In the West Bank, Israeli forces raided Jenin refugee camp, killing 4 Palestinians, including a minor, and injuring more than 30 others using 2 suicide drones and live ammunition. 1 Israeli military vehicle was damaged by an explosive device. The Israeli forces cut off electricity in the camp during the raid. Palestinians demonstrated against PA inaction to protect the residents of the camp after the raid. Defence for Children International said that the minor was chased and killed by Israeli forces after he had seen them sneak into the camp. Israeli forces also raided ‘Anata, leading to tear-gas related injuries. Elsewhere, Israeli forces seized the rooftop of a Palestinian home in Jalbun, turning it into a watchtower and placing Israeli flags on the building. Israeli forces also raided ‘Urif, taking measurements for punitive demolitions of 3 homes. In Gaza, Israeli forces violently dispersed Palestinian protesters east of Rafah, Gaza City, and Jabaliyya, killing 1 and injuring 8 others, including 3 minors, with live ammunition; others sustained tear-gas related injuries. Israeli authorities announced that they will extend the closure of the Gaza crossings indefinitely, barring Palestinian workers from entering Israel from Gaza, citing the protests in Gaza. (AP, HA, HA 9/19; MEE, REU 9/20)

UN humanitarian coordinator Lynn Hastings led a group of diplomats from Australia, Chile, Italy, Mexico, Norway, Spain, and the UK in Gaza to mark World Humanitarian Day. The Israeli-run Jerusalem municipality inaugurated a newly built intersection in Jerusalem, omitting the names of the Palestinian neighborhoods Sur Baher and Umm Tuba on the highway signs. (HA 9/19)

Israeli prime minister Benjamin Netanyahu met with the leaders of Turkey, Ukraine, Germany, and South Korea on the sidelines of the UN General Assembly annual meeting. Turkish president Recep Tayyip Erdoğan’s office said he brought up recent developments concerning Palestinians. It was the first time that Erdoğan and Netanyahu had met in person. Israel’s ambassador to the UN Gilad Erdan was removed from the part of the UN building in New York where the UN General Assembly was meeting after he held up a picture Mahsa Amini who was killed by the Iranian morality police last year and walked out of the auditorium, calling Iranian president Ebrahim Raisi “the butcher of Tehran.” (HA, MEMO 9/20)

American officials told the New York Times that the U.S. and Saudi Arabia are in negotiations discussing terms for a mutual defense treaty resembling the U.S. treaties with Japan and South Korea as part of the Israeli-Saudi normalization deal. (MEE, NYT 9/19)

In a letter nearly 80 Jewish American leaders urged U.S. president Joe Biden to ensure that a normalization deal between Israel and Saudi Arabia takes Palestinians and the two-state solution into account. (HA 9/19)

An AP-NORC Center for Public Affairs Research poll found that 40% of Americans describe Israel as an ally but don’t think the 2 countries share U.S. interests and values. 61% of the people polled said they disapprove of President Joe Biden’s handling of the Palestinian-Israeli conflict. Azerbaijan launched an attack on the disputed Nagorno-Karabakh region to ethnically cleanse the area of Armenians. Israel is one of the largest suppliers of weapons to Azerbaijan and arms transfers to the country spiked in the month leading to the attack. (BBC 9/20; HA 9/27; HA 9/28; HA 10/1)

In the Gaza Strip, a bomb explodes outside a Fatah-affiliated charity, lightly injuring 2 bystanders. Shipments of domestic-use gas into Gaza resume after a dispute between local officials and the PA unity govt. is resolved on 12/10. All public institutions, ministries, and charities go on strike in protest of the PA unity govt.’s failure to pay civil servants. Several civil society organizations coordinate cleaning campaigns in Gaza’s hospitals, as the sanitation workers’ strike continues for a 10th day. IDF troops stationed along the border e. of al-Bureij arrest 2 Palestinians attempting to cross into Israel. In the West Bank, 1,000s of Palestinians attend the funeral of Ziad Abu Ein in Ramallah. Palestinians gathered for the funeral clash with IDF troops in al-Bireh; 19 are injured from rubber-coated metal bullets. Meanwhile, over 100 Palestinians gather in c. Hebron to protest Abu Ein’s death, leading to 2 separate clashes with IDF soldiers. There are also demonstrations in Turmus ‘Ayya. During the day, Israeli soldiers arrest Palestinians at a checkpoints nr. Ramallah and Hebron. The IDF conducts arrest raids nr. Jenin and Hebron; patrols in Tulkarm and n. of Jenin. Late at night, unidentified assailants open fire on the home of an imprisoned Hamas MP in Hebron, causing damage. In East Jerusalem, Israeli forces violently disperse 100s of Palestinians gathered to protest Abu Ein’s death in Shu‘fat r.c., Issawiyya, al-‘Izzariya, and Silwan. They conduct late-night arrest raids and house searches in Jabal Mukabir, Wadi al-Juz, Ras al-Amud, and Issawiyya. Meanwhile, 75 new security guards are added to the security detail at Haram al-Sharif in response to King Abdullah of Jordan’s request. Egyptian pres. Abdel Fattah al-Sisi travels to Jordan to hold talks with Jordan’s King Abdullah. They discuss the draft UNSC res. that Jordan plans to introduce on behalf of the Palestinians before 12/25. Meanwhile, Jordan’s House of Deps. votes to cancel its 9/2014 gas agreement with U.S. company Noble Energy. The French Senate passes a nonbinding res. inviting the govt. to recognize Palestinian statehood. The French parliament previously passed a similar res. on 12/2. Meanwhile, the Swiss govt. invites all states party to the Fourth Geneva Convention, which includes every UN mbr. and Palestine, to attend a summit on 12/17 to discuss the situation in the oPt. After 2 days of talks in Iran, Iraqi delegation under F.M. Aziz (1st high-level visit since 1979 revolution) announces it will restore full diplomatic ties [NYT, LAT 9/11].

Occupied Palestine/Israel: After 10 days Israeli authorities lift curfew on the village of Burqa; villagers are forbidden to harvest olive crop [FJ 10/23].

Arab World: Christian Science Monitor reports that Israel's Labor party asked PLO through the Soviets to calm the uprising in order to help with the election [CSM 10/ 17].

Other Countries: Leaders of the American Jewish Congress, the American Jewish Committee, and the Anti-Defamation League of B'nai B'rith declare that the American-Israel Public Affairs Committee is out of step with the feelings of the American Jewish community; the three groups have agreed to form a joint political committee to work on behalf of Israel [NYT 10/17]. UNRWA releases its annual report at UN headquarters. In 1987 it spent $207 million to help 2.3 million Palestinian refugees. UNRWA reports that 47 workers are being detained by Israeli authorities [NYT 10/18].

Occupied Palestine/Israel: Demonstrations erupt throughout the Gaza Strip: in Rafah 5 Palestinians are shot, injured; in Khan Yunis troops injure 4 people with plastic bullets; in Beach camp 3 Palestinians are injured by Israeli troops. In Salfit 4 Palestinians are wounded by soldiers. In Nablus troops wound 4 Palestinians. In Kufr Thulth troops arrest 15 Palestinians [FJ 10/ 23].

Occupied Palestine/Israel: Israeli govt. sources state Israel and Jordan have agreed that Israel will attend int'l conference if Jordan will bring only Palestinians acceptable to Israel; understanding was worked out over the last month with mediation by U.S. and others [NYT, WP 11/11].

Other Countries: Israeli delegation to UN and Conference of Presidents of Major Jewish Organizations cosponsor seminar at UN on "Israel, Zionism and the United Nations"; Arab League permanent representative to the UN protests the seminar to UN Sec.-Gen. Perez de Cuellar as an "Israeli invasion" of the UN and a violation of all the regulations of the body. Seminar follows demonstration outside UN building against the "Zionism is Racism" resolution passed by UN on 10 November 1975. Pres. Reagan sends message to conference saying he supports any move to repeal the resolution [JP, WP 11/10; NYT 11/11].
