The IDF launches a major military operation, dubbed Operation Northern Shield, aimed at exposing and demolishing tunnels stretching from southern Lebanon into northern Israel. Hezbollah has reportedly built a network of such tunnels since 2006. Hours before the launch of Operation Northern Shield, Israeli prime minister Benjamin Netanyahu meets with U.S. secretary of state Mike Pompeo in Brussels to discuss recent developments in the Middle East, including Iran’s nuclear program. Netanyahu reportedly tells Pompeo about Operation Northern Shield and asks him to tell the Lebanese government that they need to stop Hezbollah from acquiring precision-guided missiles. IDF troops violently disperse hundreds of Palestinians gathering along Gaza’s border fence near Dayr al-Balah to continue the Great March of Return; 7 Palestinians are injured (1 succumbs to his injuries later in the day). This brings the death toll stemming from the Great March of Return to 179. Separately, IDF troops stationed along the border fence shoot and injure a Palestinian approaching the border fence near Khan Yunis. Off Gaza’s coast, Israeli naval forces open fire on Palestinian fishing boats near Gaza City, causing no damage or injuries (2 fishermen are arrested). In the West Bank, IDF troops kill a Palestinian during a confrontation sparked by a late-night raid in Tammun village near Tubas. Three other Palestinians are reported injured during the confrontation. Israeli defense minister Avigdor Lieberman lifts his hold on the transfers of Qatari-funded fuel into Gaza after a period of relative calm along Gaza’s border fence. “In accordance with [DM] Lieberman’s decision from [10/21] and in accordance with recommendations from security bodies, it has been decided that the supply of ‘Qatari fuel’ to Gaza will be renewed starting tomorrow,” his office announces. IDF troops shoot and kill a Palestinian at a junction near Salfit after he allegedly attempts to stab several of the soldiers. Elsewhere in the West Bank, Israeli settlers flood with wastewater parts of Khan al-Ahmar, the Jerusalem-area Bedouin village slated for evacuation and demolition. Later, Palestinian and international solidarity activists block the roads leading into the village, sparking clashes with the Israeli forces attempting to prepare for the demolitions; 7 Palestinians are injured and 4 activists are arrested. Separately, IDF troops violently disperse Palestinians gathering in al-Lubban near Nablus to protest the recent closure of the village’s school; 1 Palestinian is injured. In response to the recent threats of a full-scale IDF operation in Gaza, Hamas puts out a statement: “The threats serve as an incentive for increased participation in the Great March of Return, its continuity and its development.” (JP 10/15)

The Australian press reports that Australian prime minister Scott Morrison recently told Israeli prime minister Netanyahu that he is considering following the U.S. lead and moving the Australian embassy in Israel to Jerusalem. “I am saying I’m open to considering it,” Morrison reportedly said. On the other side of the border fence, Israeli firefighters put out 7 fires that were reportedly sparked by incendiary balloons and kites flown from Gaza. In the West Bank, IDF troops conduct raids in Rumana village near Jenin overnight, sparking minor clashes; several Palestinians are injured. On the sidelines of the UN General Assembly in New York City, U.S. president Donald Trump meets with Israeli prime minister Benjamin Netanyahu. At a joint press conference, Trump says he thinks a “2-state solution will work best.” His statement marks the first time he has publicly expressed a preference for the 2-state solution while in office. Later in the day, Trump says that Netanyahu was “very nice” to him and that a 2-state solution is “more likely,” but that he would be “OK with 1 state, 2 states, whatever they want.” Netanyahu, for his part, tells Israeli reporters that Trump accepts that Israel should retain a military presence in the West Bank even if a 2-state solution is agreed upon. Ahead of PA president Mahmoud Abbas’s planned address to the UN General Assembly on 9/27, Hamas denounces Abbas as an illegitimate representative of the Palestinian people. According to sources close to Hamas’s leadership, the statement stems from the Egyptian delegation’s visit to Gaza last week for talks on the stalled Palestinian reconciliation process. The Egyptians reportedly backed Abbas’s position that there could be no long-term cease-fire with Israel until Hamas and Fatah reconcile and the PA resumes control of Gaza. “Most of the donor countries, including the Arab countries, have adopted this line,” the source says. “So it looks like Hamas is losing the momentum to advance calm on a separate track from reconciliation, and the situation in Gaza is getting worse.” Meanwhile, Hamas security forces summon dozens of Fatah members for interrogation in Gaza. According to some reports from Gaza, they also threaten at least 1 print shop owner with “arrests and beatings” should he print any materials in support of PA president Abbas’s planned speech to the UN General Assembly on 9/27. Meanwhile, Israeli firefighters put out 12 fires in southern Israel that were reportedly sparked by incendiary balloons and kites flown from Gaza. Off Gaza’s coast, Israeli naval forces open fire on Palestinian fishing boats near Gaza City, causing no damage or injuries. In East Jerusalem, 420 right-wing Jewish activists tour Haram al-Sharif in the morning to commemorate Sukkot. Meanwhile, Israeli police detain 2 Islamic Waqf guards attempting to bring tools and other equipment into the sanctuary. A Hamas spokesperson denies that the Egyptian-mediated talks on a long-term cease-fire with Israel and a reconciliation agreement with Fatah have stalled. “The efforts of our Egyptian brothers continue,” he says. “We in Hamas are responsive to these ongoing efforts.” (AFP, TOI 9/25)

The World Bank reports that Gaza’s economy is in “free fall,” having contracted by 6% in the first quarter of 2018. World Bank officials are planning to present the report to the Ad Hoc Liaison Committee, the main policy-level fundraising body for the Palestinians, at its meeting in New York City on the sidelines of the UN General Assembly on 9/27. Unidentified sources in Gaza tell the Israeli press that Hamas is working to escalate the weekly Great March of Return protests in order to pressure Israel and Egypt into resuming the backchannel talks on a long-term cease-fire, which have reportedly been suspended for the past few weeks. IDF troops shoot and injure a Palestinian minor outside the Gush Etzion settlement near Ramallah after he allegedly stabs and critically injures 2 Israeli settlers. One of the settlers succumbs to his injuries soon after the confrontation. IDF troops raid the alleged attacker’s home in Yatta village near Hebron late at night, taking measurements and threatening punitive demolition. Elsewhere in the West Bank, IDF troops arrest 7 Palestinians and confiscate some property during raids near Ramallah, Jenin, Hebron, and Nablus; and patrol near Bethlehem, Tulkarm, and Hebron. Israeli settlers chase Palestinian shepherds from a field near Jericho. Settlers also congregate on the main Nablus-Ramallah road in the evening to protest the alleged stabbing attack near Ramallah earlier in the day. At the weekly meeting of the Israeli cabinet, Israeli PM Netanyahu reaffirms that Israel has not committed to a cease-fire agreement with Hamas. “We are in the midst of a campaign against terror in Gaza. A UN delegation visits Gaza for meetings on the shaky cease-fire that has largely held since late on 8/9. The Israeli authorities claim that they have not agreed to any cease-fire agreement. “We did not commit with the mediators on a cease-fire. We are in a campaign in which there is an exchange of blows,” one Israeli official says. (HA, TOI 8/11)

A flotilla of 40 boats sets sail from the Gazan shore in a symbolic effort to challenge the Israeli blockade. The organizers, who frame the protest in the context of the ongoing Great March of Return, state, “We want the world to see the reality of the blockade and the suffering of the people of Gaza, and we will not accept anything less than lifting the blockade once and for all.” Israeli naval forces fire warning shots at the boats, causing no reported injuries, forcing them to turn back to shore. Thousands of Palestinians gather along Gaza’s border to continue the Great March of Return. IDF troops violently disperse the demonstrations near Khan Yunis, Rafah, al-Bureij refugee camp, Gaza City, and Jabaliya refugee camp; 2 Palestinians are killed and at least 90 are injured. Their deaths bring the Great March of Return death toll to 137. In response to shots allegedly fired at IDF border patrols in the evening, Israeli forces strike a Hamas observation post near Jabaliya refugee camp, causing damage.

In East Jerusalem, Israeli forces enter Haram al-Sharif after Friday prayers and fire sound bombs at Palestinian worshippers, clearing them from the sanctuary; 7 Palestinians and 4 Israeli police officers are injured, and 24 Palestinians are arrested. Some witnesses say that the Israelis entered the sanctuary after children threw firecrackers at them. After the clashes, Israeli forces seal the entrances to the sanctuary. Israeli DM Lieberman pledges to advance the construction of 400 new housing units in the Adam settlement near Ramallah, justifying the settlement growth in response to the stabbing attack on 7/26. Hours before an air strike in Jabaliya refugee camp, Israeli DM Lieberman says that Israel will reopen the Kerem Shalom border crossing and expand the fishing zone off Gaza’s coast as early as 7/24 if Hamas enforces a de-escalation of tensions, including an end to rocket fire and incendiary balloon and kite attacks.
