In the West Bank, Israeli settlers open fire at Palestinian shepherds near Kisan, forcing them to flee. Israeli forces shoot and injure 2 Palestinians with live ammunition during a raid in Bayt Rima. Israeli forces also assault a Palestinian child in Hebron. Elsewhere, Israeli forces violently disperse Palestinians in Husan, causing tear-gas related injuries. Israeli forces also issue notices that Israel has seized 154 dunams (38 acres) of land in Deir Istiya and Haris. In Gaza, Israeli forces bomb Nuseirat refugee camp, Khan Yunis, Gaza City, al-Shati refugee camp, Nuseirat refugee camp, and Rafah, killing at least 165 people. In Lebanon, Israeli forces bomb near Yaroun, Zibqin, and Houla. Hezbollah attacks a site near Shtula. In Jordan, the U.S. says 3 U.S. service members are killed and 25 injured in a strike on a U.S. base near Syria, claiming the attack was carried out by Iranian-backed militant groups. Jordan says the base where the 3 U.S. soldiers are killed is in Syria. The Islamic Resistance in Iraq claims responsibility. More than 26,422 Palestinians have been killed by Israeli forces in Gaza, including at least 10,600 children and 7,200 women, and around 65,087 have been injured since 10/7. At least 7,000 people are missing in rubble, including 1,700 children. 366 Palestinians have been killed by Israeli forces and settlers in the West Bank and East Jerusalem since 10/7, including 92 children. More than 4,366 people have been injured. Israel reports that 1,139 Israelis and foreign nationals have been killed and 5,400 have been injured in Israel since 10/7, including Israeli soldiers. In addition, 219 Israeli soldiers have been killed and 1,269 injured in Gaza since the ground invasion began on 10/27. Over 1.93 million Palestinians, nearly 85% of the population of Gaza, have been displaced since 10/7. There has been a complete electricity blackout in Gaza since 10/12 due to the Israeli blockade. At least 70,000 housing units have been destroyed and 290,000 have been damaged in Israeli airstrikes since 10/7, constituting over 60% of all housing units. 84 trucks carrying aid enter Gaza via the Rafah crossing. 30 Palestinians are buried in a mass grave inside the besieged Nasser Hospital in Khan Yunis. Al-Amal Hospital runs out of oxygen supplies, forcing the staff to suspend all surgeries. The Israeli military declares the Karem Abu Salem (Kerem Shalom) crossing a closed military zone to prevent further protests obstructing aid deliveries to Gaza, citing the ICJ ruling on 1/26 to allow aid to enter Gaza. UNRWA spokesperson in Gaza Adnan Abu Hasna says UNRWA only has funds to provide services in Gaza until the end of February. UN secretary-general Antonio Guterres says any UNRWA staffer who may have taken part in Operation Al-Aqsa Flood on 10/7/23 will be held accountable, but pleads for countries that have suspended their funding for UNRWA to reverse their decisions. Japan and France follow 8 other countries in suspending funding for UNRWA. PA president Mahmoud Abbas issues a statement condemning the Israeli campaign against UNRWA, saying Israel is seeking to destroy the agency. Mossad director David Barnea, Shin Bet director Ronen Bar, CIA director Bill Burns, Qatari prime minister Mohammed bin Abdulrahman bin Jassim Al Thani, and Egyptian intelligence chief Abbas Kamel meet in Paris, France, discussing a ceasefire. Progress is reportedly being made on a ceasefire deal that would last 2 months and see more than 100 Israeli captives released. During the first month women, elderly, and wounded Israeli would be released while in the second month Israeli soldiers and men would be released. 12 Israeli ministers, including Finance Minister Bezalel Smotrich and National Security Minister Itamar Ben-Gvir, and several MKs attend the Conference for the Victory of Israel – Settlement Brings Security: Returning to the Gaza Strip and Northern Samaria in Jerusalem, laying out plans for the reestablishment of 15 Israeli settlements and 6 new settlements in Gaza. The attendees are filmed dancing and celebrating the plans. Ben-Gvir tells the attendees that the “only humane solution for Gaza is the mass deportation of its inhabitants.” Smotrich says “Israeli soldiers waging war in Gaza will remain as settlers and rebuild settlements, we have come back to inherit the land.” Communications Minister Shlomo Karhi says in war “’voluntary’ is at times a state you impose [on someone] until they give their consent.” France condemns the conference. NBC News reports that the Biden administration is considering scaling down weapon sales to Israel to use it as leverage to get Israel to scale back its assault on Gaza. The White House denies the reports. (HA, REU 1/28)

In the West Bank, Israeli settlers with military escort harassed students on their way to school in al-Lubban ash-Sharqiya, preventing some from reaching the school. Israeli forces violently dispersed Palestinians and Israeli activists protesting a visit by Israeli president Isaac Herzog to Hebron (see below). Israeli forces also demolished water pipelines supplying Atuf with water. Elsewhere, Israeli forces violently dispersed Palestinian protesters in Ramallah, injuring 1 with a rubber-coated bullet. 3 Palestinians were arrested, including 2 during late-night raids in Kaubar and al-Arroub refugee camp, and 1 near al-Jaba‘. In East Jerusalem, 1 Palestinian was arrested during a house raid in Isawiya. In Gaza, Israeli forces opened fire at agricultural lands east of Dayr al-Balah; no injuries were reported. President Herzog visited Hebron for a Hanukkah ceremony in al-Ibrahimi Mosque, drawing condemnation and protest from Palestinians and Israeli left-wing activists. The PA foreign ministry said that President Herzog was breaking international law and “embracing the settlement enterprise.” The religious advisor to PA president Mahmoud Abbas, Mahmoud Habbash, compared Herzog’s participation in the ceremony with that of Ariel Sharon visiting the Haram al-Sharif compound in 2000. The Israeli high court of justice denied Palestinian appeals against demolitions of 58 homes in Wadi Yasoul in Silwan, which would lead to the displacement of 725 Palestinians. (HA 11/28; WAFA 11/29; PCHR 12/2)

1 Palestinian prisoner held on administrative detention ended his hunger strike after Israel set a date for his release. The man had been hunger-striking for 49 days and was admitted to a prison hospital on 11/24 as his condition deteriorated. (WAFA 11/28)

President Abbas extended the COVID-19-related state of emergency for another 30 days. The state of emergency has been in effect since March 2020, when the pandemic hit Palestine. (WAFA 11/28)

Israel’s and the UK’s foreign ministers Yair Lapid and Liz Truss wrote an article in the Telegraph, saying the 2 countries will work together in preventing Iran from getting nuclear weapons. Foreign Minister Lapid was in London meeting UK officials before heading to France for meetings on 11/29. In the West Bank, Israeli authorities announced that it would seize 193 dunams (47.7 acres) of Palestinian-owned land near Dayr Dibwan for settlement expansion. 17 Palestinians were arrested during raids in and around Hebron, Tulkarm, Rujeib, Qalqilya, Ramallah, Rummana, Sawahara al-Sharqiyya, Aida refugee camp, Nablus, and Qusra. Israel imposed a general closure for Palestinians in the West Bank and Gaza, closing all checkpoints for the Jewish Purim holiday. The closure was scheduled to be in effect from midnight on 2/25 to the night of 2/28. (HA 2/25)

The board of the Jewish National Fund voted to allocate $11.6 million to purchase land in the West Bank. (HA 2/25)

Israeli prime minister Benjamin Netanyahu and Bahrain’s prime minister Crown Prince Salman bin Hamad bin Isa Al Khalifa spoke on the phone about the U.S. plan to reengage diplomatically with Iran about its nuclear program. (AP, HA 2/25)

Israel said that an Israeli-owned ship was attacked by 1 or 2 missiles in the Gulf of Oman. Other reports said that the damage done to the ship was caused by a blast, to which the cause had not been determined. Israeli defense officials claimed that the missiles were fired by the Iranian Revolutionary Guard Corps. No injuries were reported, and the ship was able to continue to the UAE to repair the damage. Haaretz reported that 2 U.S. senators, Ben Cardin (D-MD) and Rob Portman (R-OH) were circulating a letter to U.S. secretary of state Antony Blinken calling on him to take a more forceful stance on the ICC’s investigation of Israel and Hamas, in order to shield Israel. The pro-Israel group J Street said it was circulating their own letter, calling Cardin and Portman’s letter an “unnecessary act of political posturing,” saying the U.S. state department already rejected the ICC’s decision. J Street also criticized the Cardin and Portman letter for using “distributed territories” instead of “occupied territories” to describe the West Bank. (HA 2/25)

The U.S. attacked what the Pentagon said were Iranian-backed militia groups in eastern Syria, killing 17 people. The Pentagon said the strikes were in retaliation for 1 missile fired at a U.S. facility in Irbil, Iraq, which killed 1 U.S. national and injured 6 others on 2/15. Off Gaza’s coast, Israeli naval forces open fire on Palestinian fishing boats near Khan Yunis and Bayt Lahiya, causing no damage or injuries. In the West Bank, Israeli forces demolish a Palestinian home in Bayt Jala near Bethlehem and remove a stretch of pipeline supplying water to Yatta near Hebron. Representatives of 60 countries, including Israel, convene in Warsaw for a U.S.- and Poland-sponsored conference on security in the Middle East. The conference was initially intended to focus solely on Iran, but has been broadened to focus on other security issues across the region, including the wars in Syria and Yemen, as well as the Palestinian-Israeli conflict. Before getting on a plane to Warsaw, Israeli prime minister Benjamin Netanyahu says, “I think that holding this conference, in which Israel, the U.S., various countries around the world and from the region sit down in one place and discuss one topic—which, in my opinion, is the most important for our national security—is a very important achievement.” Secretary of State Mike Pompeo and Vice President Mike Pence represent the U.S. (REU, YA 2/13)

U.S. Secy. of State Kerry tells the House Foreign Affairs Cmte. that the Obama administration is requesting that negotiators be given time to do their jobs in talks with Iran, and for Congress to hold off on passing any new sanctions-related bills.
