Secy. of State Baker holds news conference with FM Faruk al-Shara' in Damascus, urges negotiation by Israel and Syria on Golan Heights. Baker then travels by armored motorcade to pay surprise visit on Lebanese Pres. Ilyas al-Hirawi at his home in Zahle, where he affirms U.S. support of 10/89 Taef agreement, Syrian withdrawal by end of September in meeting attended also by FM Faris Buwayz and PM Rashid al-Solh.
