In the West Bank, 6 Israeli settlers attacked 3 Red Cross workers monitoring the olive harvest with pepper spray in Burin. Israeli settlers also uprooted 25 olive saplings in al-Masara. Israeli forces demolished 4 Palestinian stores under construction in Deir Qaddis. Israeli forces also delivered stop-work orders for 4 houses under construction in Idhna. 8 Palestinians were arrested, including 6 during late-night raids in Dheisheh refugee camp, Hebron, Beit Umar, and Dura; 1 was arrested at the Container checkpoint and 1 in his shop in Arrabah. In East Jerusalem, Israeli forces violently dispersed Palestinians protesting the demolition of graves at al-Yusufiya Muslim cemetery; 1 was arrested. Israel’s public security minister Omer Bar-Lev ordered a ban on a cultural festival put on by the Catholic Church, claiming it was connected to the PA. The festival funded by Austria and France was set to take place for 3 days at Beit Abraham at the Mount of Olives in East Jerusalem. Israeli forces closed a performance attended by the French consulate general. The organizer Bernard Thibaud said he was shocked by the Israeli behavior and would speak to the French foreign ministry to complain and possibly take Israel to court. The U.S. state department said it was “deeply concerned about the Israeli government’s plan to advance thousands of settlement units, many of them deep in the West Bank. In addition, we are concerned about the publication of tenders on Sunday [10/24] for 1,300 settlement units in a number of West Bank settlements.” Haaretz reported that U.S. officials secretly had conveyed to Israel that the main concern for the U.S. is construction deep within the West Bank. When asked about the state department’s harsher tone toward Israel, state department spokesperson Ned Price said, “our public messaging on this is consistent with what we are seeing transpire so far. It only stands to reason that our public messaging may shift over time.” It was later reported by Axios that secretary of state Antony Blinken had a “tense” phone call with Israeli defense minister Benny Gantz over the issue of settlements. According to an Israeli official, the Israeli understanding was that the U.S. gave Israel a “yellow card,” a soccer reference for a warning. Israel rebuked the U.S. statement that the U.S. had not been informed about Israel’s decision, from 10/22, to designate 6 Palestinian rights organizations as terrorists. The Israeli deputy director-general of strategic affairs in the foreign ministry Joshua Zarka said that he had told the U.S. about the Israeli decision when he visited the U.S. the week of the announcement. Deputy Director Zarka said that Spokesperson Price probably had not been updated on the issue. UN human rights commissioner Michelle Bachelet also condemned the terrorist designations by Israel, saying they should be overturned immediately. An Israeli private jet landed in Saudi Arabia, marking the 1st time a direct flight from Israel landed in the country. On 10/25, the 1st ever direct flight from Saudi Arabia landed in Israel. It was an aircraft registered in the UAE. (JP, MEMO 10/27)

The U.S. secretary of homeland security Alejandro Mayorkas said Israel was among 4 countries the U.S. is considering for its visa waiver program. The subject of an Israeli visa waiver was discussed when Israeli prime minister Naftali Bennett met President Joe Biden in August. (REU 10/26; HA, TOI 10/27)

It was announced by Israel that the country will join the EU Horizon Europe research program. The program provides funding for research and innovation and has a budget of $110 billion. Israel will be prohibited from using program funds to invest in East Jerusalem, the Golan Heights, and the West Bank, according to the deal with the EU. Republican senators in the U.S. congress introduced a bill co-sponsored by 35 senators seeking to block the Biden administration from reopening the U.S. mission to Palestinians in Jerusalem. The bill “Upholding the 1995 Jerusalem Embassy Law of 2021” was introduced by Bill Cassidy (R-LA) and Bill Hagerty (R-TN). (TOI 10/27)

Off the coast of Gaza nr. Gaza City, Israeli naval forces open fire on 4 Palestinian fishing boats, seriously injuring 1 fisherman, arresting 2, and confiscating 2 boats. (The fisherman will die from his injuries on 3/7.) IDF troops e. of Khan Yunis fire warning shots at Palestinian farmers approaching the border fence, causing no injuries. In the West Bank, Israeli soldiers clash with stone-throwing Palestinian activists nr. the rebuilt “Gate of Jerusalem” protest tent camp in Abu Dis; 7 Palestinians are lightly injured with rubber-coated metal bullets. IDF troops also violently disperse Palestinian, Israeli, and international protesters at demonstrations against Israel’s separation wall, settlements, and occupation in 5 areas nr. Ramallah (Silwad, Bil‘in, Ni ‘lin, outside Ofer Prison, and Jalazun r.c.), and Kafr Qaddum nr. Qalqilya; 7 Palestinians are moderately injured and 4 French activists are detained. Israeli soldiers open fire on a Palestinian vehicle at a checkpoint n. of Jenin, injuring 2 men; shoot and injure 5 stone-throwing Palestinian youth with live ammunition during clashes sparked when the soldiers patrol in Jalazun r.c. nr. Ramallah. The IDF conducts a house search nr. Ramallah; patrols in 4 villages and al-‘Arub r.c. nr. Hebron, 2 villages nr. Tulkarm, and 1 nr. Qalqilya. In East Jerusalem, a Palestinian man rams his car into a group of Israeli police in Shaykh Jarrah, injuring 4 officers and 1 Israeli civilian. Israeli police shoot and critically injure the man, as he exits the car with a knife; they arrest him. The Israeli police summon the man’s father and brother for interrogation and increase security measures throughout the city. Israeli forces raid the man’s home in Ras al-Amud and homes in Silwan, sparking clashes; 2 Palestinians are injured and 2 are arrested. The Israeli government issues tenders for 198 new settlement homes in Hebron and Efrata (Gush Etzion bloc). Meanwhile, the Jerusalem municipality approves the planned relocation of the National Defense College to the Mount of Olives. Also, Israeli NGO Peace Now says that approval for settlement plans jumped 300% in 2012, and that under Netanyahu’s premiership, 40% of construction starts in settlements were in settlements located outside of the so-called blocs that Israel intends to keep under a final-status agreement. In the Gaza Strip, the IDF fires warning shots at Palestinians scavenging for construction materials close to the border fence in the n. Gaza Strip, causing no injuries. In a separate incident, the IDF shells an open area 200 m from the border nr. Bureij, causing no injuries. In the West Bank, The IDF raids Aida r.c. in Bethlehem, opening fire on Palestinians with live ammunition, rubber-coated steel bullets, and tear-gas grenades, seriously wounding 1. The IDF says that Palestinian protesters threw stones and firebombs at the Separation Wall and Israeli forces. Palestinian news agencies report that the raid was in response to the Palestinians opening a hole in the bottom of the wall nr. Rachel’s Tomb. The IDF also demolishes sheep barns and sheds nr. Jericho; patrols in Tulkarm and 1 village each nr. Hebron, Jenin, and Jericho at night; conducts house searches and arrest raids in 1 village each nr. Hebron, Jenin, and Salfit at night. Meanwhile, an IDF investigation concludes that Israeli soldiers fired 80 bullets without justification when they mortally wounded a Palestinian man in al-Nabi Salih on 11/17 (he died on 11/19). Israeli security forces dismantle Palestinian protest camp Bab al-Shams in the E1 zone nr. Jerusalem, after the Supreme Court authorizes the government to dismantle the site. Protesters were removed on 1/12, but the tents had remained. Separately, the High Court of Justice orders the state to refrain from evicting Palestinians from 8 villages in the s. Dep. head of Hamas’s political bureau Musa Abu Marzuq says that the movement will not agree to dismantle the IQB as part of a prospective reconciliation deal with Fatah. He makes the comments in response to recent reports in al-Quds al-Arabi that Fatah is demanding Hamas dismantle its armed wing and integrate it into the PA security forces. (ToI 1/16)

The EU grants €100 m. to the PA and to UNRWA to provide essential services in the West Bank. Palestinian pres. Abbas announces that Saudi Arabia will give the struggling PA $100 m. to alleviate the PA’s financial crisis. (IMEMC, REU 1/16)

U.S. Jewish delegation, concerned about anti-apartheid leader Nelson Mandela's statements supporting PLO, meets him in Geneva for reassurances, reports Mandela says African National Congress "accepts unequivocally the existence of the State of Israel, not only de facto but also its legal right to exist. . .within secure borders." Satisfied, delegation gives approval for warm welcome for Mandela on his arrival to U.S. on 6/20, a welcome that had been in doubt until meeting [WP, LAT, WT 6/ 11].

Occupied Palestine/Israel: Center of Dheisheh refugee camp, near Bethlehem, placed under siege for 3 hours [FJ 9/20]. Establishment of the Voice of America transmitter inIsrael will bring in at least $150 million in revenues, Davar reports [JWP 9/13]. Jewish Press reports secular and religious Jews have formed an international committee to mobilize resistance to construction of an extension of the Mormon Brigham Young University on the Mount of Olives in Jerusalem [JWP 9/13].

Other Countries: U.S. vetoes a resolution in the UN Security Council which would have condemned "the repressive measures taken by Israel since 4 August 1985 against the civilian Palestinian population in the Israeli-occupied territories." The vote was 10 in favor, 1 opposed (the U.S.), and 4 abstentions (Australia, Denmark, France, and Britain) [JP 9/15]. New York Assembly man Dov Hikind holds a rally outside PLO offices in New York calling for the removal of the PLO from that city. Rally is sponsored by Americans for a Safe Israel [JWP 9/13].
