Palestinian pres. Mahmud Abbas heads to New York ahead of the expected 11/29 UNGA vote on a resolution to upgrade the status of Palestine to a non-member observer state. PA officials express optimism about the anticipated level of European support, and also say they do not take seriously threats from Israel that the PA will be punished for pursuing the initiative. The Palestinians circulate a revised draft resolution. Behind the scenes, Israeli and U.S. officials press the Palestinians to tone down the wording of the text (see Quarterly Update in JPS 167 for details). Israeli diplomatic officials now say that Israel’s response to the bid will depend on what Abbas does with the upgraded status. Meanwhile, Hamas leader Mishal telephones Abbas to express Hamas’s support for the bid. (JP, HA, MNA, REU 11/26)

Israeli DM Barak (Independence party) announces he will leave political life after the national elections scheduled for 1/22/13. Likud primaries are held and result in a win for the more hard-line wing of the party, including an almost guaranteed Knesset seat for far-right activist Moshe Feiglin. Mins. Benny Begin, Dan Meridor, and Michael Eitan all fail to make the top 10 places on the party’s slate. (HA, REU, ToI 11/26)

Egyptian mediators begin separate talks with Hamas and Israel about fleshing out and implementing the details of the cease-fire. Palestinian demands reportedly include the opening of more Israeli crossings into the Gaza Strip. (JP, REU 11/26)

In Gaza, 2 Palestinian civilians die from wounds sustained during Israel’s Operation Pillar of Defense, raising the comprehensive Palestinian death toll to 164. During the day, the IDF opens fire on Palestinian civilians approaching the border fence nr. Khan Yunis, lightly injuring 1. The IDF also opens fire on Palestinian civilians and farmers staging a march to the border fence e. of Jabalya to protest Israel’s imposition of a ‘‘no-go’’ buffer zone, injuring 2. In the West Bank, the IDF patrols in 1 village nr. Tulkarm in the morning, in 1 village nr. Jenin and 1 village nr. Tulkarm in the afternoon, and 1 village nr. Tulkarm at night; conducts late-night house searches and arrest raids in al-‘Arub r.c. and 1 other village nr. Hebron, and 1 village nr. Nablus. (MNA 11/26; PCHR 11/29)

Unidentified Palestinians fire 1 Qassam rocket fr. Gaza into Israel, causing no damage or injuries. In the West Bank, the IDF conducts morning patrols in 2 villages each nr. Jenin and Ramallah in the morning and afternoon patrols in Qalqilya and in 2 villages each nr. Jenin, Qalqilya (synchronized), and Tulkarm; conducts late-night arrest raids, house searches nr. In Toulouse, France, a gunman on a motor scooter opens fire on a Jewish school, killing a rabbi and 4 students (all dual French-Israeli citizens), wounding another 6 students (1 seriously). Authorities say the shooting appears linked to 2 recent shootings of 3 French soldiers in and nr. Toulouse. In those attacks, an assailant believed to be targeting French soldiers of Arab extraction to punish them as traitors for participating in the French military given its involvement in Afghanistan allegedly lured and shot 3 soldiers; 2 of North African origin were killed, whereas a black soldier was wounded. British FM Hague meets with Israel’s Vice PM Dan Meridor on a 2-day official visit to Israel. Talks cover Iran but focus on economic cooperation. (JPI 3/30)

Israel declines U.S. invitation to hold trilateral mtg. with the PA in Washington in 2/99 to discuss Wye implementation. Israeli FM Sharon says time is not right. (YA 1/25 in WNC 1/26) (see 1/17)

Israelis of Rumanian origin establish new political party, the Progressive Center Party. 14 requests to form new parties have been submitted since the last Knesset elections. Only 3 have been approved. (MA 1/25 in WNC 1/26)

Arab League mtg. on Iraq convenes in Cairo. Iraq attends but walks out in protest of what it calls a biased final statement that could give the U.S. a pretext to launch more airstrikes. The statement expresses "deep concern" over, but does not denounce, 12/98 U.S.-led attack; insists Iraq recognize Kuwait, comply with UN resolutions as a prelude to sanctions relief. Participants agree to set up ministerial comm. to work toward lifting economic sanctions on Iraq in accordance with a specific UN compliance time table. U.S. planes attack 2 more Iraqi missile sites in the n. no-fly zone. (NYT, WP 1/25)

Military Action:

IDF reportedly spent lS215 m. in past 4 months building new roads linking military installations to Lebanese roads in South Lebanon; US Sixth Fleet soldiers on shore leave in Haifa for first time since June.

Casualties:

Israel reportedly seeking alternative homes for 640 non-Arab detainees it wants to free from Ansar, but whose home countries refuse to admit them.

Militrary Action:

IDF warplanes buzz Beirut in a mock air raid, first Air Force activity over Beirut in 2 weeks as Lebanese Cabinet calls for withdrawal of all foreign forces from Lebanese territory; although shooting broke out between IDF and PLO soldiers manning checkpoints at the port about 300 yards from each other, cease-fire generally holds.

Casualties:

Hundreds of W. Beirut residents flee, fearing new outbreak of fighting; UN officials say IDF units daily patrol villages regarded as hostile; all mention of interrogation or detention of Palestinians censored from dispatches from Israel; electricity restored to many parts of Tyre for first time since war broke out; Canadian surgeon tells Congressional committee he saw Palestinian prisoners beaten to death; mayor of Sidon claims most arrests "arbitrary," involving innocent people.
