The Palestine Chronology

Across the West Bank and Gaza, clashes subside btwn. Israel Defense Forces (IDF) and Palestinian demonstrators as the IDF, Palestinian Authority (PA) police cooperate to disperse the protesters, who are marking the 52d anniversary of the Nakba and demanding the release of Palestinians held by Israel. U.S. special envoy Dennis Ross meets with PA head Yasir Arafat in Ramallah, Israeli PM Ehud Barak in Jerusalem. (CSM, NYT, WP, WT 5/17; al-Quds 5/17 in WNC 5/18)

In preparation for a withdrawal fr. s. Lebanon, the IDF turns over its naval radar station at Ras Bayada on the Mediterranean to its proxy militia, the South Lebanon Army (SLA), and begins moving heavy equipment out of Surayqi post nr. Marja'uyun. (WT 5/17; NYT 5/18) (see 5/15)

Also in s. Lebanon, an elementary school in Arab Salim is hit by 3 IDF shells. Fortunately, the strike occurs during recess, when children are outside the building, so there is some material damage but no injuries. A similar incident at the same school on 12/16/99 injured 20 students. (MM, WT 5/17)

Barak names Amb. to Jordan Oded Eran, to head final status negotiations with the PA. The PA reportedly does not think Eran is a senior enough figure, thinks his appointment is proof that Barak wants to conduct real negotiations in a back channel. Israel also announces that David Ivri, a fmr. air force cmdr. and DMin. dir. gen. who is now on Israel's national security adviser, will replace Zalman Shoval as amb. to the U.S. Washington reportedly asked for Ivri's appointment, just as Barak asked for Indyk to return as U.S. amb. to Israel (see 10/20). In Israel, U.S. Defense Secy. William Cohen assures PM Barak, that the Clinton administration will press Congress to approve $1.2 b. in aid to help Israel implement the Wye accords; expresses concerns over Israel's proposed sale to India of Popeye air-to-surface missiles, which was jointly developed by Israel, the U.S. (WT 10/26; NYT, WP 10/27)

In Bethlehem, Palestinians, IDF troops clash for 2d day. Although the city is under PA security control, IDF troops are deployed to guard Rachel's Tomb, a Jewish religious site. A total of 30 Palestinians, 2 Israelis have been injured since 10/25. (MM, WP 10/27)

In s. Lebanon, IDF shelling injures 4 civilians, damages 30 homes, an electricity station, and a water network. (RL 10/26 in WNC 10/27; RL 10/28 in WNC 10/29)

On the 5th anniversary of the assassination of its leader Fathi Shiqaqi by Mossad, the Palestinian Islamic Jihad, aided by Hizballah, detonates a roadside mine in s. Lebanon, targeting IDF and SLA forces. This is the 1st time Islamic Jihad has staged an attack in Lebanon. No injuries are reported. (NYT 10/28; MEI 11/12)

Israeli govt. declares 1-week freeze on signing contracts for govt.-subsidized housing, including those affecting construction i the o.t. Freeze also is called on planning and early proceedings of new roads in o.t. About 3,000 units in early stages in o.t. are affected by the freeze, and govt. is still unsure about what to do with 4,000 completed units unattached to infrastructure, 12,000 in various stages of construction, and about 500 completed units that have been populated in the o.t. The Jerusalem Report states that 100 of the 142 settlements in the o.t. are "political settlements" according to PM Rabin, and can therefore expect significant cuts in govt. aid. These include all 16 settlements inthe Gaza Strip, as well as large W. Bank settlements of Qedumim, Elqana, and possibly Ariel. (Likud MK and Ariel mayor Ron Nahman claims freeze will have "opposite result" in his settlement, plans to increase its pop. from 11,000 to 20,000 in a year.) Fateh gunman shoots, wounds 3 unarmed Hamas supporters in Rafah, Gaza. Hamas gunmen shoot, wound 1 unarmed Fateh supporter. Some 1,000 Fateh supporters then raid mosque in Yibna camp, Hamas gunmen inside open fire, wound 8. IDF troops impose curfew on Yibna. Two-week total for Fateh-Hamas violence is 1 dead, about 150 wounded. (MM, WP 7/17)

Palestinians throughout o.t. stage commercial strike called for by PLO-backed UNLU to protest seige at al-Najah University. Palestinian-Israeli leaders including all 6 MKs meet to discuss strategy, form delegation to meet with PM Rabin concerning al-Najah. Occupied Palestine/Israel: In Tulkarm Israeli soldiers shoot, kill 21-year-old Palestinian [NYT 7/28, FJ 7/31]. In Gaza 79-year-old Palestinian is hit and killed by Israeli vehicle [FJ 7/31]. In Khan Yunis Palestinian accused of collaboration is killed [NYT 7/28]. At least 15 Palestinians are injured in the Gaza Strip [FJ 7/31].

Arab World: SLA ambushes, kills 5 Palestinian guerrillas east of Sidon [FBIS 7/31, MET 8/8]. SLA expells 23 Lebanese policemen from south Lebanon's Israeliimposed "security zone" for refusing to cooperate with SLA, IDF [MET 8/8].

Knesset Finance Committee approves NIS (new Israeli shekels) 30 million for settlements, roads in O.T., NIS 10 million for Jewish Agency's settlement department [FBIS 6/ 1]. Bank of Israel reports that intifadah cost Israel's economy $650 million in 1988; Israel's trade surplus with O.T. dropped 76% to $42 million; overall exports fell 4.2%; tourism fell 15% [FBIS 6/2].

Palestinians report that Israeli authorities have ordered them to stop exporting citrus from Gaza. Tel Aviv mayor Shlomo Lahat says that the city will no longer employ Palestinians for street cleaning, garbage collecting, sanitation work: "I don't want to discriminate and make them take only this kind of job, which has been the case up until now" [NYT 5/19]. Israel bans Druze leader from Galilee from entering O.T. for 1 year [FBIS 5/18].

Occupied Palestine/Israel: Israeli daily Hadashot reports U.S. gave Israel unofficial list of 9 Palestinian candidates for Jordanian-Palestinian delegation to tentative ME peace talks three weeks ago. 9 are: Walid Khalidi, Harvard U. political science professor; Edward Said, Columbia U. English professor; Hisham Sharabi, of Georgetown U.; Rashid Khalidi, visiting fellow at Washington's Wilson Center; Bethlehem Mayor Iliyas Furayj; Hikmat al-Masri, former speaker of Jordanian Parliament; Rashad Shawwa, deposed Gaza mayor; Anwar Nusseibeh, former Jordanian minister and head of East Jerusalem Electric Co.; and Ahmad Sidqi al-Dajani, former senior official in PLO executive committee, now living in Cairo. Arab World: IDF and SLA (Israeli-backed South Lebanese Army) raid 2 Shi'ite villages, arrest about 40 men and destroy 5 homes in Majd al-Salim as punishment for hiding weapons or shielding fighters [LAT 6/4].

Other Countries: Foreign Min. Shamir, in England, tells P. M. Thatcher and Foreign Min. Geoffrey Howe that Israel opposes Jordanian scheme for peace talks. Thatcher supports Jordanian plan [LT 6/5].

Security forces announce arrest of 9 in connection with killing of Rafah Mayor 'Abd al-Hamid Kishta, 65, in September; of Isma'il al-Khatib, 38, head of the al-Azhar Islamic College in Gaza in November; and with grenade attack on bus near market in Tel Aviv [JP 6/4].
