In the West Bank, Israeli forces shot and killed 1 Palestinian minor and injured 3 others during a late-night raid in Kafr Dan, where Israeli forces took measurements to punitively demolish the family home of 2 Palestinians killed in an exchange of fire at the Jalamah checkpoint on 9/14. The PA called on the U.S. to pressure Israel into ending its deadly nightly raids and condemned the killing. Israeli forces also fired tear gas near a school in Burin, prompting an evacuation of the students. Elsewhere, Israeli forces delivered stop-work notices for 5 industrial structures in Qarawat Bani Hassan. Israeli forces also raided al-Twana to pray and attend a lecture in the middle of a populated street in the early hours of the night; Israeli settlers claim that a synagogue once stood in the village. 1 Israeli settler was shot and injured at the Carmel settlement; there was no information about the suspect. 15 Palestinians were arrested during late-night raids in Sa‘ir, Yatta, Surif, Hebron, Kafr Ra‘i, Jaba‘, and Kafr Dan. In East Jerusalem, former MK Yehuda Glick toured the Bab al-Rahma area of the Haram al-Sharif compound, raising an Israeli flag and blowing a shofar. Israeli forces fired tear gas into the schoolyard of Isawiya high school for boys, injuring 5 students with tear gas. 3 Palestinian minors were arrested at the Haram al-Sharif compound. The Israeli state attorney’s office closed an investigation into the killing of a 17-year-old Palestinian citizen of Israel by an Israeli police officer in May 2021 in Umm al-Fahm, saying it found no evidence of wrongdoing. The family of the Palestinian minor said the process relating to the long investigation had been abusive and that they believe the killing was unjustified. (HA 9/15)

U.S. senator Patrick Leahy (D-VT) said in a statement that the Leahy Law, prohibiting military aid to countries that violate human rights, should apply to Israel if Shireen Abu Akleh was killed intentionally. In the statement, he questioned Israel’s probe, which found that Abu Akleh was not killed intentionally, saying, “[i]f, as the Israeli authorities appear to be saying, the soldier missed who he was aiming at and hit Ms. Abu Akleh by mistake, who was he aiming at? What evidence is there, if any, that anyone in the immediate vicinity of where Ms. Abu Akleh was shot was firing at the [Israeli] soldier who killed her?” Senator Leahy’s statement comes 1 day after the senate foreign relations committee demanded a report from the state department regarding the killing of Abu Akleh. Chilean president Gabriel Boric postponed the acceptance of the Israeli ambassador’s credentials due to Israel’s killing of a 17-year-old Palestinian in the West Bank (see above). Israel said that the Chilean foreign ministry had apologized to the Israeli government for the situation. On the 2d day of U.S. president Joe Biden’s trip to Israel, Palestine, and Saudi Arabia, President Biden and Israeli prime minister Yair Lapid signed a joint declaration dubbed the Jerusalem Declaration. In the declaration, Biden promised to confront Iran and its proxies, naming Hamas, Islamic Jihad, and Hezbollah. The declaration also said that the 2 countries will work together in combatting the BDS movement and attempts to hold Israel accountable at the UN and ICC. Lastly, the declaration mentioned Biden’s commitment to a 2-state solution and said that Israel and the U.S. would work on commitments to improve the Palestinian economy and quality of life. Biden also met with Israeli president Isaac Herzog and leader of the opposition Benjamin Netanyahu and had a virtual meeting with the leaders of India, Israel, and the UAE in what was called the I2U2 forum on innovation and food security. In the West Bank, Israeli forces violently dispersed Palestinian protesters in Beita and Bayt Dajan, injuring 16 with tear gas. PA president Mahmoud Abbas spoke to Israeli prime minister Yair Lapid and Israeli president Isaac Herzog in phone calls. The phone calls come 1 day after defense minister Benny Gantz visited President Abbas in Ramallah and 1 week ahead of U.S. president Joe Biden’s visit to Palestine and Israel. It was the 1st direct call between Abbas and an Israeli prime minister since 2017. The Presbyterian Church in the U.S. voted 266-166 on a resolution declaring that Israel practices apartheid against the Palestinian people and voted to add May 15 as a day to commemorate the Nakba. (WP 7/15)

In the West Bank, Israeli settlers threw stones at 1 Palestinian vehicle driving near the Homesh settlement outpost, injuring 1 and damaging the car. Thousands of Palestinians partook in a funeral ceremony in Ramallah for Al Jazeera journalist Shireen Abu Akleh, who was killed by Israeli forces on 5/11 in Jenin refugee camp. PA president Mahmoud Abbas spoke at the ceremony and awarded her the Al-Quds star of honor. Abu Akleh will be buried in East Jerusalem on 5/13. Israeli forces prevented Palestinians in the funeral procession from accompanying her casket through the Qalandia checkpoint from Ramallah to East Jerusalem. Israeli forces also demolished a water collection pond used for irrigation in Marj Na‘aj. 7 Palestinians were arrested, including 5 during a late-night raid in Hebron, Rumana, Qabatiya, and Burqin, and 2 at flying checkpoints in Hebron and Tulkarm. Israel’s higher planning council approved 4,427 new settlement housing units in the West Bank. 2,791 received final approval, while 1,636 were deposited for public comment before final approval. Among the new housing units are the retroactive legalization of the Mitzpeh Dani and Givat Oz VeGaon settlement outposts and expansion of the settlements of Negohot, Shvut Rachel, Dolev, Betar Ilit, and Kiryat Arba. According to Haaretz, the government’s meeting to approve the settlements was a condition by Yamina MK Nir Orbach to remain in the fragile government coalition. UN Middle East envoy Tor Wennesland condemned the settlement expansions. The New York Times reported that the FBI stated in a 2018 letter to the Israeli government that it wanted to use NSO Group’s Pegasus spyware “for the collection of data from mobile devices for the prevention and investigation of crimes and terrorism” before purchasing the spyware later the same year. In the West Bank, Israeli forces shot and injured 5 Palestinians during a raid in Jalazun refugee camp, including 1 with live ammunition and 4 using baton rounds; others suffered tear-gas related injuries. 3 were arrested. Meanwhile, Israeli forces violently dispersed Palestinians gathered at the Damascus Gate plaza with baton rounds and stun grenades; at least 1 was injured. 12 were arrested in the Old City and 2 in Bayt Hanina. The Israeli cities of Netanya, Ramle, Holon, and Givatayim suspended construction and gardening work at public schools in an apparent effort to limit work by Palestinian laborers. Ramat Gan’s mayor also told building contractors in the city to end work on sites that “rely on Arab labor.” In addition, the Israeli military banned the entry of Palestinian workers into Israeli settlements. The restrictions on Palestinian workers come as 3 different attacks were carried out in Israel over the past week, including 2 by Palestinian citizens of Israel and 1 by a Palestinian from the West Bank. Israel’s security cabinet decided to revoke work permits for relatives of Palestinians who have attacked Israelis and pushed forward a plan to reinforce the separation barrier. Israeli police also asked the security cabinet to limit access to the Haram al-Sharif compound to Muslim worshippers 60 and older—a request the security cabinet did not immediately respond to. Israeli forces violently dispersed a memorial service held for a Palestinian killed by Israeli forces on 3/1 at the Khadouri Technical University campus north of Hebron, injuring 3 with rubber-coated bullets and others with tear gas. Israel’s police commissioner Kobi Shabtai instructed the Israeli police to halt Palestinian home evictions and demolitions in East Jerusalem and the Naqab during the month of Ramadan. (HA 3/9)

The Israeli civil administration said, after having to respond to a freedom of information petition from HaMoked, that during 2021 it had banned 10,594 Palestinians from the West Bank from traveling abroad. According to a source in the civil administration, travel bans can be applied to Palestinians by Israel automatically, for example, in cases where the person is a relative of someone deemed by Israel to be involved with terrorism. The Jewish Agency said that “[i]f all goes well, we will bring tens of thousands [of Ukrainians] to Israel in the coming year,” referring to the refugee crisis in Ukraine as Russia has declared war on the country. (HA 3/9)

Speaker of the U.S. House of Representatives Nancy Pelosi (D-CA) spoke at the Knesset, calling the establishment of Israel “the greatest political achievement of the 20th century.” Accompanying Speaker Pelosi to Israel were house representatives Adam Schiff (D-CA), Ted Deutch (D-FL), Barbara Lee (D-CA), Bill Keating (D-MA), Eric Swalwell (D-CA), Ro Khanna (D-CA), and Andy Kim (D-NJ). Pelosi also met with President Herzog, addressing the Iran Nuclear Deal. The American representatives also met with members of Palestinian civil society and were given a tour of East Jerusalem by settlement expert Daniel Seidemann. In the West Bank, up to 70 Israeli settlers attacked Palestinian shepherds with stones and clubs in Sa‘ir, causing fractures and bruises to an elderly man and his nephew. Israeli forces traveling in a minibus with Palestinian license plates assassinated 3 Palestinians during a raid in Nablus. The forces blocked a vehicle carrying the 3 Palestinians and jumped out of the minibus, shooting dozens of bullets at their car. The al-Aqsa Martyrs Brigades said the 3 men, Ashraf al-Mubaslat, Adham Mabrukeh, and Mohammed al-Dakheel, were members or their organization. A 4th person in the car was arrested. Israeli forces fired a missile at Syria from a fighter jet flying over Lebanese air space. Syria then fired an anti-aircraft missile at the fighter jet, missing it. The anti-aircraft missile fell near Jenin, causing neither injuries nor damage. Turkish foreign minister Mevlüt Çavuşoğlu said that Turkey would not abandon its commitments to Palestine if the country normalizes its relations to Israel. Israeli Palestinian Bedouins protested outside of the official residence of Israeli prime minister Naftali Bennett against neglect of the Bedouin communities in Israel and the Jewish National Fund’s displacement by forestation project. The protesters also demanded that Israel release all people detained during the protests in the Naqab against the forestation project. The protest was organized by the Higher Arab Monitoring Committee and the National Council for Arab Mayors. The Washington Post reported that the UAE had planted NSO Group’s Pegasus spyware on Saudi dissident journalist Jamal Khashoggi’s then-fiancée’s phone prior to the killing of Khashoggi. The Post reported that Hanan Elatr’s devices were hacked while she was in Dubai airport due to her job as a flight attendant. While in Dubai airport, Elatr was detained and questioned as agents planted the Pegasus spyware on her devices. The Citizen Lab research group confirmed that the Pegasus spyware had been planted on her phone prior to the killing of Khashoggi. AP also reported that Citizen Lab had found Pegasus spyware on phones belonging to a Polish lawyer and a Polish prosecutor known to publicly oppose the right-wing Polish government’s attempts to undermine the judicial branch of government. President Herzog visited Hebron for a Hanukkah ceremony in al-Ibrahimi Mosque, drawing condemnation and protest from Palestinians and Israeli left-wing activists. The PA foreign ministry said that President Herzog was breaking international law and “embracing the settlement enterprise.” The religious advisor to PA president Mahmoud Abbas, Mahmoud Habbash, compared Herzog’s participation in the ceremony with that of Ariel Sharon visiting the Haram al-Sharif compound in 2000. The killing of the Palestinian man, who was said to have been drinking water when he was shot in the chest, was the 40th by Israeli forces in the West Bank since May. Israeli forces also violently dispersed Palestinian protesters in Kafr Qaddum, injuring 4 with rubber-coated bullets and others with tear gas. 1 Palestinian was arrested at a flying checkpoint near Beit Fajjar. In East Jerusalem, 1 Palestinian family started demolishing their own homes in Bayt Hanina, displacing 46 people. In Gaza, incendiary balloons sent from Gaza caused fires in Israel, and Israel struck targets in Jabalia refugee camp, causing damage. Off the coast of Gaza, Israeli naval forces opened fire at Palestinian fishermen west of Jabalia refugee camp on 2 separate occasions; no injuries were reported. Hamas accepted an Israel and U.S. demand to allow the 2 countries to examine a list of families in Gaza that would receive a monthly stipend from Qatar, allegedly in order to ensure that the people on the list are not Hamas activists. Sources told Haaretz that Hamas was pressured to accept the demand by Palestinian banks, which would be exposed to sanctions if the stipends reached members of Hamas or other militants. (HA 8/6)

According to Gantz’s office, the 2 discussed trust-building steps between Israel and the PA and Gantz gave Abbas best wishes on the occasion of Eid al-Adha. Their conversation was the 1st between Abbas and an Israeli minister since 2017, when Abbas spoke to then prime minister Benjamin Netanyahu. King Abdullah II of Jordan met with U.S. president Joe Biden in the White House. King Abdullah II was the 1st Middle Eastern leader to visit President Biden in Washington, as the U.S.-Jordanian relationship was tarnished during the Donald Trump administration due to the 1-sided peace proposal made by the administration. The ice cream company Ben & Jerry’s issued a statement declaring it will end sales of its ice cream in Israeli settlements, saying that selling its ice cream in the occupied Palestinian territory “is inconsistent with our values.” Ben & Jerry’s also announced it would not renew its licensing agreement with manufacturers of Ben & Jerry’s ice cream in Israel but that the ice cream will still be available in Israel. Israel’s prime minister Naftali Bennett said that Ben & Jerry’s had decided to brand itself as an “antisemitic ice cream.” Foreign minister Yair Lapid, who weeks ago said his government would not call all criticism of Israel anti-Semitic, said the company was surrendering to BDS and anti-Semitism and that he would ask 35 U.S. states with anti-BDS laws to enforce them against the U.S. company. On 7/20, Prime Minister Bennett called the CEO of Unilever, the parent company of Ben & Jerry’s, to criticize the decision and Israel’s ambassador to the U.S. Gilad Erdan urged states with anti-BDS laws to take legal action against Ben & Jerry’s. The coalition consisted of an extremely diverse group of parties and people, including Naftali Bennett of Yamina (Rightwards) who will be prime minister for the 1st 2 years. The Israeli civil administration approved 2 roads to isolated Israeli settlements in the West Bank. The construction of the roads requires the Israeli government to seize 807 dunams (200 acres) of Palestinian-owned land. The construction is scheduled to start in July. (HA 5/13)
