The IDF arrests 2 Palestinian fishermen who stray into a closed military zone off the coast of Gaza, blows up their boat “as a precautionary measure”; shells residential areas of Khan Yunis. An Israeli court upholds an IDF order to demolish 120 newly built Palestinian homes in Bayt Sahur; the Palestinian Christian group Arab Orthodox Housing Project, which constructed the houses, appeals to the Israeli High Court. Bush names career diplomat Paul Bremer as presidential envoy to Iraq to serve as civilian administrator of Iraq, with seniority over Garner. Bush made the change to elicit more financial assistance fr. countries that had been withholding support out of discomfort over the “military hue” of U.S. reconstruction efforts. Since retiring fr. government in 1989, Bremer has worked with Henry Kissinger’s consulting firm. (NYT, WP, WT 5/7)

Israeli PM Rabin, FM Peres, and PLO Chmn. Arafat awarded UNESCO Félix Houphouët-Boigny Peace Award at Paris ceremony.  Prize presented by frmr. Secy of State Henry Kissinger, who praises honorees for their "leap of faith."  During talks on expanding Palestinian self-rule, Arafat demands more Palestinians be released, including Hamas leader Shaykh Ahmad Yasin, urges Jerusalem be designated an open city, and pledges elections "as quickly as possible."  Both Rabin and Arafat tell reporters mtg. was successful.  (MM 7/6; NYT, WP, WSJ, WT 7/7; TJT 7/8)

Rawhi al-Khatib, Jordanian Mayor of Jerusalem 1957-67, dies at 82.  Khatib was expelled by Israel in 1968 after being deposed and refusing to work with Israeli Jerusalem municipality.  (TJT 7/8; NYT 7/9; WP 7/10)

Occupied Palestine/Israel: IDF troops fire on demonstrators in Dahariyyah near Hebron, killing 2 Palestinians. In northem Israel, 4 Israelis are wounded by Katyusha rocket fired from S. Lebanon. Soldiers raid Jalazun refugee camp near Ramallah and arrest about 50 Palestinians [WP 3/6]. Troops conduct mass nighttime arrests in several W. Bank camps [FJ 3/13]. Palestinian youth is shot dead by Israeli troops during clash in Mazra'ah al-Sharqiyyah village [WQP 3/28]. In Qalandiya refugee camp, near Jerusalem, protesters attack IDF patrol with stones, Molotov cocktails [Fl 3/13]. Students demonstrate in Ramallah after failed attempt to enter Birzeit U. [Fl 3/13]. Clashes between Israeli troops and tire-burning Palestinians are reported in Ramallah, Qalqiliyyah, and Abu Dis village. At least 3 are injured by army gunfire in Jenin. Curfews are in force in Burayj, Dayr al-Balah, and 'Arrub camps, Khadir village, and Bani Na'im village [Fl 3/13].

Israel/ Occupied Territories: Several hundred IDF reserve soldiers reportedly return Lebanon campaign ribbon; Peace Now says it will demonstrate against proposed dedication of Upper Nablus settlement on Israel's independence day; 16 persons in Arraba and Gaza detained for helping arrange a faked epidemic; statement by Jordanian Physicians Union on West Bank describes mass illnesses as collective poisoning resulting from inhaling unknown gases, says authorities participated in preparing these criminal incidents or approved the results.

Military Action:

Several hundred Shiite militiamen attack Lebanese Army barracks in Baalbek for two hours before retreating, in first armed protest of Amin Gemayel's government; Lebanese Army fortifies position around barracks.

Casualties:

Three militiamen killed in Baalbek fighting, several wounded, two Lebanese soldiers wounded; Maariv estimates 1,200 Palestinians have been killed in Lebanese Army sweeps through West Beirut, another 60,000 may have been sent to Syrian-controlled Lebanese territory and their homes destroyed; UNRWA officially decides to stop preparing cement floors for tents and giving out tents and to use money for refugees in other ways.
