for several reports he published, confesses to reduced charges of possessing classified information without authorization but ‘‘with no intention to harm national security’’ in exchange for 4 mos. community service. Israel allows 487 Gazans to leave Gaza via the Erez crossing for the Hajj; makes an “exceptional” opening of Sufa crossing (closed since 10/28/07) to allow entry of livestock for the upcoming Id al-Adha holiday. Palestinians fire a rocket fr. Gaza into Israel, lightly injuring an Israeli child inside a home. In Khan Yunis, a Palestinian teenager is injured when he accidently triggers a homemade bomb. In the West Bank, the IDF conducts arrest raids, house searches in alFara‘a r.c., nr. Bethlehem. A bomb explodes underneath the empty car of a Hamas mbr. in Gaza City, causing no injuries. A dispute erupts btwn. a Fatah-affiliated family and Hamas mbrs. flying party flags in the family’s neighborhood; police intervene to resolve the situation peacefully. As gestures to Abbas before the Annapolis summit, Israel allows 250 Palestinians students (out of more than 600) with valid foreign student visas to leave Gaza for Egypt via the Erez crossing to resume their studies abroad; makes an “exception” to the closure of the Sufa crossing to allow entry of gravel for an emergency sewage rehabilitation project in n. Gaza. Hamas mbrs. engage an IDF unit that moves into n. Gaza nr. Bayt Lahiya, causing no injuries; the IDF returns fire, killing 3 Hamas mbrs. Palestinians fire mortars fr. To increase pressure on Hamas, Israel announces that it will begin curtailing fuel shipments to Gaza by up to 11% and that it has permanently closed the Sufa crossing (closed on 10/26 and 10/27 for the weekend), leaving Kerem Shalom (fully controlled by Israel) the sole crossing point for goods and humanitarian aid. (Officially the government calls the move “self-defense.”) Israel says that it will allow into Gaza “the minimum amount of food and medicines necessary to avoid a humanitarian crisis.” In Gaza, the IDF shoots, wounds a Palestinian fisherman laying nets on the Bayt Lahiya coast; sends troops into al-Shuka, where they exchange tank and heavy machine gun fire with armed Palestinians firing RPGs, leaving 1 Hamas mbr., 1 IDF soldier dead, 2 IDF soldiers wounded; conducts land-leveling operations inside the Gaza border nr. Dayr al-Balah, firing on residential areas, causing no reported injuries. Palestinians fire an RPG at an IDF jeep patrolling the Gaza border e. of al-Maghazi r.c., missing the target, causing no damage or injuries. In the West Bank, the IDF conducts arrest raids, house searches in and around Nablus, nr. Bethlehem, Hebron, Jenin, Ramallah. Jewish settlers fr. Itamar nr. An IDF tank operating inside Gaza nr. the Sufa crossing triggers a roadside bomb, causing damage but no injuries. Palestinians fire 2 rockets fr. Gaza into Israel, causing no damage or injuries; the IDF dispatches helicopters to fire on the Bayt Hanun launch site, causing no reported injuries. In the West Bank, the IDF sends troops into Jabal Juhan nr. Hebron to break up an armed clash between 2 Palestinian clans and impose a curfew, later firing on mbrs. of 1 clan who violate the curfew, killing 1 Palestinian, wounding 4; sends troops into Ramallah, firing on stonethrowing youths who confront them, mortally wounding a 16-yr.-old Palestinian, denying access to an ambulance (he subsequently bleeds to death); denies an ailing Palestinian with a valid permit for medical treatment permission to cross a checkpoint to reach a Jerusalem hospital, allowing him to die; conducts arrest raids, house searches in al-Arub r.c. nr. Abbas issues a presidential decree banning all militias, including the AMB, which vows to ignore the order. Meanwhile, the IDF withdraws fr. an area n. of Jabaliya r.c. occupied on 6/22; bulldozes 3 plots of Palestinian land nr. the Erez crossing, the border fence e. of Dayr al-Balah, and the Sufa crossing. The Israeli navy fires on Palestinian fishermen off the Gaza City coast, forcing them back to shore. In the West Bank, the IDF raids Jenin r.c., surrounds the home of a wanted Islamic Jihad mbr., sparking an exchange of gunfire that leaves 1 Palestinian bystander (a relative of the wanted man) dead; conducts arrest raids, house searches in Balata r.c. (firing percussion grenades that spark a fire, damaging a restaurant) and nr. Bethlehem, Hebron. Jewish settlers fr. Beit Hadasah severely beat a 13-yr.-old Palestinian boy in Hebron. The IDF sends troops into Gaza nr. the Sufa crossing to level land in search of tunnels. Also in Gaza, angry Palestinians storm the Egyptian legation in Gaza City, demanding that Egypt release 5 Palestinians it has jailed without charge for 3 yrs. after they illegally entered Egypt seeking medical treatment (Egypt claims they are Hamas mbrs.); PA police force demonstrators out of the building, firing in the air, causing no injuries; Egypt denounces the incident. In the West Bank, the IDF patrols, fires on residential areas of Bita nr. Nablus, detaining 3 Palestinian teenagers who threw stones at the troops; conducts arrest raids, house searches in and around Bethlehem, nr. Tulkarm, and in Balata r.c., Nablus. In Hebron, unidentified gunmen fire on the home of the local PSF head, causing damage but no injuries. Israel allows the Rafah crossing to Egypt to open for departures for the 1st time since 3/6, sparking a surge by 100s of Palestinians seeking to exit that leaves a 61-yr.-old Palestinian dead; PA presidential guardsmen controlling the exit use clubs, fire at the ground to push back travelers seeking to exit, wounding 7 and prompting the European Union (EU) observers to close the crossing. The IDF also sends bulldozers into Gaza e. of Bureij r.c. to level land. Palestinians shut the Sufa crossing to protest the attack today on the Palestinian director of the crossing by unknown gunmen (no injuries reported). In the West Bank, the IDF storms a mosque, several houses in Hebron nr. the settler-only bypass road Route 60, threatening to demolish the mosque if there were any more stone-throwing from the area (the IDF cmdr. involved is later suspended for his actions); fires on stone-throwing Palestinians in Tubas nr. Bethlehem; fires rubber-coated steel bullets, tear gas, percussion grenades at 10s of Palestinians, as well as Israeli and international activists taking part in the weekly nonviolent demonstration against the separation wall in Bil‘in, injuring 15. In Gaza, the IDF makes an air strike on a car driving in Gaza City, assassinating Hamas mbrs. ‘Abd al-Qadir Habib, Basil Obaid, wounding 5 bystanders, including a 2-yr.-old boy; sends bulldozers into areas nr. the Sufa crossing to demolish 2 Palestinian homes, into Khan Yunis to demolish 3 greenhouses. In the West Bank, the IDF fatally shoots a Palestinian teenager who approaches soldiers nr. Rafah, ending a 3-day incursion, during which 7 Palestinian homes were destroyed, roads and water networks were damaged; makes an air strike on the homes of a mbr. of the Popular Resistance Comms. (PRCs) in Jabaliya refugee camp (r.c.), a mbr. of the Hamas-dominated Executive Support Force (ESF) in Rafah (also destroying 3 neighboring houses) after warning the residents to leave; makes air strikes destroying another home in Rafah, 1 in Bayt Lahiya, a workshop in Khan Yunis also giving advanced warning; bulldozes 3 homes nr. the Sufa crossing in Rafah; sends bulldozers into Abasan nr. Sufa crossing. In the West Bank, the IDF conducts arrest raids, house searches in Bethlehem, nr. Hebron. Some 20 armed Jewish settlers fr. In Gaza, the IDF begins allowing limited humanitarian and food supplies through the Kerem Shalom, Sufa crossings (closed since 6/25); sends an undercover unit into Abasan in s. Gaza to capture senior Hamas mbr. Yunis Abu Daka, firing on his home, killing his brother Yusuf Abu Daka, then conducts air strikes on the house causing severe damage (Yunis Abu Daka is not captured). In the West Bank, the IDF sends an undercover unit into Jenin, driving a car with Palestinian license plates, that shoots, seriously wounds Islamic Jihad’s West Bank military cmdr. Hussam Jaradat in an assassination attempt; conducts arrest raids, house searches in and around Hebron and Qalqilya, in Bethlehem and Nablus, nr. Jenin. A previously unknown group called the Holy Jihad Brigade releases a video tape of 2 Fox News journalists kidnapped in Gaza City on 8/14, demanding that the U.S. release all Muslims fr. its jails within 72 hrs., marking the 1st time that a Palestinian militant group has made demands of a foreign country other than Israel, which is not mentioned in the statement; all major Palestinian groups denounce the kidnapping and deny involvement. Lebanon, 3 Lebanese troops are killed when they accidentally detonate an unexploded IDF missile that they are trying to disarm; an IDF soldier is killed, 3 are wounded when they accidentally trigger one of the 1,000s of Israeli landmines left over fr. Unidentified militants in s. Lebanon (thought to be Hizballah mbrs. retaliating on behalf of Islamic Jihad for the suspected Israeli assassination of a senior Islamic Jihad mbr. on 5/26) fire Katyusha rockets across the border at an IDF post, seriously injuring 1 IDF soldier. The IDF makes air strikes on 2 Popular Front for the Liberation of Palestine–General Command (PFLPGC) posts, on a weapons depot nr. the Syrian border in the Biqa‘Valley and in s. Beirut, killing 1 PFLP-GC mbr., wounding at least 5. Later, Hizballah fires mortars, rockets toward at least 10 IDF outposts on the n. Israel border, wounding 1 IDF solider; the IDF fires artillery, conducts air strikes on Hizballah targets in s. The IDF opens the Qarni crossing (closed 5/13) for exports only but closes the Sufa crossing; sends undercover units in a car with Palestinian license plates into Nablus in a predawn raid, besieging a Palestinian house, fatally shooting 2 Islamic Jihad mbrs. in an hrs.-long exchange of gunfire, wounding and arresting a 3d, and causing a 78-yr.-old Palestinian bystander to suffer a fatal heart attack, occupying a home as an observation post; conducts arrest raids, house searches in ‘Ayn Bayt al-Ma’ refugee camp (r.c.) nr. Nablus, Jenin town and r.c. and nr. Bethlehem, Hebron, Ramallah. The PA Interior Min. begins deploying Interior M Said Siyam’s new 3,000-mbr. volunteer security force, the Executive Support Force (ESF), in Gaza. The ESF is made up of members of the Palestinian resistance (largely from Hamas, around one-sixth from the Popular Resistance Comms. [PRCs]). For the 2d day, a Hamas mbr. is killed in a drive-by shooting in Gaza City; no group claims responsibility. In Ramallah, 100s of government workers protest the PA’s failure to pay wages. Discount Bank, the last Israeli bank doing business with the PA, announces that it will sever its ties with Palestinian banks in 3–6 mos. Israel allows Gaza’s Qarni crossing to open for export of goods to Israel, Sufa crossing (closed since 2/14) for the import of construction materials; shells the n. Gaza no-go zone, causing no damage or injuries; conducts arrest raids, house searches nr. Hebron, also firing on residential areas, wounding a Palestinian standing on his balcony; issues a military order confiscating 80 d. of Palestinian land for construction of the separation wall around Gilo settlement nr. Bethlehem. The IDF says that its liaison offices in the West Bank will continue to operate after a Hamas-led government is sworn in, but will no longer deal with any PA officials; they will deal only with international organizations, Palestinian hospitals, individual Palestinians. As the quarter opens, the Israel Defense Forces (IDF) continues Operation Blue Skies (launched 12/28/05) to prevent Palestinians fr. firing crude homemade rockets fr. Gaza into Israel, enforcing a 1.5-mi-deep no-go zone along the n. Gaza border using artillery fire fr. inside Israel, occasional air strikes, heavy surveillance fr. air and sea, and construction of a border fence along the n. Gaza border (see Quarterly Update in JPS 139). The IDF also continues to restrict the flow of Palestinian goods and individuals into and out of Gaza: Rafah operates 8 hrs./day for entry and exit of individuals to and from Egypt; Erez is open as the sole entry of Palestinian workers to Israel (the IDF has issued 5,000 permits but only 2,500– 3,500 workers can pass because of slow processing by the IDF); Qarni is open for the transit of goods (360 trucks/day entering Gaza, 75 trucks/day exiting with agricultural goods); Sufa, for the import of raw materials only, is closed since 2/14. In the West Bank, the IDF maintains 100s of checkpoints and roadblocks, effectively separating the northern and southern West Bank, cutting off access to the n.
