In the West Bank, Israeli forces shot and killed 1 Palestinian at the Havat Gilad settlement outpost near Nablus, claiming he had tried to ram his car into an Israeli soldier and a police officer. The PA condemned the killing, saying it occurred after a normal traffic accident, and the man’s family rejected the notion that he would have tried to commit an attack. Israeli forces also shut the main entrance to Beit Umar. Elsewhere, Israeli forces fired tear gas and sound bombs at Palestinian activists trying to enter al-Twana. 6 Palestinians were arrested during late-night raids in Burin, Balata refugee camp, and Kafr Ein. In Gaza, Israeli forces fired tear gas at Palestinians working in a quarry east of Dayr al-Balah, forcing them to leave the area. Off the coast of Gaza, Israeli naval forces opened fire at Palestinian fishermen; no injuries were reported. Israeli defense minister Benny Gantz said that he does not think that there will be a 2-state solution in the foreseeable future, during an interview with Kan. Defense minister Gantz also said he would not form a coalition with the 3 Palestinian parties Hadash, Ta‘al, and Balad at the upcoming elections but said he would cooperate with the United Arab List. In the West Bank, Israeli settlers threw stones at Palestinian vehicles traveling near Huwwara, causing damage. 1 Israeli settler shot and killed 1 Palestinian man after he allegedly stabbed 2 Israeli settlers and sprayed 5 others with pepper spray near Beit Sira. Israeli forces shot and injured 1 Palestinian man who crashed his car in Huwwara; it was unclear what caused the man to lose control of his car. Israeli forces also shot and injured 3 Palestinians during a raid in Beit Umar. Elsewhere, Israeli forces assaulted 1 Palestinian woman during a house raid in Hebron, causing bruises. 1 Palestinian man was released from prison on the condition that he does not enter his own land for 30 days. An Israeli military court said that video evidence of the incident on 9/12 where the man allegedly assaulted a settler complicated the narrative told by the Israeli settlers. The video shows that the man was approached by armed Israeli settlers in al-Twana before they assaulted him, breaking both his arms. 1 Israeli settler was injured in the incident. (HA 9/22)

Israel’s defense minister approved issuing an additional 1,500 work permits to Palestinians in Gaza, raising the number to 17,000. (HA 9/22)

Israel released the imam of the Great Omari Mosque in Lydda, Sheikh Yousef al-Baz, from house arrest. Al-Baz was arrested on 6/17 over claims of incitement. (MEMO 9/23)

A boat carrying between 120 and 150 refugees capsized off the coast of Syria. By 9/24, at least 94 were confirmed dead. Many of the deceased were Palestinian refugees from Lebanon. (REU 9/23; REU, WAFA 9/24)

At the UNGA, Israeli prime minister Yair Lapid said that he supports a 2-state solution and underscored that an Israeli prime minister had not voiced support for a 2-state solution at the UNGA “for many years.” Prime minister Lapid said his condition for a 2-state solution is that “a future Palestinian state will be a peaceful one. That it will not become another terror base from which to threaten the well-being, and the very existence of Israel. That we will have the ability to protect the security of all the citizens of Israel, at all times.” Lapid also called for more Arab and Muslim countries to normalize relations with Israel. Israeli alternate prime minister Naftali Bennett used his veto to pull Israel out of the EU Creative Europe funding program over the EU demand that funds would not be used for artists in West Bank, East Jerusalem, and Golan Heights settlements. When the Israeli government provisionally approved partaking in the EU program in June, it also said it would set up a scheme to compensate the occupied areas excluded by the EU. (HA 9/23)

A study commissioned by Meta found that its platforms Facebook and Instagram had silenced some of their Palestinian users during Israel’s May 2021 assault on Gaza and subsequent unrest in Israel and East Jerusalem. “Meta’s actions in May 2021 appear to have had an adverse human rights impact… on the rights of Palestinian users to freedom of expression, freedom of assembly, political participation, and non-discrimination, and therefore on the ability of Palestinians to share information and insights about their experiences as they occurred,” the study found. In the West Bank, Palestinian militant factions protested PA cooperation with Israel by burning tires and throwing stones at PA security forces in Nablus and Jenin. In Nablus, 1 Palestinian was killed and 2 were injured during the unrest; the PA claimed it was not present during the killing of the man, who was said to be a bystander. Israeli forces shot and injured 1 Palestinian man during a funeral procession in Beit Umar; others suffered tear-gas related injuries. Israeli forces also fired tear gas at Palestinians protesting a raid in Rumana, causing tear-gas related injuries. Elsewhere, Israeli forces arrested 1 Palestinian NGO worker, detained others, and seized 1 vehicle while the workers were doing maintenance work on solar panels in Wadi al-Faw. Israeli forces also pumped cement in 2 water wells in al-Ras and Kafr Abbush and seized a stone-cutting machine in Beit Fajjar. 8 Palestinians were arrested during late-night raids in Biddu, Beit Duqqu, Bethlehem, Bayt Rima, and Deir Nidham. 1 Palestinian cancer patient died in Gaza while waiting to obtain a permit from Israel to travel to East Jerusalem for treatment. The man is the 6th Palestinian in Gaza to die of cancer this year while waiting for Israeli permission to travel for treatment. (PCHR 9/21)

A group of lawyers and rights organizations said they had referred the killing of Shireen Abu Akleh to the ICC on behalf of her family. A forensic investigation by Al Haq and Forensic Architecture also found that Israeli soldiers deliberately targeted Shireen Abu Akleh when she was shot on 5/11/22. An Israeli court ruled that Israel can revoke the residency permits of 17 Palestinians related to a Palestinian accused of killing 4 Israeli soldiers in Jerusalem in 2017. Interior minister Ayelet Shaked subsequently said that she would revoke the 17 Palestinian family members’ residency permits and work to deport them to the West Bank. In the West Bank, unidentified assailants opened fire at a military post and at a settler vehicle near Huwwara; no injuries were reported. Israeli forces demolished 3 structures in 'Arab al-Rashayida. 19 Palestinians were arrested during late-night raids in Hizma, Hebron, al-Arroub refugee camp, Yatta, Sa‘ir, Beit Umar, Talfit, and al-Shuyukh. In East Jerusalem, Israeli forces raided the home of director of al-Aqsa Mosque Shaykh Omar Kiswani in al-Tur, seizing a laptop and documents and detaining Kiswani for several hours at a police station before releasing him. 4 Palestinians were arrested during late-night raids. Palestinian schools in East Jerusalem observed a general strike in protest over Israeli attempts to censor Palestinian textbooks and introduce Israeli curriculum in the schools. According to the head of the parents committee union, between 90% and 95% of the some 280 Palestinian schools in East Jerusalem observed the strike. It was revealed that Israel had installed a remote-controlled gun at a checkpoint on Shuhada Street in Hebron, capable of shooting baton rounds, stun grenades, and tear gas. 2 Palestinians were convicted of terrorist offenses for throwing stones at an Israeli car in East Jerusalem in May 2021. 1 baby was injured by a stone during the incident. (HA 9/19)

Israeli historians Benny Morris and Benjamin Z. Keder published an article “’Cast Thy Bread’: Israeli biological warfare during the 1948 War” in Middle Eastern Studies, saying that declassified materials in the Israeli archives have revealed that Israel used biological weapons against Palestinians and Arab armies during the Nakba. The codename used for the biological weapons campaign used by the Zionist leaders, including David Ben-Gurion was “Cast Thy Bread.” Zionist militias were given typhoid bacteria which they were to put in water wells. The Israeli company Meimei Hanegev cut the water supply to 50 Palestinians living in the Rahma community in the Negev. The move by the water supplier was illegal under Israeli law and the water connection was restored after Haaretz inquired about the matter to the company. A member of the community said he had tried to pay off the majority of the outstanding balance owed the company, but that his payment was rejected at the post office, citing a technical issue. Israel indicted 1 Palestinian man for acts of terrorism related to a shooting in the Old City of Jerusalem on 8/14 where 8 people were wounded in a bus. The man had been in house arrest after serving a 5-year sentence when he allegedly opened fire on the settlers. (HA 9/16)

Speaking alongside U.S. secretary of state Antony Blinken in Washington D.C., Jordanian foreign minister Ayman Safadi called on Israel to end “unilateral measures that are undermining the viability of the 2-state solution,” citing settlements, confiscation of land, and encroachment on the Haram al-Sharif compound. In the West Bank, Israeli settlers tried to enter ‘Urif, but were repelled by Palestinians. Israeli forces razed land, uprooted 50 olive trees, and demolished 2 agricultural structures and 1 house under construction in Tuqu‘. 11 Palestinians were arrested during late-night raids in Silwad, Kifl Haris, Idhna, Hebron, and Beit Umar; 1 Palestinian was injured by live ammunition during the raid in Silwad and 1 was hit by a baton round; others suffered tear-gas related injuries during the raid in Beit Umar. Khalil Awawdeh suspended his over-170-day hunger strike to protest his administrative detention after Israel said it would not extend his administrative detention period beyond 10/2. Haaretz reported that Egyptian security officials had been mediating between Islamic Jihad and Israel to secure Awawdeh’s release and that talks continued for the release of Bassam al-Saadi. Their release was reportedly a demand by Islamic Jihad for agreeing to the ceasefire after Operation Breaking Dawn. Awawdeh is currently hospitalized for treatment related to his hunger strike. The Palestinian Prisoners’ Club said that more than 1,000 Palestinian prisoners would launch a hunger strike on 9/1 in protest against Israeli punitive measures against prisoners implemented since February, including limited yard time and constant transfer of prisoners. Israeli forces shot and injured 4 Palestinians with live ammunition, 5 with baton rounds, and 13 with shrapnel, and fired an anti-tank missile at a home during an arrest raid in Rujeib. An Israeli district court in Beersheba sentenced the former director of World Vision in Gaza, Mohammad al-Halabi, with another 6 years in prison, in addition to the 6 years he has already spent in Israeli prison. Human Rights Watch’s Israel and Palestine director Omar Shakir called the sentencing “a profound miscarriage of justice . . . In the West Bank, Israeli settlers uprooted 150 olive tree saplings in al-Khader and set up a mobile home near Wadi Rahhal. Israeli settlers also threw stones at a house and vehicles in ‘Urif. Israeli forces assassinated Ibrahim Nabulsi, a prominent local leader of al-Aqsa Martyr Brigades, using a shoulder-launched missile, in a late-night raid in Nablus in which 2 others were killed, including 1 child, and 40 wounded with live ammunition. After the killing, a general strike was observed in the West Bank. 1 other Palestinian would later succumb to injuries sustained from the attack on 8/23. Israel Airports Authority said that Palestinians in the West Bank would be offered to travel abroad using the Ramon airport south of the West Bank. Palestinians traveling to Ramon airport would go through a security check at an Israeli checkpoint before boarding a bus to the airport. In the West Bank, Israeli forces beat 1 Palestinian man to death at the separation wall near Tulkarm after he tried to enter Israel for work. The body of the man, who was from Gaza, was returned to his family on 7/5. Israeli forces also shot and injured 6 Palestinians during a raid in Dura, including 5 with live ammunition and 1 with a baton round. Elsewhere, Israeli forces violently dispersed Palestinians in Abu Dis, injuring 1 with live ammunition. Israeli forces also demolished 1 residential structure in Umm Qassa in the Masafer Yatta area, displacing 15. Meanwhile, Israeli forces demolished 1 3-story building in Sawahara al-Sharqiyya and assaulted the Palestinian owner trying to prevent the demolition. U.S. state department spokesperson Ned Price said that the U.S. had determined that the ballistic analysis of the bullet that killed Palestinian American journalist Shireen Abu Akleh was inconclusive, saying the bullet was badly damaged. The U.S. said it had “concluded that gunfire from IDF positions was likely responsible for the death” of Abu Akleh but that the U.S. “found no reason to believe that this was intentional but rather the result of tragic circumstances during an IDF-led military operation against factions of Palestinian Islamic Jihad.” Several independent investigations, eyewitnesses, and the PA have concluded that Israeli forces deliberately targeted Abu Akleh given the bullet’s trajectory where she was killed. Member of the PLO executive committee Wasel Abu Yousef accused the U.S. of protecting Israel. Secretary general of the PLO Hussein al-Sheikh said the PA rejected the U.S. findings and would seek justice at the ICC. The family of Abu Akleh expressed disbelief that the U.S. was unable to conclude with certainty Israel had killed Shireen, given the evidence available. 1 Palestinian man from Gaza died after being denied cancer treatment by Israeli authorities, claiming his 2 travel permits for treatment were under security check. In Iran, colonel Ali Esmailzadeh of the Quds Force died in an incident at his home in Karaj. Iran denied that Esmailzadeh was assassinated. Local reporting said Esmailzadeh fell from the roof or a balcony at his home. Esmailzadeh’s death follows an incident on 5/22 in which another Iranian colonel was assassinated and an incident on 5/25 in which an Iranian scientist was killed in a drone strike. Both of those incidents were reportedly linked to Israel. The 6 Palestinian rights organizations deemed terrorist organizations by Israel in October 2021—al-Haq, Addameer, Bisan Center for Research and Development, Defence for Children International – Palestine, the Union of Palestinian Women’s Committees, and the Union of Agricultural Work Committees—issued a joint statement calling for international help to have their terror designations rescinded. Idit Sliman of Yamina said she would leave the Israeli government coalition after striking a deal with former prime minister Benjamin Netanyahu. The Israeli cities of Netanya, Ramle, Holon, and Givatayim suspended construction and gardening work at public schools in an apparent effort to limit work by Palestinian laborers. Ramat Gan’s mayor also told building contractors in the city to end work on sites that “rely on Arab labor.” In addition, the Israeli military banned the entry of Palestinian workers into Israeli settlements. The restrictions on Palestinian workers come as 3 different attacks were carried out in Israel over the past week, including 2 by Palestinian citizens of Israel and 1 by a Palestinian from the West Bank. Israel’s security cabinet decided to revoke work permits for relatives of Palestinians who have attacked Israelis and pushed forward a plan to reinforce the separation barrier. Israeli police also asked the security cabinet to limit access to the Haram al-Sharif compound to Muslim worshippers 60 and older—a request the security cabinet did not immediately respond to. The Israeli high court of justice denied a petition by Palestinians in Hebron to end Israeli forces’ use of a building on Palestinian-owned land in Hebron, saying that returning the land to its Palestinian owners would be a security risk. Israel has expressed its desire to expand Israeli settlements in Hebron on parts of the Palestinian-owned land that the Israeli forces use. (HA 3/2)

The Israeli Jerusalem district planning and construction committee rejected a petition by the committee of Muslim cemeteries and Palestinian landowners to block plans to construct a promenade at al-Yusufiya cemetery at the Old City walls in East Jerusalem. The Ofer military court convicted the director of the Union of Palestinian Women’s Committees, Khitam Saafin, of being a member of the PFLP in a plea deal, but dropped all other charges, including the accusation that she had helped funnel donor money to the PFLP through the organization. The later charge was part of the “evidence” leveled by Israel against 6 Palestinian rights organization that were placed on Israel’s list of terror organizations in October 2021. The forces blocked a vehicle carrying the 3 Palestinians and jumped out of the minibus, shooting dozens of bullets at their car. Israeli forces fired a missile at Syria from a fighter jet flying over Lebanese air space. Syria then fired an anti-aircraft missile at the fighter jet, missing it. The anti-aircraft missile fell near Jenin, causing neither injuries nor damage. Turkish foreign minister Mevlüt Çavuşoğlu said that Turkey would not abandon its commitments to Palestine if the country normalizes its relations to Israel. In East Jerusalem, some 100 Israeli police officers raided the Salhiya family home in Sheikh Jarrah, throwing stun grenades and beating family members, including minors, before escorting them out and demolishing their home, displacing the family of 18; 18 Palestinians were arrested, including family members. The family members were released on 1/20 under the condition that they do not return to Sheikh Jarrah for 1 month. Israel had attempted to displace the family since 1/17, but was unable due to resistance from the family and a large presence of international diplomats and local activists. The PA called the eviction a war crime, calling on the U.S. to protect Palestinians in East Jerusalem, and the EU condemned the displacement of the family. Israeli newspaper Calcalist reported that Israeli police have been using the NSO Group’s Pegasus spyware to surveil Israeli citizens, including activists protesting against former Israeli prime minister Benjamin Netanyahu, Israeli mayors, and other politicians. The spyware was said to have been used without a warrant or court order. The Israeli police bought the spyware from NSO Group in 2013 for $859,500, according to an invoice. The police have subsequently bought upgrades to the system, adding to the initial price tag. Greek Orthodox Patriarch of Jerusalem Theophilos III said that the Christian community’s “presence in Jerusalem is under threat,” in a piece published by The Times. Palestinian activist Ramy Shaath arrived in Paris after being deported by Egypt as he was released from Egyptian prison. The Palestinian Central Elections Committee (CEC) said 89% of eligible voters had registered for the 2d phase of local elections, which will be held in cities and larger towns on 3/26. Ambassador Erdan’s criticism came shortly after his predecessor Danny Danon called Watson an anti-Semite for the post on her social media account. The criticism of Watson’s post sparked debates about the limitations to speech in support of Palestinians. Dozens of other Hollywood stars, including Susan Sarandon, Mark Ruffalo, and Viggo Mortensen, later signed a letter supporting Watson’s post and confirmed their stance in support of Palestinian rights.
