The Palestine Chronology

In the West Bank, Israeli forces violently dispersed Palestinian protesters in Rafat, injuring 2 with rubber-coated bullets and tear-gas related injuries were reported. 20 Palestinians were arrested during raids in and around Hebron, Tubas, Jenin, and Nablus. In East Jerusalem, Israeli settlers harassed Palestinians praying on the Haram al-Sharif compound. Israeli forces raided Issawiyya, leading to clashes with Palestinians; tear-gas related injuries were reported and 2 were arrested. 1 other Palestinian was arrested. Off the coast of Gaza, Israeli naval forces opened fire on Palestinian fishermen within 3 nautical miles west of al-Sudaniyya; no injuries were reported. (WAFA, WAFA, WAFA 10/10; PCHR 10/15)

In Israel, Israeli protesters demanding the resignation of Prime Minister Benjamin Netanyahu clashed with police in several places throughout Israel. According to Haaretz, tens of thousands protested throughout Israel, including in front of Netanyahu’s official residence for the 16th Saturday in a row. (AJ, HA 10/10; HA, WAFA 10/11)

PA president Mahmoud Abbas met with the president of the World Jewish Congress Ron Lauder in Ramallah. The meeting lasted some 3 hours and Lauder arrived in a Jordanian helicopter. It is unclear what the meeting was about. The World Jewish Congress said that Lauder was in Ramallah “for a private visit at Abbas’ invitation, to discuss a range of issues regarding Palestine and the Middle East.” (HA, WAFA 10/10)

Occupied Palestine/Israel: Asst. Sec. of State Richard Murphy meets in Jerusalem with 9 leading Palestinians from the occupied territories in what is described as "routine" discussion of peace prospects. The 9 include Zafir al-Masri, Rashad al-Shawa, lliyas Furayj, and Hanna Siniora [JP, JTA 12/5; FJ 12/6]. Israeli authorities issue deportation order against Yunis Jabir Rajub from Dura village, near Hebron, stating he has been working for Abu Musa faction of Fateh since his release in 5/20 prisoner exchange [JP 12/5]. Avi Tzur and Claude Malka, former aides to former Agriculture Min. Michael Dekel, are arrested in connection with investigation into fraudulent West Bank land sales [JP 12/5]. Pres. Chaim Herzog addresses Israeli Communist party convention in Haifa, the first Israeli president to do so [LT 12/5].

Arab World: Boston Globe reports PLO leadership decided in last week's meeting that fighting units must now seek approval from PLO military council before conducting any operations; attacks will only be carried out in Israel and occupied territories [BG 12/4].

Other Countries: World Jewish Congress launches global campaign to persuade Vatican to give formal diplomatic recognition to Israel [JTA 12/5; WP 12/7]

Arab World: To avoid Arab criticism that they are upgrading relations with Israel, Lebanese cabinet proposes direct talks with UN-sponsored Lebanese-Israeli Mixed Armistice Commission framework; Israel refuses. Popular Palestinian Committees of al-Yarmouk camp (Damascus) cable Syrian gov't. to protest arrest campaign of camp residents in past week. Morocco refuses entry to 2 Israelis invited to attend World Conference on Poetry in Marrakesh.

Other Countries: French chrmn. of World Jewish Congress named by France to its UN delegation.

Arab World: 3 guerrillas reported killed, 1 captured by IDF near Bater al-Chouf, Lebanon.

Social/Economic/Political

Occupied Palestine/Israel: Govt. unity talks stall over issues of settlement & negotiations with Jordan. Actual foreign currency reserve losses in July reportedly exceed $700 million; official $351 million figure created by bookkeeping maneuver [see 8/1]. Speaking at National Defense College, DM Arens charges communications media give "distorted" reports of S. Lebanon situation.

Other Countries: House Ways & Means Trade Subcom. members predict Congress will pass "free trade pact" with Israel before October. US Pres. Reagan tells World Jewish Congress leaders he will cancel US participation in Nairobi UN Conference on Women (1985) if it adopts measure equating Zionism with racism.

Arab World: Israeli jets bomb supposed Palestine guerrilla camp E. of Bar Elias in Beqaa Valley; casualty reports contradictory; later, roadside bomb explodes near Jezzine, wounding 3 Israelis.

Military Action:

US Marine captain with loaded pistol orders IDF tanks away from checkpoint in Beirut, the sixth incident between the two forces in past month; mortar explodes near US Marine position at airport; UNIFIL headquarters complains of IDF restrictions on their movements south of Beirut.

Casualties:

2 French soldiers wounded by gunfire from passing car; official IDF casualty figures to date for Lebanon war are 466 killed, 2567 wounded, from all causes; report on Ansar detention camp shows it has received 9200 detainees since out-break of war, with 5412 Palestinians and Lebanese still held, at a cost of IS lm. a day; 293 Syrian prisoners of war, of whom 24 are officers, also held at Ansar.

Political Responses:

Israel/ Occupied Territories: Socialist International mission meets Begin and Shamir and visits West Bank; Israel's foreign debt totals $20.1 billion, an increase of $2.2 billion in last year, while interest payments are expected to total $5.3 billion in the 1982-83 period; delegation of Lebanese Christian officials meets Sharon and other Israeli ministers in Tel Aviv; Village League head Mustafa Dudeen announces that the Palestinian Democratic Peace Movement will be formed at Hebron convention on February 12.

Palestinians/ Lebanese: Leaflets distributed in Sidon area call on residents to deport strangers from Lebanon, no more Palestinians on Lebanon's land.

Arab Governments: Arab League delegation to Britain postponed for second time over question of PLO representation; President Mubarak meets PM Thatcher in London, seeks support for early withdrawal of Israeli forces from Lebanon.

US and Other Countries: Reagan tells 150 World Jewish Congress members that Israel should freeze settlements on the West Bank, rules out use of sanctions or pressure to force withdrawal from Lebanon, urges King Hussein to negotiate directly with Israel; Reagan to seek $250 million in emergency supplemental aid to Lebanon, of which $100 million will go to rebuild army; administration officials expect US Marines will remain in Lebanon for at least another year; Anti-Defamation League releases 100 page handbook on "Pro-Arab Propaganda in America"; Rev. Jerry Falwell, at National Prayer Breakfast in Washington, urges Christians to support Israel; Chinese Foreign Minister tells Shultz in Peking that US should pressure Israel to pull its troops out of Lebanon; chairman of foreign affairs committee of Dutch parliament says in Jerusalem that no solution can be found to the Palestine problem without the involvement of the PLO.
