In the West Bank, Israeli settlers set up tents on land near Deir Sharaf. Israeli settlers also threw stones at Palestinian vehicles traveling near Duma, injuring 2 Palestinians and damaging a car. Elsewhere, Israeli settlers assaulted Palestinians with pepper spray near Jamma’in, injuring 1. Israeli forces uprooted 70 olive trees in Khallet al-Qutun near Tuqu’. Israeli forces also leveled land near Qaryut in preparation for settlement expansion. In East Jerusalem, Israeli forces raided the home of 16 Palestinians who had previously been imprisoned by Israel, seizing cash, several vehicles, and jewelry, claiming that the Palestinians had received payments from the PA. The Israeli military alleged that a rocket was launched from the Jenin area at Israel before exploding within the West Bank, causing neither damage nor injuries. (HA, JP, TOI 6/26)

An Israeli parole board denied an early release petition for Palestinian prisoner Walid Daqqa, who the Israeli prison service acknowledge is terminally ill with cancer. Daqqa, who has been imprisoned by Israel for 39 years, has already completed his original sentence but was sentenced to an additional 2 years for allegedly helping smuggling cellphones into prison. The Israeli Higher Planning Council approved 5,700 settlement housing units and retroactively approved the Palegi Maim, HaYovel, and Nof Harim settlement outposts. 818 housing units received final validation including 359 in Elkana, 381 in Revava, 29 in Givat Ze’ev, 42 in Carmiel, and 7 in Hermesh. 4,915 housing units were approved for deposit, including 1,563 in Eli, 98 in Ariel, 714 in Givat Ze’ev, 340 in Ma ‘ale Adumim, 312 in Beitar Ilit, 310 in Adora, 264 in Etz Efraim, 152 in Ma ‘ale Amos, 78 in Asfar, and 754 in the 3 settlement outposts. Peace Now reported that more than 13,000 housing units had been approved in the first half of 2023. The French foreign ministry and the UN issued a statement condemning the settlement approval and the recent Israeli settler violence. The Palestinian Legislative Council in Gaza announced that it had filed a complaint against Israel with the ICC over the Israeli blockade of Gaza. (MDW 6/29)

Israeli public broadcaster Kan reported that Prime Minister Benjamin Netanyahu had told a Knesset committee that his government is ready to help the PA financially to prevent it from collapsing but that the Palestinian “ambitions for the establishment of a state must be eliminated.” (NA, QDS 6/26; MEMO 6/27; QDS 6/29)

The UN Office for Coordination of Humanitarian Affairs counted 570 Israeli settler attacks on Palestinians and Palestinian property between 1 January and 26 June, raising the number of attacks counted by the UN from 71 in 2022 to 95 incidents in the first half of 2023. (HA 7/1)

The Taub Center for Israel Studies at New York University made available documents from the Israeli archives showing that the Israeli military poisoned Palestinian land around Aqraba in 1972 to ensure that Palestinians could not cultivate the land as Israel established the Gitit settlement on land confiscated from the town’s residents. The Israeli military estimated that they had caused property loss from the spraying of the land amounting to $25,000. (HA 6/23)

In the West Bank, Israeli settlers threw stones at Palestinian vehicles traveling between Turmus ‘Ayya and al-Mughayyir. In Baqa al-Gharbiyye, Palestinians protested demanding the release of Palestinian prisoner Walid Daqqa who is suffering from advanced stages of bone marrow cancer. 3 Israeli soldiers and 1 Egyptian police officer were killed on the Israeli-Egyptian border. The Egyptian police officer shot and killed the 3 Israeli soldiers before being shot by an Israeli soldier under unclear circumstances. One narrative explained the incident as a result of an attempt by the Egyptian police officer to prevent drug smuggling, while another explained the incident as a deliberate attack by the police officer on the Israeli soldiers. In the West Bank, Israeli forces shot and killed 3 Palestinians and injured 6 others during a late-night raid in Balata refugee camp. PA presidential spokesperson Nabil Abu Rudeineh called the killings a massacre. Al-Aqsa Martyr’s Brigades said the 3 were members of the organization. Israeli forces also notified 4 Palestinian families in Khirbet Humsa that they will be forced to leave their homes overnight for Israeli military drills on 5/23, 5/31, and 6/13. Elsewhere, Israeli forces demolished 1 house and 1 residential tent in Maeen and 1 house in Umm Safa. 178 Palestinians in Ein Samia left their homes to relocate elsewhere due to persistence settler violence in their area and Israeli demolitions of their property. PA prime minister Mohammad Shtayyeh called the events leading to the relocation of the community ethnic cleansing. The EU called the demolitions and the settler violence in the area appalling. The Israeli state prosecutor announced that it will oppose granting Palestinian prisoner Walid Daqqa parole ahead of a hearing on 5/24. Daqqa, who was convicted for killing an Israeli soldier in 1986, is terminally ill with bone marrow cancer. He was set to be released this year, but 2 years were added to his sentence in 2017 for allegedly smuggling cell phones. Daqqa was moved to a hospital for treatment on the same day as the prosecutor made its announcement. The hearing was postponed from 5/24 to 5/31 due to Daqqa’s treatment. In the West Bank, 1 Israeli settler was injured in a stabbing incident near Hizma; Israeli forces later arrested 1 Palestinian man for the stabbing and for a similar stabbing against an Israeli settler on 3/2. Israeli forces also violently dispersed Palestinians protesting a raid in Nablus, injuring 2 with rubber-coated bullets. Elsewhere, Israeli forces demolished 1 agricultural structure in Kardala. 21 Palestinians were arrested during late-night raids in Kobar, Ramallah, Nablus, Bayt Dajan, Jenin, Aqabat Jaber refugee camp, Harmala, Hebron, and Yatta. The Jerusalem district court froze registration of ownership of the Alexander Nevsky Church in the Old City of Jerusalem, saying that the decision of ownership of the church was for the Israeli government to decide. The Russian government has tried to register the ownership of the church for itself rather than the Imperial Orthodox Palestine Society. The Israeli justice ministry said in January 2020 that the church would be registered as owned by the state of Russia as part of a deal between Israel and Russia over the release of an Israeli citizen who was arrested in Moscow for drug trafficking. The Saudi Arabian state news agency SPA reported that Saudi crown prince Mohammed bin Salman said Israel could become an ally of Saudi Arabia if Israel “solve[s] its problems with the Palestinians.” Crown Prince bin Salman also said Saudi Arabia will continue talks with Iran to solve the 2 countries’ conflict. The Israeli company American Quality Products (AQP), which is licensed to manufacture and distribute Ben & Jerry’s ice cream in Israel, filed a lawsuit against Ben & Jerry’s and its parent company Unilever in a U.S. court. The lawsuit claims that Ben & Jerry’s decision to end its licensing agreement as part of a disengagement from Israeli settlements is unlawful. AQP is using U.S. state and federal anti-BDS laws as its premise for suing Ben & Jerry’s. (CNN, HA, JP, MEMO, REU, TOI, WSJ 3/3)

U.S. State Dept. spokesperson Victoria Nuland says that Secy. of State John Kerry, appointed on 2/1, is working to try to free up almost $700 m. in aid for the PA held up in Congress. Separate from that figure is an additional $100 m., which has been released but can only be used on anti-narcotics and law enforcement. (AFP 2/11)

Hamas says that the Egyptian army is flooding tunnels between the Gaza Strip and Sinai used for smuggling, and that there is a reinforced troop presence on the border. Meanwhile, Turkish media reports that Israel has agreed to allow Turkish trucks to bring building materials into Gaza for the construction of a hospital that will be opened by PM Recep Tayyip Erdogan. Israeli naval vessels open fire on Palestinian fishermen off the Gaza coast nr. al-Waha, causing no injuries. In the West Bank, the IDF destroys 3 structures, including a home, in Bayt Awa village nr. Hebron. The demolitions prompt clashes with residents, and 1 Palestinian is injured from a tear-gas canister to the leg. The IDF patrols in 1 village each nr. Jenin and Tulkarm in the morning; conducts house searches and arrest raids in Bethlehem and nearby Aida r.c., Tulkarm, 2 villages nr. Hebron, and 1 village each nr. Palestinians in the Gaza Strip and West Bank start registering to vote in preparation for legislative and presidential elections, the dates for which have not been set. Once the process is completed, an election could theoretically be called for 3 mos. later. (REU 2/11)

Two Israeli companies sign an agreement to acquire a 30% stake in exploration rights for gas and oil off Cyprus’s s. shore to be carried out by U.S. company Noble Energy. Cypriot commerce min. Neoclis Sylikiotis says the deal marks a ‘‘new era of Cyprus-Israeli strategic cooperation.’’ (AFP 2/11)

In Hebron, a knife-wielding Palestinian attempts to attack IDF soldiers posted outside the al-Ibrahimi Mosque/ Cave of the Patriarchs but is shot and seriously wounded. The IDF patrols in 3 villages nr. Ramallah and 1 each nr. Jenin, Jericho, and Tulkarm in the morning; in 2 villages nr. Reuters reports that the PA security forces (PASF) have launched a campaign to crack down on ‘‘lawlessness and the proliferation of weapons’’ in Jenin that continues into mid-7/2012 at least. Responding to a wave of drive-by shootings and increased drug trafficking, the PASF makes nightly arrest raids.
