Israeli newspaper Ma’ariv reports that U.S. Secy. of State John Kerry is planning to visit Jerusalem and Ramallah ‘‘once every two weeks’’ in a bid to revive peace talks. His third trip to the region in 2 weeks (3/4, 3/24) begins 4/6. (AFP, AP 4/3)

Israeli soldiers stationed at a military post shoot and kill a Palestinian teenager nr. Tulkarm, after what the IDF says was a firebomb attack (an account disputed by witnesses). A Fatah-called general strike is observed in Hebron and East Jerusalem, as protests continue following the death of prisoner Maysara Abuhamdieh. Palestinians protesting the death clash with IDF forces in and around Hebron, in Nablus and Tulkarm, nr. Bethlehem, and outside Ofer prison nr. Ramallah (where 7 are injured with rubber bullets). In the West Bank, the IDF patrols in and around Hebron and nearby al-‘Arub r.c. in the afternoon, and in 1 village nr. Hebron at night; conducts house searches and arrest raids in al-‘Arub r.c. and 1 village nr. Hebron, in 1 village nr. Ramallah, and in Tulkarm at night. A source in the office of Israeli PM Benjamin Netanyahu says that special envoy to Turkey Joseph Ciechanover and National Security Adviser Yaakov Amidror will go to Ankara on 4/11 for the start of talks on restoring Turkish-Israeli ties. (HA 4/3)

U.S. and Jordanian officials say that the two countries are training Syrian opposition forces that could be used to establish a future buffer zone alongside Syria’s southern border. (WP 4/3)

Unidentified Palestinians fire a rocket fr. Gaza into Israel, causing no damage or injuries. Late at night, the IDF carries out 6 air strikes on smuggling tunnels on the Rafah border and abandoned buildings at the destroyed Dahaniyya airport site, causing no reported injuries. Meanwhile, Israeli naval vessels fire on Palestinian fishing boats off the s. Gaza coast, then deploy small Zodiac boats to chase some fishermen, destroying or confiscating their nets. A smuggling tunnel collapses on the Rafah border killing 1 Palestinian civilian, injuring 3. The UN reports that since 1/27, another 2 Palestinians have been killed in tunnel incidents (1 in a collapse, 1 by electrocution). In the West Bank, the IDF enters Khirbat Jabara village s. of Tulkarm in the morning, sealing the village, checking IDs, and stopping 10s of vehicles; troops withdraw in the evening, without making any arrests; conducts latenight arrest raids, house searches in Bil‘in (targeting individuals involved in demonstrations against the separation wall) and Nablus. The UN reports that since 1/27, the IDF has removed 24 obstacles to Palestinian travel in Hebron district (21 earthen mounds, 2 road blocks, 1 locked gate), noticeably improving Palestinian movement along Route 60 (550 manned and unmanned barriers are still in place across the West Bank). PA PM Fayyad gives a major address at Israel’s annual Herzliya policy conference. Fayyad’s 30-min. speech aims to explain the Palestinian historical narrative and stresses the need for a “political horizon” for Palestinian statehood. Israeli DM Barak addresses the same panel, focusing his comments on regional security threats. Both stress the importance of a 2-state solution, with Barak stating that Israel risks becoming “an apartheid state par excellence” if it does not accept Palestinian statehood. (WP 2/3; Ma’ariv 2/5)

Four Palestinian gunmen representing Islamic Jihad, the PRCs, and the Mujahiddin Brigades (an AMB offshoot) raid the Nahal Oz fuel depot on the Gaza-Israel border under cover of mortar fire, killing 2 Israeli civilian workers; IDF soldiers on site return fire, killing 2 gunmen; 2 escape back into Gaza. The IDF retaliates with air strikes and artillery fire, killing a 3d Palestinian gunman, 4 Palestinian civilians, wounding 2 armed Palestinians, 6 civilians (including 2 children), demolishing a Palestinian home. Israel also closes Nahal Oz until it reviews security procedures (Gaza’s electricity plant has enough fuel to last until 4/13). In the West Bank, the IDF demolishes a Palestinian home in Bayt Hanina in East Jerusalem, displacing 7 Palestinians (including 5 children); patrols in Bayt Rima nr. Ramallah, firing on stone-throwing youths who confront them, wounding 1; conducts late-night arrest raids, house searches in and around Hebron and Nablus, in Qalqilya and Tubas, and nr. Hebron; closes checkpoints into East Jerusalem before Friday prayers, fires tear gas and percussion grenades to disperse Palestinians waiting to cross; beats a Palestinian farmer tilling his land nr. the separation wall in Dayr al-‘Asal nr. Ma’ariv 3/18 reports that that the financial officer of the Greek Orthodox Church, Nikolaos Papadimas, who has power of attorney for Greek Orthodox Patriarch Irineos, recently signed a secret deal, without Irineos’s permission, to sell the church’s Omar Bin Khattab Square property in the Old City of Jerusalem to Jewish investors fr. abroad and then fled the country with his family, depositing $1.5 m. in a Tel Aviv bank account. The square is a valuable commercial area inside the Jaffa Gate, where 3 prominent Palestinian hotels and a number of shops are located. Irineos denies that he gave permission for the sale, meaning that, by church bylaws, the sale is void. The IDF completely demolishes 3 Palestinian homes, bulldozes 9 dunams of land outside Rafah, along the settler bypass road linking Gush Katif and Morag settlements; completely demolishes 6 Palestinian homes in Rafah (seriously damaging 2 others), 1 in Khan Yunis; fires on residential areas of Khan Yunis, Nablus. In Haifa, an Israeli Arab finds a bomb placed nr. his car, disarms it. This is the 5th such incident in Haifa in 30 mos.; earlier explosions left 2 Israeli Arabs injured. The Israeli government issues an order banning the press fr. discussing a letter sent to the Israeli daily Ma’ariv, claiming responsibility for some of the incidents. MK Issam Makhoul alleges that a Jewish extremist group wrote the letter. (HA 1/27)

In Gaza, the IDF fatally shoots 2 Hamas mbrs. who detonated a roadside bomb nr. a bus carrying Thai laborers to a Jewish settlement, causing no damage or injuries. Nr. Nablus, a Jewish settler, angry over Palestinian youths throwing stones at his car, stops and shoots 1 of the youths at point blank range, killing him. A 4th Palestinian dies of injuries received earlier. Palestinians fire 3 mortars at Gush Katif, causing some damage but no injuries. In Azariyya, the IDF closes the PA Information Min.'s temporary offices (opened after the IDF shut the main offices on 11/21), the al-Quds Open University Student Union office. The IDF also shells residential areas of al-Bireh, Ramallah; conducts arrest raids in Azun, Khan Yunis, Ramallah; detains 10 Palestinians at a Gaza checkpoint. PM Rabin, in interviews published in Yediot Aharonot and Maariv, says "Arafat as a Muslim is entitled . . . to visit Jerusalem" to pray.  Remarks draw criticism fr. right-wing Israelis, including Jerusalem Mayor Ehud Olmert.  In other comments, Rabin warns war with Syria inevitable unless a peace treaty reached soon.  (MM 6/24; NYT, WP 6/25)

Yediot Aharonot publishes Israeli-Jordanian peace accord allegedly signed by FM Peres, King Hussein in Amman 3/11/93.  Peres, who had at time told Israelis to "remember" that date, refuses comment.  Agreement allegedly includes border adjustments in Wadi `Araba, full diplomatic relations, arrangements for holy sites, and cooperation in transport, water, and other fields.  (WT 6/25)

Military Action:

Several hundred Shiite militiamen attack Lebanese Army barracks in Baalbek for two hours before retreating, in first armed protest of Amin Gemayel's government; Lebanese Army fortifies position around barracks.

Casualties:

Three militiamen killed in Baalbek fighting, several wounded, two Lebanese soldiers wounded; Maariv estimates 1,200 Palestinians have been killed in Lebanese Army sweeps through West Beirut, another 60,000 may have been sent to Syrian-controlled Lebanese territory and their homes destroyed; UNRWA officially decides to stop preparing cement floors for tents and giving out tents and to use money for refugees in other ways.
