The Palestine Chronology

Through UN and Egyptian emissaries, Israel and Gaza’s factions agree to a new cease-fire ending 4 days of heavy violence. Before the agreement is announced in the evening, Palestinians fire around 20 rockets and mortars (including 1 Grad) fr. Gaza into Israel, causing no damage or injuries; Israel does not immediately respond; 1 rocket is fired after the announcement. In the West Bank, the IDF declares Awarta a closed military zone, then raids 10s of homes arresting 20 Palestinian youths and 3 women. The IDF patrols in Tulkarm and 2 neighboring villages, 3 villages nr. Qalqilya, and 3 nr. Ramallah. During a morning patrol in Zabbuba village nr. Jenin, IDF troops raid an Internet café in search of stonethrowing youths who confronted them, arresting 4 children age 11–17. Israeli interior M Eli Yishai, under pressure fr. Netanyahu, postpones a meeting of Jerusalem’s planning committee (set for later this wk.) until 5/5 (after Passover) to discuss building 980 settlement housing units in Jabal Abu-Ghunaym and 600 units in Pisgat Ze’ev. In Syria, after heavy clashes with protesters after Friday prayers on 4/8 and with mourners after funerals on 4/9, Pres. Bashar al-Asad deploys soldiers and tanks for the 1st time to surround and cut off towns where protests are being held. Instead of quelling protests, clashes continue and casualties slowly but steadily mount through the end of the quarter. Nationwide Friday protests (4/15, 4/22, 4/29, 5/6, and 5/12) steadily grow more massive (into the 10,000s) and the regime’s response more extreme. Shelling, sniper fire, and arrest raids became routine. In between Friday protests, Syrian forces raid areas where protests or funerals are the largest; Baniyas, Dara‘a, Homs, Latakia, and the Kurdish region remain frequent targets. Still, the various protests seem isolated, with little overarching organization. As of this date, human rights groups in Syria believe that at least 170 Syrians have died and some 800 have been detained since clashes began. The govt. has also expelled many media organizations and cut Internet and phone access to keep news of the clashes sparse. Overnight, the IDF launches Operation Summer Rains, sending ground troops into s. Gaza; retaking the Dahaniyya airport area as a base, demolishing 5 Palestinian homes and bulldozing land to improve lines of sight, and blowing up 3 bridges to control movement between the Rafah and Gaza City environs; conducting 7 air strikes on Gaza’s only electricity plant nr. Gaza City and 6 transformer stations, wounding 2 Palestinians, blacking out 45% of the Strip, and leaving Gaza fully dependent on electricity fr. Israel); shelling open areas of s. Gaza; repeatedly breaking the sound barrier over the Strip. The IDF’s elite Givati Brigade deploys outside n. Gaza, prepared to enter if rocket attacks resume. Midafternoon, IDF artillery begins shelling n. Gaza for the 1st time since the 6/9 incident that killed 8 Palestinians. After Palestinians fire 2 rockets into Israel in response (causing no damage or injuries), the IDF warns n. Gaza residents to evacuate the area, with Olmert saying that IDF operations will escalate until Shalit is released. In a warning to Syrian pres. Bashar al-Asad and Hamas’s Damascus-based leadership, the Israeli air force makes overflights of Asad’s residence in Latakia (where he is believed to be staying) and along the Syrian coast. Meanwhile, Palestinians fire 6 more rockets toward Israel, but all land inside Gaza, causing no damage or injuries. The AMB says it has kidnapped a 62-yr.-old Israeli man fr. Rishon Letzion, inside Israel, who has been missing since 6/26; issues a statement threatening to target Israeli embassies abroad. In the West Bank, the IDF patrols in Iktaba nr. Tulkarm; raids a Fatah office in al-Bireh, confiscating computers, arresting 3 Palestinians; conducts arrest raids, house searches in Tulkarm, nr. Hebron. In Khan Yunis, 2 Palestinian children are killed when they accidentally detonate unexploded IDF ordnance. In West Jerusalem, around 100 ultra-Orthodox Jews attack a tour group of 50 pro-Israel Christians for wearing shirts saying “love your neighbor as yourself”; Israeli police intervene to stop the attack but make no arrests; 3 tourists, 1 police officer are injured. The IDF conducts overnight arrest raids in Qalqilya, targeting the PFLP, exchanging gunfire with some wanted men, leaving 1 Palestinian injured; conducts other arrest raids in Nablus, Tamun; demolishes 1 Palestinian home in Balata r.c.; arrests Hebron’s Shaykh Taysir Tamimi after Friday prayers on charges of incitement. The IDF also releases 73 Palestinian prisoners, including 1 woman, most of whom were convicted of being in Israel illegally. After a wk. of coalition bargaining to keep his government together following the 6/7 Knesset vote, PM Barak's main partner, Shas (17 Knesset seats), announces it will quit the coalition at the next cabinet mtg. unless Barak agrees to bail out its financially strapped schools, to remove its schools fr. US and Other Countries: US Defense Secretary Weinberger meets Saudi Defense Minister Abdel Aziz in Paris, reportedly asks Saudi assistance to persuade Syria to withdraw its forces from Lebanon, US considering direct talks with Syria on troop withdrawal; State Dept. letters show US knew last September that 300-600 armed PLO fighters remained in Beirut in violation of August cease-fire agreement.

UN: WHO assembly votes 65 to 17, with 25 abstentions, for direct supervison of health services in Israeli occupied territories, expresses great concern over epidemic.
