U.S. Defense Secy. Chuck Hagel announces an arms deal with Israel at a press conference in Tel Aviv alongside Israeli DM Moshe Ya’alon. The sale includes V-22 Osprey helicopter-plane aircraft, refueling tankers, advanced radars for fighter jets, and advanced missiles that target air defenses. During their remarks, Ya’alon tacitly confirms that Israel was responsible for a 1/30 air strike on an army convoy in Syria, saying that Israel has already acted to stop weapons falling into Hizballah’s hands: ‘‘When they crossed this red line, we acted.’’ (AFP, JP 4/22)

During the day, the IDF makes an air strike on a lumber store in Gaza’s Jabaliya r.c., destroying it, heavily damaging 20 other stores, wounding 11 Palestinians (including 5 children ages 1–6). Late in the evening, an IDF drone fires on 2 PRC mbrs. riding a motorcycle nr. Khan Yunis, assassinating PRC mbr. Ali al-Qidra, wounding a 2d PRC mbr. Israel allows 109 truckloads of humanitarian aid and commercial goods into Gaza, as well as a limited amount of fuel for Gaza’s power plant. In addition, Israel permits Gazans to export 25,000 carnations to Europe via the Kerem Shalom crossing and Ben-Gurion Airport, marking the 1st permitted exports in nearly a yr. Israel claims the wanted Palestinian accidentally detonated a bomb he was building; the PA claims the IDF assassinated him. A Palestinian worker at a Gaza settlement is killed, another is wounded when a bomb in his employer's car explodes; the IDF claims the men were planting the bomb when it exploded. Palestinian snipers fire on 2 settler vehicles, wounding 1 settler and causing 1 car to crash, killing another settler. Palestinians fire mortars at a Jewish settlement in Gaza, causing no damage. The IDF responds by heavily shelling residential areas of Khan Yunis. Jewish settlers open fire on the Palestinian villages of Bazarim and Burka, causing no injuries. PA security officials report that a statement attacking PA officials for financial, moral corruption has been circulating in the West Bank, Gaza. Security officials do not know who is behind the statement and differ on how much importance to give it, but agree that it contains details that only well-placed insiders would know.
