Netzarim Junction (demolishing 1 Palestinian home); shells residential areas of Khan Yunis. IDF soldiers detain a Palestinian man at a roadblock nr. Jinin, handcuff and severely beat him. In Taba, Israel, the PA end 6 days of talks; issue a joint statement saying they have made substantial progress on each of the issues discussed, they will not be able to finalize an agmt. by the 2/6 Israeli elections. They hope to resume talks following the elections, quickly bridge remaining gaps. Israeli-Palestinian clashes continue. An Israeli taxi driver is fatally shot at a checkpoint nr. Qalandiyya camp, where he dropped off a carload of Palestinian laborers. Outside Ramallah, Palestinian ambulance driver, his aide responding to a call are detained for over 1 hr., severely beaten by IDF soldiers; when a 2d ambulance comes upon the scene, the soldiers detain the 2 medics for 20 mins. before allowing them to take their colleagues to a hospital, where the 1st driver is placed in intensive care. Israel recalls negotiators fr. Taba, suspends all contacts with the PA after masked Palestinian gunmen kidnap, murder 2 Israeli civilians in Tulkarm; an Israeli Arab colleague is released. Hamas's military wing Izzeddine al-Qassam Brigades takes responsibility, but the Hamas political wing denies it. The PA condemns the murder, saying no civilians, Israeli or Palestinian, should be targeted. In addition to the Tulkarm incident, Jewish settlers blockade the Attara-Birzeit road, attack Palestinian cars. As PA-Israeli subcomms. continue talks in Taba, Jerusalem, Tel Aviv, Arafat meets with Pres. Mubarak in Cairo, denounces Israeli proposal for Hebron as "racist." The plan, similar to that proposed 10/7, calls for redefinition of H1 (Palestinian) and H2 (Israeli) zones, allowing Israel to retain civil control of the city, incl. zoning and planning control, which could be used to increase settlements in and around Hebron. In an unprecedented incident, Shin Bet says that it ordered IDF troops to appear without weapons when PM Netanyahu visited an army base last wk. because of rising distrust of Netanyahu within the military. MK `Abd al-Wahab Darawsha (Arab Democratic party) announces Syrian govt. has allowed him to visit Damascus at head of 31-mbr. delegation to pay condolences on death of Basil al-Asad.  Visit will be 1st official trip by Israeli Arab allowed by Syria.  PM Rabin calls trip a "positive step." Congolese Int. M Martin Mberri confirms Brazzaville has signed $50 m. contract with Israeli company for training, equipping Congolese army.  Officials say 40 Israelis training presidential guard unit, 20 more to come.  Mberri says France will train regular army and police.  Congo armed forces fighting guerrillas loyal to frmr. dictator Denis Sassou-Nguesso for 8 mos.  (WP 2/18)

PM Rabin's spokesman Oded Ben-Ami defends allowing 30 elite IDF veterans to serve in Congo as advisers, denying soldiers are mercenaries.  Opponents cite Congolese civil war as reason to bar Israeli support of Brazzaville regime.  Press reports say over 2,000 IDF veterans have served in Africa since 1960s.  (NYT 2/17)
