Occupied Palestine/Israel: Citizens' Rights Movement presents report to DM Rabin citing discrimination in Occupied Territories, outlining proposals for improvement; cites as example of discrimination 4,000 phone lines in Kiryat Arba as opposed to 700 in Hebron UP 2/14]. DM Rabin states no settlement will be erected on Tal Rumeida, Hebron; Cabinet Min. Ne'eman insists previous Likud govt. approved such proposed settlement [JP 2/15].

Arab World: Chrmn. Arafat leaves for Rumania. PLO Political Dept. Head Farouq Qaddoumi, Fateh second-in-command Salah Khalaf insist PLO set up own independent state, have sole right to represent Palestinians at any peace talks [WP 2/15]. DFLP, PFLP criticize Arafat-Hussein accord [JP 2/15]. Lebanese security forces indicate over 1,000 SLA members have deserted since Israel announced withdrawal plans [LAT 2/16].

Occupied Palestine/Israel: ICRC reports Israel failing to report arrests within 10- day limit. Nablus and Bethlehem residents complain of water shortages as Mekorot diverts supplies to Israeli settlements. Israel-American Zionists Assoc. in conjunction with Compass-Peltours and Israel Assoc. of Real Estate Dealers announce plan to offer US Jews lots (60' x 60') in occupied territories for $3,600 (including Israeli passport and subsidized mortgage options). Items at Hebron Islamic exhibit confiscated by "civil administration" as "inciteful." 2-10 Golani Druze charged by Kiryat Shemona magistrate for incitement and participation in recent demonstration.

Arab World: DM Arens tells Tel Aviv engineers' club Israel will keep Awali River bridges closed until attacks on IDF in S. Lebanon end. Lebanese gov't. decides to close Israeli liaison office north of Beirut.

Israeli Ministerial Economic Committee sets Friday deadline for gov't. dep'ts. to present budget proposals with 9% overall spending cut; DM Arens rejects notion of cutting budget for development of Lavi bomber. Jerusalem Post poll reports 72% favor cut in spending for West Bank settlements. Fighting continues southeast of Beirut between LAF and PSP, and in southern Beirut suburbs between LAF and militiamen; car bomb explodes near Reuter news agency in Beirut; PLO rebels advance within half mile of Arafat's HQ in central Tripoli, cut off loyalist forces still holding ground at Baddawi; Islamic Unification Movement fighters deploy alongside PLO loyalists in Tripoli; 12-hour unilateral cease-fire declared in Tripoli by PLO rebels is broken by exchanges of rocket fire in evening; 3 ships carrying supplies to loyalist PLO forces reportedly captured by Israeli navy off Tripoli.

Casualties:

Unspecified civilian casualties in southern Beirut suburbs; contrary to initial claims, French air raid near Baalbek last Thursday did little or no damage to military targets, casualties reported at 2 dead, 7 wounded; Red Cross estimates 60% of Tripoli's 500,000 to 600,000 residents have fled; 8 killed, 97 wounded today in Tripoli, 392 killed, 1869 wounded in fighting since November 3; IDF allows limited flow of commercial traffic across Awali bridge after weekend ban, private vehicles cross only with IDF issued permits.
