Abbas, Sharon hold their 1st talks in Sharm al-Shaykh, then each meets separately with Mubarak, King Abdallah of Jordan. Afterward, Abbas announces that “Palestinian will stop all acts of violence against all Israelis everywhere,” Sharon vows to “cease all military activity against all Palestinians anywhere,” including assassinations, to the extent that the Palestinians halt violence. Sharon announces a package of gestures to be implemented if quiet is maintained, including Israel’s turnover of security control for 5 West Bank cities, a prisoner release, easing restriction on Palestinian movement. The IDF reopens Qarni commercial crossing after a 4-wk. closure, allowing only about one-third of normal traffic through, limiting imports to basic goods and exports to flowers, tomatoes; raids, searches a secondary school in al-Khadir; conducts arrest raids in al-Mawasi; confiscates a strip of land 2 d. long and 350 m. wide to create a corridor linking Hebron’s Tal Rumayda settlement with Shuhada Street. Late in the evening, after the Sharm al-Shaykh summit, AMB gunmen fire on a Jewish settler vehicle in the West Bank, throw Molotov cocktails at IDF jeeps that arrive on the scene, causing no injuries. Despite Israel’s pledge (1/29) not to seal the occupied territories in the wake of the Jerusalem bombing, Israeli-Arabs seeking to enter Gaza with pre-arranged permits to celebrate Id al-Adha with relatives report that the IDF is blocking all entry to the Strip. The IDF assassinates senior Islamic Jihad mbr. Yasir Abu Aysh, firing missiles at his family’s home in Rafah, also killing Islamic Jihad mbr. Hussein Abu Aysh (Yasir’s brother), AMB Rafah leader Majdi Khatib, Hamas mbr. Baha’ Judah, wounding 3; Yasir Abu Aysh, who reportedly has been in hiding since he lost both legs and an arm in a mysterious explosion in 2002, had come out of seclusion to visit his family for Id al-Adha. In a joint AMB-PFLP operation, 2 Palestinian gunmen attack an IDF post nr. Nablus, killing 2 IDF soldiers, wounding 1 before being shot dead. In response, the IDF directs heavy machine gun fire on residential areas of Khan Yunis, Rafah (leaving 1 Palestinian clinically dead). In a New York Times op-ed, Arafat outlines the Palestinians' vision of peace as a 2-state solution, with an independent Palestinian state in all of the West Bank and Gaza, and a secure Israel within its 1967 borders. He also affirms that any solution to the refugee issue must consider Israel's demographic concerns and denounces "attacks carried out by terrorist groups against Israeli civilians."
