Unidentified assailants attack and damage Egypt’s national gas pipeline to Israel for the 3d time in a month and the 5th time since unrest in Egypt erupted in 2/2011 (see 7/11). IDF troops on the n. Gaza border fire warning shots at Palestinian farmers working nr. the border fence, grazing 1. In the West Bank, the IDF conducts synchronized morning patrols in 4 villages nr. Jenin; patrols in 3 villages nr. Tulkarm, 2 nr. Salfit, and 1 each nr. Jericho and Ramallah; conducts late-night arrest raids, house searches nr. Hebron. As many as 150,000 Israelis in Tel Aviv, Haifa, Jerusalem, Beersheba, and 6 other cities protest the high cost of living, demanding economic reforms, “social justice,” and “a welfare state now.” In previous days, the Histadrut, Israel’s labor federation, said it strongly supports the demonstrations. Occupied Palestine/Israel: Israeli Prime Minister Peres meets secretly with Bethlehem Mayor Iliyas Furayj and ex-speaker of Jordanian Parliament Hikmat al-Masri of Nablus. Furayj describes meeting as "a general discussion" [LT 7/18]. Israel Radio reports Israeli Amb. to France Ovadia Sofer met secretly in Paris with Soviet Amb. Yuli Varontsov [NYT 7/19, LT 7/20]. Six hundred Ethiopian Jews march from Afula to Tel Aviv to protest the process of ritual immersion to verify their Jewishness [NYT, LT 7/17]. Bethlehem U. Student Council publishes statement in al-Mithaq denouncing Bethlehem Mayor Iliyas Furayj's attendance at university's 7/13 graduation ceremonies; withdraws recognition of Furayj as head of the board of trustees for the university [FJ 7/26]. All-night negotiations between Israeli government and Histadrut labor federation avert general strike. Government foregoes emergency decrees to implement austerity program [LT 7/17].

Occupied Palestine/Israel: 4 Israeli Cabinet ministers oppose continued IDF forays north of Awali River line at risk of Israeli involvement in factional fighting. DM Arens sharply criticizes LAF performance against Druze and Shi'ite militias; justifies forays to north as defense against "terrorist infiltration." Representatives of Arab local councils meet in Shefa Amr; protest to gov't. and Histadrut increasing number of dismissal notices served Arab workers.

Other Countries: US suspends shipment of 130 armed personnel carriers to Lebanon, may not sell 35 tanks already planned. Israeli Industry and Trade Minister visits Bucharest for talks aimed at doubling Israeli exports to Rumania. US physicist Sam Cohen, veteran of Los Alamos atom-bomb project, proposes impregnable radiation barrier, or "nuclear wall" for Israeli borders to "end the tragedy of war in the Middle East." Reagan admin. clarifies stand against moving US-Embassy from Tel Aviv to Jerusalem.

Arab World: Christian Phalange officers confirm Israel promised regular army patrols to aid in fighting back Druze and Shi'ites

Military Action:

Car packed with anti-tank mines explodes 400 yards from US Marine position in Beirut, no serious injuries reported.

Political Responses:

Israel/ Occupied Territories: Habib arrives with US draft agreement, meets with Shamir; Moshe Arens takes office as Minister of Defense, reportedly tells Cabinet meeting that US Defense Secretary Weinberger favors Arabs in conflicts with Israel and that he had business connections with Arab countries in the past; Russian-made grenade found on Israeli bus in Tel Aviv, 40 Arabs arrested for questioning; farmers of Mouwya village in Triangle protest that extension of IDF firing range cuts off access to their almond groves; Histadrut representatives say thousands of Arab building workers in Eilat live in appalling and inhuman conditions, some contractors keep their workers in huts like stables.

Palestinians/ Lebanese: Arafat tells Sudanese Socialist Union National Congress in Khartoum that if one Arab country had entered the war in Lebanon the road to Jerusalem would have been opened.

US and Other Countries: US investors reportedly established 18 new companies in Israel in 1982 and expanded 10 existing ones; 130 retired American admirals and generals sign open letter, published as full page ad in Neu York Times, urging Reagan to revitalize the strategic cooperation between the United States and Israel, thereby enhancing the safety and well-being of the free peoples of the world.
