In the West Bank, Palestinians protest outside the UNRWA headquarters in Ramallah against the countries that have suspended funding to the agency. Israeli settlers assault Palestinians in Khillet al-Farra in the Masafer Yatta area. Israeli forces raid Nur Shams refugee camp, killing 3 Palestinians and injuring 1, uprooting streets, and destroying property. Israeli forces also shoot and injure a Palestinian during a raid in Wadi al-Fara’a. Elsewhere, Israeli forces demolish a home under construction in Bayt Jala. Israeli forces also arrest 25 Palestinians during raids in Jenin, Hebron, Qalqilya, Bethlehem, Ramallah, and Tulkarm. In East Jerusalem, Israeli settlers tour the Haram al-Sharif compound. In Gaza, Israeli forces bomb Rafah, Khan Yunis, and Gaza City, killing at least 123 people, including 13 people collecting water from a truck distributing aid in Gaza City. Israeli forces also shoot and kill a paramedic and injure 2 others while they are evacuating injured people in Gaza City and open fire at al-Amal Hospital in Khan Yunis, injuring 2. Elsewhere, Israeli forces shoot and kill a woman trying to collect water for the Nasser Hospital. Off the coast of Gaza, Israeli forces kill 2 Palestinian fishermen northwest of Rafah. In Lebanon, Israeli forces bomb Khiam, killing 1 civilian and wounding 2 others. Israeli forces also bomb Marwahin and Bani Haiyyan. In Iraq, U.S. forces kill at least 3 people, including a senior member of Kataib Hezbollah, in an airstrike on Baghdad. More than 27,708 Palestinians have been killed by Israeli forces in Gaza, including at least 11,500 children and 7,200 women, and around 67,147 have been injured since 10/7. At least 8,000 people are missing in rubble, including 1,700 children. 379 Palestinians have been killed by Israeli forces and settlers in the West Bank and East Jerusalem since 10/7, including 96 children. More than 4,426 people have been injured. Israel reports that 1,139 Israelis and foreign nationals have been killed and 5,400 have been injured in Israel since 10/7, including Israeli soldiers. In addition, 225 Israeli soldiers have been killed and 1,304 injured in Gaza since the ground invasion began on 10/27. Over 1.93 million Palestinians, nearly 85% of the population of Gaza, have been displaced since 10/7. There has been a complete electricity blackout in Gaza since 10/12 due to the Israeli blockade. At least 70,000 housing units have been destroyed and 290,000 have been damaged in Israeli airstrikes since 10/7, constituting over 60% of all housing units. 169 trucks carrying aid enter Gaza. The Gaza Ministry of Health says 11,000 sick and wounded Palestinians need evacuation for treatment. The Gaza Media Office says Israeli has burned 3,000 housing units in Gaza during its ground invasion. The UN says Israel has prevented 51 out of 61 planned aid missions to northern Gaza. Details of Hamas’s counterproposal to the Israeli, U.S., Qatari, and Egyptian ceasefire proposal are unveiled. The Hamas proposal includes 3 stages of 45 days. In the first stage, Israel and Hamas would exchange the remaining female, child, and elderly Israeli captives for 1,500 Palestinian prisoners, see 500 trucks of aid enter Gaza daily, allow Palestinians to return to their homes in Gaza, allow the entry of 60,000 temporary homes and 200,000 tents, and stop Israeli settlers from entering the Haram al-Sharif compound. In the second stage, male captives would be exchanged for more Palestinian prisoners. In the third phase, the bodies of those killed would be exchanged. The proposal also calls for securing the reconstruction of Gaza and the complete withdrawal of Israeli forces. Hamas political bureau member Mohammad Nazzal says the Hamas proposal has clear deadlines which the original proposal lacked, that Qatar, Egypt, Russia, Turkey, and the UN will be guarantors for maintaining the ceasefire, and that the proposal is final. U.S. secretary of state Antony Blinken meets with PA president Mahmoud Abbas in Ramallah, discussing negotiations for a ceasefire in Gaza, Israel’s withholding of PA tax funds, and settler violence. Abbas also expresses the importance of the U.S. recognizing the state of Palestine. Blinken also meets with Prime Minister Netanyahu, military Chief of Staff Herzi Halevi, Defense Minister Yoav Gallant, and President Issac Herzog. The Israeli Broadcasting Corporation reports that Netanyahu promises Blinken that Israel will not invade Egypt at the Philadelphi Corridor without coordination with Egypt. Blinken says at a press conference that Hamas will not play a role in the future governance of Gaza, that the death toll in Gaza remains too high, and that Israel should open the Beit Hanun (Erez) crossing to allow more aid to enter Gaza. Blinken also says that the Hamas response to the ceasefire deal has “clear non-starters,” but that he thinks there is space for an agreement to be reached. PA health minister Mai al-Kaila sends a letter to UN secretary-general Antonio Guterres, calling on him to ensure that medical personnel in Gaza are protected as 340 doctors and health workers have been killed by Israeli forces. Al-Mezan says in a letter to Guterres that the UN Office on Genocide Prevention has failed in its mandate, calling it “double standards.” (AJ, WAFA 2/7)

The Saudi Arabian Foreign Ministry issues a statement saying “in light of what has been attributed to the U.S. National Security Spokesperson, the Ministry of Foreign Affairs affirms that the position of the Kingdom of Saudi Arabia has always been steadfast on the Palestinian issue . . . The Kingdom has communicated its formal position to the U.S. administration that there will be no diplomatic relations with Israel unless an independent Palestinian state is recognized on the 1967 borders with East Jerusalem as its capital, and that the Israeli aggression on the Gaza Strip stops and all Israeli occupation forces withdraw from the Gaza Strip.” In the statement, Saudi Arabia also calls on UN Security Council members to recognize the state of Palestine. Argentinian president Javier Milei meets with Prime Minister Netanyahu in Jerusalem, saying Argentina will designate Hamas as a terrorist organization. On 2/6, Milei said he would move the Argentinian embassy to East Jerusalem. The Arab League and OIC condemn Milei’s promise to move the embassy. (AJ, HA, HA, WAFA, WAFA 2/7)

The U.S. Senate rejects a $118 billion bill that would fund Israel’s war on Gaza, send military aid to Ukraine, and fund the U.S.-Mexico border. Senator Bernie Sanders (D-VA) says he voted against the bill because the military aid to Israel is “unconscionable” given the Israel’s “horrific war against the Palestinian people,” and because of the provisions in the bill that would prevent UNRWA funding. The American Civil Liberties Union writes a letter to U.S. secretary of education Miguel Cardona, calling on him to reject the International Holocaust Remembrance Association’s working definition of anti-Semitism, saying it conflates anti-Semitism with political speech. (AJ 2/7)

Canadian immigration minister Marc Miller says Egyptian and Israeli authorities have not allowed 1,000 Palestinians who have been granted permission to come to Canada to be evacuated. (AJ 2/7)

Norway transfers $26 million to UNRWA, saying millions of people should not be collectively punished for the alleged wrongdoing of 12 staff members. (AJ 2/7)

In the West Bank, Israeli forces raided Hebron, leading to a confrontation with Palestinian residents; tear-gas related injuries were reported. Palestinians protested in solidarity with the Palestinian prisoners that escaped Gilboa prison on 9/6 in Tuqu‘, Fawwar refugee camp, and al-Arroub refugee camp. 6 Palestinians were arrested, including 2 during a late-night raid in Qarawat Bani Hassan and 4 minors leaving a school in Tuqu‘. In East Jerusalem, 1 Israeli settler rammed 1 Palestinian with their car in al-Tur, leading to a confrontation between Israeli forces and Palestinians; 1 was injured by a rubber-coated bullet and 3 were arrested. 1 other was arrested during a late-night raid in Silwan. In Gaza, for the 3d night in a row, 2 rockets were launched at Israel and intercepted, and Israel conducted air strikes, hitting 4 locations near Khan Yunis and Rafah, causing damage, including to a poultry farm. Israeli defense minister Benny Gantz submitted a request to the Israeli high court of justice to delay the relocation of Israeli settlers from the Shilo settlement outpost to Israel, citing the religious shmita year restrictions on cultivating land. The settlers have made an agreement with Israel to leave the settlement voluntarily in exchange for receiving land within the Green Line. (HA 9/13)

In a speech at a university in Herzliya, Israeli foreign minister Yair Lapid said that the Israeli policy of blockading Gaza since the 2005 withdrawal had not been effective and proposed a plan to exchange economy for security. Foreign Minister Lapid said that Israel would not directly negotiate the terms with Hamas but would do so through international mediation. Lapid also said his proposal was backed by Israel’s prime minister Naftali Bennett and defense minister Benny Gantz, but that it was not a government plan. The 1st phase of Lapid’s plan is to update Gaza’s electricity, health, and transportation systems, of which water and electricity would be under Israeli control. The 2d phase entails creating a seaport in Gaza and connecting Gaza to the West Bank. In the 2d phase, the PA would gain control over Gaza. (HA, TOI 9/12; JP, MEMO 9/13)

In the West Bank, Israeli forces clashed with Palestinians near Ramallah; 1 Palestinian minor was hit by shrapnel from a tear gas canister. Israeli forces also forced Palestinian workers to stop rehabilitating a road near Kisan, confiscating 1 bulldozer. 6 Palestinians were arrested during raids in and around Tulkarm, Hebron, Ramallah, and Salfit. In East Jerusalem, 1 Palestinian family started demolishing their own home in Jabal Mukabir. 15 Palestinians were arrested during raids in Issawiyya and al-Tur. In Gaza, rockets were fired at Israel as the UAE and Bahrain signed deals to normalize relations with Israel in Washington D.C (see below); 2 Israelis were lightly injured by debris in Ashdod. At a signing ceremony in Washington D.C., Bahrain and the UAE formalized their deals to normalize relations with Israel, breaking with the stipulations of the Arab Peace Initiative. The text of the UAE-Israel agreement mentioned the Israeli-Palestinian conflict in 1 paragraph: “Recalling the reception held on January 28, 2020, at which President Trump presented his Vision for Peace, and committing to continuing their efforts to achieve a just, comprehensive, realistic and enduring solution to the Israeli-Palestinian conflict.” The text did not mention halting Israeli annexation of parts of the West Bank nor halting settlement expansion, which has also been linked to the agreement between the UAE and Israel. PA president Mahmoud Abbas called for a Day of Rage and the establishment of a Palestinian state within the 1967 borders. President Abbas and Hamas leader Ismail Haniyeh also discussed the situation in a phone call. Palestinians protested the signing ceremony in Ramallah, Nablus, Hebron, Jenin, Tulkarm, and Gaza City. In the West Bank, PA governors imposed lockdowns of several governates and cities, including Hebron city, Abu Falah village, and Nablus governate for 5 days, and several towns and villages in the Bethlehem governate for 7 days, to curb the spread of COVID-19. Later, the PA said it would impose a 5-day lockdown in the West Bank starting 7/3. Palestinians protested in Ramallah against Israel’s plans to annex parts of the West Bank. Israeli settlers razed land in ‘Ayn Bus and southeast of Qalqilya. 13 Palestinians were arrested during late-night raids in and around Ramallah, Jalazun refugee camp, Birzeit, Kafr al-Dik, and Nablus. In East Jerusalem, Israeli forces demolished 1 house in Jabal Mukabir and 1 residential shack in Issawiyya. 11 Palestinians were arrested during late-night raids in and around al-Tur, Silwan and Bayt Hanina. Israel’s foreign minister Gabi Ashkenazi told Israel’s Army Radio that, “[i]t seems unlikely to me that this [announcement of plans for annexation of parts of the West Bank] will happen today . . . I reckon there will be nothing today.” Israel’s prime minister Benjamin Netanyahu had previously announced that annexation of parts of the West Bank would begin on 7/1. (AJ, HA, REU 7/1)

The Syrian, Russian, and Turkish president issued a joint statement condemning Israel’s attacks on Syria and U.S. president Donald Trump’s decision to recognize the occupied Golan Heights as part of Israel. (AJ, HA 7/1)

In an op-ed in the Israeli newspaper Yedioth Ahronoth, UK prime minister Boris Johnson warned Israel against annexation of parts of the West Bank, saying that it would be a violation of international law and that the “UK will not recognize any changes to the 1967 lines, except those agreed between both parties.” (HA, YNET, REU, WAFA 7/1)

In the West Bank, Israeli forces delivered demolition notices for residential structures, 1 stable, and 1 stone wall; a stop-work notice for a water well and fencing in al-Walaja; and demolished and seized 5 tin structures in Sawahara al-Sharqiyya. 19 Palestinians were arrested during raids in and around Hebron, al-‘Arub refugee camp, al-Fawar refugee camp, Nahalin, Nablus, and Bardala. In East Jerusalem, Israeli forces demolished 1 house in Silwan, displacing a family of 9. Israeli forces also violently dispersed Palestinian protesters demonstrating against the killing of an unarmed Palestinian man on 5/30; 6 people were arrested. Another 3 Palestinians were arrested during raids in Issawiyya. In Israel, Israeli forces violently dispersed hundreds of Palestinian citizens of Israel protesting against the planned demolition of an 18th-century Muslim burial ground in Jaffa. PA prime minister Mohammad Shtayyeh told journalists that if Israel moves forward with annexing West Bank territory, the PA would declare an independent state along the 1967 borders with East Jerusalem as the capital. Prime Minister Shtayyeh further stated that the PA had sent a counterproposal to the U.S. peace plan to the Quartet. (AJ, HA, REU 6/9)

The Israeli high court of justice ruled the “Law for the Regularization of Settlement in Judea and Samaria [the West Bank]” unconstitutional. The law was approved in 2017 and allowed use of Palestinian-owned land to build settlements and legalize settlement outposts. (HA, NYT, REU 6/9; WAFA 6/10)

In the West Bank, Israeli settlers and Israeli forces leveled some 15 dunams (3.7 acres) of land planted with olive trees southeast of Tulkarm. 10 Palestinians were arrested during late-night raids in and around Hebron, Bethlehem, Jenin, Jericho, and Abu Dis. During a raid in Bayt Umar, Israeli forces and Palestinians clashed, leading to tear-gas related injuries. In East Jerusalem, 1 Israeli settler stabbed 1 Palestinian minor in the Old City, causing moderate injuries. 4 Palestinians were arrested during late-night raids. Off the coast of Gaza, Israeli naval forces opened fire on Palestinian fishermen west of Bayt Lahiya; no injuries were reported. In Israel, Palestinians protested the killing of a mentally disabled Palestinian citizen of Israel on 5/13. The man had pulled out a knife while at the hospital for an examination but did not use it; when he got in a car, hospital security guards pulled him out and he lightly injured 1 guard, to which guards responded by shooting him 5 times while he was lying incapacitated on the ground. 1 Israeli settler was indicted for creating fake military checkpoints in the West Bank, using them to carjack Palestinian drivers. According to the indictment, he managed to steal 3 Palestinian-owned vehicles. (TOI 5/18)

The PA foreign ministry summoned the head of the Austrian representative to Palestine for questioning after an Austrian representative questioned the legality of prosecuting Israel at the International Criminal Court. (WAFA 5/18)

In a statement congratulating Israel with the formation of its new government on 5/17, the EU high representative for foreign affairs Josep Borrell also reaffirmed the EU position that the union does not and will not recognize any changes to the 1967 borders unless agreed to by both parties, including maintaining that East Jerusalem will be the future capital of Palestine and that annexation of West Bank territory would be in violation of international law. Meanwhile, the Canadian prime minister Justin Trudeau similarly stressed Canada’s commitment to international law in his congratulations to Israel on their new government. (EEAS, HA 5/18; WAFA 5/19)

Germany donated $760,000 to the Augusta Victoria hospital in East Jerusalem, which treats Palestinians from the West Bank and Gaza. Separately, India provided $2 million to UNRWA core programming. (WAFA, WAFA 5/18)

Bayt Lahiya, Israeli naval vessels open fire on Palestinian fishermen, causing no damage or injuries. In the n. West Bank, a Palestinian dies at a checkpoint en route to work inside Israel, apparently caused by overcrowding. In Bethlehem, Palestinians throw a pipe bomb at Rachel’s Tomb, lightly injuring 1, while separately, Palestinians throw an improvised explosive device at a military base nr. Bethlehem, causing no damage or casualties. The IDF conducts house searches and arrest raids in Hebron and 1 nearby village, in Nablus and nearby Balata r.c., and in 1 village each nr. Israeli authorities publish plans for the construction of 272 new settlement homes in the West Bank, including the 1st ever master plan for Ofra, a settlement located 15 km (9 mi.) from the Green Line. PM Netanyahu holds a meeting with Likud MKs and tells them that he opposes evacuating settlements in Hebron and Beit El, despite their location outside the major blocs. U.S. State Dept. dep. spokesperson Marie Harf says that a res. condemning the Syrian govt.’s alleged use of poison gas has stalled in the UNSC due to Russian opposition. Meanwhile, Israel orders a small-scale mobilization of reservists and deploys a missile shield in the n. by way of precautions ahead of a possible U.S.-led strike against Syria. Despite these measures, an unnamed senior IDF official tells the media that the actual likelihood of a Syrian retaliatory strike on Israel remains low. Unnamed diplomats tell the Associated Press that Iran and the IAEA have agreed to restart talks on 9/27, with the focus on the agency’s efforts to gain satisfactory access at the Parchin military site. (AP 8/28)

Egyptian authorities detain more than 60 Muslim Brotherhood supporters and activists in a single day, according to relatives of the group’s leaders. (AP 8/28)

Israel’s Minister for International Relations Yuval Steinitz announces that Israel will release some Palestinian prisoners as part of the deal for the resumption of direct talks. The releases will be in stages, but no precise numbers are given at this time. Steinitz also says that Israel has not agreed to resume talks on the basis of any territorial framework. Yet, at the same time, anonymous Palestinians officials brief the media that the U.S. had offered a guarantee that negotiations would be conducted on the basis of the 1967 borders. Israeli PM Netanyahu welcomes the resumption of peace talks, which he calls“an essential strategic interest for Israel.” Meanwhile, Hamas spokesperson Fawzi Barhoum says that the return to talks is a “disaster” and endangers the prospects for Palestinian national reconciliation. Egyptian interim pres. Adly Mansour picks a 10-member committee of judges and law professors to propose amendments to the constitution drafted by the ousted Muslim Brotherhood-dominated govt. The team of experts has 30 days to make their proposals, after which a 2d committee of 50 public figures will review the amendments. Following the review, the new constitution will be put to a referendum. Meanwhile, Jordan’s King Abdallah II visits Cairo, the 1st head of state to visit Egypt since the army took power. Israeli PM Benjamin Netanyahu arrives in Russia for talks with Pres. Vladimir Putin about the peace process and regional developments, including Syria. Netanyahu asks Putin not to supply S-300 anti-aircraft missiles to Bashar al-Asad’s regime. (HA 5/14)

The International Criminal Court’s prosecutor Fatou Bensouda says she will open a preliminary examination into Israel’s 2010 attack on the Gaza-bound Mavi Marmara aid flotilla, following a referral from Comoros, to which one of the vessels raided was registered. (REU 5/14)

Thousands of Palestinians hold Nakba Day rallies in cities across the West Bank; the IDF violently disperses protesters in al-Khader, causing no serious injuries. The IDF also patrols in al- ‘Arub r.c. nr. Hebron, injuring 1 Palestinian in clashes. Jewish settlers uproot around 150 trees south of Nablus and also set fire to Palestinian agricultural lands in Bayt Furik village nr. Nablus. There is also a ‘‘price tag’’ attack in in Umm al-Qutuf village in Wadi Ara, a Palestinian village inside the Green Line, in which suspected Jewish extremists vandalize a mosque and 3 vehicles. Fatah and Hamas representatives hold reconciliation talks in Cairo. Hamas official Moussa Abu Marzouq says the sides have pledged to complete formation of a long-anticipated unity government within 3 months (see QU 168 for details). (JP, MNA 5/14)

Egypt’s upper house holds a special session to discuss recent clashes (5/7) in al-Aqsa Mosque and demands the immediate expulsion of Israeli ambassador Ya’akov Amitai in protest, but the government takes no immediate action. (ToI 5/14)

PA res. Abbas gives an interview to Israeli television in which he says there will be no 3d intifada and that he will not seek a return to inside Israel’s pre-1967 borders. His comments are welcomed by Israeli pres. Across Egypt, 100,000s of protesters heed the call to observe a “Friday of rage” in Egypt, launching massive demonstrations after midday prayers. Protesters burn the ruling National Democratic Party (NDP) headquarters in Cairo’s Tahrir Square. Police stations and NDP offices are torched in several of Cairo’s middleclass neighborhoods and poorer quarters, as well as in Alexandria, Suez, Port Said, Damietta, Damanhour, and other areas of Upper Egypt and Sinai; prisoners in several jails are freed. With regular police already largely having withdrawn fr. the street, not wanting to confront protesters, Mubarak sends out security and plain-clothes police who violently clash with demonstrators and target journalists, killing as many as 300 and injuring as many as 2,000. Protesters in Cairo and Alexandria overwhelm the security police by dusk, forcing Mubarak to withdraw them to regroup and send the army and tanks into the cities to impose a curfew; but when protesters ignore the curfew, the army does not act.
