Israeli-Palestinian clashes intensify when Palestinians detonate a large roadside bomb nr. Gaza's Kefar Darom settlement as an armored school bus escorted by IDF troops passes. 2 Jewish settlers, both adults, are killed and 9 are wounded, including children. Although the Arafat denounces the bombing, Barak blames Arafat and Fatah directly, convenes his security cabinet, and orders IDF helicopter gunships, naval vessels to shell at least 12 buildings in Gaza City (including Arafat's Fatah and PA headquarters, PA Preventive Security Force offices, Force 17 offices, Voice of Palestine Radio, a Palestinian TV station), killing 2 Palestinians, injuring 125, hitting 4 private homes, and cutting power to areas of the city. Israeli-Palestinian clashes enter their 50th day, with the internal closure on Palestinian towns in the West Bank still in place. Israeli PM Ehud Barak tells Israelis to prepare for a protracted conflict, threatens to escalate actions against Palestinians. To pressure the Palestinian Authority (PA), Barak suspends plans to transfer $64 m. in taxes and customs duties owed the PA to cover salaries and regular expenses. Overnight, the Israeli Defense Force (IDF) shells Fatah offices in Hebron, Jinin. During the day, IDF troops fatally shoot 4 Palestinians, fire on a Palestinian police station. 1 of the 4 Palestinians dies while the IDF blocks an ambulance crew fr. reaching him for 2 hrs. Israeli-Palestinian clashes continue at the same level of the past few days, with most clashes occurring on the outskirts of Palestinian cities, which are encircled by IDF troops. 2 Palestinians are killed by Israeli gunfire; 1 Palestinian dies of illness after being denied access to medical treatment by the IDF for 2 days because of the internal closure; 190 Palestinians are injured. The UNGA, citing a rule that allows it to take up matters of international peace and security when the UNSC proves unable or unwilling to do so, begins preparing for an emergency session to debate a resolution condemning recent Israeli violence. Hizballah says that Tenenbaum, the 4th IDF solider taken captive, approached Lebanese contacts in Europe, claiming to be an intelligence agent for a country other than Israel. He was lured to Beirut, traveling on a fake passport, on the pretense of meeting with a Hizballah official. Israel does not comment. PM Barak extends until 11/9 the deadline for settlers to voluntarily evacuate all 10 enclaves ordered removed on 10/13, or face ejection by the IDF. The enclaves were to have been dismantled by 11/5, but some were not. (WP 11/7; MM 11/8)

PA accuses Israel of fueling the dispute btwn. Muslims, Christians over planned construction of a mosque nr. the Church of the Annunciation in Nazareth so as to disrupt millennial celebrations. (WT 11/7, 11/10)

The Israeli cabinet releases a statement saying that "in the absence of agreed-upon changes, the countdown for implementation of the [Wye] agreement will begin on September 1." Israeli PM Barak meets with Arafat at Erez crossing to discuss Wye implementation, allay Palestinian fears that Israel will prioritize talks with Syria over negotiations with the PA.
