Israeli govt. declares 1-week freeze on signing contracts for govt.-subsidized housing, including those affecting construction i the o.t. Freeze also is called on planning and early proceedings of new roads in o.t. About 3,000 units in early stages in o.t. are affected by the freeze, and govt. is still unsure about what to do with 4,000 completed units unattached to infrastructure, 12,000 in various stages of construction, and about 500 completed units that have been populated in the o.t. The Jerusalem Report states that 100 of the 142 settlements in the o.t. are "political settlements" according to PM Rabin, and can therefore expect significant cuts in govt. aid. These include all 16 settlements inthe Gaza Strip, as well as large W. Bank settlements of Qedumim, Elqana, and possibly Ariel. (Likud MK and Ariel mayor Ron Nahman claims freeze will have "opposite result" in his settlement, plans to increase its pop. from 11,000 to 20,000 in a year.) Some 1,000 Fateh supporters then raid mosque in Yibna camp, Hamas gunmen inside open fire, wound 8. IDF troops impose curfew on Yibna. Palestinians throughout o.t. stage commercial strike called for by PLO-backed UNLU to protest seige at al-Najah University. Palestinian-Israeli leaders including all 6 MKs meet to discuss strategy, form delegation to meet with PM Rabin concerning al-Najah. Member of advisory committee to Palestinian delegation Ziyad Abu Zayyad confirms the existence of an eight-page document discussing the eventual transfer of power from Israeli occupation forces to Palestinians in the o.t. during the "transitional period" of self-rule envisioned as part of the peace process. The document, which he states is only a draft proposal, was written by residents of the o.t. and suggests establishing management committees to oversee administration of the territories. Five members of the new political committees in o.t. resign, but 25 new members are added. Move seen as part of behind-thescenes conflict between the original founders of the committees and the PLO, members of the Palestinian delegation over the nature of the committees. Meeting comes in wake of rightward turn within Labor party toward security issues, evidenced by the tough 11/10 draft of the party's political platform adopted by the party's political committee and by the support given by several hard-line Labor parliamentarians to an 11/11 Knesset resolution that called for permanent Israeli control over Golan. Meeting of the "Damascus Declaration" nations ends without agreement on ways to turn their Gulf war alliance into a deeper multi-lateral relationship. (MEM 11/12)

Chmn. Arafat meets Pres. al-Asad in Damascus, the first time the two bitter rivals have met since 1983. The two reportedly agree that the multilateral Arab-Israeli talks on regional cooperation, envisaged as the third-stage of the peace process, would be futile unless Israel agrees to withdraw from the o.t. (MEM 10/21)

Asad had earlier met with Soviet FM Pankin, while FM al-Sharaa received the U.S., Soviet ambassadors who issued invitation to attend the peace conference. Syria indicated it would formally respond to the invitation in a few days' time. (WP 10/20)

"International Conference in Support of the Islamic Revolution in Palestine" opens in Tehran with 800 delegates from 60 countries in attendance. PNC Speaker 'Abd al-Hamid Sa'ih, delegates from the main constituent PLO groups attend, as do representatives of Hamas, Islamic Jihad of Palestine [Fathi Shaqaqi], and groups within the Palestinian National Salvation Front. High-level PLO delegation [same membership as 5/28 delegation] arrives in Damascus for further discussions with Syrian officials, members of the Palestinian National Salvation Front. Delegation invites all PNSF groups to attend PLO-PNSF reconciliation meeting to be held later, after PNSF boycotted 7/15 PLO meeting in Tunis because PLO failed to invite all PNSF members. At economic summit in Britain, Group of Seven leaders (U.S., Canada, France, Italy, Britain, Japan, and Germany) endorse U.S.-led peace efforts, call for end to both Arab boycott of Israel and Israeli settlement-building. Fateh central committee mbr. Khalid al-Hasan criticizes PLO leadership for supporting Iraq in recent Gulf war, urges formation of provisional government comprised of Palestinian independents. He urged restoration of Palestinian-Arab relations. (MEM 7/17)

Hizballah fighters ambush Israeli troops in Kufr Huna, north of Israel's "security zone" in S. Lebanon. Three Israelis killed, including two officers; four others were wounded. One Hizballah fighter died. Clash was most lethal for Israeli troopsince Nov. 1990. Israel has recently begun dispatching patrols north of the "security zone" to engage anti-Israeli forces before their arrival in zone. (WP, MEM 7/18)

Lebanese Def. Min. Michel al-Murr accuses PLO of hiding medium and heavy weapons in refugee camps near Tyre, vows continued blockade of camps until weapons are surrendered. PLO denies it holds such weapons. Issue centers on definition of "medium" weapon: Lebanese army considers rocket-propelled grenades (RPGs) as medium weapons; PLO does not. Lebanese army now has some 10,000 troops deployed in S. Lebanon. (MEM 7/16, 7/18)

PLO committee meeting in Tunis agrees to convene Palestine National Council (PNC) within three months, urges PLO executive committee to seek rapprochement with Hamas, Palestinian National Salvation Front groups, which boycotted the meeting after PLO invited only those PNSF groups which had membership in the Palestine National Council before 1983 to participate. PNSF, Islamic Jihad, Fateh-Revolutionary Council (Abu Nidal) later call on committee to "reconsider" call for convening PNC in order to preserve "unity of Palestinian ranks." Committee also urged greaterepresentation from occupied territories within PNC. PNC currently has 637 seats, including 186 allocated to representatives from the occupied territories. PNC meeting would be first since August 1988, when it declared existence of independent Palestinian state, accepted U.N. Security Council resolution 242. (MEM 7/18, 7/26)

Egyptian-Syrian commission agrees to formulate joint foreign policies between the countries. (LAT 7/18)

Meeting of 6 March Damascus Declaration signatoriesnds. The eight states indicate "total agreement" about amendments to declaration but refuse to state what they are. Observers see move as signalling the effective end of the Syrian-Egyptian-led Gulf security plan. (MEM 7/17)

Israel refuses to alter position on peace talks in response to 7/14 Syrian decision to accept compromise position suggested by U.S. (WP 7/16)

PLO committee meets in Tunis to discuss convening session of Palestine National Council. Hamas boycotts meeting, complains that PNC membership should be determined by elections in occupied territories and in exile. Groups comprising Palestinian National Salvation Front also boycott meeting after PLO invited only those PNSF groups which had membership inthe Palestine National Council before 1983. Representatives of the eight Arab states (6 Gulf Cooperation Council members, Egypt, and Syria) party to the 3/6 Damascus Declaration, which created an Arab security force led by Syrian, Egyptian troops, for deployment in the Gulf region, begin meeting in Kuwait to discuss possible changes to the Declaration. Move comes in wake of reservations by some Gulf states about permanent SyrianEgyptian force in region, Egyptian concern that Gulf states intend to include Iran in Gulf security proposals. Hizballah leader 'Abbas al-Musawi claims his group holds two Israeli prisoners, but Israel has failed to meet conditions for their release. States Israel willing to release Lebanese prisoners it held only; Hizballah demanded release of Palestinian prisoners as well. Israeli Def. Min. Arens expressed optimism over prospects for possible prisoner exchange. (WP 5/28)

Israel convicts Palestinian Fu'ad Hasan al-Shar' of participating in 1983 attempt to blow up airliner belonging to Israeli state airline El Al. Al-Shari' sentenced to 25 years imprisonment. (WP 5/28)

Greek appeals committee upheld Italy's request to extradite 'Abd al-Rahim Khalid, Palestinian sentenced in abstentia to life imprisonment in 1987 by court in Genoa for alleged role in October 1985 hijacking of Italian ship Achille Lauro. Khalid, arrested 5/5 in Athens, faces two more avenues of appeal before extradition can proceed. (NYT 5/29) 

European Community leaders, including P.M. Major, call on UN to create safe haven in northern Iraq where Kurdish refugees could be protected from further repression. EC offers $180 million in humanitarian aid to help Kurds [NYT, WP, LAT 4/9].

Sec. Baker visits Iraq-Turkish border to witness plight of refugees; spending just 7 minutes there, Baker speaks with refugees, says it is up to international community and not just U.S. to help Kurds [NYT, WP, LAT, CSM 4/9].

Palestine National Salvation Front, loose alliance of PFLP-GC, Fateh Uprising, and Saiqa factions based in Damascus, put forward Syrian-backed initiative for reconciliation with mainstream PLO after 8-year split. Move is seen by analysts as continuing effort on part of Pres. Asad to strengthen his influence over PLO [NYT, LAT 4/9].

Israeli Defense Ministry announces it will free more than 1,000 of approximately 14,000 Palestinian prisoners. Those to be released are Palestinians who were not involved in intifada violence and who have served most of their sentences. Official says timing has to do with end of Ramadan rather then Sec. First major element-about 100,000 troops-of U.S. Army's VII Corps in southern Iraq begins withdraw back into Saudi Arabia; move is expected to take weeks [NYT 4/9].

Occupied Palestine/Israel: Reports about Israel's role in U.S. arms sales to Iran implicate senior Israeli officials, including P.M. Shamir, F.M. Peres, Defense Minister Yitzhak Rabin, Director-General of Israeli For. Ministry David Kimche, and Israeli businessmen Al Schwimmer and Ya'akov Nimrodi, both involved in the nation's arms industry [WT 11/27]. Israeli officials state that Kimche and Amiram Nir, Peres' adviser on terrorism, are willing to cooperate in American investigation of the arms deal [LAT 11/28]. Former Armenian Bishop Shahe Ajamyan, accused of attempting to bribe the Jerusalem district commissioner, is released after 21 days in detention [FJ 12/5]. Social Improvement Association is established to protect Jerusalem's Arab residents [FJ 1/2].

Arab World: Saudi Arabian government denies 'Adnan Khashoggi organized U.S. shipment of arms to Iran [PI 11/28].

Other Countries: W. Germany expels 2 Syrian diplomats and 2 military attaches, delays replacing its ambassador to Damascus, but maintains diplomatic ties [WSJ 11/28].

Military Actions

Arab World: Israeli jets attack Palestinian bases near Sidon, killing at least 4 and wounding 3. (The Los Angeles Times reports 11 killed and 20 wounded in the raid.) Palestine National Salvation Front and Amal representatives rportedly have agreed to 9-point plan to end the fighting which has so far left 131 dead and 351 wounded [WP, LT 11/27; LAT 11/28]. PLO fighters in Lebanon reject the agreement [FJ 12/5].

Occupied Palestine/Israel: Israeli magistrate's court in Haifa remands 10 Palestinians from inside the Green Line who are alleged to have been organized in the Palestinian resistance movement and to have killed an Israeli soldier in August 1984; some of the detainees have travelled to Cyprus and are alleged to have continued on to Syria for military training, as well as being members of the PFLP [FJ 4/25]. Yesh Gvul (There Is a Limit) organization holds press conference in West Jerusalem announcing their refusal to serve in the occupied territories [FJ 5/2]. Moshe Mendelbaum, governor of the Bank of Israel, states he will resign within 30 days; Giora Gazit, chairman of Bank Hapoalim, announces his resignation [WSJ, MG 4/22]. The number of West Bankers working inside the Green Line declined slightly last year to 47,000 each week, down from 50,000 weekly during the previous year; the number of Gazans working inside the Green Line increased from 41,000 to 42,000 weekly; the work force in the occupied territories reached 251,000 weekly last year, a 2% rise from 1984 [JP 4/21].

Arab World: PFLP announces 13 guerrilla organizations held a secret conference in Damascus last week and decided to escalate attacks against U.S. targets to avenge air strikes on Libya; the groups included the 6 Palestinian factions making up the Palestine National Salvation Front, as well as 7 unidentified "liberation movements," according to the source [JP 4/22]. Druze leader Walid Jumblatt denies meeting with Israeli Defense Minister Yitzhak Rabin in Geneva in February, as was reported by Agence France Presse [JP 4/22].

Other Countries: P.M. Peres meets in Paris with French Pres. Francois Mitterrand and P.M. Jacques Chirac for talks on terrorism and Peres' proposal for a M. E. Marshall Plan [JP 4/22]. U.S. Justice Dept. notifies Congress it does not plan to seek prosecution of Yasir Arafat for the murders of 2 U.S. diplomats on 5/2/73 [WP, BG 4/22].
