The Palestine Chronology

In the Gaza Strip, Palestinians fire a rocket into s. Israel in the Eshkol region. Israel holds Hamas responsible and the IDF launches a latenight air strike at a Hamas military training site nr. Khan Yunis, causing damage to the site and a nearby UNRWA school. It is the 1st Israeli bombing in Gaza since the 8/26 cease-fire ended OPE. In the West Bank, Palestinians gather in Turmus ‘Ayya, Silwad, and Ofer detention center to protest the death of a senior PA official on 12/10, sparking clashes with IDF troops in which 9 Palestinians are injured with rubbercoated metal bullets and 2 are detained. In Silwad, Israeli soldiers deliberately fire at electricity transformers, causing a power outage. Also, IDF troops violently disperse Palestinian, Israeli, and international protesters at weekly demonstrations against Israel’s separation wall, settlements, and occupation nr. Ramallah (Bil‘in, Nabi Salih, and Ni‘lin), Bethlehem, and Qalqilya (Kafr Qaddum), shooting 1 in Bil‘in with a rubber-coated metal bullet and 1 in Ni‘lin. The IDF conducts an arrest raid nr. Qalqilya; patrols nr. Ramallah, Hebron, Jericho, Tulkarm, and Qalqilya. Meanwhile, dozens gather in Balata r.c. to celebrate the 47th anniversary of the PFLP. In East Jerusalem, nearly 60,000 Palestinians pray at Haram al-Sharif, then march through the streets of the Old City in protest of Israeli policies regarding the site. Later, Israeli forces conduct house searches and arrest raids in the Old City, al-Wad, Silwan, and al-Bustan. Clashes break out between Israeli police and stone-throwing Palestinians late at night in Wadi al-Juz, Anata, and Silwan. Police injure 3 Palestinians with rubber-coated metal bullets and arrest 5. U.S. Pres. Obama signs into law the U.S.-Israel Strategic Partnership Act, which includes increased intelligence and military cooperation and new congressional oversight procedures. (TOI 12/20; IHY, JP, JTA 12/21)

The UNGApasses 2 nonbinding res. regarding the Arab-Israeli conflict and Palestinian affairs: the 1st calls on Israel to pay Lebanon $856.4 m. in damages related to an oil spill Israeli forces caused during the 2006 war; the 2d recognizes Palestinian sovereignty over the natural resources in the oPt. A leaked report from the IAEA concludes that Iran is upholding commitments made to the P5+1 related to its disputed nuclear program. (JP, REU 12/18)

Israeli naval vessels fire on and detain a Palestinian fishing boat off the coast of n. Gaza, ordering 3 fishermen to strip naked and swim to the gunboat and the 4th fisherman to accompany the gunboat to Ashdod port; the fishermen are released in the evening. IDF troops on the s. Gaza border fire on residential areas of al-Shuka, moderately wounding a Palestinian woman. In the West Bank, an IDF soldier is killed in a friendly fire incident nr. Ramallah. At an emergency session in Cairo, the Arab League states unanimously reject the Obama admin.’s request as relayed by King Abdallah (see 4/21) to amend the 2002 Arab League initiative by dropping demands for the Palestinian right of return as a means of jumpstarting comprehensive Arab-Israeli peace talks. (Irish Times 5/8; NYT 5/12; see also AP, UPI 5/6)

PM Rabin and Pres. Clinton, at joint news conference in Washington, call on PLO to return to negotiations immediately. Rabin says he will consider Palestinian police force in o.t., but only under Israeli control, suggesting Israel might rehire 900 Palestinian police officers who resigned during the intifada. Rabin says an international force would be limited to monitors, not armed peacekeepers. Both leaders say they want comprehensive Arab-Israeli settlement in 1994, Rabin saying "painful decisions" must be made over Golan Heights. (NYT, WP, WT 3/17)

Kyrgyzstan's Pres. Askar Akayev, during a visit to Jerusalem, calls for "independence for the Palestinians." He is the 1st Muslim head of state to visit Jerusalem since Anwar Sadat. (MM 1/20)

Occupied Palestine/Israel: The military imposes curfews on Nusayrat, Beach, Jabalya, Burayj, and Rafah camps in order to prevent demonstrations on the anniversary of Sabra and Shatila massacre. Curfew for Khan Yunis enters 5th straight day [FJ 9/18].

Other Countries: Sec. of State Shultz states that neither the establishment of a Palestinian state nor the continued Israeli occupation of Arab territories will resolve the Arab-Israeli conflict [WP 9/17].

Occupied Palestine/Israel: Police arrest Faysal al-Husayni for engaging in "subversive, hostile activities" and for working with Fateh; Husayni had recently told Peace Now rally that he favors two-state solution to the Arab-Israeli conflict [WP 8/1]. In Beach camp 70 Palestinians are injured during demonstrations aIsraelis lift curfew [FJ 8/7]. In Gaza City 5 Palestinians are injured during demonstrations. Occupied Palestine/Israel: Israel orders 4 W. Bank universities, 800 secondary and grade schools closed for 1 month [WP, NYT 2/3]. Commercial strike continues in occupied territories [FJ 2/7]. Settlers attack al-'Azzah camp in Bethlehem, clash with residents [FJ 2/7]. 'Izz al-Din al-'Aryan, sec. of Red Crescent Society in occupied territories, is served 3-month administrative detention order [FJ 2/7].

Arab World: Reports indicate Jordan's King Hussein has reservations about new U.S. proposal to restart peace negotiations because proposal contains "nothing new" [WP 2/2; NYT 2/3].

Other Countries: In Athens, PLO officials announce plan to charter ship, return Palestinian deportees to Israel [NYT 2/3]. U.S. officials state new peace proposal includes U.S. -mediated Israeli-Jordanian negotiations by September to achieve limited Palestinian self-rule in W. Bank and Gaza Strip and direct negotiations in December to reach final settlement on territories [WP 2/3]. In New York, U.S. veto defeats UN Security Council resolution demanding Israel abide by terms of 4th Geneva Convention and calling for international conference on Arab-Israeli dispute [FJ 2/7].

Occupied Palestine/Israel: Curfew remains in force in Nablus, village of 'Anabta, old and new 'Askar camps, 'Ayn Bayt al-Ma', Tulkarm, Jalazun, Bani Na'im, village of Hibla near Qalqiliyyah, and Gaza's Burayj camp. Jabalya remains a closed military area [NYT 2/3; FJ 2/71. Palestine Press Service reports Palestinian is shot, wounded in Tulkarm clash with IDF; 20 are beaten by soldiers in Hibla demonstration. Ariel Sharon begins to mediate between Yitzhak Shamir and David Levy, rivals for control of the Herut party [NYT, TS 3/17].

Other Countries: U.S. State Dept. Counselor Edward Derwinski, returning from trip related to refugee affairs, states Palestinians displaced in the Arab-Israeli wars are "permanent refugees" and should be absorbed by the Arab world [JP 3/16; JTA 3/17]. Americans for a Safe Israel holds 1986 national conference [JW 3/28].

Occupied Palestine/Israel: Al-Fajr reports Palestinian political prisoners in Asqalan and Jenin prisons begin open-ended hunger strike this week to protest brutal actions by guards. Mothers and relatives of Asqalan prisoners continue their hunger strike at the Gaza Red Cross office; Israeli army threatens to disband their sit-in strike by force [FJ 10/4]. Al-Fajr daily prints obituary for Lt. Col. Muhammad al-Ghoul, the chief of security for the Tunis headquarters of the PLO killed in the 10/1 raid. Other reports mention death of Abu al-Tayyib, leader of Force 17, Arafat's bodyguard unit [BG 10/5].

Arab World: Tunisian civilians killed in 10/1 Israeli air raid on PLO headquarters in Tunis have been quietly buried to avoid anti-American backlash, Tunis announces; 60 died in the raid, including 12 Tunisian civilians [WP 10/5]. Tunisian police are deployed to prevent opposition parties from marching on the U.S. embassy [FT 10/5].

Other Countries: UN Sec. Council passes, by vote of 14-0 (with the U.S. abstaining), resolution condemning Israeli air raid on PLO headquarters in Tunis, urging member countries to "take measures to dissuade Israel from resorting to such acts," stating Tunisia's right to reparations. PLO rep. to the UN Zuhdi Tarzi accuses U.S. of "collusion" in the raid [LAT 10/5; NYT 10/6]. Two Palestinians and 1 Briton accused of the 9/25 murder of 3 Israelis in Lamaca appear before Cyprus court. Israel says the 3 are members of Fateh's Force 17, but Force 17 officials in Tunis deny they ordered the executions [DT 10/4]. Soviet leader Mikhail Gorbachev states Russia may reestablish diplomatic ties with Israel if there is movement toward overall settlement to the Arab-Israeli conflict [TS 10/5]. State Dept. announces MK Meir Kahane's U.S. citizenship has been revoked because of his membership in the Israeli Knesset [WP 10/5; JP 10/6].

Military Action

Occupied Palestine/Israel: Body of an Israeli, Haim Falah, who had been shot in the head, is found in the Galilee [MG 10/7]. Anonymous caller phones Western news agency in Jerusalem and claims responsibility on behalf of Fateh's Force 17 for killing 2 other Israelis near Jerusalem; their bodies have not yet been found [MG 10/7].

Arab World: Islamic Jihad organization delivers message and Polaroid photo to 2 Beirut newspapers stating they have executed William Buckley, political officer at the U. S. embassy held hostage since March 1984, in retaliation for Israel's 10/1 air raid on PLO headquarters in Tunis, in which they said the U.S. was involved. Buckley's body has not been found, and the claim is unconfirmed [LAT 10/4; LT 10/5].
