Hamas launched Operation Al-Aqsa Flood, entering Israeli towns and villages near Gaza through the Gaza fence and by air, using improvised paramotoring gliders, attacking military equipment with explosive drones, and firing thousands of rockets. Palestinian militants took control of at least 14 Israeli bases, police stations, and towns, in addition to the Beit Hanun (Erez) crossing, and bulldozed parts of the Gaza fence. More than 200 people were captured by militants and brought to Gaza, as were dozens of Israeli military vehicles. After the launch of the operation, Israeli forces began fighting militants in the area near the Gaza fence and conducted airstrikes, killing more than 198 Palestinians and injuring 1,610 as of 6 p.m. Israeli airstrikes targeted the Indonesian Hospital and destroyed the second largest building in Gaza, Palestine Tower, among many other residential buildings. Israel said that at least 70 Israelis had been killed and more than 986 wounded as of 5.30 p.m. 20,000 Palestinians were internally displaced, sheltering in UNRWA schools and emergency shelters. Israel dubbed its attacks on Gaza Operation Swords of Iron. In the West Bank, Israeli settlers with a military escort raided Yasuf, injuring 32 Palestinians, including 6 with live ammunition and 1 in a stabbing, and set fire to 3 homes. Israeli settlers also attacked Palestinians in Aqraba, Qusra, Tuqu’, Khirbat Makhul, and Huwwara, injuring 6, including at least 1 with live ammunition. Israeli forces shot and killed 6 Palestinian protesters, including a child, in Beit Umar, Deir Sharaf, Hebron, Qalqilya, Jericho, and al-Bireh, wounding 92 others, including 30 with live ammunition. In East Jerusalem, Israeli forces violently dispersed Palestinian protesters in Shu’fat, Isawiya, Silwan, and al-Tur, injuring 1 with a baton round and others with tear-gas. Hamas political leader Ismail Haniyeh said Hamas had warned Israel about damaging al-Aqsa Mosque, continued settlement expansion, and raids on Palestinian cities and towns, but that Israel had ignored its warnings. Haniyeh further stated, “Israel could have silenced us by giving us crumbs, but the government turned its back on any possibility of a prisoner exchange and continued the siege of the strip.” Islamic Jihad spokesperson Dauod Shihab said Israeli captives would only be released in a prisoner exchange, adding the organization had taken women and children captives because Israel does the same. PA president Mahmoud Abbas issued a statement saying he had directed the PA forces to “protect Palestinians everywhere,” and that the “Palestinian people has the right to defend itself from any aggression by settlers and the Israeli occupation forces.” All Palestinian factions called for a general strike in the West Bank over the Israeli attacks on Gaza. Israeli prime minister Benjamin Netanyahu said “Israel is at war. This is not a so-called military operation, not another round of fighting, but war.” He further stated that Israel will “purge the area [around Gaza] of enemy forces” and then “exact a huge price from the enemy, also in the Gaza Strip.” Netanyahu also spoke with opposition leaders Benny Gantz and Yair Lapid about forming an emergency unity government. Lapid said he would only join the government if Netanyahu fired National Security Minister Itamar Ben-Gvir and Finance Minister Bezalel Smotrich. Israel also called up tens of thousands of reservists in preparation for a potential ground invasion. U.S. president Joe Biden spoke with Prime Minister Netanyahu. Biden condemned Hamas in a speech, calling their operation “unconscionable.” Secretary of State Antony Blinken spoke to President Mahmoud Abbas, calling on him to condemn the Hamas operation. The Palestinian Prisoner’s Society said Israel had imposed punitive measures against Palestinian prisoners, including placing sections of prisons on lockdown, seizing televisions, increasing jamming devices, and stopping family and lawyer visits. (WAFA 9/8)

In the West Bank, Israeli forces violently dispersed Palestinian protesters in Hebron, injuring 1 child with live ammunition. Israeli forces also violently dispersed Palestinian protesters in Taqqua, causing tear-gas related injuries. Elsewhere, Israeli forces delivered a demolition notice for an EU-funded school in al-Samiya. Israeli forces also demolished 1 house and 1 agricultural structure in al-‘Awja and 1 carpentry shop in Husan, and delivered 4 demolition orders for houses in Fasayil. 11 Palestinians were arrested in al-Mughayyir, Deir Jarir, Abud, Jaba‘, al-Khader, and Bethlehem. In East Jerusalem, 1 Palestinian family demolished their own home in Bayt Hanina, displacing 6, including 4 children. 3 Palestinians were arrested at the Mount of Olives. PA prime minister Mohammed Shtayyeh met with Türkiye president Recep Tayyip Erdoğan in Konya. Prime minister Shtayyeh also met with president of Azerbaijan Ilham Aliyev. (WAFA 8/10)

U.S. ambassador to Israel Tom Nides said in an interview that the U.S. fully backed Israel’s attack on Gaza over the weekend, calling Islamic Jihad “bad guys.” Ambassador Nides further said that the U.S. was not informed about Israel’s Operation Breaking Dawn beforehand but was not surprised. In the West Bank, 1 Israeli settler hit 1 Palestinian child with his car near Qalqilya, causing the child to be treated at a hospital in Israel for his injuries. Israeli settlers with military escort also demonstrated near Beita. Israeli left-wing activists were also demonstrating against the settlers who want to reopen the Evyatar settlement outpost near Beita. Israeli forces violently dispersed Palestinian protesters in Beita, injuring 7 with rubber-coated bullets and 87 with tear gas. Israeli forces also violently dispersed Palestinian protesters in Kafr Qaddum, injuring 3, including 1 child with live ammunition and 2 with rubber-coated bullets. Elsewhere, Israeli forces violently dispersed Palestinian protesters in Bayt Dajan, injuring 16, including 2 with rubber-coated bullets, the rest with tear gas. In East Jerusalem, UN officials met with the Salem family who are threatened by eviction in Sheikh Jarrah, calling on Israel to stop all evictions in East Jerusalem. In Israel, Israel said a drone crossed from Lebanon into Israel but that it lost radar contact with the drone shortly after. Hezbollah said it had flown a reconnaissance drone over Israel for 40 minutes. Later, Israel violated Lebanese air space by flying 2 low-flying fighter jets over Beirut. Patriarch of the Orthodox Church of Jerusalem Theophilos III, Custos of the Holy Land Francesco Patton, and Armenian Patriarch of Jerusalem Nourhan Manougian wrote a letter to Israel’s environmental protections minister Tamar Zandberg, requesting that she stop plans to expand the Jerusalem Walls National Park. The plans would expand the park into the church properties on the Mount of Olives. The 3 Christian leaders called the plans “a brutal measure that constitutes a direct and premeditated attack on the Christians in the Holy Land,” saying “we cannot help but feel that various entities are seeing to minimize, not to say eliminate any non-Jewish characteristics of the Holy City by attempting to alter the status quo on this holy mountain. They have failed due to the objection and lack of cooperation from the Churches. After their attempts failed, they resorted to statutory powers by advancing a plan to declare vast parts of the mountain as a national park.” The proposal to expand the park was scheduled to be heard at the Jerusalem Municipality’s local planning and construction committee on 3/2. In the West Bank, 6 Israeli settlers attacked 3 Red Cross workers monitoring the olive harvest with pepper spray in Burin. Israeli settlers also uprooted 25 olive saplings in al-Masara. Israeli forces demolished 4 Palestinian stores under construction in Deir Qaddis. Israeli forces also delivered stop-work orders for 4 houses under construction in Idhna. 8 Palestinians were arrested, including 6 during late-night raids in Dheisheh refugee camp, Hebron, Beit Umar, and Dura; 1 was arrested at the Container checkpoint and 1 in his shop in Arrabah. In East Jerusalem, Israeli forces violently dispersed Palestinians protesting the demolition of graves at al-Yusufiya Muslim cemetery; 1 was arrested. Israel’s public security minister Omer Bar-Lev ordered a ban on a cultural festival put on by the Catholic Church, claiming it was connected to the PA. The festival funded by Austria and France was set to take place for 3 days at Beit Abraham at the Mount of Olives in East Jerusalem. Israeli forces closed a performance attended by the French consulate general. The organizer Bernard Thibaud said he was shocked by the Israeli behavior and would speak to the French foreign ministry to complain and possibly take Israel to court. The U.S. state department said it was “deeply concerned about the Israeli government’s plan to advance thousands of settlement units, many of them deep in the West Bank. In addition, we are concerned about the publication of tenders on Sunday [10/24] for 1,300 settlement units in a number of West Bank settlements.” Haaretz reported that U.S. officials secretly had conveyed to Israel that the main concern for the U.S. is construction deep within the West Bank. When asked about the state department’s harsher tone toward Israel, state department spokesperson Ned Price said, “our public messaging on this is consistent with what we are seeing transpire so far. It only stands to reason that our public messaging may shift over time.” It was later reported by Axios that secretary of state Antony Blinken had a “tense” phone call with Israeli defense minister Benny Gantz over the issue of settlements. According to an Israeli official, the Israeli understanding was that the U.S. gave Israel a “yellow card,” a soccer reference for a warning. Israel rebuked the U.S. statement that the U.S. had not been informed about Israel’s decision, from 10/22, to designate 6 Palestinian rights organizations as terrorists. The Israeli deputy director-general of strategic affairs in the foreign ministry Joshua Zarka said that he had told the U.S. about the Israeli decision when he visited the U.S. the week of the announcement. Deputy Director Zarka said that Spokesperson Price probably had not been updated on the issue. UN human rights commissioner Michelle Bachelet also condemned the terrorist designations by Israel, saying they should be overturned immediately. The U.S. secretary of homeland security Alejandro Mayorkas said Israel was among 4 countries the U.S. is considering for its visa waiver program. The subject of an Israeli visa waiver was discussed when Israeli prime minister Naftali Bennett met President Joe Biden in August. (REU 10/26; HA, TOI 10/27)

It was announced by Israel that the country will join the EU Horizon Europe research program. The program provides funding for research and innovation and has a budget of $110 billion. Israel will be prohibited from using program funds to invest in East Jerusalem, the Golan Heights, and the West Bank, according to the deal with the EU. Republican senators in the U.S. congress introduced a bill co-sponsored by 35 senators seeking to block the Biden administration from reopening the U.S. mission to Palestinians in Jerusalem. The bill “Upholding the 1995 Jerusalem Embassy Law of 2021” was introduced by Bill Cassidy (R-LA) and Bill Hagerty (R-TN). (TOI 10/27)

The Israeli government issues tenders for 198 new settlement homes in Hebron and Efrata (Gush Etzion bloc). Meanwhile, the Jerusalem municipality approves the planned relocation of the National Defense College to the Mount of Olives. Also, Israeli NGO Peace Now says that approval for settlement plans jumped 300% in 2012, and that under Netanyahu’s premiership, 40% of construction starts in settlements were in settlements located outside of the so-called blocs that Israel intends to keep under a final-status agreement. In the Gaza Strip, the IDF fires warning shots at Palestinians scavenging for construction materials close to the border fence in the n. Gaza Strip, causing no injuries. In a separate incident, the IDF shells an open area 200 m from the border nr. Bureij, causing no injuries. In the West Bank, The IDF raids Aida r.c. in Bethlehem, opening fire on Palestinians with live ammunition, rubber-coated steel bullets, and tear-gas grenades, seriously wounding 1. The IDF says that Palestinian protesters threw stones and firebombs at the Separation Wall and Israeli forces. Palestinian news agencies report that the raid was in response to the Palestinians opening a hole in the bottom of the wall nr. Rachel’s Tomb. The IDF also demolishes sheep barns and sheds nr. Israeli security forces dismantle Palestinian protest camp Bab al-Shams in the E1 zone nr. Jerusalem, after the Supreme Court authorizes the government to dismantle the site. Protesters were removed on 1/12, but the tents had remained. Separately, the High Court of Justice orders the state to refrain from evicting Palestinians from 8 villages in the s. Dep. head of Hamas’s political bureau Musa Abu Marzuq says that the movement will not agree to dismantle the IQB as part of a prospective reconciliation deal with Fatah. He makes the comments in response to recent reports in al-Quds al-Arabi that Fatah is demanding Hamas dismantle its armed wing and integrate it into the PA security forces. (ToI 1/16)

The EU grants €100 m. to the PA and to UNRWA to provide essential services in the West Bank. Palestinian pres. Abbas announces that Saudi Arabia will give the struggling PA $100 m. to alleviate the PA’s financial crisis. (IMEMC, REU 1/16)

Hamas and Islamic Jihad declare a cease-fire in Gaza, after reported mediation by Egyptian intelligence officials. Despite the cease-fire, Palestinian fighters fire 6 rockets from Gaza into Israel, causing no injuries—but this marks a huge reduction from the estimated 100 projectiles the previous day. The attacks are claimed by the PFLP, the DFLP, and the PRCs. Israel does not acknowledge the statement by the Palestinian factions. The Israeli newspaper Ha’Aretz reports that Israeli DM Barak has approved a plan to expand the Itamar settlement to 5 times its size by adding 538 homes. Meanwhile, Israeli authorities demolish a home in the East Jerusalem neighborhood of the Mount of Olives, making 8 people homeless. In the West Bank, the IDF patrols in 1 village nr. Palestinians in the West Bank vote in local elections, the 1st elections in 6 yrs. Out of the 353 municipalities, the poll was held in only 92; 181 municipalities form councils without elections due to a lack of candidates. Hamas boycotts the elections. The Central Elections Commission reports that around 515,000 Palestinians were registered to vote, of which 55% turned out to vote (by comparison, three-quarters cast ballots in the 2006 parliamentary elections and twothirds in the 2004 and 2005 municipal elections). Fatah has mixed results, partly due to the fact that its own mbrs. ran against each other, some as independents (27 Fatah mbrs. were subsequently expelled from the party for running in non-Fatah lists). Israel approves the construction of a new Jewish settlement neighborhood in Jerusalem funded by U.S. settlement financier Irving Moskowitz to build 4 apartment buildings (24 units total) on East Jerusalem’s Mount of Olives, creating Israeli territorial contiguity between Mount Scopus and the Mount of Olives, completely surrounding the Old City of Jerusalem with Jewish settlements; the U.S. issues a stern protest stating the project harms the peace process. The Washington Post reports Knesset Internal Affairs Committee voted 7-4 to block construction of the Mormon Center on Mount of Olives [WP 8/24]. Occupied Palestine/Israel: Andre Alush, 40, is shot and killed by lone gunman in Tulkarm. Curfew is imposed [WP 8/25]. Avi Oved, of Tiberias, is shot three times in the marketplace of Jenin. His condition is serious. Curfew is immediately imposed [WP 8/25]. Katyusha rocket fired from Lebanon falls in northern Israel, causing no casualties [WP 8/25].

Arab World: IDF carry out large-scale search operations in 3 south Lebanese villages: Qabrikha, Majd al-Salim, and Shaqra. Search follows firing of a katyusha into the Galilee earlier in the week.
