Israel orders Hebron U., Abu Dis College, and al-'Asriyyah Community College closed for 1 month because of recent student protests [FJ 12/27]. Arab World: Egypt delivers formal protest of Israel's handling of occupied territory disturbances to Israeli ambassador, the 5th such protest in 12 days. Hani al-Hassan, aide to PLO Chairman Yasir Arafat, arrives in Egypt for talks [NYT 12/21]. In Sidon, 7,500 Palestinian and Lebanese Muslim protesters join in anti-Israel march [CSM, LAT 12/21].

Other Countries: Pope John Paul II appeals for peace in Holy Land, expresses support for Palestinian people [WP 12/21].

Occupied Palestine/Israel: Violent disturbances continue in W. Bank and Gaza Strip; at least 6 are shot, wounded in clashes with Israeli troops, 4 of them during large demonstration in West Bank's Far'ah refugee camp [LAT 12/21]. Curfews are imposed on Far'ah and 'Askar refugee camps [NYT 12/21]. Soldiers clash with large demonstration in Ramallah, and Am'ari, Jalazun, and Qalandiya refugee camps [FJ 12/27]. During speech in Netanya, Deputy Defense Minister Michael Dekel says U.S. and other Western countries have "moral and political" duty to oversee transfer of Palestinians from W. Bank to Jordan [NYT 7/31]. Al-Shabibah wins all 11 seats in al-Najah University student council elections [FJ 8/2]. Israeli military court in Ramallah acquits Nasir Nimr Iyad of Qalandiyyah refugee camp of security charges [FJ 8/2]. Nazareth's 12th voluntary work camp ends after completing 68 projects [FJ 8/2]. Knesset votes to approve "Galilee law," which would establish a council to oversee and finance increased Jewish development in the Galilee [FJ 8/2].

Arab World: PLO Chairman Yasir Arafat meets with Egypt's Pres. Mubarak in Ethiopia [FJ 8/2].

Other Countries: U.S.S.R. issues Israel its 3d waming of the week pressing Israel to abandon deployment of nuclear-armed Jericho II missile [NYT 7/29; WP 8/1].

Arab World: Negotiations over Taba end with agreemento go to arbitration, permitting 9/11 Peres-Mubarak meeting (CSM 9/12).

Military Action

Occupied Palestine/Israel: IDF intercept Palestinian Liberation Front fighters in rubber dinghy as they attempto reach Nahariya, Israeli seaside resort; fighters escape to Lebanon, but are later captured by Amal militiamen (NYT 9/11, 9/14). PLO Chairman Arafat appeals for their release (AFP 9/10). Israeli cabinet meets to set "guidelines" for Peres-Mubarak summit (NYT 9/9).

Arab World: IDF air raid aimed at Palestinian ammunition dump in Sidon devastates civilian industrial district, kills three, wounds 17, ruins at least 20 workshops and factories with little damage to dump. Raid is response to attempted Palestinian attack on Nahariya (WP, NYT 9/11).

Military Action:

Numerous attacks on IDF in Sidon announced by Lebanese National Resistance Front.

Casualties:

16 IDF soldiers wounded when military bus triggers mine near Kfar Mishki in southern Bekaa; at least 10 IDF soldiers reportedly killed or wounded in Sidon attacks.

Israel/ Occupied Territories: Chief of Staff Levy issues new, more explicit and restrictive IDF guidelines for dealing with West Bank and Gaza Palestinians; 15 Israeli women from Parents Against Silence group join vigil outside Prime Minister's house calling for IDF withdrawal from Lebanon; Nazareth police chief bans meeting between Ibna al-Balad, other nationalist organizations and Israeli Communist Party; Sharon releases Lebanon security plan, says Haddad's role must be streng- thened, Lebanese Army must displace Druze and PLO forces in Chouf, UN troops in South should be redeployed as buffer between IDF and Syrians, Shultz plan should be scrapped and replaced by realistic diplomacy, Syria will not leave Bekaa Valley because it would lose $500m a year in taxes levied on hashish trade; January-April trade deficit in Israel up 35% over same period last year.

Palestinians/ Lebanese: Lebanese-Israeli-US meeting at Netanya to review text of withdrawal agreement; PLO officials in Damascus say negotiations with Lebanon for withdrawal of PLO forces must settle question of security for Palestinian civilians; PLO Chairman Arafat makes first visit to Lebanon since August last year, travels from Damascus to Bekaa Valley to deal with dissident PLO officers.

Arab Governments: Syrian Foreign Minister says Syria rejects the withdrawal agreement in form and substance, calls it a grave danger to Syria's security; Syrian envoys meet with former Lebanese President Suleiman Franjieh, and former Prime Minister Rashid Karami reportedly to establish national front in opposition to withdrawal agreement.

US and Other Countries: US Defense Secretary Weinberger says there is no reason why US-Israel memorandum of agreement cannot be revived, expects Reagan Administration will provide all technological information Israel requests for its development of the Lavi fighter; Secretary of State Shultz says Syrian position on troop withdrawal agreement is not a rejection; largest British film and TV union general council modifies its position on members working in Israel, will allow members to work there but will provide union backing to those who decide to boycott.
