In the West Bank, Israeli settlers shoot and kill a Palestinian man during a raid in Aqraba. Israeli settlers also seize 20 residential structures from Palestinians who were displaced in November 2023 in al-Ma’ajat near Jericho. Israeli forces shoot and kill a Palestinian man near Beit Fajjar, claiming he shot and injured 2 Israeli soldiers. Israeli forces arrest 4 Palestinians in and around ‘Azzun, Kafr Thulth, and Hebron. In East Jerusalem, more than 50 Israeli settlers tour the Haram al-Sharif compound. In Gaza, Israeli forces bomb Rafah, Dayr al-Balah, Khan Yunis, Gaza City, Nuseirat refugee camp, and Jabalia refugee camp, killing at least 93 people, including 30 people involved in securing the safe passage of aid to Gaza City at the Kuwait Roundabout in Gaza City, 27 people in a building in Nuseirat refugee camp, and the director of police investigations in northern Gaza Raed al-Banna. Israeli forces continue the siege of al-Shifa Hospital after raiding it on 3/18 and bombing adjacent buildings, killing at least 20 people and arresting 150 during the raid. An Israeli soldier is killed in combat. In Lebanon, Hezbollah forces fire missiles at Israeli forces in al-Tayhat Hill and al-Malikiyah, injuring 2. More than 31,819 Palestinians have been killed by Israeli forces in Gaza, including at least 13,400 children and 8,900 women, and around 73,934 have been injured since 10/7/2023. At least 7,000 people are missing in rubble, including 1,700 children. 428 Palestinians have been killed by Israeli forces and settlers in the West Bank and East Jerusalem since 10/7/2023, including 111 children. More than 4,665 people have been injured. Israel reports that 1,139 Israelis and foreign nationals have been killed and 5,400 have been injured in Israel since 10/7/2023, including Israeli soldiers. In addition, 250 Israeli soldiers have been killed and 1,482 injured in Gaza since the ground invasion began on 10/27/2023. Over 1.93 million Palestinians, nearly 85% of the population of Gaza, have been displaced since 10/7/2023. There has been a complete electricity blackout in Gaza since 10/12/2023 due to the Israeli blockade. At least 70,000 housing units have been destroyed and 290,000 have been damaged in Israeli airstrikes since 10/7/2023, constituting over 60% of all housing units. 147 trucks carrying aid enter Gaza. Mossad director David Barnea leaves ceasefire negotiations Doha to brief the Israeli war cabinet, while the rest of the Israeli delegation remains for continued talks. Israel’s Channel 13 reports that Israeli national security and finance ministers Itamar Ben-Gvir and Bezalel Smotrich say they will resign and leave the government if Israel releases “dozens of terrorists with blood on their hands” as part of the ceasefire deal. The Qatari Foreign Ministry says there is cautious optimism regarding a ceasefire deal. Hamas political leader Ismail Haniyeh says Israel is trying to sow chaos and sabotage the ceasefire negotiations by assassinating police officers and Hamas officials. Newly appointed PA prime minister Mohammad Mustafa says in a mission statement that he will appoint a “non-partisan, technocratic government that can gain both the trust of our people and the support of the international community” and that will have a “zero tolerance” policy toward corruption. Mustafa also says he will create an independent agency to oversee the recovery and reconstruction of Gaza. The PA issues a statement saying Israel has quietly begun its attack on Rafah by systematically destroying the city. (AJ, AP, WAFA 3/19)

The UN high commissioner for human rights Volker Turk says Israeli restrictions on humanitarian aid for Gaza may be war crime as it could amount to a starvation tactic. (AJ, AJ, HA, NYT, WAFA 3/19)

Canadian foreign minister Melanie Joly says Canada will implement the parliamentary resolution from 3/18 and cease further arms exports to Israel. Israeli foreign minister Israel Katz says “[h]istory will judge Canada’s current action harshly.” (AJ, HA, HA, WAFA 3/19; AJ, REU, WAFA 3/20)

Reuters reports that U.S. congressional leaders and the White House have agreed to continue blocking UNRWA funding until March 2025 as part of a deal to secure a spending bill. U.S. State Department spokesperson Vedant Patel tells reporters that the U.S. has “not yet seen conclusive evidence indicating that Israel is using starvation as a weapon in the Gaza war.” (AJ, WAFA 3/19; AJ, NYT 3/20; AJ, HA 3/21)

In the West Bank, about 30 Israeli settlers attacked Palestinian farmers working their lands in Humra; Israeli left-wing activists who witnessed the attack said the settlers also attacked them, and that Israeli forces intervened on behalf of the Israeli settlers, firing tear gas at Palestinians. Israeli forces raided ‘Aqabat Jabir refugee camp, injuring 2 with live ammunition and others suffered tear-gas related injuries. Israeli forces also clashed with Palestinian youth in Hebron, leading to tear-gas related injuries. Elsewhere, Israeli forces violently dispersed protests demonstrating in solidarity with Palestinians in East Jerusalem in al-Bireh, Huwwara, Dayr Sharaf, Husan, the Qalandia checkpoint, and Luban al-Sharqiyya, leading to tear-gas related injuries and 1 arrest. 3 Palestinians were arrested at checkpoints in Hebron, Bethlehem, and Qalandia. In East Jerusalem, Israeli settlers and right-wing Israeli activists gathered to attack Palestinians but were contained by Israeli forces. 1 Israeli settler was attacked by Palestinians in Wadi al-Juz. Israeli forces violently dispersed Palestinian protesters at the Damascus Gate, injuring 22 and arresting 17. 10 other Palestinians were arrested in the Old City after clashes with Israeli forces. Candidates of the upcoming Palestinian elections held a sit-in protest in front of the Orient House to demand that Palestinians in East Jerusalem partake in the elections. In Gaza, some 700 Palestinians protested by the Gaza fence against Israeli violence toward Palestinians in Jerusalem; 3 were reportedly injured by Israeli live ammunition and the protesters burned tires. 2 rockets were fired at Israel, with 1 intercepted and 1 landing in an open field; no damage was reported. 1 Palestinian was arrested after crossing into Israel via the Gaza fence. In Israel, Palestinian-Israelis protested the violence against Palestinians in East Jerusalem on 4/22 in Umm al-Fahm. According to a Haaretz source, Hamas and Islamic Jihad sent a message to Israel via Egypt that the 2 groups are not interested in escalating tensions with Israel after several dozen rockets were fired at Israel on 4/23 and Israel fired missiles, causing damage in Gaza. 2 groups, Nidal al-Amoudi Division and the Abu Ali Mustapha Brigades, claimed responsibility for the rockets fired at Israel, saying they were in response to the violence by Israeli right-wing activists in Jerusalem on 4/22. In the West Bank, Israeli settlers uprooted 13 olive trees in Hares. Israeli settlers also threw stones at Palestinian vehicles traveling between Nablus and Jenin. Israeli forces violently dispersed the weekly anti-settlement protest in Kafr Qaddum, injuring 1 with a rubber-coated bullet and others were injured by tear gas. Israeli forces also violently dispersed Palestinian protesters in Tulkarm, injuring 1 with a rubber-coated bullet. Elsewhere, Israeli forces violently dispersed protesters in Qalqilya, arresting 1. 4 Palestinians were arrested at checkpoints near Bethlehem, Qalandia, and Hizma. In East Jerusalem, Israeli forces violently dispersed Palestinian protesters, injuring 50 using rubber-coated bullets, beatings, and tear gas near the Haram al-Sharif compound, Silwan, Issawiyya, Wadi al-Juz, and Shaykh Jarrah; 4 were arrested. Israeli public security affairs minister Amir Ohana condemned attacks against Jewish-Israelis in Jerusalem on 4/22, despite the fact that large crowds of right-wing Israeli activists and Israeli settlers had attacked Palestinians throughout Jerusalem, leading to more than 100 injuries. The attacks were planned by the Lehava group, which has links to right-wing Israeli lawmakers in the Otzma Yehudit (Jewish Power) party. The U.S. embassy in Israel said that the U.S. is “deeply concerned about the incidents of violence” and called on “all responsible voices” to promote calm. Jordan condemned the violence, saying that Israel as “the occupying power” in East Jerusalem must protect the Palestinian residents against the violence. Unidentified Israeli officials tell the Jerusalem Post that unofficial, informal talks under EU auspices are taking place between Israeli and Palestinian academics and former political and military leaders. These discrete dialogues are looking at final-status issues like Jerusalem in order to come up with recommendations for steps that could be taken by both sides. (JP, REU 1/8)

Israel’s Jerusalem municipality demolishes a Palestinian home in Silwan in East Jerusalem on the basis that it was built without a permit. In the West Bank, the IDF conducts house searches and arrest raids in al-‘Arub r.c. nr. Hebron, ‘Ayn Bayt al-Ma’ r.c. nr. Nablus, and 1 village nr. Bethlehem at night. (WAFA 1/8; PCHR 1/10)

Israel’s education min. Gideon Sa’ar convenes an unscheduled meeting of the Council for Higher Education in order to officially endorse the university status of Ariel settlement’s college. Speaking at Ariel University on the same day, PM Netanyahu says the settlement will ‘‘always remain under Israeli sovereignty.’’ (HA, JP 1/8)

Palestinian PM Salam Fayyad says that the PA is on the verge of bankruptcy, but that he is not afraid of popular protests against the PA similar to those that took place in 9/2012 (see Quarterly Update in JPS 166). The PC approves (69–12, with 3 abstentions) Abbas’s new government, presented after wks. of debate within Fatah. In his inaugural speech Abbas states that there is no military solution to the conflict with Israel, rejects “terrorism,” pledges to crack down on militant groups and confiscate illegal weapons, demands an independent Palestinian state within 1967 borders, with Jerusalem as its capital, and without Jewish settlements. Fatah Revolutionary Council (FRC) head Sabri al-Banna (Abu Nidal), who broke with the Fatah organization in the 1970s, is found dead in his Baghdad apartment. Iraqi officials say he committed suicide, but do not explain how he suffered multiple gunshot wounds. Upon his return fr. the U.S. Sharon meets with his security cabinet, then his full cabinet to discuss how to respond to the 12/1+n2 attacks. The full cabinet votes to declare the PA "an entity that supports terrorism," adds Force 17 (Arafat's "presidential guard") to its list of terrorist groups, authorizes Sharon to escalate military action. FM Shimon Peres, other Labor MKs walk out of the cabinet mtg. in protest but do not formally withdraw fr. the governing coalition. While the cabinet meets, the PSF continues to arrest mbrs. of Hamas and Islamic Jihad, risking confrontations with hostile Palestinian crowds. Arafat also orders the arrest of Hamas spiritual leader Shaykh Ahmad Yasin, but when PSF officers arrive around midnight, crowds of Palestinians force them to retreat. The PSF says it has arrested more than 100 Palestinians since 12/2. Arafat asks Peres for a 4-day grace period, during which he vows he would crack down on opposition groups. The London-based al-Sharq al-Awsat reports that Sabri al-Banna (Abu Nidal) has asked Egyptian pres. Mubarak to halt a crackdown on his organization. Banna claims Egyptian security services raided and shut his Fatah Revolutionary Council (FRC) office in Cairo on 9/6, confiscating papers, detaining FRC mbrs., and freezing the organization's assets, which amount to $4 m. Numerous media reports claim that Egypt has arrested Fatah Revolutionary Council leader Sabri al-Banna (Abu Nidal) in Cairo, but Egypt denies them.
