Palestinian gunmen open fire on a Jewish settler vehicle near Aley Zahav near Qalqilya, killing 1 Jewish settler rabbi, wounding 1; then open fire on ambulance workers who arrive on the scene, causing no additional injuries; AMB, Popular Army Front and Return Battalions take responsibility, with the latter reportedly issuing a "hit list" of Israeli officials, including Sharon. The IDF sends tanks, APCs into Gaza City, demolishing a PSF post and 2 buildings, firing tank shells and heavy machine guns at residential areas; raids the home of, detains Arafat refugee affairs adviser `Abd al-Fattah Ghanem; raids homes in Khan Yunis, destroying property, bulldozing 6 dunams of land, vandalizing a children's summer camp; conducts arrest raids in Aida r.c., Bethlehem, Qalqilya (arresting local Fatah secy. In response to the Aley Sinai raid on 10/2, the Israeli inner cabinet suspends cease-fire implementation, security coordination with the PA; cancels planned mtgs. of the trilateral security comm., btwn. Peres and PC speaker Qurai`; authorizes the IDF to resume initiated actions against Palestinians, possibly including assassinations; demands that Arafat immediately arrest "militants." The State Dept. says that to maintain calm and restore trust, the PA must take "preventive action" to preclude attacks, Israel must halt incursions into PA-controlled territory and house demolitions. DM Ben-Eliezer says Israel will not resume cease-fire talks until the PA has "reined in terror." The IDF sends tanks, armored bulldozers into Gaza to carve out a 1-mi. buffer zone around Aley Sinai, flattening 100 dunums of Bayt Lahia's agricultural land, demolishing 7 PSF posts, and shelling a PSF jeep, killing 4 PSF officers, 2 Palestinian farmers. Some 6,000 Palestinians turn out for the funeral of 1 of the Hamas mbrs. who perpetrated the 10/2 raid. Elsewhere, Palestinian gunmen open fire on Jewish settlers celebrating Sukkoth in Hebron, wounding 2; fire on a vehicle nr. French Hill settlement in East Jerusalem, wounding 2 settlers. The IDF directs shells, heavy machine gun fire at residential areas of Hebron, Satih Marhaba; occupies the roof of a Palestinian home in Hebron as an observation post; sets up 3 new checkpoints in East Jerusalem. Bush for the 1st time publicly endorses the creation of a Palestinian state, saying it "has always been a part of our vision, so long as the right of Israel to exist is respected." The State Dept. says this does not mark a change in either U.S. or admin. policy. In Gaza, 2 Hamas mbrs. raid Aley Sinai settlement, tossing grenades into buildings and shooting IDF soldiers guarding the settlement as well as residents, killing 2 Jewish settlers, wounding 7 soldiers and 8 settlers before being shot dead. Arafat orders the PSF to hunt for the assailants. Sharon calls an emergency mtg. of his cabinet. Palestinians also fire a mortar at a Jewish settlement in s. Gaza. The IDF fires tear gas, rubber bullets at Birzeit University students, staff conducting a peaceful protest march to Surda checkpoint, injuring 3 journalists covering the event, 1 marcher. Israeli-Palestinian clashes continue. Another ailing Palestinian dies en route to a Nablus hospital when her family's car is turned back fr. an IDF checkpoint, forced to take a longer route to the hospital. A group of IDF soldiers in the Israeli-controlled section of Hebron assault a 14-yr.-old Palestinian whom they thought was making fun of him, beating him for 30 mins., leaving him unconscious. The IDF shells residential areas in Khan Yunis and Rafah, nr. Netzarim settlement, along Gaza's Salah al-Din road (destroying a Palestinian gas station); bulldozes 55 dunams of Palestinian agricultural land in Bayt Lahia to build a new settler bypass road linking the settlements of Dugit, Aley Sinai. At the World Economic Forum in Davos, Arafat gives a speech condemning Israel's military action against Palestinians. In Israel, Barak, angry over Arafat's words, vows there will be no further talks with the PA before elections. Israeli-Palestinian clashes continue. 2 Palestinians are shot dead in Gaza. A 3d Palestinian dies of injuries received earlier. An ailing Palestinian dies after the car rushing her to a Ramallah hospital is delayed 45 minutes at an IDF checkpoint. Another Palestinian woman gives birth at an IDF checkpoint after being held there almost 4 hrs. Around Morag settlement nr. Khan Yunis, the IDF reinforces troops, bulldozes 10 dunams of Palestinian land. The IDF also tightens the closure on the Tulkarm area, reseals the Rafah crossing, shells Palestinian residential areas nr. Netzarim settlement. Jewish settlers halt and damage a Palestinian car, threaten the driver nr. Aley settlement; set up a checkpoint nr. Ashkalot settlement to stop, search Palestinian cars. The new Bush administration takes its 1st step in defining its Middle East diplomacy by having its regional ambs. contact Israel and the PA to urge them to resume the Taba talks, to request briefings on the talks. Israel agrees to resume the talks on 1/25. (NYT, WP, WT 1/25)

Aides to PM candidate Sharon arrive in Vienna to meet with top Arafat aide Muhammad Rashid (Khalid Salam). Sharon says mtgs. are to stress to the PA that he will not hold peace talks until all Palestinian violence ceases. Artillery exchanges between PSP, and LAF and LF throughout the day in Chouf, Metn and Aley regions, and in coastal area south of Beirut; sporadic artillery and machine gun fire between rival militias in Tripoli; commander of IDF-backed militia in South Lebanon disbands his unit, joins Amal.

Casualties:

2 killed, 6 wounded in Tripoli fighting; 3 killed in Chouf; Beirut airport closed after 6 shells hit runway, schools in East Beirut closed; French military helicopter crashes into sea off Beirut, 2 crew members killed, 1 missing.

Political Responses:

Israel/ Occupied Territories: Arens, in US, calls for unrelenting diplomatic and political pressure to force Syria to withdraw from Lebanon, says Lebanese government should employ guerrilla activity against Syrian forces in Lebanon; Shamir, in US, says US support for Israel, from point of view of American interests, is a bargain; settlers continue to occupy position near Joseph's Tomb in Nablus; petrol bomb thrown at IDF vehicle in Nablus.

Palestinians/ Lebanese: Tripoli Higher Coordinating Committee meets separately with Arafat and rebel leaders to coordinate details of cease-fire and withdrawal of forces.

Arab Governments: Saudi ambassador to US criticizes US-Israel program for increased cooperation, says Israel is strategic liability to US, not strategic asset.

Military Action:

IDF and Syrian Army exchange fire in Beqaa; heavy fighting between PLO factions, and between Lebanese Army and Palestinian forces of Col. Said Musa near Army's Baalbek base, Syrians intervene; IDF surrounds, occupies Phalangist barracks at Kfar Falus, east of Sidon, in effort to evict militiamen.

Casualties:

1 IDF officer killed by Syrian fire; 2 killed, 8 wounded in Baalbek fighting; Christian and Druze militias permit convoys of food and medicine to reach Chouf towns of Bhamdoun and Aley, blockaded for past 35 days; bombs explode in 5 shops selling Israeli goods in Ain al-Hilweh camp; IDF releases following statistics on effect of redeployment: it is withdrawing from 600 of 3,400 sq. km. it now holds, 200,000 of the 750,00 civilians in this total area will come under control of Beirut, IDF frontline will be reduced from 118 to 113 km; more than 100 Palestinian and Lebanese women at Prime Minister's office demand intervention to secure release of men presumably kidnapped by Phalangists at time of Sabra and Shatila massacre.

UN: US vetoes, Zaire abstains, 13 states support Security Council resolution that Israeli settlements in occupied lands have no legal validity and constitute major and serious obstruction to peace.

Phalange militia ambushed in Aley's main square, rocket and artillery barrages exchanged, as Druze militia accuses Phalange of bringing in reinforcements; fighting continues in Baal Mohsen and Bab el-Tabbaneh areas of Tripoli as both sides fire on police officers trying to arrange cease-fire; UNIFIL troops involved in firefight.

Casualties:

3 Phalange killed, one IDF soldier wounded in Aley; 7 dead, 12 wounded in Tripoli, where all businesses close during fighting; UNIFIL kills 1, wounded 3 militiamen; mothers and children of Phalange forces in Chouf hold protest march in Beirut demanding state intervention to end fighting; UNRWA says homes found for Palestinian refugees.
