The IDF expands Operation Summer Rains overnight, sending 50 tanks, troops back into n. Gaza in and around Gaza City, engaging in intense clashes with and conducting air strikes on Palestinian gunmen, leaving at least 7 Hamas mbrs., 5 Islamic Jihad mbrs., 9 civilians dead, at least 57 Palestinians wounded, bulldozing wide tracts of land. In at least 3 incidents in Jabaliya r.c., the IDF phones Hamas mbrs. warning them to evacuate their houses, then conducts air strikes destroying the homes. The IDF also closes the Qarni crossing. Palestinians fire 13 rockets fr. Gaza into Israel, lightly injuring 1 Israeli in Sederot. In the West Bank, the IDF sends undercover units in a car with Palestinian license plates into Kafr Qadim nr. Qalqilya, surrounds a home, evacuates and checks residents, demolishes the home, arrests 1 Palestinian, injures 1; bars a Palestinian heart attack victim fr. crossing a checkpoint to reach a Qalqilya hospital, allowing him to die; patrols, searches cars in Yatta nr. Hebron; conducts arrest raids, house searches in and around Hebron, and in al-Fara‘a r.c. nr. Jenin, Nablus. In Rafah, a Palestinian is killed in an exchange of fire btwn. PA security forces, armed Palestinians. Israeli security sources reveal that Israeli-Canadian citizen Falah, arrested on 7/8 and held without access to a lawyer, was detained for photographing a military antenna nr. Ras al-Naqura, alleging that he was sent “to photograph and report where rockets have landed in Israel,” noting that he visited Beirut, Tehran within the last 2 yrs.; Falah, who was arrested before Hizballah’s 7/12 cross-border raid and the firing of rockets into Israel, said the photos were for academic purposes, he did not know the antenna was military, and his trips to Lebanon, Iran were public knowledge. The IDF faces intense fighting in s. Lebanon, where some 100 Hizballah mbrs. ambush an elite IDF Golani Brigade unit in Bint Jubayl, pinning them down for 1 hr. under a heavy barrage of mortars, antitank rounds, RPGs, and small-arms fire before they could return fire, killing 8 IDF soldiers, wounding at least 22; the IDF estimates that it killed around 20 Hizballah mbrs. A 9th IDF soldier is killed, 5 are wounded by antitank fire in clashes nr. Maroun al-Ras. Meanwhile, the IDF continues air strikes nr. Beirut and in s. Lebanon, including hitting an Amal command center and the Hizballah headquarters in Tyre. In Anjar nr. the Syrian border, a truck carrying emergency food, medical supplies donated by the UAE (see 7/18) is hit, killing the Syrian driver. Hizballah fires around 150 rockets into Israel, striking Carmiel, Haifa, Jish, Safad, Tiberias. Israel allows 2 Jordanian military transports carrying humanitarian aid to land at Beirut airport, though it still will not provide safety guarantees for trucks transporting the supplies southward on the coastal highway or across the border fr. Syria, where relief goods for 20,000 people have been stockpiled. The UN moves 5 convoys of supplies (containing wheat, soap, diapers, water purification tablets, medical kits) to the south on 5 routes approved for one-time use by the IDF. (NYT, WP, WT 7/27)

Military Action:

6 separate attacks against IDF include tank damaged by mine near Kafr Shima, explosion on road south of Damour near IDF patrol, APC hit by explosion at Kabar Shamoun, small arms fire at IDF trucks in Beirut, bomb near troop buses, small arms fire at IDF patrols near Zaharani river.

Casualties:

IDF reports 1 soldier killed, 3 injured in attacks, Lebanese National Resistance Front says 20 IDF killed or wounded.

Political Responses:

Israel/ Occupied Territories: Israel makes no official response to Hussein's decision regarding negotiations, reportedly considers Reagan plan dead; new WZO settlement department plan calls for 57 new settlements in next 4 years, bringing total to 165, with Jewish population of West Bank 100,000 by 1986 and Jewish-Arab population parity at 1.3 million in 30 years; spokesman for Israeli Embassy in US says West Bank land is being sold in the US not by government but by private group associated with Kedumim settlement; 10,000 dunums from Surif village near Hebron declared state land under military order 59; High Court legalizes 1976 imposition of Value Added Tax (VAT) in occupied territories; Cabinet nominates Meir Rosenne, ambassador to France, to replace Arens as ambassador to US.

Palestinians/ Lebanese: PLO officials deny Jordanian statement that Hussein and Arafat had reached agreement on a course of political action; Issam Sartawi assassinated at Socialist International congress in Portugal, Abu Nidal group claims responsibility.

Arab Governments: Jordan says Hussein and Arafat had reached agreement in principle and detail, PLO now proposes different course, so Jordan will not enter peace talks on basis of Reagan plan, will not act separately or in lieu of any party, and will leave it to PLO and Palestinian people to choose the ways and means for the salvation of themselves and their land.

US and Other Countries: Reagan says radical elements in PLO introduced changes in peace proposals that are an impediment, and are unacceptable to King Fahd, King Hussein and to US; Reagan telephones Kings Fahd, Hussein, and Hassan II of Morocco.

Military Action:

IDF leaves Beirut port and Galerie Semaan but keeps some units at airport; IDF presence in East Beirut also diminished; US Marines expected to land within 48 hours at port, airport and Ouzai; Draper informs Gemayel that lDF has agreed to total pullout; Israeli guards shoot, wound eight prisoners while breaking up a riot at Al-Ansar detention camp; IDF claims to have completed removal of PLO arms caches from West Beirut, including 520 tons of ammunition, 23 tanks and APCs, 200 other vehicles, 80 cannons and mortars, 75 rocket-propelled grenade launchers, and 5,000 small arms; IDF arrests Israeli Druze in Beirut as extortionist.

Casualties:

During Israel's 11-day occupation of West Beirut, 9 IDF soldiers were killed and 130 wounded.

Political Responses:

Israel/ Occupied Territories: Begin agrees to establish judicial commission to investigate the Beirut massacre; pressures grow within government for dismissal of Sharon (meeting of top army commanders again calls for Sharon's resignation); Shamir says Israel is wrongly blamed for massacre; Israeli papers report Phalangists discussed such a massacre weeks prior to actual event as way to make Palestinians flee (contradicts view that massacre was 'spontaneous'); pro-government rally scheduled for Saturday cancelled; tensions remain high in Palestinian villages in Israel (protests have continued non-stop since massacre reported last week); several youths detained, curfew imposed following demonstrations in Nablus; Meir Kahane detained after trying to enter Taibe (Arab residents gathered with stones to resist, Kahane later released after promising not to enter without their permission).

Palestinians/ Lebanese: Lebanese inquiry into massacre begins with Military Prosecutor General Assad Jermanos meeting with commission members.

Arab Governments: Egypt, at UN General Assembly, urges US to "restrain" Israel as Eisenhower did in 1956 Suez Crisis.

US and Other Countries: Reagan notes he ordered a halt to cluster bomb shipments to Israel and will delay requesting sale of additional fighter jets to Israel; (Israel still receiving explosive grenade that gives cluster bomb its punch, only shipment of casing halted).

Military Action:

IDF jets make repeated reconnaissance passes over Beirut as IDF armored units dig in around airport and trade small arms fire with PLO guerrillas in southern suburbs; PLO building ramparts at key intersections to impede IDF tank passage; Syria and PLO reinforcing units in Bekaa valley; IDF matches their efforts in adjacent zones.

Casualties:

IDF attack on Tyre resulted in losses of almost $75 m., loss of personal goods and autos may add another $10 m.; similar study of Sidon expected to show losses of around $100 m.; acting president of the American University of Beirut kidnapped, reportedly in return for kidnapping of Shiite in Phalange area; although food is entering Beirut, fuel is still cut, threatening hospital and sanitation services in W. Beirut; mounting piles of garbage reported in Beirut, as well as broken water mains; Palestinian refugees are returning to devastated camps for lack of other places to go; Lebanese farmers complain of Israeli imported fruit undercutting their market; Israeli Economy Minister Meridor, in US, says Israel is allowing food supplies from Saudi Arabia into Lebanon via Israel.

Political Responses:

Israel/ Occupied Territories: Economy Minister, in Washington, denies any limitations on supplying Beirut; debate erupts in Knesset on Lebanese situation; Knesset Foreign Affairs Committee told it will need to find winter shelter for about 20-30,000 Palestinian refugees in Lebanon.

Palestinians/ Lebanese: Lebanese and PLO officials look to US for new initiative to stave off IDF assault on Beirut, pin hopes on Reagan meeting with Syrian and Saudi Foreign Ministers tomorrow; Hani al-Hassan and Salam both urge US to talk directly with PLO to speed negotiations; PLO leader Khalid al- Hassan travels to Washington as part of the Arab League delegation meeting Administration officials; Habib presents all parties with "final" proposals that call for a total Syrian/ Palestinian withdrawal from Lebanon and withdrawal of IDF to the port of Sidon.

Arab Governments: Syrian president Assad says Syrian troops will remain in Lebanon as long as IDF troops.

US and Other Countries: Habib meets with key Lebanese officials during day but makes little progress; Greece informs Lebanon it is willing to contribute 300 soldiers to a peace-keeping force; US, France, Italy, the Netherlands and Austria also have offered to participate; shipment of US cluster bombs halted to Israel until review of their use in Lebanon completed; Senator D'Amato of New York, in Jerusalem for talks, says Israel is prepared to use force to get PLO out of Beirut; Zaire's President Mobutu invites Begin to visit Zaire in August; Saudi foreign minister, on eve of meeting with Reagan, asks US to endorse Palestinian self-rule, negotiate directly with PLO.
