After mos. of IDF operations in which an Islamic Jihad leader was assassinated on 3/10, another leader survived an attempted assassination on 7/10, and more than 300 cadres were arrested following the 2/25 suicide bombing carried out by a renegade Islamic Jihad mbr., an Islamic Jihad suicide bomber fr. al-Til outside Tulkarm detonates a device outside a mall in Netanya, killing 3 Israelis, wounding up to 48, marking the 1st suicide bombing since 2/25/05 (1st inside Israel since 11/1/04); Islamic Jihad at first denies, then confirms responsibility. Israel suspends all contacts with the PA regarding disengagement, seals the West Bank and Gaza, vows to respond harshly against the group. Abbas states, “We condemn this terrorist attack. It’s a crime against the Palestinian people. Those traitors are working against the Palestinian interest. . . . They did a stupid thing that they should be punished for,” though he notes Islamic Jihad’s denial. At almost the same time as the bombing, a stolen car breaks through the fence of Shavei Shomron settlement in the West Bank and explodes, injuring the driver but causing no other casualties; the IDF says the driver was an Islamic Jihad mbr. who had been working as an informant for Israel; he had been handcuffed to the wheel of the car and the bomb he was carrying was detonated by cell phone, suggesting an attempt to assassinate him for collaboration. The IDF demolishes 2 Palestinian homes built without permits in Issawiyya and Silwan, East Jerusalem, where Israel intends to construct a park; conducts house searches, detains Palestinians for interrogation in Bayt Fajjar nr. In the morning, a closed military memorial service for Arafat is held on a military base outside Cairo. The Palestinian leadership, Arafat’s family, Egyptian envoy Omar Sulayman then escort Arafat’s body by helicopter to Ramallah, where 10,000s of grieving Palestinians overrun the Muqata in an attempt to observe his sunset funeral. Israel executes Operation New Leaf–the Day After to step up Israeli security but ensure that “Palestinians’ dignity is preserved” for3days of mourning: declares a state of emergency, seals the occupied territories until 11/16, pulls out of all West Bank population centers, reinforces the troop presence surrounding Ramallah and leading to Jerusalem, facilitates West Bank Palestinians’ access to Ramallah for the funeral, allows PA security officers to carry weapons for the 3-day mourning period in order to maintain crowd control. The only reported violence of the day is in Rafah, where the IDF fires on, shells residential areas. Meanwhile, massive symbolic funerals are held in Gaza, with (as in the West Bank) the full participation of all political groups, including Hamas. A Hamas suicide bomber detonates a device on a bus in Tel Aviv, killing 5 Israelis, injuring more than 50. Sharon convenes his cabinet, which unanimously decides to launch Operation Matter of Time to "isolate” Arafat, calls for the immediate extradition of around 20 wanted Palestinians (including Force 17 head Mahmud Damara, PA General Intelligence chief Tawfiq Tirawi) allegedly among the 200 Palestinians hiding in Arafat's offices (8 surrender in the evening). A comm. led by Peres, PC speaker Qurai` is to oversee implementation. Arafat, Peres plan to meet in 1 wk. to assess progress. Meanwhile, a large bomb explodes at an IDF post on the Gaza-Egypt border, lightly injuring 3 soldiers. In response, the IDF shells residential areas of Rafah throughout the day, damaging homes; sends tanks and bulldozers into Rafah in an overnight operation in which soldiers demolish 14 Palestinian homes, killing 3 Palestinians, wounding 31. The IDF also opens fire on Palestinian demonstrators nr. Gaza airport, killing 1 Palestinian, wounding 9; shells residential areas of Hebron, Khan Yunis. This evening, as it does annually, Israel seals the West Bank and Gaza for Yom Kippur; the closure is to be lifted on 9/28. A PA court sentences 3 Palestinians to death for collaborating with Israel. Israeli-Palestinian clashes continue, leaving 5 Palestinian dead, including senior DFLP mbr. Firas Qasim Saba'na, who is assasinated by IDF troops in Jinin. A 6th Palestinian dies of injuries received earlier. In Gaza, clashes erupt when the IDF attempts to remove a roadblock outside Khan Yunis. When the IDF responds to stone throwers with heavy weapons, PA police and Palestinian gunmen fire back, killing 1 IDF soldier. The IDF also shells a Palestinian hotel in Bethlehem "to flush out gunmen." Palestinian gunmen fatally shoot a Jewish settler in the West Bank. The IDF bulldozes 18 dunams of Palestinian land nr. Kefar Darom settlement, 35 dunams nr. Netzarim settlement. For the 7th straight wk., Israel bars Palestinians under 45 fr. attending Friday prayers at al-Aqsa Mosque. The IDF says that since 11/22, it has arrested 119 West Bank Palestinians suspected of throwing stones, Molotov cocktails. Arafat and Barak agree to resume security coordination during a 3-way phone conversation arranged by Russian pres. Vladimir Putin. Arafat, who is in Moscow on a 1-day visit to meet with Putin, suggests Russia convene a Madrid-style international conference on the peace process, but Barak rejects the idea. In Paris, U.S. Secy. of State Albright, CIA Dir. Tenet meet with Arafat, Barak. After 12 hrs. of talks, joined at times by UN Secy.-Gen. Annan and French pres. Chirac, the sides reach an arrangement under which Barak agrees to withdraw troops to their positions before 9/28, Arafat agrees to try to curb Palestinian rioting, both sides agree to keep people away fr. 3 hot spots (Netzarim Junction in Gaza, Joseph's Tomb in Nablus, and the "circle area" nr. Ramallah). The U.S. had hoped Arafat and Barak would sign a document outlining the agmts., but the Arafat would do so only if the text included provisions for an international inquiry, which Barak rejected. Meanwhile, Palestinian-Israeli clashes continue in the West Bank, Gaza, and Israel, leaving 9 Palestinians dead, 10s wounded; 2 Palestinians die of wounds received earlier. An Israeli Arab is killed in a clash Israeli police in Kefar Manda in the Galilee. The IDF eases open-fire regulations, permitting soldiers to fire on any vehicles approaching checkpoints and continues to use heavy weapons, but overall the fighting is less intense than in previous days. Protests against Israel's actions are held in Damascus, where 1,000s of students demonstrate outside the U.S. emb.; in Cairo, where 1,500 students demonstrate outside the Israeli emb.; and in Amman, where riot police fire tear gas to disperse 800 protesters marching toward the Israeli emb., injuring 62. In Copenhagen, 5,000 attend a Palestinian solidarity rally. Smaller rallies are staged in Istanbul, London, Rome. In Gaza, 35 opposition leaders representing the Democratic Front for the Liberation of Palestine, Hamas, Islamic Jihad, and the Popular Front for the Liberation of Palestine hold mtg. in support of the Petition of the 20, call on the PA to release the detainees and allow the freedom of expression. Barak, Arafat hold generally positive mtg. on the sidelines of the Socialist International congress in Paris, but Barak sparks controversy afterward by saying that Israel no longer sees UN Res. 242, one of the bases of the Oslo process, as fully applicable to the West Bank and Gaza Strip. In his speech to the congress, Barak says that while Israel wants political separation fr. the Palestinian areas, "economic cooperation between us must and will continue"; calls on Syrian pres. With the passage of the 2d deadline for the voluntary evacuation of 10 West Bank settlement enclaves, Israel announces that the IDF will forcibly evacuate the remaining occupied outpost, Havat Maon. Over the past few days, some 300 ultranationalist settlers have joined the 4 families originally encamped at the site, set up prefabricated houses in protest, hoping to make it impossible for the government to remove the settlement. A group of rabbis for the settlements issues a ruling forbidding the use of force against soldiers, but also calling the eviction a "crime against the Torah and the homeland." Israelis elect One Israel's Ehud Barak as PM with 56.1% of the vote, meaning no 6/1 runoff is needed. In the Knesset, 6 of the 15 parties to win seats are new, including the anti-Orthodox Shinui, formed 2 mos. ago, which won 6 seats. Control of right-wing parties shrinks, as Russians, other centrists gain, changing the balance of power. The ultra-Orthodox Shas, however, gains 7 new seats for total of 17 seats, security its place as the 3d largest party after Labor/One Israel (27, down fr. 34 seats), Likud (19 seats, down fr. 32 seats). The 1st Israeli Arab woman, Husniyya Jabara of Meretz, is also elected to parliament. Israel seals the West Bank, Gaza for the elections.
