The IDF platoon cmdr. responsible for the deliberate shooting of a 13-yr.-old Palestinian girl in Gaza on 10/5/04 is indicted on charges of misuse of a firearm, ordering subordinates to lie about the shooting, violation of military regulations. Palestinians fire 6 mortars at a Jewish settlement in s. Gaza, 5 mortars at an IDF post on the Gaza-Egypt border, causing no damage or injuries. U.S. Secy. of State Colin Powell ends a 2-day trip to Israel, Ramallah to discuss ways to accelerate the peace-making process and revitalize the Palestinian economy. He presses the sides to do everything possible to ensure that the maximum number of Palestinians, including those in East Jerusalem, are able to participate in the PA presidential elections on 1/9/05. Sharon says he will consider withdrawing troops fr. population centers, will do all he can to facilitate Palestinian movement during voting. In a carefully coordinated process, U.S. Secy. of State Colin Powell, Rice release a statement saying that Israel has explained its “significant concerns” regarding the road map and that the U.S. will take those concerns into consideration during implementation. In Bethlehem, the IDF allows 2 Palestinians to be evacuated fr. the Church of the Nativity, 1 who has suffered a severe abdominal wound since the siege began, another who has epilepsy; captures, questions, releases a Palestinian youth who sneaks out of the church to find food. Later, heavy IDF gunfire is reported around the church, sparking a fire in the Greek Orthodox monastery in the church complex. Hamas reportedly fires rockets at a Jewish settlement in Gaza, causing no damage; the IDF directs tank, machine gun fire at the suspects, killing 1 Palestinian, wounding 2. The IDF also fatally shoots a Palestinian outside Hebron, a Palestinian boy play in his yard in Nablus. The UNRWA is able to distribute food to 20-30% of the estimated 3,000 refugees still in Jenin r.c.; PRCS says that 7 Palestinians have been rescued fr. demolished buildings there in the past 24 hrs. At least 60 IDF tanks take up positions outside Jinin, shell residential areas, killing 1 PSF officer and wounding 4 in what Palestinians fear is the 1st stage of a major retaliation for the 9/9 Nahariya bombing. The IDF also enters PA-controlled areas of Gaza City; shells residential areas of Rafah; reinforces positions outside Nablus, Tulkarm; conducts arrest raids in al-Arub, Bayt Qad. Jewish settlers place caravans on a new site east of Kefar Darom; dig trenches, topple electricity poles in the Palestinian section of Hebron. Powell phones Peres twice to press Israel to move ahead with cease-fire talks with Arafat. Israel, the PA discuss the issue throughout the day, agreeing that Arafat and Peres could meet as early as 9/11 but differing over the venue. Talks are suspend around midnight without agreement. After a brief stop in Egypt to confer with Mubarak and urge him to press Arafat to halt violence, Powell opens mtgs. with Israeli, PA officials on strengthening their cease-fire. Powell reiterates that, while the U.S. does not believe that complete quite is likely or necessary for implementation of Tenet's plan to move forward, only Sharon can decide what level of violence is low enough. As Israeli-Palestinian clashes pick up slightly, Israel says it is not satisfied with the PA's cease-fire efforts. A serious exchange of gunfire, grenades, missiles takes place in Rafah, leaving 22 Palestinians, 3 IDF soldiers wounded. Another Israeli injured in the 6/1 bombing dies, raising the toll to 20. The PSF arrests 2 Palestinians in connection to the 6/1 bombing. Palestinians fire 1 mortar in Gaza, causing no damage. The IDF bulldozes 50 dunams of Palestinian land nr. Kefar Darom settlement; shells residential areas of Asira. Jewish settlers shoot at Palestinian homes, vehicles in Hebron, Jinin; attack Palestinians nr. Dahiyat al-Barid, Tulkarm. In light of today's Gaza gun battle, the Bush admin. concludes the Israeli-Palestinian situation is on the verge of spinning out of control. After securing Sharon's consent, the State Dept. announces that CIA Dir. George Tenet will head to the region to seek a more durable cease-fire but emphasizes that the pressure will be on Arafat to demonstrate he is serious. Palestinians mark Nakba commemoration day by observing 3 minutes of silence. Large rallies are held in every major Palestinian city in the West Bank and Gaza, after which a recorded message by Arafat is read over loudspeakers.
