The IDF tightens restrictions on Palestinian movement inside Gaza, declares the n. West Bank a closed military zone in preparation for disengagement; begins going door to door in the Gaza settlements, asking residents to leave within 48 hrs. In Aley Sinai, 56 of 59 families who had agreed to leave rescind their decision, vowing to resist evacuation until the Israeli government finds permanent living solutions for the community as a whole; the government had promised them space together in an Ashkelon hotel, but only today learned that not enough space was available. During the day, some 1,000 right-wing settlers in various locations in s. Gaza simultaneously begin marching toward Gush Katif to block troops, but are prevented fr. reaching the settlement bloc by IDF troops and border police. Other settler youths slash the tires of several army jeeps, spray liquid soap on windshields to limit visibility, spread nails on roads to delay convoys of movers. Jewish settlers fr. Neve Dekalim vandalize, attempt to set fire to several Palestinian homes in al-Mawasi. In Gan Or, local settlers who want the IDF’s help to evacuate scuffle with settler youths blocking soldiers fr. entering the settlement. In the West Bank, the last residents of Ganim (est. 1983, pop. 172) and Qadim (est. 1983, pop. 169) evacuate voluntarily by evening, while settlers in the other 2 West Bank settlement slated for removal, the hard-line enclaves of Homesh (est. 1980, pop. 228) and Sanur (est. 1982, pop. 105), refuse to accept their notices. The major Palestinian factions, including Hamas, agree to oversee jointly how the PA uses land evacuated by settlers and the IDF; the PA expects 5% of the land to revert to individual Palestinian owners, with the rest being state land that will fall under PA jurisdiction. In a signal to reassure Palestinians about how it will handle land use, the PA security forces demolish a house, cabana, pool built illegally on Gaza public land by 2 senior PA security officials; when a neighbor of one of the officials tells journalists that the demolitions were good because his neighbors “were criminals . . . a gang,” several PA security officers beat him, threaten to shoot him, before he retreats into his house. Meanwhile, the IDF continues arrest raids, house searches in villages around Tulkarm; launches arrest raids, house searches nr. Bethlehem and in Birzeit, alMawasi; searches homes in Kafr Qadim; occupies 5 Palestinian houses (2 nr. Gaza’s Dugit settlement, 1 in Mughraqa, 1 nr. Tulkarm, 1 in Wadi al-Silqa) as observation posts; fires on residential areas of Rafah. Jewish settlers vandalize Palestinian homes in Hebron. The IDF escalates its n. Gaza incursion, sending troops deep into Jabaliya r.c., occupying several homes as outposts, sparking clashes with Palestinians, shelling and conducting at least 5 air strikes on residential areas, leave at least 27 Palestinians dead (including 15 armed Palestinians; 12 unarmed bystanders, including 10 killed by IDF shelling at an UNRWA school) and more than 131 wounded; 6 IDF soldiers are also wounded. Troops also demolish at least 22 Palestinian homes in Jabaliya to allow better access for military vehicles, occupy a UN school and a PA security office. Palestinian gunmen fatally shoot 2 IDF soldiers, 1 Jewish settler jogger outside Jabaliya nr. Aley Sinai settlement, before being shot dead by troops. In the evening, Sharon’s security cabinet approves a plan, codenamed Days of Penitence, for a major, prolonged ground offensive in n. Gaza. Elsewhere in Gaza, the IDF bulldozes 2 d. of greenhouses and apiaries in Dayr al-Balah; demolishes 2 Palestinian homes, fires on residential areas in Rafah. In the West Bank, the IDF declares the northern and central Jordan Valley a closed military zone; conducts arrest raids, house searches in ‘Azun, Dura, Faqqu’a and Yamun nr. IDF undercover units ambush, assassinate Izzeddin al-Qassam Brigades 2d in command Riyad Abu Zayd as he drives nr. Netzarim. The IDF also makes a predawn raid on Gaza City to demolish the home of a senior Hamas mbr., fatally shooting 2 Palestinians, injuring 9 during the operation; opens fire on a group of Palestinians nr. Qalqilya, wounding 1 man riding a horse cart, killing the horse; shuts the Center for Social Research in East Jerusalem, claiming it is operating illegally as an arm of the PA; shells residential areas of Rafah, destroying 1 Palestinian home; bulldozes another 48 dunams of land nr. Aley Sinai settlement. In Gaza City, around 100,000 Palestinians take part in funeral marches for 6 senior Hamas mbrs. killed on 2/16. A day after Hamas detonated a roadside bomb under a tank, killing 4 Israeli soldiers, the Israel Defense Forces (IDF) announces plans to crack down on Hamas in Gaza. In Gaza City, 6 senior Hamas mbrs. are killed, 3 bystanders are wounded when a car laden with explosives blows up; Hamas accuses Israel of remote detonating the device, assassinating the men. The IDF clashes with Palestinians in Nablus during a raid on an office building, leaving 3 Palestinians dead, 23 wounded; senior Democratic Front for the Liberation of Palestine (DFLP) mbr. and PLO Exec. Comm. mbr. Taysir Khalid, three other Palestinians are arrested in the raid. The IDF also fires on Palestinians in Jabaliya, killing 2 Palestinians, wounding 9; conducts arrest raids in Beitunia (targeting Hamas), Tulkarm (targeting Islamic Jihad, the tanzim); bulldozes 42 dunams (4 dunams 1 acre) of Palestinian land, 3 structures nr. Israel, killing 3 IDF soldiers, 2 Israeli civilians, 2 Philippine workers, 2 Israeli Arabs and wounding 40 (mostly soldiers); Hamas says it will not release the name the bomber to prevent Israel fr. retaliating against his relatives. In Jerusalem, an AMB gunman fatally shoots an Israeli guard, an Israeli telephone employee nr. Damascus Gate; Israeli policemen, soldiers open fire indiscriminately in the direction of the shooter, who is near a café, killing him, a Palestinian café patron, wounding 17. Nr. Aley Sinai settlement in Gaza, the IDF fatally shoots a Palestinian frogman as he emerges fr. the sea carrying a rifle, grenades in a sealed bag. AMB gunmen detonate a roadside bomb nr. a settler car nr. Ramallah, fire on passengers, injuring 3 Jewish settlers. PFLP gunmen fire on a settler bus nr. Tulkarm, injuring 4 Jewish settlers. A roadside bomb injures 4 IDF soldiers nr. Ramallah. The IDF demolishes an 18-dunam PA Youth and Sports Min. complex, a 20-dunam PSF training center, 4 privately owned buildings, several boats in Bayt Lahia. Jewish settlers attack a PRCS ambulance nr. The IDF reoccupies Qalqilya, imposes a curfew; Palestinians clash with troops, leaving 2 IDF soldiers, a local PA intelligence chief dead. The IDF continues operations in Jenin r.c. and town, fortifying a temporary IDF base outside the r.c. with 7 trailers, fuel and water trucks to create a barracks; conducting house-to-house searches, ordering all men ages 15-50 to surrender, using 3 doctors fr. a nearby hospital as human shields; firing a tank shell at al-Razi hospital. The IDF also reinforces tanks around Nablus; conducts arrest raids in Dura, Hebron, Umm Salamona; bulldozes 57 dunams of Palestinian agricultural land nr. PA Planning M Shaath, still in Washington meeting with U.S. officials, says that he has given the U.S. a 20-30-page draft constitution for a Palestinian state (i.e., an expanded version of the Basic Law) that reportedly envisions a government headed by a PM, with a ceremonial pres. (WP 6/20)

In response to the Aley Sinai raid on 10/2, the Israeli inner cabinet suspends cease-fire implementation, security coordination with the PA; cancels planned mtgs. of the trilateral security comm., btwn. Peres and PC speaker Qurai`; authorizes the IDF to resume initiated actions against Palestinians, possibly including assassinations; demands that Arafat immediately arrest "militants." The State Dept. says that to maintain calm and restore trust, the PA must take "preventive action" to preclude attacks, Israel must halt incursions into PA-controlled territory and house demolitions. DM Ben-Eliezer says Israel will not resume cease-fire talks until the PA has "reined in terror." Some 6,000 Palestinians turn out for the funeral of 1 of the Hamas mbrs. who perpetrated the 10/2 raid. Elsewhere, Palestinian gunmen open fire on Jewish settlers celebrating Sukkoth in Hebron, wounding 2; fire on a vehicle nr. French Hill settlement in East Jerusalem, wounding 2 settlers. The IDF directs shells, heavy machine gun fire at residential areas of Hebron, Satih Marhaba; occupies the roof of a Palestinian home in Hebron as an observation post; sets up 3 new checkpoints in East Jerusalem. Israeli-Palestinian clashes intensify, leaving 1 Palestinian dead. After Palestinians fire 4 homemade mortars at Dugit, Aley Sinai settlements in Gaza overnight, the IDF seals the Strip, blocks roads across Gaza to divide the Strip in half, punitively destroys 2 PA Preventive Security Force (PSF) outposts. Later in Gaza, 2 large roadside bombs explode on roads used by IDF convoys, lightly injuring 1 soldier. The IDF shells Palestinian residential areas in Bayt Lahia (destroying 1 PSF outpost, severely damaging a 2d), al-Bireh, Jinin; bulldozes Palestinian land nr. Bayt Lahia, Nablus, Netzarim Junction; conducts arrest sweeps in Surif. Israel says it plans to ease the closure on the West Bank, Gaza further (see 2/20) by allowing food and medicine in, letting agricultural goods out, facilitating the transportation of patients for medical care in Israel. Khan Yunis, the IDF reinforces troops, bulldozes 10 dunams of Palestinian land. The IDF also tightens the closure on the Tulkarm area, reseals the Rafah crossing, shells Palestinian residential areas nr. Netzarim settlement.
