In Gaza, a group claiming affiliation with the Islamic State in Iraq and al-Sham (ISIS) fires a rocket into Israel nr. Ashdod, causing no damage or injuries (the group will not take credit until 6/1). Holding Hamas responsible for any projectile fire from Gaza and asserting that Islamic Jihad was the culprit, Israeli Air Force (IAF) jets strike 4 Islamic Jihad, Popular Resistance Comms. (PRC), and Hamas training sites in Rafah, Khan Yunis, and Bayt Lahiya late at night, causing damage but no casualties. Off the coast nr. Khan Yunis and then nr. Gaza City, Israeli naval forces open fire on Palestinian fishing boats, injuring a fisherman in the later incident. Egyptian authorities open the Rafah border crossing for passage into Gaza only (they will keep it open through 5/28). In the West Bank, IDF troops chase down, shoot, and injure 4 Palestinian workers nr. Qalqilya. Separately, 4 Israeli soldiers detain and assault a Palestinian trying to cross over the separation wall nr. Qalqilya. Unidentified gunmen shoot and injure a Palestinian man in s. Hebron. The IDF conducts late-night raids and house searches late at night in and around Hebron, and in 1 village nr. Nablus, arresting 9 Palestinians; patrols during the day nr. Jericho and Hebron. Israeli forces photograph an electricity network nr. Hebron, then deliver a notice demanding its operations be suspended. They also deliver a stop-work notice for a water well under construction nr. Israeli forces deliver demolition orders to a Palestinian agricultural structure and 3 homes nr. Bethlehem; block off all entrances to a nearby village. IDF troops confront a group of 4 Palestinians nr. Nablus, assaulting them and arresting 1. The IDF conducts late-night raids and house searches in Tulkarm, Hebron, 1 village each nr. Nablus and Tubas, and 2 nr. Bethlehem, arresting 10 Palestinians and issuing an arrest summons to 1; patrols in 2 villages nr. Jenin and 1 each nr. Qalqilya and Ramallah. Meanwhile, thousands of Palestinians march through the streets of Ramallah commemorating the 67th anniversary of the Nakba. ICC prosecutor Bensouda says that she has not been provided any official information from either the Palestinians or Israel relating to Israel’s assault on the Gaza Strip in 7–8/2014, and that, unless that changes, her decision to launch a full investigation will be based on publicly available materials. Israeli PM Netanyahu’s new govt. presents a document to the Knesset outlining the basic principles binding its ruling coalition. In language similar to that used for the 2009 and 2013 govts., it says that the govt. will work toward a peace agreement with the Palestinians, but it does not specify a 2-state solution. It also notes that “if an agreement of this kind is reached [with the Palestinians], it will be brought for the approval of the cabinet and Knesset, and if necessary, a national referendum as well.” (AFP, HA 5/13)

In an interview published today, U.S. Pres. Obama says that the U.S. is “taking a hard look” at its positions regarding the Israeli-Palestinian conflict, and that the Palestinians “deserve an end to the occupation and the daily indignities that come with it.” Obama is hosting several leaders of the GCC countries at a summit in Washington today to discuss regional issues. The head of the Palestinian Power and Natural Resources Authority Omar Kittanah announces that the PA cabinet has approved an initiative to connect the electricity grid in the West Bank to Jordan. The PA will begin looking for funding for the project, which is estimated to cost $100 m. It is part of a regional, 3-year initiative to connect the grids of Turkey, Lebanon, Syria, Iraq, Libya, Egypt, Jordan, and the oPt. (MNA 5/13)

In the West Bank, IDF troops shoot and kill an unarmed Palestinian in al-Am‘ari r.c. nr. Ramallah during clashes with residents that were prompted by an arrest raid. IDF troops demolish 5 structures in a village nr. Yatta. The IDF conducts house searches and arrest raids in 5 villages nr. Hebron. Off the coast of the Gaza Strip nr. A ship sailing to Italy from Egypt full of around 500 migrants—including Palestinians fleeing Gaza, Egyptians, and Sudanese— capsizes in the Mediterranean after another ship of human traffickers rams their vessel. Approximately 450 of the passengers are killed or unaccounted for, and the survivors are picked up by various vessels and taken to Sicily, Crete, and Egypt. The Egyptian govt. releases few details about the incident and the Egyptian media largely ignores the story. (NYT 9/15; AP, NYT 9/19)

U.S. Pres. Obama authorizes air strikes in Syria, for the 1st time, and further attacks in Iraq targeting the so-called Islamic State in Iraq and al-Sham (ISIS) group. The new target list will include ISIS’s “leadership, logistical, and operational capability,” in an attempt to “deny [the group] sanctuary and resources to plan, prepare and execute attacks.” (AP, REU 9/10)

In the Gaza Strip, IDF troops open fire on Palestinian farmers close to the border fence nr. Jabaliya r.c., wounding 1. Off the coast nr. Bayt Lahiya, Israeli naval vessels open fire on Palestinian fishermen, causing no damage or injuries. In the West Bank, the IDF conducts house searches and arrest raids in Tulkarm in the morning, and in Tubas and in 1 village each nr. Jenin and Salfit at night; patrols in 1 village nr. Jenin and in Qalqilya and 1 nearby village at night. Separately, Israeli forces notify Bedouin families nr. Bethlehem that they must evacuate their homes before military exercises are conducted. Israel opens Kerem Shalom crossing with Gaza to allow for entry of fuel and goods, and exit for 7 truckloads of strawberries and flowers bound for Europe. Israel also allows cement and gravel for UN projects to enter. (WAFA 12/16)

The EU’s Foreign Affairs Council announces that Israelis and Palestinians will be offered an unprecedented assistance package in the event of a final status peace deal. The incentives, under the bracket of “Special Privileged Partnership,” include political, economic, and security support. The EU also says that it is ready to contribute to post-conflict arrangements as part of ensuring any deal’s long-term viability. (HA 12/13; WAFA 12/16)

Israeli, Lebanese, and UN military officers meet to defuse tension following fatal crossborder gunfire the previous day. A statement from the UN Interim Force in Lebanon (UNIFIL) says that the Lebanese soldier who killed an Israeli soldier was acting alone. Israeli DM Ya’alon says that the Lebanese authorities promised to punish the shooter. (AFP, AP, REU 12/16)

UN emergency relief coordinator Valerie Amos issues an appeal at a meeting of donor countries in Geneva for $6.5 billion for Syria and its neighbors, including Egypt, Iraq, Jordan, Lebanon, and Turkey, each of which host significant populations of Syrian refugees. Separately, UN High Commissioner for Refugees António Guterres cites Turkish officials’ estimate that the number of Syrian refugees in the country will reach 1.5 m. by the end of 2014. (REU 12/16)

The Muslim Brotherhood-led Anti-Coup Alliance in Egypt announces that it will call for a boycott of the constitutional referendum scheduled for 1/2014. Spokesperson Hamza alFarawy says that the group rejects “any vote under military rule.” (AFP 12/16)

EU foreign ministers release a statement pledging to suspend some sanctions on Iran as soon as the IAEA verifies that Tehran has begun limiting its nuclear activities, in accordance with the 6-mo. interim agreement signed in 11/2013. Meanwhile, Iranian FM Zarif calls U.S. Secy. of State Kerry to protest the expansion of sanctions on 12/12. (AP, REU 12/16)

Retaliating for Palestinian rocket fire on 3/13, Israeli warplanes carry out 3 air strikes on open areas north and southeast of Gaza City and on a smuggling tunnel on the Rafah border, in 1 instance causing a brush fire that heavily damages several business and 1 home, but causing no injuries. Later, unidentified Palestinians fire 2 rockets (1 Qassam, 1 Grad) fr. Gaza into Israel, causing no damage or injuries. In the West Bank, IDF demolishes a car wash facility in Husan village (nr. As fighting between Syrian government and opposition forces intensifies, Hizballah endorses a Hamas’s plan to reach out to Syrian opposition contacts inside Syria and offer to mediate a cease-fire with the regime, but does not offer to participate itself. Hamas and Hizballah made a similar joint offer in 4/2011 to mediate a cease-fire but it was rebuffed by the Syrian government. (NYT 4/6)

The last U.S. combat troops pull out of Iraq 2 wks. ahead of Obama’s 12/31/11 target date; 1,000s of U.S. diplomats and contractors remain in the country, as well as 150 U.S. soldiers tasked to train Iraqi security forces. (National Public Radio, REU 12/18; NYT 12/19)

Israel frees 550 Palestinian prisoners in the 2d stage of the swap that freed IDF Cpl. Gilad Shalit in 10/2011; 41 are released to Gaza, more than 500 to the West Bank, a few to East Jerusalem and Jordan. Under the terms of the deal, Israel picked which prisoners to free and picked mostly Fatahaffiliated West Bankers as a gesture to Abbas; none are mbrs. of Hamas or Islamic Jihad or were involved in killing or wounding anyone; Palestinians complain that “many of those being released were due to get out within months anyway. . . . If Israel had wanted to make a real good-will gesture, the list would have been totally different.” (NYT, WP 12/19)

Stone-throwing Palestinian youths clash with IDF at the Beitunia checkpoint where some of the Palestinian prisoners freed by Israel are released, leaving 10s of Palestinians and 1 IDF soldier injured. Elsewhere in the West Bank, the IDF patrols in Jenin in the morning and in 3 villages nr. Jenin, Qalqilya, and Salfit in the evening (firing tear gas at stone-throwing youths in Jenin); makes a brief incursion into Qalqilya where they set up 2 checkpoints, detain 2 PA security forces officers for several hours, and summon 1 Palestinian for questioning. Jewish settlers block a Palestinian road nr. Moshe Zouhar settlement outpost nr. Qalqilya. Israeli naval vessels fire on Palestinian fishing boats off the Gaza City shore, detaining 1 boat and questioning 4 Palestinians (3 are released, 1 is sent to Israel for an unrelated medical issue). Gaza’s Interior Min. drops requirements for Gazans to register in advance of leaving Gaza through the Rafah crossing. The Israeli Housing Min. published tenders for construction of 1,028 Jewish settlement units in East Jerusalem (500 in Har Homa, 348 in Beitar Ilit, and 180 in Givat Ze’ev). The Gaza Central Drug Store receives an urgent shipment of medicine and supplies fr. the West Bank, enough to replenish its stores for several weeks (see 12/6/12). IDF chief of staff Lt. Gen. Benny Gantz announces that in light of the dramatically increasing number of covert foreign operations Israel has undertaken in the past year, the Israeli DMin. has formed a new operational branch called the Depth Corps specifically to handle special operations “deep in enemy territory.” The new branch (separate fr. the existing Northern, Southern, and Central Commands) will be headed by former special operations commander Maj. Gen. Shai Avital and will pull and coordinate resources fr. the military’s various elite commando units on an ad hoc basis, depending on the mission. While Israel does not confirm or deny covert operations abroad, media reports over the past year have indicated that Israel has carried out operations in Sudan (targeting arms traffic to Hizballah and Hamas), Iran, Lebanon, and Syria. According to HA, since most recent covert ops have targeted Iran, IDF insiders often refer to the Depth Corps as “Iran Command.” (AFP, IHY 12/16; HA 12/18; JPI 2/10)

The Palestinian and Israeli media report rumors fr. anonymous Awarta residents that a Thai worker for the settler family murdered in Itamar on 3/11 had complained that the family owed him NIS 10,000 in wages and had threatened to kill the family; some sources (e.g., MNA 3/14) say the IDF rounded up all foreign workers in the settlement for questioning immediately after discovering the murders. Israeli authorities do not comment. Meanwhile, after Netanyahu criticizes the PA’s “weak” denunciation of the attack, Abbas makes another statement calling the killing “inhuman and immoral” and “a despicable act.” The IDF imposes a curfew on Awarta and orders all men age 15–40 to turn themselves in for questioning; of 300 who surrender, 32 are arrested. Jewish settlers mass at the entrance to Nabi Salih village and throw stones at Palestinian cars; the IDF observes but does not intervene. The IDF also conducts synchronized morning patrols in 5 villages n. and e. of Jenin; conducts evening and late-night patrols Jalazun r.c. and 2 villages nr. Ramallah, in al-Bireh, and 1 village nr. Tulkarm; conducts latenight arrest raids, house searches in another village nr. Ramallah. A day ahead of national unity demonstrations called for online, at least 3,000 young Palestinians rally in Gaza City calling for an end to divisions between Hamas and Fatah. After secretly securing approval of the Gulf Cooperation Council (GCC) on 3/13, Saudi Arabia and the UAE send some 2,000 troops, supported by a medical contingent fr. Kuwait, into Bahrain to shore up the govt. there. Saudi Arabia sought to intervene, fearing that Shi‘i protests in Bahrain could encourage Saudi Arabia’s own Shi‘i population in the oil-rich Eastern Province to rebel. The move marks the 1st time that the GCC council has mobilized a military force in response to domestic unrest and only the 2d time that it has mobilized a joint force (the 1st time was in defense of Kuwait when Iraq invaded in the 1990s). Pres. Bush begins a 4-day visit to Israel and the West Bank as part of a greater regional tour focused on improving stability in Iraq and confronting the perceived threat from Iran. Mariam Farhat (Change and Reform), warning residents in advance to evacuate, claiming the home was used to store weapons; in a late-night air strike, the IDF destroys 3 Palestinian homes in Jabaliya r.c. after warning residents to leave; makes an air strike destroying a PA security office nr. Jabaliya after warning occupants to leave; fatally shoots a Palestinian who sneaks across the Gaza border into Israel, claims he was wearing an explosive belt. In the West Bank, the IDF makes a predawn raid on Nablus, fatally shooting wanted Palestinian Abdallah Mansur in what may be an assassination; sends undercover units into Jenin r.c., in a car with Palestinian license plates, surrounding a home, interrogating the residents, firing live ammunition at stone-throwing youths who confront them (wounding 2), making no arrests; conducts arrest raids, house searches nr. Just 90 mins. after the U.S. deadline passes for Hussein to leave Iraq, the U.S. makes a single strike on Baghdad, acting on intelligence of where Hussein, his top officials and sons could be found, assassinated. The strike marks the start of Operation Iraqi Freedom, but not the start of the “shock and awe” air campaign that the U.S. previously indicated would launch the war. In a speech to the opening session of the UN General Assembly (UNGA) a day after the 1st anniversary of the al-Qa`ida attacks on the U.S., Bush warns the UN to take action quickly to force Iraq to "unconditionally accept" inspection, disarmament of its chemical and biological weapons and nuclear research facilities, intimating that the U.S. will take action unilaterally if the UN does not.
