The Palestine Chronology

In the Gaza Strip, Israeli forces conduct a limited incursion along the border fence nr. Khan Yunis to level land. In the West Bank, over 10,000 people attend a funeral procession in Ramallah for the Palestinian killed by Israeli soldiers on 12/15, and a general strike is held in the surrounding villages. IDF troops clash with stone-throwing Palestinians during a raid of a village w. of Jenin, and several Palestinians suffer from tear gas inhalation. Israeli soldiers later detain a Palestinian at a mobile checkpoint nr. Jenin. Separately, Israeli forces deliver stopwork orders to 4 homes under construction nr. Bethlehem and patrol nr. Tulkarm. In East Jerusalem, Israeli forces arrest 6 Palestinians in Silwan during raids and house searches, as well as 2 Palestinian youths on their way home from school. After the 12/15 killing of a Palestinian in Qalandia, right-wing Jewish activists enter Haram al-Sharif early in the morning. A day ahead of the Palestinians’ promised submission of their draft res. to the UNSC, various Palestinian, U.S., EU, Arab, and Israeli officials meet to discuss their options. PA FM al-Maliki meets with French FM Fabius, and he offers to back the French draft UNSC res. if a couple of critical amendments are made. Separately, U.S. Secy. of State Kerry flies to London to hold talks with senior PLO official Saeb Erakat and PA intelligence chief Majid Faraj, and later with an Arab League delegation. Kerry asks the Palestinians to delay submitting their draft so he can conduct further meetings with PA Pres. Abbas. Russian Dep. The Israeli Defense Ministry and the U.S. military conduct a 2d test of the Arrow-3 antiballistic missile system, designed to defend Israel from hypothetical Iranian nuclear weapons, but the test fails. (HA, TOI 12/16; AFP 12/17)

PM Netanyahu decides not to fire Amb. to the U.S. Ben-Elissar. Instead he appoints his long-time personal friend Leonard Davis, fmr. head of AIPAC's Jerusalem office, to be the embassy's no. 2 man. Davis, a dual citizen who has never held a diplomatic position or worked with the FMin., will give up his U.S. citizenship. (WT 5/30) (see 5/19)

U.S. intelligence says that Egypt hopes to buy advanced SAM missiles fr. Russia, which would give Egypt the best tactical anti-ballistic-missile capability in the world, very good antiaircraft and anti-cruise-missile defenses. Congress is concerned Egypt will use its U.S. military aid to purchase the SAMs, which would be illegal. 90% of U.S. aid is tied to purchases of U.S. goods. (WT 5/30)

Brother of the Hamas suicide bomber who carried out the 3/21 attack, Omar Ghanimat, who has been detained without charge since the bombing, appeals to the Israeli High Court to stop his interrogation, charging that Shin Bet agents have tortured him. The High Court rejects the appeal, orders the Justice Min. to investigate. (WP 5/30; LAW 6/1)

UN Interim Force in Lebanon (UNIFIL) complains that 7 Hizballah gunmen halted and damaged a UN vehicle in s. Lebanon, performed mock executions on the 2 UNIFIL soldiers. In a separate incident nr. Tyre, 5 Hizballah gunmen stop, interrogate 2 UNIFIL soldiers driving in a marked UN truck. It is the 1st time in 10 yrs. that Hizballah has harassed UNIFIL soldiers. (AFP, RL 5/30 in WNC 6/2)

Israeli education min. Shulamit Aloni says PM Rabin is prepared to return the entire Golan Heights in exchange for a peace agreement with Syria. Speaking to Golani settlers, PM Rabin refers to private "red lines" concerning the Golan, rules out leasing Golani territory, as that would concede its sovereignty to Syria. Israeli defense ministry announces Israel will control export of anti-ballistic missile technology in response to pressure from the U.S., which reportedly included threat to stop accepting Israeli bids for U.S. defense contracts. U.S. is pushing for Israeli compliance with the Convention for the Limitation of the Spread of Missile Technology, adopted in 1987 by the U.S. and other industrialized nations. Israel has been pursuing a research program for developing the Arrow anti-ballistic missile. Most of the funding for the program has been provided by the U.S. (WP 10/4)

PLO delegation led by Exec. Comm. Mbrs. Mahmud 'Abbas, Yasir 'Abd Rabbuh, 'Abdullah al-Hawrani, and Sulayman al-Najjab arrives in Amman to brief Jordanian officials on decisions of PNC and discuss formation of a joint delegation. Jordanians participating in the talks include PM Tahir al-Masri, FM Kamil Abu Jaber, Royal Political Advisor 'Adnan Abu 'Awda. PLO is demanding right to name Palestinian delegates to the joint delegation, and is pushing for adoption of a joint negotiating point demanding end to Israeli settlement building in o.t. Jordan had previously indicated it would accept PLO appointment of Palestinians to joint delegation and that Palestinians could address their own issues at peace conference.
