More than 29,514 Palestinians have been killed by Israeli forces in Gaza, including at least 12,000 children and 7,200 women, and around 69,616 have been injured since 10/7/2023. At least 8,000 people are missing in rubble, including 1,700 children. 399 Palestinians have been killed by Israeli forces and settlers in the West Bank and East Jerusalem since 10/7/2023, including 102 children. Osama Hamdan later gives a briefing calling on Palestinians in the West Bank and Jerusalem to mobilize in defense of the Haram al-Sharif compound as Israel is planning to limit the number of people allowed to enter the compound for Ramadan. During the fifth day of the ICJ hearings on the legality of the Israeli occupation of Palestinian territories, the UK argues against the ICJ providing an advisory opinion on the issue, calling the occupation a bilateral dispute. U.S. secretary of state Antony Blinken calls Israeli settlements “inconsistent with international law,” reversing what is dubbed the Pompeo Doctrine, when in 2019 the Trump administration reversed U.S. policy to declare Israeli settlements “not per se inconsistent with international law.” Blinken also calls the Israeli settlement expansion announcement from 2/22 disappointing. Israeli forces also raid Tuqu’, causing tear-gas related injuries. Elsewhere, Israeli forces raze land in Husan for the second day in a row. Israeli forces also arrest 26 Palestinians, including 2 who were released during the prisoner exchange in November 2023 and 6 children, during raids and around Abud, Ramallah, Hebron, Tulkarm, Bethlehem, Nablus, and Jenin. UNOCHA releases a report saying that Palestinians in the West Bank were prevented from harvesting olives in more than 96,000 dunams (23,622 acres) of land due to Israeli restrictions during the 2023 harvesting season. Palestinians suffered a loss of $10 million from not being able to harvest olives. The Israeli Justice Ministry is investigating 3 Israeli police officers who are suspected of sexually assaulting a man they arrested at the Hizma checkpoint in late December 2023. The unnamed victim told an Israeli court that the police officers “stuck whatever they had in the car into my anus.” A sexual assault examination conducted by the Institute for Forensic Medicine found that he had been sexually assaulted. Israeli military chief of staff Herzl Halevi calls on Israeli military officers to “distinguish between terrorist and non-terrorist, not to take anything that is not ours – a souvenir or military item – and not to film revenge videos . . . We are not on a killing spree, revenge or genocide . . . We will not make a mistake and allow it to achieve anything in the international arena.” +972 Magazine and Local Call reports that Israeli soldiers are stealing Palestinian property in Gaza with the blessing of their commanders. Hamas political leader Ismail Haniyeh travels to Egypt for ceasefire negotiations. Hamas spokesperson Osama Hamdan says the U.S. veto of a ceasefire resolution at the UN Security council (see below) shows the U.S. is an accomplice to Israeli crimes. UNRWA commissioner-general Philippe Lazzarini says Israel has not presented any evidence to back its allegation against UNRWA employees despite repeated calls for Israel to cooperate with the UN in its investigation. (AJ, HA 2/20)

At the UN Security Council, the U.S. vetoes an Algerian draft resolution demanding an immediate ceasefire. The UK abstains, while the 13 other members vote in favor. U.S. ambassador to the UN Linda Thomas-Greenfield calls the resolution “wishful and irresponsible.” The U.S. has offered its own draft resolution calling for a temporary ceasefire as soon as it is practical, but the resolution was not formally presented for a vote. PA ambassador to the UN Riyad Mansour calls the U.S. veto “absolutely reckless and dangerous.” The PA Presidency condemns the veto, saying U.S. support for Israel makes it “a partner in the crime of genocide, ethnic cleansing, and war crimes.” France, Jordan, Oman, Kuwait, the OIC, and Saudi Arabia say they regret that a ceasefire resolution could not be adopted. On the second day of the ICJ hearings on the legality of the Israeli occupation of Palestinian territories, South Africa says the occupation is “inherently and fundamentally illegal,” that Israeli apartheid is even more extreme than that in South Africa, and calls Israel’s occupation settler colonialism. Algeria, Saudi Arabia, the Netherlands, Bangladesh, Belgium, Belize, Bolivia, Brazil, and Chile also deliver statements on the question of Israel’s occupation. South Africa presents its case for an injunction against Israel’s war in Gaza at the ICJ, saying Israel is committing genocide. U.S. State Department deputy spokesperson Vedant Patel says, “the allegations that Israel is committing genocide are unfounded.” U.S. congresspeople Rashida Tlaib (D-MI) and Cori Bush (D-MO) issue a statement in support of the case. Iraq also issues a statement in support of South Africa’s case. Amnesty International calls the case “a vital step for the protection of Palestinian lives.” Several Israeli ministers accuse South Africa of hypocrisy for not bringing similar cases against other countries and the Israeli Foreign Ministry calls South Africa the “legal arm” of Hamas. U.S. secretary of state Antony Blinken tells reporters after a meeting with Egyptian president Abdel Fattah el-Sisi in Egypt that Israel’s integration into the Middle East and a path to Palestinian statehood would isolate Iran. Blinken also says the PA has agreed to “pursue meaningful reform.” Deputy Assistant to the President and Senior Adviser for Energy and Investment Amos Hochstein tells reporters, after meeting Lebanese caretaker prime minister Najib Mikati and other senior officials, that both Israel and Lebanon prefer a diplomatic solution to end the escalation between the 2 countries. A poll conducted by the Arab Center for Research and Policy Studies shows that among 8,000 people in 16 Arab countries 91% of respondents express solidarity with Palestinians and 92% say their plight should be a concern for all Arabs. 94% express a negative view of U.S. policy toward Israel’s war on Gaza. Israeli defense minister Yoav Gallant releases a framework for post-war Gaza in which a Palestinian entity that is not hostile to Israel and is not Hamas nor the PA is in control of Gaza, Israeli settlers do not return to Gaza, but the Israeli military will be able to operate in Gaza and oversee the borders. Gallant also says an international coalition will be responsible for rebuilding Gaza. The PA rejects Gallant’s framework. Gallant also meets with U.S. deputy assistant to the president and senior adviser for energy and investment Amos Hochstein, saying the window for diplomacy with Lebanon is closing. Hochstein also meets with Prime Minister Benjamin Netanyahu, who tells him that Israel is seeking “a fundamental change on its border with Lebanon.” Israeli foreign minister Israel Katz says Israel will return its ambassador to Spain. The UAE, Saudi Arabia, Oman, Bahrain, France, Japan, Germany, Slovenia, the Netherlands, and Qatar condemn statements made by Israeli ministers Bezalel Smotrich and Itamar Ben-Gvir calling for the displacement of Palestinians in Gaza and the resettling of Gaza by Israeli settlers. U.S. forces conduct an airstrike in Baghdad, killing Popular Mobilisation Forces commander Hajj Mushtaq Talib al-Saidi. Iraqi prime minister Mohammed Shia al-Sudani condemns the attack, calling it a violation of Iraqi sovereignty and later on 1/5 says the government will start the process of removing the U.S.-led coalition from Iraq. Israel chooses British lawyer Malcom Shaw to represent the country at the upcoming genocide hearings at the ICJ. Axios reports that Israel’s Foreign Ministry has sends out a cable to its embassies instructing its diplomats to pressure countries into issuing statements against South Africa’s case against Israel at the ICJ. In the West Bank, Israeli settlers vandalized a home in Shaab al-Butum for the third time in recent days and vandalized a power generator and internet cables in Wadi Jahish in the Masafer Yatta area. Israeli forces shot and killed a 66-year-old Palestinian taxi driver while he working in Hebron. Israeli forces also shot and killed 2 Palestinians during a late-night raid in Tulkarm refugee camp. Elsewhere, Israeli forces also shot and injured 4 Palestinians during a raid in Qalqilya. Israeli forces also opened fire at Palestinians harvesting olives in Zabbuba. 50 Palestinians were arrested during late-night raids in and around Ramallah, Hebron, Jericho, Nablus, Qalqilya, and Jenin. In Gaza, Israeli airstrikes on residential buildings in Nuseirat refugee camp, Dayr al-Balah, Bani Suhaila, and Jabalia refugee camp killed dozens of Palestinians and wounded many others, with at least 31 fatalities in Jabalia. Israel also attacked the Qatari-run Gaza Reconstruction Committee building, leading to condemnation from Oman, Saudi Arabia, Qatar, and Jordan. The Gaza Ministry of Health was not able to fully update the casualty figures due to a collapse in services and communications at hospitals in northern Gaza. However, it did say that at least 11,360 Palestinians have been killed, up from 11,078 on 11/10, including 4,609 children and 3,100 women, and 27,490 have been injured in Israeli airstrikes on Gaza since 10/7. At least 3,250 people were missing in rubble, including 1,700 children. 180 Palestinians have been killed by Israeli forces and settlers in the West Bank and East Jerusalem since 10/7, including 47 children. More than 2,552 people have been injured. Israel reported that 1,200 Israelis and foreign nationals had been killed and 5,431 have injured since 10/7. 47 Israeli soldiers have been killed in Gaza since the ground invasion began on 10/27. Over 1.61 million Palestinians, around 70% of the population of Gaza, have been displaced since 10/7. There has been a complete electricity blackout in Gaza since 10/12 due to the Israel blockade. As of 11/6, at least 40,000 housing units have been destroyed and 220,000 have been damaged in Israeli airstrikes since 10/7, constituting 45% of all housing units. The PA Health Ministry said at least 32 patients at al-Shifa Hospital had died in the past 3 days, including 6 premature babies. 155 truckloads of aid entered Gaza through via the Rafah crossing. About 600 foreign nationals were evacuated to Egypt. The UN indicated that 12,500 displaced people, 900 patients, and 1,000 health workers fled the hospital over the weekend, saying that around 200,000 Palestinians have fled northern Gaza to the south since 11/5. The Kamal Adwan Hospital shut down operations after running out of fuel. The main power generator at al-Amal Hospital in Khan Yunis shut down due to a lack of fuel, putting 25 patients at imminent risk of death. UNRWA said Israel had used UNRWA facilities in Gaza to make camp sites and for interrogation of displaced Palestinians, as well as the killing of 5 Palestinians. Hamas official Osama Hamdan said an agreement on a prisoner exchange had come close several times, but that Israel repeatedly changed the terms at the last minute. Hamdan said most recently an agreement came close that would have seen Israel release 200 children and 75 women and allow fuel through the Rafah crossing in exchange for 50 captives. The UN said that about 70% of Palestinians killed in Gaza are children and women. It is estimated that hundreds are still trapped in rubble. The UN Human Rights Council’s Commission of Inquiry said in its annual report that Israel is seeking to silence Palestinian civil society by labeling rights groups as terrorists. A day after advancing plans for 3,144 new settlement housing units, the Civil Administration’s Higher Planning Council advanced plans for a further 4,013 new settlement units, including 1,135 in Ma’ale Adumim. The total number of settlement units advanced on 2/22 and 2/23 was 7,157, of which 1,900 were given final approval and the rest were advanced for deposit. Israeli prime minister Benjamin Netanyahu granted Israeli finance minister Bezalel Smotrich authority over the Civil Administration, which was previously under the defense minister’s authority, and allowed Smotrich to create a settlement authority that will seek to improve services and infrastructure in Israeli settlements. The move was described as de jure annexation as Israel transferred the authority of the occupation from the military to a civilian entity. Haaretz reported that Israeli attorney general Avichai Mendelblit authorized establishing an Israeli settlement on the evacuated Evyatar settlement outpost near Beita. Attorney General Mendelblit is leaving office this week. Palestinians have held weekly protests at the site since the outpost was erected in May 2021. The outpost was evacuated in June 2021, but the houses erected remained as the settlers struck a deal with the Israeli government that they could move back if Israel deemed that the land is state-owned. Israeli defense minister Benny Gantz will have to declare the area state-owned, after which there will be a 45-day period to file objections. Several Palestinians have been killed by Israeli forces in the past year while protesting the outpost. In a controversial interview with Israeli Channel 12, Prime Minister Benjamin Netanyahu said that if he wins the upcoming Israeli elections, he “will extend sovereignty but I don’t distinguish between the settlement blocs and the isolated ones, because each settlement is Israeli and I will not hand it over to Palestinian sovereignty.” Netanyahu further stated, “I will not divide Jerusalem, I will not evacuate any community and I will make sure we control the territory west of Jordan.” Netanyahu also said that the evacuation of Khan al-Ahmar “it will happen, I promised and it will happen at the soonest opportunity.” Netanyahu’s statements were largely understood as a pledge to annex the West Bank. At the World Economic Forum on the Middle East and North Africa in Jordan, the Omani foreign minister Yusuf bin Alawi bin Abdullah said at a panel that Palestinians should reassure Israel that it is not under threat in the Middle East. Yusuf bin Alawi’s comment was quickly rebuked by Jordanian foreign minister Ayman Safadi, stating that the Arab Peace Initiative stipulates that normalization with Israel is based on Israeli withdrawal of occupied Palestine. In a speech to the Republican Jewish Coalition in Las Vegas, NV, President Donald Trump told the audience that in the lead-up to announcing that U.S. was moving its embassy to Jerusalem, he ignored calls from world leaders. After a night of air strikes in Gaza, unidentified Gazans fire 5 rockets at southern Israel. Four are intercepted by the Iron Dome missile defense system; the 5th lands in an open area, causing no damage or injuries. The Israeli Air Force then conduct air strikes on sites near Jabaliya refugee camp and Khan Yunis, causing damage. In the West Bank, an IDF driver rams 2 Palestinians during a patrol near Qalqilya, causing moderate injuries to both. An IDF spokesperson claims that Islamic Jihad in Palestine (PIJ) was responsible for the rocket fire on 10/26 “with clear guidance from Iran and the Revolutionary Guards’ Quds Force in Syria.” A PIJ spokesperson then says that the group has reached a new agreement to end the violence in Gaza, thanks to Egyptian mediation. “After contacts between the Islamic Jihad leadership and the brothers in Egypt, it was agreed that a comprehensive cease-fire will begin immediately,” he says. A day after Israeli prime minister Netanyahu visited Oman, Omani foreign minister Yusuf bin Alawi bin Abdullah says that the Omani government is “very optimistic” about the Trump administration’s Palestinian-Israeli peace efforts. “We are not mediators in Israel-Palestine, but we offer facilitation and ideas to help 2 parties to come together,” he adds. “We are not saying that the road is now easy and paved with flowers, but our priority is to put an end to the conflict and move to a new world.” (AFP, HA, REU, TOI, YA 10/27)

The World Bank announces that it has increased its annual allotment of aid to the Palestinians from $55 million to $90 million this year. In the West Bank, IDF troops conduct raids in Dahaysha refugee camp near Bethlehem overnight, arresting 1 Palestinian and sparking clashes; 3 Palestinians are injured. They also arrest 3 Palestinians during raids in and around Tulkarm and patrol near Hebron. Israeli forces deliver stop-work orders to several Bedouin homes and barns under construction near Jericho. In East Jerusalem, Israeli forces shoot and injure 11 Palestinians during clashes sparked by an arrest raid in Abu Dis. Israeli defense minister Avigdor Lieberman says that Egypt and the UN have requested that Israel give them one more chance to de-escalate the situation in the context of the ongoing talks on a potential Israel-Hamas cease-fire agreement. The Israeli government approves the construction of more than 20,000 new housing units for Israeli settlers in Ma’ale Adumim, a settlement east of Jerusalem. The move comes in the context of a new agreement signed by Israel’s Construction and Housing Ministry and the Ma’ale Adumim Municipality. Also in that context, the government permits the immediate construction of 470 previously approved housing units. “In addition to the new housing units, public and educational institutions will also be established, and will include synagogues, schools, parks, community centers and sports arenas,” says Construction and Housing Minister Yoav Gallant. “We must continue to establish [our] hold on the Jerusalem area.” (IHY, MNA 10/28; FMEP 11/2)

Jordan’s Foreign Minister Ayman Safadi insists that the Jordanian government is still committed to its 1994 peace treaty with Israel, despite King Abdullah’s 10/21 decision not to renew 2 annexes therein “We acted within the provisions of the peace treaty,” he says. “This is an indication of our commitment to the peace treaty. Israeli prime minister Benjamin Netanyahu and his wife Sara fly to Oman to meet with Sultan Qaboos bin Said. Because Oman and Israel have no formal diplomatic ties, the visit is seen as an indication of a growing relationship between Israel and Oman.
